good morning, america. snow emergency. that life-threatening storm pummeling the northeast right now. more than 60 million americans in its path. from philadelphia to boston and new york. officials warning of the worst. >> there should be a very serious blizzard, one that everyone should take seriously. and in washington, a storm brewing over the healthcare bill. the white house fires back over that new report, saying 14 million more americans could be uninsured by next year. 24 million over the next ten years. president trump promises to make a deal. >> we're negotiating with everybody. it's a big, fat, beautiful negotiation. >> as republican leaders double down. ♪ i think i want to bachelor bliss.

nick asking vanessa to be his wife overnight. >> vanessa, will you marry me. >> now the newly engaged couple is telling all, joining us live right here on "gma." present and all accounted for. good morning, america. millions across the northeast in the path of that blizzard this morning. here's a live look at the new jersey turnpike. a dangerous commute. >> up and down the east coast. let's look at washington right now. that's a look at the white house. snow coming down in washington, of course, the white house right in the middle of the battle over health care and that new report that says 24 million americans will lose insurance coverage under president trump's plan. we'll have more on that ahead. here's the latest on the storm at this hour. six states across the northeast are in states of emergency. people are being warned to stay off the roads. more than 5,000 flights have been canceled. so far we're seeing winds topping 50 miles an hour.

keep in mind, gentlemen, we are just six days away from spring. >> you saying that makes the storm not seem so bad all of a sudden. we're going to take a live look from inside the storm. our drone is flying over new jersey right now getting that great view of all the snowfall and if you don't have to go out there and be in that, just enjoy this. that should be the picture you see this morning. enjoy that. >> we have team coverage across the northeast and ginger zee starts us off in times square. good morning, ginger. guys, we have had so many different types of precipitation here this morning. the sleet is really hefty, the ice pellets so strong you can see them there. they're almost pelting me in the face. it kind of hurts. a lot of places have heavy snow, including amy robach just north of new york city. that's her back porch. you can hardly see her furniture, a little edge of a hot tub there. hudson valley, wow. and the radar really gives you the picture this morning as people try to get out and about, still snowing or sleeting, at least new york city. long island certainly getting in the mix.

philadelphia has been mixing in. that's why a lot of snow totals are going to be cut down right along the coast. that's also why the blizzard warning dropped from new york city to the east and coastally but it moved north and west where we still believe that hefty winds and certainly a foot to even two feet or more could fall in some of those areas. northeastern pennsylvania, scranton, through the hudson valley, you can see up into the green and white mountains, interior and new england, but away from the coast again. even boston will see a mixover and even a change to rain potentially at the cape. you can see the low pressure system that's also going to bring the hefty winds. i can promise you cold and wind, gusts somewhere 60 to 65 miles per hour. let's get to rob rmarciano in philadelphia this morning. >> reporter: ginger, the snow turned to sleet overnight and has not let up, blowing sideways now as the winds continue to pick up. the roads not too shabby here in

philadelphia. the plows have been through a couple of times. certainly difficult to get around. this is a system that was born on the west coast, slammed the midwest, and now is a messy mix of monster storm here in the northeast. this morning, the strengthening blizzard beating down on the northeast from pennsylvania to maine. a treacherous morning commute. whiteout conditions turning major highways like i-95 into slip and slides. >> that was almost a wipeout. >> reporter: in brooklyn a car spinning out into a guardrail. >> i'm very worried. it is bad. >> reporter: snow plows scrambling to keep up. >> it's nasty out here. >> reporter: the white stuff falling faster than the salt can be spread. >> there should be a very serious blizzard, one that everyone should take seriously. >> reporter: new york city bracing for 10 to 15 inches, transformed 2,000 garbage trucks into snowplows struggling to keep the 6,000 miles of streets clear. governors declaring states of emergency in new york, maryland,

