how about the commute this morning? couple issues working right now. no new details but this crash, westbound 80 before you get to central avenue, three vehicles involved, blocking the left center lane and you're backing up into the east richmond area so a little under two miles but if that's blocking for long, that's a bad spot. southbound 680, we had reports into chp, someone saw smoke coming from the bottom of their vehicle and smelled smoke so pulled over to the shoulder. possibly have a vehicle fire in the area. we'll take a look at drive times coming up. on to developing news, now, a homicide investigation underway in the east bay. >> a san leandro neighborhood is blocked off right now and abc7 news reporter amy hollyfield is there live. >> reporter: the sheriff's department is still dedicating resources to this. and it's in its 16th hour of an investigation. look behind me. they have a sheriff's deputy here protecting the scene until investigators get back out here to finish looking for evidence.

officers found a 41-year-old man dead inside a home here on selborne drive. according to the "east bay times," investigators were responding to a fight in the street. they saw a trail of blood, they followed it, and they found the man. they haven't said how he was killed. officers are actively looking for the killer. they're following up on leads and looking for more leads. they're asking for anyone with any information to give the alameda county sheriff's office a call. spring is actually less than a week away now, but do not tell that to the folks on the midwest and northeast. >> a monster storm is hitting several states right now. let's take a live look at the white house. the storm is expected to dump one to two feet of snow on the metro area. washington, d.c., not getting as much as new york but still a significant amount of snow. and there is a bit of a change

from overnight. it looks like it's not going to hit our major cities as badly as we once thought but mountainous areas from pennsylvania to massachusetts will still be facing whiteout conditions. five states under a state of emergency this morning. and right now from the live desk, a quick look at the flights across the nation. more than 5500 cancellations today. i've actually been watching that number tick up. last hour it was at 5400 and look at this misery map. stirl the hardest hit right now are those east coast cities, newark, followed by laguardia, and then boston. those are the airports where we're seeing the most cancellations throughout this morning. listen to this, though. american, delta, virgin, jetblue, southwest, and spirit all have travel advisories on their websites. they are waiving change fees. you may want to consider it if you have a flight today or tomorrow and southwest canceling nearly its entire northeast schedule for today. reggie, natasha, back to you. the future of health care

has leaders taking sides in o nation's capital this morning. republicans arguing their bill would slash an estimated $337 billion from the federal budget. a new report says millions of americans would lose coverage under this same plan. the report from the nonpartisan congressional budget office found 14 million americans who have health insurance would lose it by next year under this plan and that number would grow to 24 million by 2026. >> we disagree strenuously with the report that was put out. we believe that our plan will cover more individuals at a lower cost and give them the choices that they want for the coverage that they want for themselves and for their family, not that the government forces them to buy. >> this is a remarkable figure. it speaks to eloquently to the cruelty of the bill that the speaker calls an act of mercy. >> president trump not backing down, saying the republican plan is just the first offer and that it can be negotiated. and in san rafael, 2,000

people if i would the marin veterans memorial auditorium for a town hall meeting. they spoke about the future of their health care and some people who showed up said that they are afraid because they can't afford to lose their average. others say the affordable care act has got to go because people need to take responsibility for their own health care. the justice department now asking for more time to provide evidence that the obama administration wiretapped trump tower phones during the 2016 campaign. the house intelligence committee wanted any shred of proof by yesterday. the justice department made a last-minute extension request. the house and the senate are both prepared to investigate former barack obama has denied the allegations through a spokesperson. president trump has signed a new executive order. irritate mandates an evaluation of every kpen department and agency to determine where money can be saved. it's being called a comprehensive plan for reorganizing the executive branch. the president says, quote, bills and bills of dollars are being

