5:00 a.m. good morning to you on this thursday, march 16. >> we're tracking a lot of news out of washington this morning, so many things that will affect so many people, so jessica is on that with our breaking news. but first we're going to start with our weather. i was surprised to see that drizzle coming in this morning. i shouldn't have been, but i was. >> he's tuning you out. >> are you one of my kids now? please don't tune me out. i've got some stuff to tell you. >> i'm listening. >> there is drizzle out there, a little bit of a mist and there's not much fog, so live doppler 7 hd showing about a mile visibility half moon bay. you can see the tarmac and some of the runways are wet at sfo so some of that drizzle is making it down to the peninsula. i think it's going to hang around through about 9:00 on our day planner and then we'll have a dry lunch under mostly cloudy

conditions, temperatures mid 50s to mid 60s and then the sun will break three of the clouds. partly cloudy and a dry commute home. how about this morning, alexis? so far, so good, mike. if you're doing the counter-commute through the caldecott tunnel, bore 1, eastbound 24, we've got a cargo van that's actually facing the wrong way in the far left lane so we do have someone dispatched to the scene there. not causing any backup there but a little bit surprising there, vehicle facing toward you if you're heading back towards the orinda area. no major problems yet. it is a little slick out there. i'll show you some of those traffic cameras coming up next. let's get straight to the big news out of the washington, the president's trillion dollar budget proposal was released this morning and we know it includes a $54 billion boost to military spending. on the other hand, there are deep cuts to other agencies. the epa, state department, department of agriculture, and

department of labor all facing cuts of at least 20%. the budget completely eliminates the national endowment for the arts, legal aid for the poor, and the americorps national service program. the cuts expected to be met with strong opposition from republicans and democrats on cl capitol hill. the white house defending the president's proposal, calling it a budget blueprint. >> this budget, just discretionary spending. what it doesn't do is add to the budget. you're looking at adding 54 beside to defense, adding to law and order enforcement and law enforcement, increasing spending for school choice. >> the white house budget director says the president wrote a budget based on his campaign promises. the budget plan must pass the house and get 60 votes in the senate. and the other big story from president trump, his revised travel ban that was supposed to go into effect at 12:01 this morning. a federal judge in hawaii blocked that order. katie marzullo has details on

what happens now. >> reporter: if this sounds familiar, it is. just as a federal judge in washington state stopped president trump's first travel ban, a federal judge in hawaii has done the same to the second ban. the counsel on american islamic relations calls it an exciting development. >> what we've seen now are two attempts at a muslim ban. it is so important that and everyday people coming out to the protests continue to do so. >> reporter: in his ruling, the district judge in hawaii wrote that the executive order banning travel from six majority muslim countries amounted to religious discrimination. immigration attorney merle khan says the court used president trump's own words against him. >> the president repeated several times that he was going to put in a muslim ban so they looked at all of his times that he was on the news, doing

debates. >> reporter: trump told supporters he'll take it to the supreme court if necessary. >> i will not stop fighting for the safety of you and your families, believe me. we're going to win it. >> reporter: the president can appeal the ruling out of hawaii but it would go back to the ninth circuit court of appeals, the same court that upheld the ruling out of washington. and right now, we are getting breaking news into the live desk about that travel ban. we're getting word a federal judge in maryland has now also temporarily blocked the ban. it's another blow to the president's executive order after that judge in hawaii issued the temporary restraining order yesterday. very important to note, four other states also fighting this travel ban, including california. the president says he will fight it all the way to the supreme court so this definitely not over yet. reggie, natasha, back to you. we are tracking several water main breaks popping up in san francisco overnight.

