fsb. the accusations related to the hacking attacks against sunnyvale-based yahoo! >> vic lee is live with details. you found out that the fbi's northern california office was the lead agency in this investigation? >> kristen, that's right. the fbi san francisco office was the lead office in large part because they have the expertise here. this actually is where yahoo! is. now this indictment says the four are being charged with conspiracy to commit computer fraud, economic espionage, theft and other related counts. and the fbi says this indictment is unprecedented. >> it is the first time the fbi has indicted russian fsb officers for committing criminal cyber intrusions. >> the fsb, russia's federal security service which replaced the notorious kgb, an arm of its military, an intelligence-gathering agency. the indictment charges that two members of the fsb hired hired d

criminal hackers to break into yahoo!'s database. it says they stole information on more than 500 million yahoo! user accounts in a massive hacking attack in 2014. the fbi says they were able to do that in part by spearfishing, sending fraudulent e-mails to extract data from users. >> gift cards, credit cards, trying to reset user accounts, all that stuff that goes along with that. >> the indictment says they accessed accounts of russian journalists and politicians critical of the russian government as well as u.s. government officials an even white house personnel. one was arrested in canada yesterday. the fbi says the other three are in russia. it will be hard getting them. mary mccord, head of national security at the justice department. >> we do not have an extradition treaty with russia. we would hope that they would

respect our criminal justice system and respect that these charges and what they need to do. >> fbi special agent john bennett, who heads the san francisco office, said it more bluntly. >> you can try and hide in the corners of the dark web, but we will hunt you down, we will expose you and we will bring you to justice. the fbi has a long reach and a longer memory. >> put another way, the world is getting smaller and the fbi's reach longer. now, the fbi worked with yahoo! and says the investigation took several years because it was a complex probe and they didn't really know what they had until they got deeper and deeper into the investigation. vic lee, abc 7 news. >> is it realistic to think that the fbi is ever going to arrest these other three defendants who are still in russia, no extradition treaty? it's not like russia will voluntarily hand them over. >> right. i mean i did ask that question today at the press briefing.

special agent bennett says some day somewhere those three suspects will travel out of russia and that there are a lot of countries that do have extradition treaties with the u.s. and that's when he says the fbi will nab them. >> long reach, long memory. thank you, vic. san francisco-based twitter says the hack overnight that affected hundreds of accounts was limited to those who used the twitter counter app. several big names including forbes magazine and celebrity pages like justin bieber's japanese page were branded with the turkish flag and sent out tweets that contained nazi symbols. they are taking precautions to protect those users' accounts. new details about that deadly fremont officer-involved shooting that took place in the city of hayward. we just learned the person shot and killed by police was a 16-year-old girl. the shooting happened right next to cal state east bay yesterday and that prompted a shelter in place for apartments just off

campus. melanie woodrow is live outside university village. a suspect connected with that case is still on the loose this afternoon? >> reporter: that's right. that's according to hayward police. these are the apartments that are just off campus where that was that shelter in place yesterday. we did talk to some students off camera. they're pretty anxious about finals today. several of them were running to go take tests. it was an apartment complex just next door to this one where the shooting took place. a witness said it sounded like a bomb went off. this is what it looked like at city view apartments today. two crashed cars surrounded by caution tape. >> the cops were sitting in undercover vehicles just waiting. as we pulled past them and going toward our apartment, the next thing you know we heard loud bangs and the cars burning rubber. >> reporter: those loud bangs the sound of a stolen car wanted in connection with armed robberies ramming into fremont police detectives' vehicles and these two cars.

>> causing the officers to fire at the vehicle. >> reporter: hayward pd now investigating the shooting says two fremont police detectives fired their weapons. >> it sounded like a big bomb went out when they hit and then you just heard the tires screeching thaenand then you he the gunshots. >> reporter: the driver krarkd at campus drive. >> it caught us offguard. >> reporter: there were four people in the car, two men and two women. a female shot died from her injuries. police have identified her as a 16-year-old from antioch. >> we have some leads on who it may be. >> the way he took off and the damage they caused, he could care less. >> reporter: the other female and male were taken into custody. the female has since been released. the fremont police detectives who were injured in the initial crash have been treated and released from a local hospital. in hayward, melanie woodrow, abc