new jersey and connecticut. >> every report we've had on it is it's going to snow hard and fast for a long period of time, and it will create whiteout conditions. >> reporter: the coastline could see wind gusts over 60 miles per hour later today. those winds will only pick up as we go throughout the day. they're obviously doing their best here in philadelphia to keep these roads clear. mostly slushy but still very slick as the sleet now is accumulating on the roads. people getting by as best they could. mass transit is up and running. they've got about 400 pieces of equipment to remove the snow today, another 200 at the airport where nearly all the airlines have shut down operations. one are two airlines are trying to fly but it's a tough go, especially as the snow continues to come down, and sleet. i want to show you our abc station wpbi. they're testing the roadways, give you an idea of what it looks like here in philadelphia. a snow emergency has been declared so if your car is parked in the wrong spot and

it's blocking a plow truck, they are going to tow you. as i say that, the winds are picking up and this sleet is like needles across my face. guys, back to you. >> all right, thank you, rob. >> all right, stay safe there, rob. take a look now at this image from nasa show the storm moving into the east. people being urged to stay off the roads as we've been telling you unless it is absolutely necessary, while hundreds of workers cry to clear them. abc's eva pilgrim is on the new jersey turnpike. good morning, eva. how are things looking right now? >> reporter: good morning, robin. it is a slippery mess out here on the roads. we started driving about 5:30 in morning. they were just slightly covered but it's steadily continued to fall and you can see now we're actually behind a plow train as they are clearing the turnpike and the roads are still a mess. completely covered. you can barely see the lines on the road. and this is the good part because we're behind the newly cleared area. a lot of issues with visibility. there's a lot of slush on the

road that you need to deal with. as we get bursts of snow it makes it harder to see and the exit and entrance ramps particularly are very slippery. now, thankfully as you can see there's very little traffic outside of the plow trucks out here this morning. normally at this hour heading on the new jersey turnpike into new york city we would be sitting in nearly bumper-to-bumper traffic. today it's nearly a ghost town. just one or two cars out here with us this morning. guys. >> good to see there's light traffic out there. everyone as we were saying encouraged to stay home but if you have to venture out, eva, what are drivers being told? >> reporter: well, local officials have told drivers to please stay home if at all possible. but if you have to venture out, some basic things to keep in mind, things that seem like common sense but we just need to be reminded of them on days like today. leave a little bit of extra room between you and the car in front of you so you have extra space to stop if you need to. also, drive a little bit slower. that way you have a little bit

more time to react to the slippery roads. we are seeing them be pretty slippery this morning and, again, if you can avoid it, stay off the roads. >> absolutely. eva, thank you. >> great tips right there. crews across the northeast are using an army of snowplows and salt trucks to keep the roads clear and adrienne bankert is in waterbury, connecticut, with more. good morning to you, adrienne. >> reporter: good morning to you, michael. yes, plows just like this one are out in force here in connecticut. we're here with ruben, a private plow driver. really plows are going to be the only vehicles that people see out here on the roads today because of a statewide travel ban. so if it's not in the central service like first responders, nurses, people are being asked to stay home. in fact, no trains, no buses and all state roads will be closed until further notice. the connecticut department of transportation is telling us that they are deploying over 600 plows. they have 250 contracted plows as well as some big snowblowers and tractors trying to keep that

snow off the road. this mammoth response is costing about $95,000 per hour. so for a 12-hour shift that's over a million dollars. they're going to be covering over 46,000 miles of both state highways and in-town roadways trying to keep everybody safe. michael. >> all right, thank you, adrienne. you be safe yourself. >> officials at work planning for the storm. president trump tweeting out this photo last night meeting with the d.c. mayor and metro general manager to go over storm preparations. and new york's governor andrew cuomo joins us now live with more on the snow emergency. i know it's a very hectic morning for you, governor. thank you so much for joining us. we know that you issued a statewide state of emergency at midnight. how are you assessing the situation right now, governor? >> reporter: what's problematic for us is that it is a statewide situation. normally in new york it's such a big state geographically it's

one end of the state or another. it tends to be long island on the eastern side. new york city or buffalo and western new york. this is statewide. so, we can't really deploy from one part of the state to the other. there's a rate of snowfall that you can't keep up with. when the rate of snowfall is about three inches per hour, you just can't keep up with it. you have a complicating factor with the high winds so you adjust as you go through the day. >> there are a lot of things at play there. governor cuomo, thank you very much. >> good to be with you, thanks. we just heard the governor say the new york airports are closed, creating a lot of problems for travelers across the midwest. airlines racing to de-ice planes, they've already cancelled thousands of flights this morning. david kerley is at reagan national with the details. good morning, david. good morning, david.

