standing on the ledge an refusing to come down. police stand off with a man who led officers through a wild pursuit, winding through thestr. good evening, i'm kristen >> this strange chain of events started tonight in oakland. >> the chase ended in the stand-off, 4 1/2 miles away at college in ashby. we find abc 7 news reporter lilian kim with the developing story. lillian? >> kristen and dan, this is the intersection where it all happened, that white truck belongs to the suspect a stark contrast to the heavy police presence earlier tonight. police won't say whether he was armed, but they did say he assaulted one of their own. the incident that triggered the

evening's chain of events, from what witnesses could tell, the man's activity on the roof was largely uneventful. >> he seems to be this lanky white dude in a black tee shirt. he's just smoking cigarettes. i don't know what he's smoking, but he's smoking something on the roof. >> the high speed chase alarmed everyone in the area. these college students provide ice cream. >> the lady came in and said, someone's open shooting. and then all the staff helped us hide. make sure we were okay. gave us water, places to sit. and made sure we were all safe. >> officers went on the roof and after more than an hour, convinced a suspect to come down. a peaceful end to what was an intense evening for the officers and the people of berkeley.

is, just as a federal judge in washington state stopped president trump's first travel ban, a federal judge in hawaii has done the same to the second ban. the council on islamic relations calls it an exciting development. >> what we've seen now are two attempts at a muslim ban. it's so important that care, the organizations that work on these things, but every day people that are coming out to the protests, standing with their muslim immigrant neighbors continue to do so. >> the district judge in hawaii wrote the executive order banning travel from six majority muslim countries amounted to religious discrimination. immigration attorney merrill con says the court used president trump's own words against him. >> he repeated several times he was going to put in a muslim ban. so they looked at all of his times he was on the news, doing debates, calling for a muslim ban. >> a rally in nashville, he said he'll take it to the supreme court if necessary. >> i will not stop fighting for

the safety of you and your families, believe me. not today, not ever. we're going to win if, we're going to win it. >> the president can appeal the ruling out of hawaii, it would go back to the ninth circuit court of appeals. the same court that upheld the ruling out of washington. in a statement tonight, nancy pelosi said, the trump administration's repackaging did nothing to change the immoral, unconstitutional and dangerous goals of the muslim and refugee ban. the same ban driven by the same dangerous discrimination, and today, it met the same defeat in court. new at 11:00, we are getting a first look at president trump's 2018 budget that was released late tonight. the proposal would increase military spending by $54 billion, while slashing dozens of other departments budgets. the epa state department, department of agriculture, and department of labor would all face cuts of at least 20%.

the budget completely eliminates the national endowment for the arts, legal aid for the poor. the budget must pass the house and get 60 votes in the senate. abc 7 news spoke tonight with the family of a 16-year-old girl shot and killed by freemont police. elena was one of four people inside a car that police shot at last night next to cal state east bay in heyward, the car was stolen and two freemont officers opened fire. his family thinks officers were reckless. >> thinking they weren't being done right. they took it out on the wrong person. and now our whole family is at a loss. this is crazy. >> the family in antioch says the one suspect who ran and is still wanted by police is her boyfriend. her aunt said she had not been home for weeks and they were trying to track her down.

captured on camera, you're seeing a woman abducted in alabama, run for her life. this is surveillance video from a gas station. she was walking to her apartment yesterday when a stranger with a gun grabbed her, threw her into the trunk. they are still searching for that man tonight. for two days we've been tracking a stranded sea lion. >> today he made another appearance in a vacaville creek. he began swimming back in the direction of the del pa. >> it's especially good news for experts who thought they may have to rescue him. >> in the middle of a farm pasture, look who pops up from underneath the creek water. the talk of the town, a sea lion out of his element, but stealing hearts. >> let's see if we can catch him. >> i'm so happy for him, and grateful that we got to be a part of this history making moment.