7 news. sheriff's deputies have identified the victim in a homicide in san leanne dough. 41-year-old don castillo was found dead after sheriff's deputies were called to a house monday afternoon. witnesses say he had been involved in a fight in the street. deputies say it appears a gun and a knife were used in the killing. they're still searching for the suspect. a san francisco massage parlor that authorities say operated as a brothel has shut down. the signs outside the queens health center have been covered with black paint and the front gate is locked. abc 7 news has learned the business was evicted after the landlord found out that the city attorney sued the business for prostitution. police found that people engaged in sex during undercover stings and the massage parlor has been cited in the past. a scare today in san mateo brought out the bomb squad. sky 7 was over south el camino real at 25th avenue as officers and deputies responded after a man called police saying he had a pipe bomb. they found him and were able to get him to drop it.

the bomb squad determined it was a pipe that did not actually contain any explosives. the man was taken to a hospital for a mental health evaluation. firefighters are investigating what caused several cars at an east bay tow yard to go up in flames. check out the video from north main towing in martinez. contra costa county fire tells us witnesses reported a few explosions during this early morning fire and smoke could be seen from 680 as well as highway 4. three cars were damaged. how different it feels out there this afternoon. much cooler thanks to a boundary to our north that's also trying to bring a few sprinkles. live doppler 7, here we go. we're tracking a few light sprinkles in the north bay. in we go a little bit tighter. they're very scattered in nature, but nonetheless we'll attach a 1 just to the north bay tonight and only through 10:00 for a light shower moving through and damp roads for the p.m. rush in that area.

deemed safe. the bridge itself might not be fixed for a year. and in mariposa county, this is a look at the newly reopened state route 41. caltrans tweeted out this picture today. the road was closed from february 21st until this week after a section was washed away in storms. an east bay school is trying to curb a possible norovirus outbreak. dozens of students in dublin became sick from what school leaders think was a norovirus outbreak. amy hollyfield has the details. >> reporter: this is what you do when 35 kids all stay home from school with symptoms of norovirus. you start scrubbing. >> we are taking every precaution out of an abundance of caution. we have doubled our custodial staff. we had people working throughout the weekend to clean the campus. alameda department of county health was here yesterday to guide us and give us feedback on our cleaning practices. >> reporter: there is one confirmed case at dublin elementary school and dozens of others who are sick but haven't officially been tested. this all started on friday.

>> has anyone gotten sick at school? >> yes. and that gets taken care of quickly. >> reporter: parents have also kicked in to cleaning overdrive. >> obviously i don't want us to get out of there as an adult, but maybe just wash the hands and be more cautious and not share food and things like that. >> reporter: the school has sent e-mails to parents every day since this happened, keeping them updated and reminding them to keep sick kids at home. parents say they appreciate being armed with the information. >> i think they're doing a good job of containing it, and the teachers have been really good about enforcing hand washing and all that kind of stuff. i mean, you know, everyone is doing the best they can. >> reporter: one thing they are stressing, if your child is sick, don't send them back to school until they are symptom-free for 48 hours. in dublin, amy hollyfield, abc 7 news. tackling the issue of safety after the ghost ship fire in oakland.

the parents of a man who died in the ghost ship fired testified in sacramento today about their loss. >> laura anthony joins us live from sacramento now. >> reporter: what these parents desperately want is change, whether it's through laws or greater funding for arts communities. what they don't want are drastic measures that could dampen the creative spirit that their son thrived on. >> i want to acknowledge on behalf of the committee our deepest condolences. >> reporter: he's a father trying to turn a tremendous loss into something positive. his son, 34-year-old jonathan bernbow was among 36 people killed last december in the ghost ship warehouse fire. testifying before a senate committee, he told lawmakers though some thought it was a

dangerous building, alterirtiste his son gathered there because they had nowhere else to go. >> the problem is if artists don't have a place, innovative artists, to perform and to live, especially in the bay area where we live, in a sense the bay area will be gutted of its culture. >> because rents have soared so significantly, there are very few other dwellings that folks can turn to. >> reporter: now a committee is exploring not just what happened on december 2nd but how to change the law to ensure it doesn't happen again. oakland assistant city administrator addressed some possible scenarios for artists live/work spaces. >> there's many people in the state and particularly in the bay area who have done a number of these kinds of conversions and have very specific ideas about code changes that could occur. >> we see this really as a memorial honoring jonathan and his friends who died in the