>> reporter: good morning, george. not just new york, it is a near shutdown of flights all up and down and here is the story. look at this. canceled here in washington and look over this shoulder, this is a ghost town. the airlines have moved their jets out of the northeast airports waiting for the storm to blow through. take a look at this. pictures we took here in washington just a little while ago. you can see the gates are empty but the snowplows are out and they are working this morning trying to stay ahead of that snow so that when it stops, the jets can fly back in. already, more than 5400 flights have been canceled with the major airlines, american, southwest and united canceling all of their flights in and out of new york city. now, this morning the storm is hitting washington, baltimore and philly as you saw from ginger. then it's moving harder into new york and boston. only a couple of flights expected out of the boston area later today. and it's not just affecting the northeast. this misery map from flight aware shows it from yesterday which we will see again today and that's when you cancel the flights in the east coast, the

domino effect and will affect the west coast, l.a., new york elsewhere, as well. and don't forget about the rail lines. acela has been canceled between new york and boston and service between washington, d.c. modified as well. >> any sense of how long it will take to get back to normal? >> reporter: they're waiting for the snow to end and that's where they're keeping everything cleaned. they'll bring the aircraft in as quickly as possible through tomorrow probably into thursday, george. >> okay, david, thanks very much. >> my flight was canceled today. hoping to get out tomorrow, going to the special olympic winter games. fingers crossed. we'll see what happens. the storm is also causing dangerous pileups in the midwest overnight. more snow unfortunately is coming this morning and let's go to alex perez in chicago. alex, how are you doing? >> reporter: hey, good morning, michael. you know, overnight chicago getting socked with round two, several inches of lake-effect snow slamming the northern suburbs here, all of this stuff, now, take a look at these pictures. this is highland park, illinois, where the know is covering the roads there as they work to try to keep them clear. and in chicago overnight nearly 30 cars involved in this wreck slamming into one another after

hitting black ice. outside milwaukee up to a foot of snow responsible for multiple car crashes, parts of interstate 41 and 43 closed after a train chain reaction wreck involving three semis left the road littered with dozens of vehicles and here's the bad news here, this lake-effect snow is expected to linger and create problems throughout the day michael. >> that is the problem there. i got to tell you it's not keeping these young'uns from being out here in times square. >> young and enthusiastic right there. >> of course the snow is also coming down in washington, stalling a lot more than the traffic. congress taking a snow day, canceling a hearing in the house on the republican healthcare plan as the white house fires back from the new congressional report from the budget office claiming it would jump to $24 million over ten years.

cecilia vega has the details. >> reporter: the white house is pushing back on those numbers before they were even out, calling them absurd and inaccurate and say they stand by their healthcare plan. strong words from the white house, the health secretary emerging from the west wing on monday to fight back against that report that delivers a blow to the president's promise of insurance for everybody. the nonpartisan congressional budget office says to repeat and replace obamacare would leave 14 million more americans without insurance next year and within a decade the number of uninsured growing by 24 million. the president not backing down, saying the house republican plan is just the first offer. >> we're negotiating with everybody. it's a big, fat, beautiful negotiation. >> this is a good work in progress. we're extremely excited about this and i'm frankly encouraged.

>> reporter: but for democrats there is nothing encouraging about it. >> trumpcare would be a nightmare for the american people. >> reporter: this morning another looming showdown over wire tapping. the deadline for the justice department to provide evidence to back up president trump's claim that president obama wire tapped him, met with a request for more time. press secretary sean spicer now trying to walk back the wire tapping accusation all together. >> the president used the word wire tapping in quotes to mean broadly surveillance and other activities. he said they in quotes, referring to surveillance overall. >> reporter: yes, two tweets from the president put quotes around wire tap, but in others, nope, no quotes. the president's words crystal clear. >> this is a tweet from the president. doesn't the president have an obligation to -- >> he does and i think that we've made it -- right, we've made it very clear that we expect the house and the senate intelligence committees to do their job. >> reporter: and the whether so bad here in washington today it forced the white house to