wasted on activities that are not delivering results and not even coming close. happening today, another move to help san jose residents affected by recent flooding. this afternoon, council members will declare that the city has a shelter crisis. that will clear the way for the city to designate the seven trees community center as a temporary shelter for victims. today's declaration will also give the director of housing the authority to turn other city facilities into shelters if the need arises until the end of may. vallejo's police chief is ordering an investigation into this, the use of force by this officer seen this n this disturbing video. you see him here punching this man with a flashlight. according to police, officers were called to the valero gasation on friday because a 23-year-old named dejuan hall was scaring employees. the owner of the station told us off camera that hall was trying to buy a greyhound bus ticket to sacramento and when his credit card got declined he got angry. the station owner says the man began pointing his fingers at employees like he had a gun and

began shouting, i'm god. the police department has not told us if that officer will replain on duty. a group of dirt bikers are creating a dangerous situation in san francisco's lower haight. this cell phone video shows exactly what's happening at this apartment complex. our partners at "hoodline" first reported this story. neighbors say the bikers are creating a whole lot of noise and posing a safety threat. police tell residents they can help catch them by taking photos or video but they do need to keep their distance. efforts to improve safety hitting a roadblock. plus hundreds of tech workers expected to walk off the job today, the political message they want to send to our nation's leader. it is 6:07. here's a live look at what chicago looks like this morning. of course they're having to deal with some snow from yesterday's storm that continues this morning. not quite as much as what they're going to get on the east coast today. coast today. we're keeping local weather a

westbound 80 on your way to the maze, not terrible but you are in the yellow. 15 across the bay bridge, san francisco to sfo, you are in the green at 9 minutes. we'll check on the south bay coming up next. ironic twist involving san francisco's fire department and municipal transportation agency. safety concerns from the fire department led to the delay of numerous street safety projects across the city. those projects include protected bike lanes on upper market street and speed bumps. last year, the department proposed a blanket ban on the projects because firefighters were concerned they wouldn't be able to navigate energy vehicles on the modified streets. tech leaders from the bay area are braving the east coast blizzard today to meet with lawmakers in washington, d.c. . also, a mercury spill ♪ ♪ good is in every blue diamond almond. and once good gets going, there's no stopping it.

news," that's just a total coincidence, reports this is the third spill in that neighborhood just since december. so, something is going on there. let's talk about frem it is just proclaimed itself a compassionate sanctuary cities so it intends to protect anyone who lives, works, studies in the city regardless of their race, religion, gender, or sexual orientation. they realize they're at risk for losing their federal funding. california lawmakers are one step closer to limiting cooperation between local law enforcement and immigration officers. the senate appropriations committee passed the controversial sanctuary state bill yesterday. it would bar police from arresting or detaining people just for immigration violations unless a judge issues a warrant. one resident who opposes this bill testified about crimes she

says committed about undocumented immigrants. >> because you have weeping mothers, weeping mothers, not only in california but throughout the united states now. it's not here. it's everywhere now. >> up for a vote in the full senate, it needs two-thirds yes votes in order to move on to the assembly. happening today, hundreds of tech workers here in the bay are expected to walk off their jobs in an effort to promote diversity, inclusion, and civil liberties. the tech stands up event correspondeds with pi day. organizers say the rally will make a strong statement in support of the values that drive silicon valley. happening today, bay area tech leaders braving the bad weather to make it to washington, d.c. more than 80 silicon valley execs and elected officials, including san jose mayor sam liccardo, are meeting with u.s. lawmakers this week. officials are apple will also be there. the trip organized by the silicon valley leadership group happens every year, but with the new administration in place, local leaders say they will have

mornings as a storm system draws near for wednesday, a little bit stronger monday if you're looking for rain. here's a look at the jet stream. you can see the blocking high over, putting the jet stream up into canada, but then dives into dixie, and there you go, you got yourself a nor'easter and heavy snow. that blocking high is going to hold out one more -- tomorrow also until the sunsets and then up in the north bay, a chance of very small chance of very light weather. here we are at noon tomorrow, the clouds increasing as the cold front tries to slide down the coast. by 5:00, lake and mendocino counties and the system falls apart even quicker than yesterday. so that means the north bay, you're hardly going to get anything. the rest of us, probably nothing. in fact, look at our reporteding stations. how about at 5:00. nothing. and then by midnight, a couple hundredths of an inch and doesn't even get out of the north bay. here's my accuweather 7 day forecast. it will cool our temperatures,