>> we've confirmed at least three of these throughout the city. abc7 news reporter amy hollyfield live for us in san francisco. so amy, what's happening? >> reporter: well, it's been a very disruptive morning for residents, reggie. look at the active work going on behind me at times it's noisy. they had to even wake up some of these residents and have them move their cars, telling them they'd be blocking their driveways all morning long. this is on mission street at college, and if the residents weren't awake, they are now, because it has been loud. here's some video of what it looked like when the water was flowing. no damage has been reported. we're told that this was a 4 inch pipe that did break. they have turned the water off on one side of the street will not have water this morning. now we've got video of another major break from overnight at santos and velasco. this was an 8-inch pipe that broke. again, no reports of damage but it's going to -- a couple blocks there do not have water this

morning and then we have a third report of a problem at bay shore and lois lane, ha ha, lois lane, there's a report of water coming out of a manhole. they're checking on it right now. they think it could be a leak. they don't think it's a main break but we do know of at least two main breaks. so why is this happening? there was big temperature shifts in the last couple weeks and when it goes from cold to hot, the contracting and the expansion of the pipes, well, that can cause old, brittle pipes to break. so they do expect this when the seasons change, but quite a hassle for them and for all these residents. live in san francisco, amy hollyfield, abc7 news. lot of people are going to want a hot shower later today. we're hearing from the family of a teen girl that was killed by fremont police. she said she was in the same car when police opened fire. her cousin, 16-year-old elena was killed.

he w she was one of four people in that car during the confrontation tuesday night. investigators say the car was stolen and two fremont officers opened fire after the driver rammed police vehicles. mondragon's cousin explains what she saw. >> i heard gunshots and i didn't really think anybody got hit in the car so he made that right and my cousin grabbed her left side and she started screaming and she just started screaming and crying. and she said that she can't -- she said, i can't take it. i can't take it and her head just, like, falls. >> mondragon's family in says the suspect who ran and is wanted by police is her goifrd. mondragon's aunt say the girl had not been home for weeks. a napa school board could vote on whether or not to expel

high school quarterback for an alleged hazing incident. johnny torres and seven other players face expulsion right now. the head coach resigned yesterday after what he described as varying philosophies on the program's future. then moments later, his entire staff followed suit. the alleged incident took place in october. torres has described it as horseplay and not sexual. police are investigating. >> these are good people and they're getting screwed by our school district. complete. >> emotions there, torres, who had been an honor student, could be expelled for a year. several months after oakland's deadly ghost ship fire, the community is keeping up a memorial to the victims. abc7 news was outside the warehouse yesterday where fresh flowers line the perimeter. 36 people died in that december fire. one of the victims' parents testified in sacramento yesterday. edw edwin bernbaum asked the state senate committee what it could

do. bernbaum also told lawmakers that artists like his 34-year-old son were forced to live in dangerous places because of skyrocketing rent. >> his holder brother had been with one of these collectives and they had performed at the ghost ship and realized it was a very dangerous place and they decided never to come back. but with soaring rents and costs, there are fewer and fewer places where artists can live. >> bernbaum and his family have started a nonprofit called vital art to help create safe work/live spaces for bay area artists. business is about to take off for elon musk's space x. it outbid both boeing and lockheed martin to win the contract. this video provided by spacex. it plans to launch a satellite in 2019. let's talk temperatures. moisture in the air, the cloud deck, i should say, temperatures running anywhere from 1 to 8

snow next week. so far, we are looking good this morning. just a couple minor issues so far and we've got a new one in for the south bay. 880, crash on southbound 880, it's actually on the off ramp to coleman. sounds pretty minor but it is blocking the left lane of the ramp. partially blocked and we're still in the green to the main line. quick check outside, mist and drizzle this morning. here's a live look at golden gate and you can see moisture on the pavement too. couple spinout crashes this morning, just enough to really make you lose control. make sure you're driving for conditions today. we're getting details of a free event in the south bay. take a look at this sign spotted in san francisco. it's a person pushing a shopping cart and people are wondering who put it up and why. and speaking of mysteries, and speaking of mysteries, this cooler showed up in a

it is 5:14. this video is incredible. it is about to show you a woman escaping from a kidnapping. the trunk of that car opens up and she saves her own life so this is surveillance video from a gas station in birmingham. the woman had been kidnapped and she is running into that store asking for help. officers say she was walking to her apartment tuesday when an armed man grabbed her and threw her into that truck. that man is still on the run this morning. >> oh, my goodness.

