where the money goes. president trump is vowing to take the fight over his travel ban all the way to the supreme court. a judge in hawaii blocked the revised executive order yesterday, calling it discriminatory against muslims. the revised version was supposed to go into effect at midnight. the ruling prevents the ban on refugees and citizens of six predominantly muslim countries from going into effect. president trump is calling the decision a, quote, unprecedented judicial overreach. house minority leader nancy pelosi issued this statement. she said, the trump administration's repackaging did nothing to change the immoral, unconstitutional and dangerous goals of their muslim and refugee ban. it was the same ban driven by the same dangerous discrimination and it met the same defeat in court. and that breaking news, at least three separate water main breaks in san francisco overnight. crews very busy right now. we just got these new videos into the live desk.

i want to start with this one. this is a water main break in visitation valley. you can see how much water there is flowing over the sidewalk and then rushing down the street. the second problem spot is in the mission at college and mission. it's a very similar scene there. and third, we have this new video from bay shore. no word on the cause of any of these breaks or if they're at all connected. we have reached out to city officials and we're waiting to hear back. this morning, a man is in custody and under evaluation after leading police officers on a high speed chase through two east bay cities. it all ended in a lengthy standoff. lilian kim has the story. >> reporter: a man standing on the roof of a college avenue business in berkeley brought out dozens of officers. police won't say whether he was armed but they did say he assaulted one of their own when he rammed into one of their vehicles, the incident that triggered the evening's chain of

events. from what witnesses could tell, the activity on the largely uneventful. >> he steams to be this lanky white dude in a black t-shirt. he's just smoking cigarettes or i don't know what he's smoking but he's smoking something on the radio. >> reporter: the collision alarmed this upscale section of berkeley when hmerchants and employees realized college avenue was being taken over by officers, they quickly spring into action. >> the lady came in, there's a gun outside. >> open shooting, open shooting and then all the staff helped us hide and made sure that we were okay, locked all the doors, turned off all the lights and gave us water, places to sit. >> reporter: turned out, there were no gunshots. officers went on the roof and after more than an hour convinced the suspect to come down. a peaceful end to what was an intense evening for officers and the people of berkeley. >> we had a perimeter set up, really nowhere for him to widgo

we just sat back and had our tactical negotiators start talking with him until we could get him to surrender himself. >> reporter: the suspect did have a passenger in the truck. she too was arrested. police found her in one of the businesses here on college avenue. in berkeley, lilian kim, abc7 news. happening today, a kidnapper scheduled to be sentenced for a crime that vallejo police initially and wrongly called a hoax. it's been nearly two years since matthew muller broke into the mare island home. he bound and drugged hoskins. vallejo police publicly accused the couple of making up the story. dublin police arrested muller after a towarded home invasion a few months later. the fbi then found evidence linking him to this vallejo case. muller pleaded guilty to a federal kidnapping charge. new details in the multimillion dollar settlement between the morgan hill unified

school district and the parents of three girls. 55-year-old john arthur lloyd was convicted in 2015. the parents say school leaders failed to see the obvious signs of abuse. our media partner "the mercury news" reports the $8.25 million settlement also includes increased school training to help staff and students better detect sexual abuse. the mandate was the major component of the civil suit filed by the victims' parents. administrators at uc hastings law school in san francisco are investigating a possible hate crime. a student said a scroll of hebrew verses was on his front door was burned on monday. the chancellor wrote a letter to campus condemning what he calls a cowardly act of anti-semitism. students say the vandalism is a chilling reminder of the recent wave of bomb threats nationwide. a federal judge is giving donald trump supporters the

green light to pursue a lawsuit against the city of san jose. that says the police allowed trump supporters to be attacked by allowing them to walk through a group of protesters last june. the judge denies the city's request to dismiss the lawsuit yesterday. city leaders say the police didn't do anything wrong. mountain view police are asking for your help in identifying two people suspected of stealing a pickup truck from a gas station. investigators released photos of a man and a woman who they say took a truck. police say the pair went inside the gas station before jumping into the truck and drive off. happening today, uc regents are expected to consider the appointment of uc berkeley's first female chancellor. carol christ is currently cal's interim vice chancellor and provost. she's been an english professor and head of the english department and president of smith college in massachusetts. if she's approved, christ will take over on july 1 when outgoing chancellor steps down.

going to happen as far as temperatures today. low 60s along the coast, mid to upper 60s around the bay and upper 60s to low 70s inland so pretty close to yesterday. tonight, under a clearing sky, we should be a lot cooler than this morning, about 10 degrees with mid 40s to upper 40s. take a look at our weekend. it could be wet for some of us. that's next. we are o great start. no blocking issues right now. here a look at the mist and drizzle out there today. if you are coming into san francisco across the bay bridge, going to have to flip those wipers on. i had mine on basically the entire drive from the east bay. so doesn't look like too much, especially on the radar, but it's certainly out there this morning. westbound 580, tracy to dublin, up to 35 minutes so that's filling in. westbound 4, rough day for you yesterday. right now we are incident free, antioch to concord about 14 minutes and southbound 101 is pretty soggy as well. in the yellow at 18 minutes.