wednesday, won't rebound thursday with your warmest day after today and then sunday into monday, we actually put a storm impact scale, 1. let's take a look at our biggest problem of the moment, westbound 80, so if coming in from richmond, starting to turn into a hefty delay here. just before central avenue, three vehicles involved. we haven't gotten word about any injuries or how serious this is but as you zoom out, you can see you're jammed back up well into the richmond area about 30 miles an hour, 25 miles an hour approaching. hopefully this is going to get pushed off to the shoulder soon. on top of that, a couple more minor issues here for san jose. the northbound 101 ramp there from 280, sounds like we have a minor collision on the shoulder and then north of that, 101 just north of alum rock, another collision on the side. we'll take a look at the bay bridge commute coming up next. coming up next, "7 on your side's" michael finney has help for parents and students looking for ways to pay for college. plus an oakland-based solar company is running out of power.

we are back with your morning money report. oakland-based sungevity has filed for bankruptcy. the company specialized in a software. a group of investors agreed to take control of the company in exchange for $20 million in financing to keep the operations going. that means customers won't be left without service, at least for now. eventually, the company's assets will be sold off in a court. >> approved auction. ivanka trump's brand his discontinued its line of high end jewelry. the company says it's going to focus on more affordable fashion jewelry. in recent months, ivanka's fashion lines have become targets for both supporters and detractors of her father, president trump. many shoppers have rallied behind the grassroots movement to boycott companies associated with the trump name. all right, it is time now to ask finney and today, connie from south san francisco has a question about scholarships. she spoke to us at our event in

yeah, lucky me. so why don't we jump right into it because we're going to hit 80 in some neighborhoods again today. let's take a look at what's going on with live doppler 7. hi. there we are. and what you're seeing is mainly clear conditions out there. now some fog is trying to creep into tracy and stockton, i'm not sure it's going to be able to make it ooever the altamont pas. we're running in the mid 40s to upper 50s at 7:00. 65 to 69 at noon. 62 at the coast but 73 to 79 around the bay and inland by 4:00. look now nice at 7:00. 50s at the coast by mid to upper 60s elsewhere. we are doing pretty good so far this morning. here's a live look at the bay bridge toll plaza. so, yes, sk, those metering lights have been on for a while. 5:23, specifically, here this morning. and we're still in recovery mode through the richmond area. eaie westbound 80 just before central avenue has cleared. but as you can see, several

miles of heavy traffic down to 21 and 23 miles an hour. we'll take a look at drive times coming up next. happening right now, blizzard warnings have been canceled for all of the major populated metropolitan areas because of a significant shift in the storm system. that doesn't mean they're not going to get a lot of sfoe. this is a live look at the midwest. we're seeing wisconsin. the governor of massachusetts is thanking everyone for heeding warnings and staying off the road. blizzard warnings remain in effect for mountainous areas from pennsylvania to maine right now and all of this having a ripple effect across the country. >> abc7 news reporter kate larsen live for us at sfo with the impact on tralers here. >> reporter: well, about -- around the country have been canceled here at sfo. take a look. thre are also a number of cancellations in and out of this airport as well. 51 arrivals have been canceled today and 38 departures have

been canceled. the airport, though, is still busy with a lot of people who actually had flights to the east coast canceled yesterday and are now desperately trying to take very circuitous routes to get though their final destination. >> we was in las vegas and we was on the way back home and we had to come here first. and then we was going to fly from here but we have to go to denver and then get a flight back to baltimore and then drive to virginia. >> hoping to get out at the 7:30 flight. we had all the flights canceled yesterday. we were on a 5:00 flight rebooked to a 10:00 p.m. flight, that was canceled and now we're hoping the 7:30 flight takes off. >> i was supposed to travel yesterday, 1:00 flight to d.c. but that got canceled. i was supposed to give a talk today and had to find a substitute for that. and i had to give a talk tomorrow too so i'm hoping to