i cannot believe that video and i hope they find him. in today's "gma" first look, the murder trial of a man accused of killing a shopper at a new jersey mall underway with emotional testimony from the victim's widow. >> reporter: in this morning's "gma" first look, it was the holiday mall shooting that shocked the country. 30-year-old lawyer dustin freedland shot dead during a terrifying carjacking right in front of his wife, jamie. this morning, the first of four suspects accused of freedland's horrific 2013 murder on trial. just ten days before christmas, the freedlands went to the upscale short hills mall in new jersey for some shopping st. patrick's day dinner to celebrate their anniversary. when they got back to their range rover, two men confronted dustin. >> i saw them put the gun to dustin and i heard bang, bang, and then the window shattered of the car. >> for jamie, nothing can erase the painful memory of watching

her husband die. and we'll have the latest on the trial coming up at 7:00 a.m. abc news new york. 5:16 now, a team of attorneys, police officers and fbi agents has a way to fight a growing and deadly problem in the east bay but there's just one big problem. there's no money to fund it. that huge issue freeway shootings, the possible solution to stop them a network of highway cameras and license plate readers. contra costa county leaders believe the state should put up the money since the roads are state property. so far the state has not been willing to commit resources. there have been 80 shootings since 2015. some residents of san francisco's hayes valley neighborhood are puzzled by this new sign. it looks official. it shows a person pushing a shopping cart with what appears to be garbage bags inside. as reported by our partners at "hoodline," it appears, i should say, at the corner of fell and

laguna streets. a resident tells us the sign about 100 feet from a homeless encampment. legislation that would raise hundreds of millions of dollars has cleared another hurdle. yesterday the bill advanced through a state senate finance committee. the proposal would raise money by charging new fees on loan papers and other documents involved in the purchase or sale of a home. it would impose a $75 recording fee on real estate documents. the legislation now heads to the state appropriations committee for more review. if you're looking for help with taxes, some residents in the south bay have a chance to get some free assistance today. you can head over to the cal works employment connection center in san jose at 10:00 a.m. this is specifically for low income elderly, disables or limited english speaking taxpayers ask it is first come, first serve. if you rely on public transit to get around, your commute could take longer. vta officials are considering

changes to current bus lines. if approved, they could inconvenience seniors and low income riders. changes include possibly discontinuing some of the lines. several vta committees are going to review the final plan in april and the board of directors is going to have a vote in may. it is getting more expensive to attend uc schools. the price for food and housing increased on average about 4% last year. that's about $1,000. uc berkeley saw the biggest jump at 7%. uc santa cruz is overall the most expensive at nearly $35,000 a year. uc riverside is the cheapest around $31,000. okay, donating, obviously, a great way to give back. it can help you when it comes to your taxes but this donation might be a little tough to write off. >> this is a cooler. inside, five large bags of pot. it was dropped off at a goodwill store in washington state where employees discovered the weed when they were sorting through the donations. marijuana is legal there but not

this quantity of it. that is 60 times the state limit. now despite many people on social media claiming the stash, authorities say no one has actually physically come looking for it. >> okay. it is definitely 2017. mike nicco, how's our weather look today? oh, mother nature, is she going to be that generous? we've had about 1/100 inch of drizzle in san francisco and you can see it extends cotton the golden gate, one of our wetter bridges, even kicking up some mist off the road so drizzle to partly cloudy and mild again today. weekend weather, minor chances of rainfall. don't change your plans. stronger storm for monday and tuesday and another one possibly wednesday and thursday. next week is going to be active. today, however, just on live doppler 7, mainly drizzle. so let's move on and show you what's going to happen. wake up at 8:00 in the morning, clouds are on the increase after a gorgeous st. patrick's day. most of the rain is going to stay up across the north bay as we head into the evening hours. starts to dip a little bit