fire. and trying to do something to look to the future. >> reporter: in their son's memory, they have created an organization called vital arts to help create safe, work/live spaces for bay area artists. in sacramento, laura anthony, abc 7 news. the hearing comes a day after oakland leaders revealed the city's 'em battled fire chief is retiring. she had been on leave since mid-january. criticism started to build after reed admitted the ghost ship warehouse had knotted been -- not had inspected. her announcement comes just as she became fully vested in her pension. the city is looking for a new chief before she leaves in may. b.a.r.t. says it will make slight changes to accommodate the opening of the new new new w spring station the end of next week. train arrival and departure times will be off by a few minutes.

b.a.r.t. says you'll also notice minor schedule changes at san francisco stations. passengers will be given a little more time to get off and on the trains during peak times. the new warm spring station is set to open in ten days on saturday, march 25th. a gay rights icon is being honored by san francisco's popular street cars. abc 7 news was on market and 17th as street car 1051 arrived for service. the vehicle underwent a total makeover. it has updated electrical systems, a refurbished interior, new security cameras and better brakes. the street car is believed to have been used by supervisor harvey milk and will have signs inside telling about his life. >> he rode street cars that looked exactly like this when he was elected supervisor. he took street cars just like this to city hall every day. >> street car 1051 appeared in the movie "milk." muni is renovating 26 history

street cars as part of a $36 million fleet expansion. parents now have a new way to evaluate a child's school online. california school dashboard debuted this morning. it uses color coded charts to track more than just test scores. districts and schools are rated on a color scale that goes from red, the worst, through orange, yellow, green and blue, the best. the dashboard measures not only student performance in english and math but also chronic absenteeism and graduation rate. you can find the dashboard at caschooldashboard.org. we have a link on our website, abc7news.com. the state department is warning college students about traveling to certain parts of mexico this year for spring break. this is adding on to a previous travel warning about the dangers in 14 of mexico's 31 states, including the spring break dozen nations of southern baja, california, and guerrero, which includes acapulco.

and here are the stories making headlines at 4:30. a federal judge in hawaii has temporarily blocked the enforcement of president trump's new travel ban, which was set to take effect at midnight eastern time. that ban would have temporarily halted the u.s. refugee program

and travel from six muslim majority countries. the trump administration took over a month to rewrite the travel ban order after several federal courts blocked its implementation last month. two russian intelligence agents and a pair of hired hackers have been charged in a criminal breach at yahoo! that affected at least half a billion user accounts. the scheme involved officers from a russian counter espionage service that theoretically should be collaborating with the fbi. janine della vega is tracking the fallout so new at 5:00, what you should consider doing to protect your accounts. there's a new place to hike in the east bay. more than 600 acres of trails of coming to moraga. at 5:00, leslie brinkley is live in an area known as car ranch with more on those trails. leaders of the house intelligence committee said today there is no evidence of president trump's claim he was wiretapped by president obama. stephanie ramos is tracking all

of today's developments from washington, d.c., live. stephanie? >> reporter: kristen, house intelligence leaders haven't always appeared together but they did this morning and they say they want the department of justice to provide them with the evidence to back up president trump's claims that he's been wiretapped, that he was wiretapped. the doj does have until next monday to do so. leaders of the house intelligence committee say there is no evidence president trump was ever wiretapped. >> i don't think there was an actual tap of trump tower. >> reporter: the top democrat on the committee called for president trump to officially retract his statement that former president obama had trump tower wiretapped. >> it deeply concerns me that the president would make such an accusation without basis. >> reporter: and the republican chairman, devin nunes says perhaps trump's tweets should not be taken literally. >> are you going to take the tweets literally? if you are, then clearly the president was wrong. >> reporter: meanwhile, two

pages of trump's income taxes from more than a decade ago are out. after the president spent the last year during the campaign refusing to release them. pulitzer prize-winning journalist david cay johnston says he received the two-page tax summary of the president's 2005 in the mail anonymously and then released them. it shows an income of nearly $153 million. trump ended up paying $38 million in federal taxes. his tax rate, about 25%. and trump declared $103 million in losses. democrats still want the president to release his full tax returns like other presidents since nixon. >> they were just merely a little, as we say in minnesota, a cocktail weinie appetizer, right? it was just a tiny, tiny piece of what we want to see. >> reporter: and we're also hearing from attorney general jeff sessions on the wiretapping claims. he says as the nation's top law