postpone a visit between the president and german chancellor angela merkel. it will now happen at the white house on friday. >> the white house administration attacking that cbo report but president trump often cited the cbo in the past in order to attack president obama. >> reporter: ye, george, selective use of data seems to be happening here. the president has used these same numbers in the past to criticize president obama on everything from healthcare to unemployment. and conversely, just last week when he praised these job numbers that helped his administration, he's called them phony and totally fictional in the past, george. >> that's when they disagree with him. thanks very much. let's go to mary bruce. we saw the speaker there. he's encouraged, he says, by the cbo report but it's also causing a lot of nervousness by republicans on capitol hill. >> reporter: yes, george, this score cord is fresh ammunition for opponents and could make the republican sales pitch even more difficult. we're seeing moderate

republicans saying the report is giving them pause. susan collins says the number of americans who could lose coverage is cause for alarm. the trump administration is disputing the report but republicans are wmg some of these numbers, including the price tag. they're boasting that the bill could save the government $337 billion over the next decade and could lower premiums for some over time. george. >> meantime, mary, overnight, breitbart, that conservative website that was formerly run by president trump's chief strategist stephen bannon has a leaked secret type of speaker paul ryan back after that "access hollywood" tape came out during the campaign. let's listen. >> i am not going to defend donald trump, not now, not in the future. his comments are indefensible. they're not in keeping with our principles. i'm not going to try to defend him. >> interesting that this is coming from breitbart. they've had it out for the speaker for a long time. >> reporter: yeah. no response from the speaker yet but george, this is rehashing an old fight but potentially sowing

new divisions here. this is the first time that we're actually hearing them and of course the first time the president will be hearing them too. by releasing them now, conservatives who oppose the healthcare bill may be trying to drive a wedge between the president and the speaker. george. >> okay, thanks mary. let's go back outside to ginger. >> you know what, we set up this kind of snow cylinder, certainly not regulation or official but average it all out and i've got about four inches. obviously we have transitioned to sleet. you can hear it. we will even rain at times. there will be heavy snow at times. it's going to be a mess if you're close to the coast. harrisburg, pennsylvania reporting ten inches of snow already. meanwhile as we time it out, know this, southern delaware has had two and a half inches of rain. so rain at the coast. you can see the timing there. that's 5:30 p.m., still snowing in new york with the bands on the backside of this. boston by then has transitioned to that mix or rain and that's why we're going to cut down on totals near the coast. heaviest northwest. your local weather 30 seconds away.

plus more vitamin c than 10 oranges. why not feel this good everyday? emerge and see. look at inside of the storm. our drone flying over new jersey right now. more than 60 million are on alert for that blizzard and ginger has the latest on the storm track. ginger. >> thank you, robin. the coastal influence meaning the moisture, the rain and the sleet and the freezing rain, that's making a huge difference as to who is going to get the heaviest snow totals. we're hearing sleet already. the ice pellets can be very dangerous so still have to look out for this. look at this map. it is a large area across the northeast. still in that blizzard warning. remember, you don't have to have two feet of snow to make it a blizzard. you have to have snow, plus wind for 35 miles per hour or greater for three hours or visibility less than a quarter mile. we will reach those criteria in a lot of places.

i'm coming in. >> all right, you two. now to new concerns about what the giant nor'easter can do to your home, dumping hundreds of pounds of snow on your roof. abc's matt gutman has more on that. >> reporter: the biggest concern is a roof collapse. now, this particular storm offers the worst of all worlds for homeowners. check out this snow. it is heavy, it is wet. and with it blowing with this blizzard, it's piling up in some of the most precarious part of people's roofs. as the blizzard barges in, a concern for many homeowners. roof collapses. videos of roofs caving in accumulating as fast as that heavy snow. more than 200 collapses causing close to $4 million in damage in just one county in the west prompting the governor in idaho to issue a state of emergency