welcome back. new this morning, secretary of state rex tillerson said the u.s. needs, quote, a new approach to dealing with north korea's nuclear program but stopped short of saying what that new approach would be. in fact, he said he's in southeast asia to exchange views on a new approach. tillerson made the comment while in japan. this is new video from overnight into the live desk of tillerson meeting with the prime minister, shinzo abe. this is tillerson's first trip to asia. he will go to south korea and then china later this week. a group of blue star moms in the east bay has started an ambitious project to honor those who have made the ultimate sacrifice. abc7 news was in concord for an emotional ceremony yesterday.

it was for the unveiling of a granite memorial in honor of benjamin, a graduate who was killed in an ambush in iraq in 2008. his mom was overcome. >> it means so much because it just means that his -- he will never be forgotten. that his -- there's a remembrance here and a reminder here for every child, every student that comes through here for the rest of their lives. he won't be forgotten. >> the blue star moms of concord plan to place memorials for 17 fallen warriors at 12 high schools attended by those fallen service members. happening today, stanford giving people a chance to chime in on a development it wants to build in menlo park. the university will hear public comment on this. it's called middle plaza. this is the architect's rendering of the project. it includes offices, apartments, shops, and underground parking centered around a public plaza. stanford wants to make the development a place for bike and car share programs by including lockers and showers for

commuters. the project will be built in what are now vacant car lots near middle avenue about a half mile from the menlo park station. 4:43 and we do have some good news this morning about this wayward sea lion, mr. leisure. sems to be making his way back to the ocean now after getting stranded in a vacaville creek on tuesday. lonni rivera explains the fact that he's swimming away on his own is a relief for experts. they thought they may have to rescue him. >> reporter: in the middle of a farm pasture, look who pops up. the talk of the town, a sea lion out of his element but stealing hearts. >> i was like, you know what? let's take a little longer lunch break and see if we can catch him. >> i'm so happy for him and i'm really grateful that we got to be a part of this history-making moment. >> reporter: mr. leisure, the male sea lion, was last seen entering a concrete storm drain after being spotted near this

spillway tuesday morning. >> spent appears to be the entire night in the culvert, came out early this morning and just started heading back towards the ocean. >> reporter: the huge male sea lion swam with the currents and onlookers followed him along the way. animal control and marine mammal officials included, only there to make sure he safely moved through the canal. >> we basically wanted to keep it going out towards the ocean so just in case that it decided to make a turn, go up the canal, we remember basically there to create a division to hopefully scare it the other way. >> that's pretty cool. you know? it's good that people care about an animal trying to get back to safety. >> reporter: the marine mammal took his time, no hurry at all, even stopped for a big lunch. >> they're called sea dogs. they're very much like dogs. they're very playful and curious. >> reporter: scientists say this kind of behavior is a good sign and this could be a normal routine but maybe the first time he's been seen. others speculate recent storms played a role and he chased fish up here. >> we're thinking that the water

sunday's going to be relatively dry, just a few scattered showers out there. both days outside the north bay should be okay but the pattern starts to turn wet monday and into tuesday so enjoy the calmness while we have it. and it will get calmer this afternoon. drizzle this morning until 9:00, then we'll see increasing sunshine after the lunch hour. it's going to be warm for st. patrick's day, at least around the bay and inland, mid 70s to 80 and then slightly cooler with a chance of showers saturday, lesser sunday and then that spring storm comes in monday and much cooler and wetter next week. we're in that sweet spot of the morning when all the overnight road work is wrapping up and we don't have any incidents so far today so looking good on the san mateo bridge. quick check of mass transit as well. san francisco bay ferry, if you ride that, you probably know they're repairing some vessels this week so that is turning into reduced capacity possible issues there and a few rerouted

wells fargo urging shareholders to vote against calls for a new broader investigation into the bank's accounts scandal. according to the l.a. times, the san francisco banking advocacy group and several religious organizations are planning to ask all shareholders to vote for a comprehensive review commissioned by wells fargo. the groups want to find out the

root cause of the scandal. last september, wells fargo admitted as many as 2 million accounts were opened by employees without customer authorization. parents, listen to this. poor sleep could main behavioral problems later in life. researchers in boston say approximate to 5-year-olds who don't get enough sleep will likely have trouble paying attention, controlling their emotions or processing information by age 7. this data comes from a long-term project that has been studying kids for more than a decade. sleep recommendations vary but in general, children 3 to 4 years old need 11 hours of sleep every night. younger kids need more. older kids a little bit less than that. now to a graduation ceremony unlike any that you've probably ever seen. it took place yesterday inside this d.c. area mcdonald's and the only graduate was an employee. in fact, she's the first mcdonald's worker in the city to complete the company's archways to opportunity program. it allows full and part-time employees to get a ged for free.