enforcement official, he never gave the president any indication that president obama had him wiretapped. in washington, stephanie ramos, abc 7 news. kristen. >> thank you, stephanie. president trump is firing back on snoop dogg days after the release of a music video in which the rapper points a toy gun at a clown that's dressed like trump an then pulls the trigger. mr. trump tweeted this morning, quote, can you imagine what the outcry would be if snoop dogg, failing career and all, had aimed and fired the gun at president obama? jail time! here's the clip. the video is for a remixed version of the song "lavender" originally done by a canadian group called bad bad not good. no charges will be filed against a florida man who came to the aid of a sheriff's deputy being attacked last november. this video here shows the man in the blue shirt walking toward the deputy who was pinned to the ground by a man. this happened on interstate 75 in lee county.

russell appears to order the man to get off the deputy and when he doesn't, russell shoots and kills him as cars full of people looked on. >> he's about [ bleep ] to fire, dude. oh, my god. don't, bro. oh, my god. >> the florida state attorney's office determined the shooting was justified because the deputy's life was in danger. russell had a concealed weapons permit. the former sheriff of los angeles county is now facing a possible sentence in federal prison. a jury today found 74-year-old lee baca guilty of helping obstruct a 2011 fbi investigation into guards who beat inmates in county jails. ba baca, in the early stages of alzheimer's disease, headed that department for 15 years. officials in ethiopia say the death toll from saturday's collapse at a landfill has risen to 113. a mountain of garbage buried mud and stick homes inside the landfill where people were

living on the outskirts. many of the victims were women and children. excavators and rescuers have been pulling bodies from the black mud since then. initial estimates have put the death toll at 46. ethiopians have begun three days of national mourning. amnesty international is asking north dakota to address alleged human rights violations relating to the pipeline protests. hundreds were arrested between august through february. amnesty international says it's documented instances of excessive force or intimidation by police as well as excessive criminal charges. police have defended their practices. they say some protesters were violent and some targeted the police both professionally and personally. reports of sexual conduct or misconduct are on the rise at u.s. military academies. according to the pentagon's annual report on sexual harassment and violence, reports of sexual assault are up at both the naval and military academies, but actually down at the air force academy.

it's somewhat staggering, yes, but nearly half of california drivers admit they have thrown something out of their car window. caltrans conducted the survey and you can easily find workers along our freeways today cleaning up the mess. they're always at it. two or three times a year caltrans dedicates the work day to a major cleanup. abc 7 news caught up with this crew and they find just about everything. >> we'd like to say that we've picked up everything but the kitchen sink, except that several years ago our crews on the san mateo bridge found a kitchen sink that had been tossed off of the side. so we can say that we've picked up the kitchen sink too. >> well, that's everything then. last year they picked up enough trash to fill the oakland coliseum up to the second deck. >> what? >> the part that's not usually used, the second deck. the cleanup costing taxpayers millions. so just help them out. >> that is a massive amount of

australia's air safety agency says a woman suffered burns to her face after her battery-operated headphones exploded during a recent flight. yo've got to take a look at some of these pictures here. the woman fell asleep while wearing the headphones. she said she awoke to a loud explosion. the headphones were sparking so she threw them on the floor. flight attendants poured a

lion, but we did for miles along this canal for hours. he slept here overnight, but now last check, he's headed back to the bay. in the middle of a farm pasture, look who pops up from underneath the creek water. the talk of the down, a sea lion out of his element, but stealing hearts. >> i was like, you know what, let's take a little longer lunch break and see if we can catch him. >> it was really need to see. it was really fun to be out here and just have a little field trip. >> reporter: mr. leisure, the male sea lion, was last seen entering a concrete storm drain after being spotted near this spillway tuesday morning. >> spent it appears to be the entire night in the culvert. came out early this morning and just started heading back towards the ocean. >> the huge male sea lion swam with the currents and onlookers followed him along the way. animal control and marine mammal officials included. only there to make sure he safely moved through the canal. >> we basically wanted to keep him going out toward the ocean, so just in case he decided to