that is still currently in effect now. >> the snow is stacking up and we need to do all we can to help them get back to normal. >> reporter: how much snow puts your roof at risk? while there is no nationwide standard, roofs are generally built to withstand at least 20 pounds per square foot. four feet of fresh snow or more than two feet of packed snow can exceed that weight limit. to learn how to avoid a cave-in we spoke with retired fire captain scott warner at the mars county public safety training academy. what are the signs that the structure might be failing? >> you can hear creaking and popping, cracking noise of the wood starting to fail. >> if you start hearing these noises, what do you do? >> get out as fast as you can. >> reporter: so, the experts say what you want to do is get the snow off your roof. snow shovel, not going to help you. ditch that. we have a snow rake and you can buy them in the store. with our drone shot you can see what happens when the snow piles

up on flat and low pitched roofs so what you'll want to do is get a ladder, you're going to climb up the ladder very, very carefully and what you'll do is use the snow rake to take some of the snow off the roof. you don't want to park it too close to the rooftop because you don't want that snow coming down on you like that. that's a bad thing. now, you want to be careful using the ladder. there are perils in using ladders so what the experts have told us is hire professionals to do this for you but you do want to get that snow off your roof, robin. >> but it's difficult for the professional, as well, right, matt? >> reporter: that's right. i mean it is very treacherous out there to get around and those firefighters said don't do anything that's going to get yourself in trouble because it'll take them a long time to get to you. >> yes, it will. great advice there. all right, matt, thank you. coming up a deadly encounter with police in california caught on tape. why officers used a hose to force someone out of their car

and we are back now with that deadly confrontation with police caught on tape in california. officers were using a hose to try to force someone out of his vehicle. abc's kayna whitworth has the details. good morning, kayna. >> reporter: george, good morning. police say they tried nonlethal force before they say they were forced to shoot and kill the 33-year-old whose ex-wife tells abc news they had four children together and he had fallen on hard times, living out of his van for the last year. a shocking arrest caught on tape in southern california. fire crews blasting a father of six out of his van with a water hose after police say he refused to surrender. >> refused to get out of the car. they continually gave him commands to get out of the car. at some point the suspect produced a gas container. >> reporter: responding officers say they grew concerned when 33-year-old michael anthony

perez pulled out a lighter and a gas container. the incident began at 11:15 p.m. when police attempted to pull the minivan over for a broken taillight and outstanding warrant. he refused to get out of the car. the video captured officers talking to perez who can be seen smoking a cigarette in the driver's seat. police said they smelled gas and became concerned that the cigarette would set the vehicle ablaze, so they enlisted the help of the orange county fire department who took a hose to the vehicle. perez appears to be blown back by the water before sliding into the back seat. half a dozen officers tried to pry open the van's door. then they tried to smash in the windows. finally, perez emerges from the front window of the van, setting off the horn with what police say was a knife in his hand. a voice can be heard yelling,

portable iphone charger that he bought from amazon exploded in his pocket and injured his thigh and hand. i can understand why he's suing the company that made it. but why amazon. >> because they have a lot of money. you know, really, the bottom line is typically you do sue the manufacturer. you're right. it's a lot easier to sue the manufacturer. if the product was defective, they're responsible. now, how do you hold someone like amazon responsible? you got to be able to show they knew or should have known that it was defective in selling it. typically in this kind of case if it was a national recall let's say, and they sold it anyway and you say, wait a sec, they were neglect in continuing to sell that product. they're saying amazon had report, et cetera. you need more than anecdotal accounts and you need something firm to try to hold amazon responsible. remember, it doesn't necessarily mean that the manufacturer's responsible either because they'll claim i'm sure it wasn't detective. >> on the amazon side what kind of defense could we see? >> for amazon they'll probably say, you know, we didn't know

that this was a problem. we can't be held responsible for this. and on the part of the manufacturer it will be interesting. i'm sure they'll say it's not defective but they're also probably going to say this guy had it for nine months. what happened in those nine months. how did he use it? did he use it properly? what kind of outlets was it plugged into, et cetera. a lot of questions about it over the course of the time when he owned it because he owned it for that period of nine months before this happened. >> we reached out to amazon and the manufacturer and they didn't comment. donny, how much does this ding the amazon brand? >> i don't think jeff bezos is losing sleep. even if it was a problem, there's a history of advertisers, tylenol, many of them, you get ahead of it. worst case it is a problem and anybody can sue anybody to dan's point so they're just fine. >> a lot of questions to be answered. a lot of questions are going to be asked in this case. something else that's coming up about cell phones, right?