make those. >> reporter: and this is a look at reagan airport in washington, d.c., this morning. you can see with the exception of a few people, it's empty. a lot of east coast airports like this, including the airports in new york area, boston and then out west to chicago and even down south in florida seen a lot of rippled cancellations. i've been chatting with my friends on the east coast in d.c. and new york. okay for them because they've all got snow days. meanwhile, just spoke to my husband who flew new york for a work conference and he's one of the only people there because all the locals are staying home. so, another tricky travel day for people here all the way to the east coast. best to double check your plans. l live at sfo, kate larsen. >> that's the best advice. you want to double check those fans and in fact some basketball teams having to double check their plans. march madness for those teams trying to get to the ncaa basketball tournament, several teams having to make last-minute travel plans. i've been checking on the ncaa

website throughout the morning, looking at the brackets. and this is why those delays on the east coast that kate was just telling us about, ncaa saying they are looking at departure times, trying to help those teams that are playing in affected cities. by the way, villanova, the top overall seed, left philly yesterday afternoon to get to buffalo ahead of the storm. there's less of a chance it will affect the women's tournament. yukon is the only team hosting in the northeast and that game is saturday, so they have a little bit of time to make it. by the way, natasha, checked usc is playing providence in ohio.% they have a little bit of leeway there. >> fight on. thank you, jessica. now let's go to mike nicco. he's tracking the storm's path this morning and things have changed. >> it always does once the area of low pressure hits that warm water right off the coast, it tends a wobble a little bit but you can see plenty of white there on live doppler 7.

in fact, we'll kind of broaden it out. thunderstorms rom roaming through the carolinas right now. it's in the upstate part. you see around scranton up towards possibly syracuse, we're okay to have a couple of feet. expecting less than a foot. washington, baltimore, philly, about 13 inches in new york, 11 inches in boston so that will cripple travel for today and tomorrow. new this morning in the south bay, a man under arrest after deputies had to chase him through a san jose neighborhood. this is near lin view drive only a few blocks from evergreen valley high school. the man they were chasing took off running. the sheriff's department was able to track him down and arrest him. they actually found him laying down in front of another house a few blocks away. the santa clara sheriff's office tells us the driver had outstanding arrest warrants. a frantic rescue effort in oakland after a man drove into the water last night.

you can see firefighters pulling the man from the car after he crashed into the marina. the man was not responsive when firefighters pulled him out. they performed cpr and rushed him to the hospital. no word on his condition this morning. developing news in napa this morning. two police officers on administrative leave after fatally shooting a man in the parking lot of a home depot. this happened at a store on kansas avenue. witnesses say a crazed man was stabbing and slashing at cars when officers got there two of them shot and killed him. one home depot employee saw it all unfold from inside the store. >> he was really acting aggressive. he was screaming and kicking cars around everywhere. and he was -- i just saw him walk right past through here and as soon as he just crossed the street and i just kept doing my job and i just heard -- i think it was four or five gunshots. >> one woman who lives in a maemless encampment says she knows the suspect, a homeless man in his early 20s. police have not said if he was armed. happening today, one of

three suspects arrested in a deadly freeway shooting is expected to appear in court. 24-year-old demarcus doss was shot and killed on i-80 in richmond last thursday. one of the suspects, 24-year-old elliot johnson is now charged with his murder. two 17-year-olds were also arrested for the crime. it is not clear what led up to the shooting. johnson is scheduled to appear in court today. the family has set up a gofundme page to help with funeral expenses and you can see so far more than $10,000 has been raised of a $20,000 goal. we have a link if you would like to help on abc7news.com. for the first time, we are hearing from the lyft driver who was attacked on a san francisco freeway. mr. quintana spoke to abc7 news from his hospital bed yesterday. the chp is looking for a gang of bikers behind this terrifying assault on quintana in the middle of rush hour right on 101. it happened wednesday. he believes they thought he was trying to run one of them over.

