the good news is the 2:00 on time. the bad news we'll get to a little bit later on. good morning, everyone, on this thursday. i'm kendis gibson. >> and i'm eva pilgrim in for diane macedo. a big day on tap for president trump. he's set to roll out a $1.15 trillion spending plan that's unlikely to sit well with democrats or republicans. >> but it was the president and the fate of his revised travel ban taking center stage in nashville overnight. abc's kenneth moton joining us from d.c. with all the details. good morning. >> reporter: good morning, kendis and eva. the white house is promising to fight all the way to the supreme court. that's since that newly blocked travel ban and now about national security and the blueprint being presented today. this morning, president trump's travel ban blocked again. >> an unprecedented judicial overreach. >> reporter: trump fired up at a rally in nashville. his signature domestic security proposal hours away from going into effect, temporarily stopped by a federal judge in hawaii. >> the order he blocked was a

watered down version of the first order. >> reporter: trump's first version to ban travelers from several predominantly muslim countries caused chaos at airports. the revised ban exempted green card holders and existing visas but that judge said it was discriminatory against muslims. >> i think we ought to go back to the first one and go all the way, which is what i wanted to do in the first place. >> reporter: the president's next battle, his trillion dollar budget. today the white house preparing to announce deep cuts, state department slashed by 28%. the environmental protection agency, 31%. defense getting a 10% increase. 54 billion more dollars. >> the president very clearly wants to send a message to our allies and our potential adversaries that this is a strong power administration. >> reporter: thousands of jobs gone. climate change initiatives eliminated. foreign aid reduced. it is being called the america first budget. >> i will not stop fighting for the safety of you and your

families, believe me, not today, not ever. >> reporter: trump's proposal also calls for a $1.5 billion to get his wall started on the u.s./mexico border, but the cuts are expected to be met with strong opposition from both parties on capitol hill. eva, kendis. >> yeah. the secretary of state, however, is saying he supports the cuts. kenneth moton, thank you. in the meantime, another trump campaign promise may be in trouble. >> paul ryan and other republican congressional leaders now admit they'll make changes to their health care overhaul bill. with increasing opposition from within gop ranks, ryan is backing off bringing the bill to a vote next week. ryan and vice president pence met privately with lawmakers last night to rally the troops behind replacing obamacare. pence reportedly also said he's open to changes in the bill. well, the pressure is also growing on president trump to provide proof that former president obama wiretapped him at trump tower. the leaders of the house intelligence committee now say

they see no evidence to back the president's claims adding they don't believe there was an actual tap on trump tower, and while visiting capitol hill, fbi director james comey wouldn't answer questions about the president's accusation, and it was on saturday, march 4th when the president unleashed a slew of tweets claiming he just found out that former president obama had wiretapped trump tower. but in an interview with fox news last night, the president claimed he learned about wiretapping much earlier than march 4th. >> i read in i think it was january 20th a "new york times" article where they were talking about wiretapping. there was an article. i think they used that exact term. i read other things. i watched your friend bret baier the day previous where he was talking about certain very complex sets of things happening and wiretapping. i said, wait a minute. there's a lot of wiretapping being talked about. i've been seeing a lot of things.

now for the most part i'm not going to discuss it. >> so, the press added that what he calls some very interesting items will be coming to the forefront over the next two weeks. president trump, meanwhile, is opening the door to a rollback of auto emission standards. he announced at a rally at a former auto plant in managering in that his administration will review the next round of tougher environmental regulations. in a speech he said that jobs are more important than reducing carbon emissions. the obama administration put those tougher standards into place in its final days. the justice department is charging two russian intelligence agents and two hackers in a massive breach of yahoo! that affected at least a half a billion users' accounts. now, prosecutors say among those targeted were the e-mail accounts of russian and u.s. officials. one of the hackers is under arrest in canada. it's unlikely the russian intelligence agents will ever set foot in american courtrooms at all because the u.s. does not have an extradition treaty with russia. the prime minister of the

netherlands is celebrating what he calls the rejection of populism. mark rutte's conservative liberal party picked up 30 seats in yesterday's parliamentary elections. populist challenger geert wilder came in third with 19. he campaigned on a platform of closing mosques and banning the koran. a syrian diplomat is condemning what he calls a terrorist attack in damascus six years to the day after the nation's civil war began. at least 30 people were killed in yesterday's suicide bombing inside an historic judicial building. it was one of two attacks in damascus. u.n. led negotiations are trying to stop the violence. that is set to begin next thursday. to texas now where the senate there has passed a controversial bathroom bill targeting transgender people. but the proposal still faces big obstacles from becoming law from big businesses, the national football league and critics who packed the capital during public testimony there. the measure would require people