that's what we've had here in new york city, straddling the rain/snow line. i want to bring you other pictures that are just coming in from outside times square. look at stone harbor, new jersey where the coastal flooding filling the streets. that was close to high tide. look at the pictures out of pennsylvania. people now, a foot, a foot and a half of snow through the had you had -- hudson valley. jefferson township, new jersey, the freeze warnings all the way down into the south. look at the winter storm warnings. and blizzard warnings that have been moved inland, that's with the wind. remember, winds could 60 miles this beast. we've seen them mixing with sleet here in new york city. you can see it in long island and certainly in philadelphia and that's exactly where my teammate is this morning, rob marciano. we're going to get to him. look at those snow totals, 12 to 24 inches at the coast. let's get to rob in philadelphia. the sleet is parting to pelt and it hurts. >> reporter: what a storm this is strengthening and that

westerly track obviously kind of throwing more sleet into the mix than we expected in the bigger cities. in philadelphia we have the snow that's mixing back in. so snow turning to -- look, the tour groups are out. i mean, you know, you come to a city like philadelphia, independence hall is right there, the liberty bell is over there, you want your tour regardless of the snow and the sleet and the freezing rain that we're seeing here in this city. snow emergency is declared and the winds continue to pick up. so with this snow, sleet and wet snow and the wind, power outages are going to be a problem not just in philadelphia but all the way to where you are, ginger, in new york and beyond that. >> that's exactly right, rob. the wind, already seeing gusts and i'll show you the current gusts right now. 30 to even 50 miles per hour. look at cap hatteras. 45 in atlantic city, 48 in new york. throughout the afternoon the winds will still be kicking. look at boston at 51 as this low

moves along the coast. you'll see rain and sleet at the coast but with it will come wind to almost 70 miles per hour. our gio benitez is in scituate, massachusetts talking about the coastal flood threat and all that wind. gio? >> reporter: ginger, good morning to you. we are getting slammed right now. we're getting a mix of snow and sleet from the northeast. i'm looking at these readings right now. we're getting winds of 30 to 35 miles per hour. these are very serious winds picking up and it's only going to get stronger, we're told. i want to show you what's happening along the coast. these coastal flood warnings are all across the eastern coast, especially massachusetts. it's really no wonder why when you see these winds because if those winds get stronger and stronger, they could reach some 70 miles per hour we're told and it hits just as high tide hits. then we've got some problems. we could see a storm surge of some three feet, waves as high as 15 feet high. so many people here are prepared

"beauty and the beast" is great. we have been waiting a long time for this movie but we also have been waiting a long time for "trainspotting," the sequel. >> 21 years. >> yes. >> and the sequel comes out this week. so, have fans been asking you about that when they see you? when is the sequel? >> the sequel is set 20 years later and irvin welsh wrote a sequel to his novel which came out about ten years after the "trainspotting" novel came out and the novel is scotland was sort of a book of my generation. it was an enormous success and a wonderful book that sort of defined that time and when a sequel -- when he wrote his -- i'm not going to say the name of his second book because i'm on breakfast television but came out ten years later and at that point, i don't think there was a script that came out of it that was good enough for danny to send to us so it took another ten years really for them to nail it and what the film has in

it which is really deep, i think, is this sense that man in this case because it's primarily about four boys in their mid-40s approaching their 50s so start looking back on their lives and then in our case looking back on our youths and that is the "trainspotting" film we all know and love. >> powerful? and through that sort of retrospective looking back trying to figure out how they're going to move forward. what was my life going to be like and i'm starting to sense that a little bit at my age. >> right. >> and i think that's what this encapsulates and wouldn't have done if we had done it ten years ago because we would have been too young. >> got to get a question from the audience. >> we have someone. >> way in the back. >> josh. >> josh groban?