when quintana pulled off the freeway, they surrounded him and they broke his nose and shattered his leg. >> he looked at me right in the eye and right on my leg. all i could do was lay there and cry ask think about my kid. >> he is supporting his son, elijah, and that's the reason that he drives from modesto to the bay area to work for uber and lyft. that new father is unable to work and is trying to help law enforcement track down these bikers. the morgan hill school board will meet in emergency session to discuss a sexual abuse lawsuit. the parents of three girls have reached a tentative settlement with the district. 55-year-old john arthur lloyd was convicted of abusing the girls. he was also convicted of abusing a fourth girl who did not go to that school. the parents say school leaders failed to see obvious signs of the abuse. as part of the settlement, the

parents are demanding the district do more to protect students. both sides will be back in court tomorrow. also happening today, the city of oakland taking a stand against president trump's proposed border wall between the u.s. and mexico. oakland's finance committee is going to present a proposal to the city to consider a boycott against the wall and that would include all construction, engineering, and security businesses. the committee says about one in four oakland residents was born outside the u.s. and about one-third of those immigrants comes from mexico. the council is going to meet at 9:30 this morning. one of our warmest mornings this week waiting for you outside. outside. start in south bay, cupertino, milpitas 59, we've got upper 40s, lafayette, danville, livermore, novato at 45 and alameda at 58, san carlos 53 and san francisco about 59. you can see the wealth of colors developing. tree pollen is going to be high and so is the uv index today so

brace yourself for that. here's a look at the golden gte bridge. let's talk about the activity planner. yard work good, just watch the pollen if you're going to be on the bay doing water sports, small waves and burning sunshine if you're out exercising. 67 at the coast but 73 to 77 around the bay. about 77 to 82 inland and the fog starts to roll in tonight. temperatures in the mid 40s to low 50s. this is out ahead of a storm system that promises us some rain. i'll show you where coming up. taking a look at our traffic maps this morning, we have not had any major issues all day so that is good. the few trouble spots we have had have cleared quickly and we have a couple minor issues in the south bay. northbound 101 ramp to northbound 680, we do have a minor issue on the shoulder and then north of there near alum rock, another two-car crash on the shoulder so a little stop and go traffic there for both of those issues but that is normally a pretty slow spot.

gets down to 24 degrees, they'll experience a 90% loss of their blossoms. they're supposed to be at peak in just a week. right now, mike said it is 33 degrees. so we're not there yet but the nightfall is still to come later today, right? natasha, hey, want to jump in here because i've actually been seeing suspended train service eight there in d.c. i want to update you on the east coast storm because just moments ago, train service was stopped from boston to new york. here's some video of, well, why new york overnight getting pounded with some storms and obviously the snow still going to continue there throughout the day. lot of people take that train from boston to new york and so that's going to cause a mess for some commuters there. also right now, several states are in the dark. in fact, there are massive power outages being reported. more than 100,000 customers, which really just gives us a better idea of the misery that folks are dealing with, because of the big nor'easter.

northwest of those outages right now being reported in virginia and maryland. not likely they will get restored any time soon as mike's been telling us, the storms and the snow expected to be coming down all day today. we are tracking developing news. a homicide investigation underway in the east bay after a san leandro neighborhood still blocked off. abc7 news reporter amy hollyfield has gathered some new information. amy? >> reporter: hi, reggie. i was just briefed by the sheriff's office. they think they know who the killer is. they are looking for that person right now. they are not finished with this crime scene. that's why they still have it blocked off and they have a sheriff's deputy here protecting it until investigators can get back out here. they are 16 hours into this case now. they've got called to selborne drive here in san leandro because of a fight that was happening in the street. they say when they got here, they found a lot of blood. they followed the trail of it into a home and that's where they found a 41-year-old man who had been killed.