to use public bathrooms that correspond with the gender of their birth certificate. the official start of spring may be four days away, but it surely feels like winter to me. >> yeah, it sure does. >> it just refuses to move on. much of the east and parts of the south hit with bone-chilling temperatures, a deep freeze for crops in georgia and florida with temperatures 20 to 25 degrees below normal. >> yeah, look at those windchills there. the northeast is still digging out from that nor'easter that turned deadly. now, take a look. this truck caught fire overheating trying to get out of the snow in rochester, new york. at least six deaths are linked to that storm. and a new commercial communication satellite is now in orbit thanks to spacex. the falcon 9 rocket took off a short while ago from kennedy space center from the same launchpad the apollo missions used. a little trivia for you. this is the third launch this year for spacex.

surveillance video shows a dramatic escape for a woman from an apparent kidnapping. look at that black car and look at the trunk. this is in birmingham. as a car pulled away from a

convenience store, the woman jumped out of the trunk. police say the woman told them the driver tried to rob her and then forced heir into the trunk. the suspect is still on the loose. a suspect is in custody after the shooting of two detroit police officers. gunfire was exchanged after one of the officers approached the suspect, and he allegedly pulled out a gun firing several shots. one of the officers was shot in the neck, the other in the ankle. the officers are reportedly both in stable condition and expected to recover. the suspect was also injured. two snowshoers from boston are presumed dead after an avalanche in western canada. the pair was reported missing tuesday. that's when police found a vehicle they'd rented near a lake about 100 miles west of calgary, alberta. now, authorities say they discovered snowshoe tracks leading into avalanche debris but not leaving it. the pair has not been identified. but their families have been notified. your credit card interest rates are probably going up. the federal reserve has raised its benchmark rate a quarter of

a point and says two more increases are likely this year. the increase is most likely to affect short-term loans like credit cards. it's not much likely to do anything for your savings account. the fed says the economy is doing well. a new study suggests a common painkiller increases your chance of heart failure. a danish study says taking ibuprofen can increase the risk of a heart attack by 31%. but an american expert says the warning may go too far since the study involved mostly elderly people with existing problems. ibuprofen is sold under brand names like advil and motrin. when we come back, we got a little travel advice for you. the one day this summer that experts say you should avoid flying. and the driver that obviously forgot something. some close calls straight ahead. traight ahead. well, when you have copd, it can be hard to breathe.

friedland shot dead during a terrifying carjacking right in front of his wife jamie. >> i'm at the short hills mall. my husband has been shot. >> reporter: this morning the first of four suspects accused of friedland's horrific murder on trial. just ten days before christmas, the friedlands went to the upscale short hills mall in new jersey for some shopping and dinner to celebrate their anniversary. when they got back to their range rover, she says two men confronted dustin. >> i saw him put the gun to dustin's head, and i heard bing, bing, and then the window shattered of the card. >> reporter: for jamie friedland, nothing can erase the painful memory of watching her husband die. gio benitez, abc, new york. >> and gio will have more on that story a little later on on "good morning america." well, don't fly anywhere on july 9th. that sunday will be the most expensive day to fly this summer. although the entire month, i'll have you know it, is no bargain.

the past half hour and it includes big cuts to the epa and the state department. abc7 news reporter matt keller here to break it all down for us. >> reporter: reggie, natasha, it's being called the america first budget which means billions more for the u.s. military and less money for foreign aid. the president is asking for dramatic cuts to many federal programs. here are some of the agencies facing deep cuts. environmental protection agency looking at a 31% reduction, state department, 28%, defense spending is getting the biggest boost. >> president very clearly wants to send a message to our allies and our potential adversaries that this is a strong power administration. >> reporter: the president's budget also calls for $1.5 billion to get the wall started on the u.s. border but the cuts will expected to be met with strong opposition from democrats and republicans. the budget proposal is a white house wish list. it will up to congress to decide where the money goes.

president trump is vowing to take the fight over his travel ban all the way to the supreme court. a judge in hawaii blocked the revised executive order yesterday, calling it discriminatory against muslims. the revised version was supposed to go into effect at midnight. the ruling prevents the ban on refugees and citizens of six predominantly muslim countries from going into effect. president trump is calling the decision a, quote, unprecedented judicial overreach. house minority leader nancy pelosi issued this statement. she said, the trump administration's repackaging did nothing to change the immoral, unconstitutional and dangerous goals of their muslim and refugee ban. it was the same ban driven by the same dangerous discrimination and it met the same defeat in court. and that breaking news, at least three separate water main breaks in san francisco overnight. crews very busy right now. we just got these new videos into the live