they couldn't tell how he was killed. they're waiting for the coroner to figure that out. they also don't know the motive. but they do have some good leads and they are looking for more help. so if you know anything, you are encouraged to call the alameda county sheriff's office. reporting live in san leandro, amy hollyfield, abc7 news. part-time workers in san jose now have the opportunity to work more hours. it's a story that we have been covering here for almost a year. last frill, abc7 news was in san jose when a coalition of labor, religious, and community leaders turned in these petitions to give part-time priority to extra hours. that petition became a voter approved ballot measure that took effect yesterday. it requires employers to boost hours for current part-time employees instead of hiring new staff. san francisco could be home to a national museum chronicling the impact of aids on the world. "the new york times" reports the staff of the national aids memorial grove in golden gate park is gauging interest now in

a place that would detail how aids both devastate and had transformed society. it would be similar to the holocaust museum or the national september 11 memorial. a new way to fight diabetes is hitting the streets in vallejo. take a look. this is a mobile diabets education and prevention center. it features workstations and a kitchen. abc7 news was there as touro university and sutter health unveiled the van yesterday. it will provide screenings for diabetes and demonstrations on how to prepare food that is healthy and delicious. touro university poisononts outt 55% of californian are diabetic or prediabetic. university of california president janet has nominated 72-year-old carol christ for that position. right now, christ is the president of smith college in massachusetts. she worked at cal from 1970 to 2002, riding from english professor to dean and then ultimately to executive vice chancellor. the uc board of regents will

vote on her nomination thursday. cal's outgoing chancellor offered his resignation in august amid controversies over campus sex assaults and questions over budget decisions. he had run cal since june of 2013. he stayed in that position until a replacement came in. happening today, thousands of students in one east bay school district will get new school supplies thanks to a big donation. nearly 700 oakland unified school district classrooms are going to get these supplies. more than 22,000 students at 41 schools will receive these packs. ub, a school and office supply store, made that donation. oakland mayor libby shaeft chaa going to be at garfield elementary to hand out supplies this morning. watch out, amazon, walmart is trying to come for you. according to the bay area news group, walmart plans to hire hundreds of workers for its tech operations in san bruno and sunnyvale. their goal is to offer two-day shipping for online orders, which if it sounds familiar, ask

more widespread fog develops tonight so that will be around for tomorrow's morning commute. a chance of showers wednesday, a better chance sunday and especially monday. you can see the storm track slipping south so you may have a few high clouds but definitely going to be a day where you need the sunglasses. now, you can see as it gets -- draws near, look at the fog, it's right near the coast and by the afternoon hours, it will start to push a little bit closer and during the evening and overnight hours, it will push completely over most of our neighborhoods. the north bay is really where we want to focus on for wednesday's wet weather. you can see the clouds increasing from north so south. very dry outside the lake and you can see by midnight, as the storm tries to bush into the bay, it loses all its wet weather and then increasing sunshine thursday afternoon. less than 1/10 inch of rain out of the storm system and anything measurable will be in the north bay. we'll rebound quickly thursday and friday. and monday, looking like a good day to get wet.

and taking a look at our traffic situation right now, really not too much to worry about. we are still trying to bounce back from an earlier crash on westbound 80. this is through the richmond stretch. we had a crash just before central avenue long gone at this point but still averaging around 20 and 25 miles an hour as you get through richmond and approach the maze and of course once you get there, you've got to sit in this. but overall, it really has not been too bad. mass transit has not been bad either but we did get this note from san francisco bay ferry. vessel repair means reduced capacity vessels will replace those they're working on in multiple oakland/alameda trips to the san francisco ferry building will be on a 225 passenger boat through this friday. that could present capacity issues. harbor bay will be on a smaller boat as well. boat as well.