farther south but by sunday morning, it kind of falls apart. scattered light showers sunday afternoon, and then the bigger storm starts to come in monday and that hits the north bay the most. but it's monday night into tuesday morning when it's going to hit the rest of us, so tuesday's morning commute could be pretty treacherous. let's take a look at what's going to happen with the wet weather. hardly anything for saturday and into sunday, less than 1/10 inch but then monday, about 1/10 to 1/3 inch and then 2/3 but tuesday. warmest tomorrow, 70s and 80s. coolest next week. starting off with the bay bridge toll plaza, five to ten minutes before those metering lights flip on and as you can see, those cash lanes already starting to fill in. i also want to take you to highway 24. we have two problems there. one on the eastbound side that's been there for about half an hour. eastbound 24 in bore number 1,

some of the potential cuts could have a direct impact here in the bay area. >> we are sorting through all of that right now. we're going to bring it to you in just a moment. good morning to you on this thursday, march 16. >> we're talking about entire departments that would disappear under the budget and also a huge boost for the military spending, so we'll see how that all plays out. first, we're going to talk about weather this morning and it's a little wet out there. >> it's damp in many spots because of that drizzle we talked about yesterday has materialized. let's take a look at live doppler 7. drizzle really doesn't show up well on the radar because it's so close to the ground so trust us when we tell you it's out there. i did find one area where it's pretty dry this morning, all across san jose, and especially here at 101 and 880. temperatures very mild this morning, low to mid 50s out there. going to stay in the mid to upper 50s at the coast but dry by noon. the drizzle will dry starting around 9:00. increasing sunshine and enjoy a colorful sunset.

61 to 62. i i want to show you drive times here. if you are coming from the walnut creek area or through the walnut creek area, southbound 680, highway 4 just 6 minutes but westbound 24 between walnut creek and highway 13, you're up to 17 minutes. we have that crash on westbound 24 just before you get to fish ranch road so more on that coming up. westbound 580, tracy to dublin, still looking okay at 40 minutes and yes the bay bridge toll plaza metering lights have been flipped on. happened around 5:26 this morning but that is starting to get busy. next traffic update coming up. and back to that developing news this morning. president trump officially unveiling his first budget. >> the skinny budget, as it's known, was just made public about 90 minutes ago and it includes big cuts to the epa and the state department among others. abc7 news reporter matt keller is here now to show us what's happening. >> reporter: well, reggie, this is a white house wish list. it's up to congress to decide how much money and where the money goes but if president trump gets his way, there will be many government agencies facing some deep cuts. the pentagon is not one of those

agencies. president trump is proposing a 10% increase in the defense budget which means $52 billion more for military spending. veterans affairs and homeland security would also see an increase in spending along with more money for school choice and opium prevention and treatment. mick mulvaney talked on "gma" about how they came up with a plan. >> the president wrote a budget for the nation and based upon his campaign promises and that's what you see in the budget. we took his words and turned them into numbers. >> reporter: the environmental protection agency is facing the biggest cut percentage-wise with a 31% cut equal to $2.6 billion. state department, labor department, agriculture department, and transportation department would also face billions of dollars in cuts. now, this proposal only covers the discretionary portion congress passes every year. it's about a quarter of the $4 trillion federal budget. it does not take on taxes, social security, medicare or

medicaid. this morning, a second federal judge has blocked president trump's revised travel ban. it prohibits refugees and citizens of six predominantly muslim countries from entering the u.s. the decision just handed down in green belt, maryland, claims the ban is discriminatory against hoous muslims and therefore unconstitutional. that's the same reason why a judge in hawaii blocked the ban yesterday. the revised version was supposed to go into effect at midnight. president trump has vowed to take this fight all the way to the supreme court. federal judge is giving donald trump supporters the green light to pursue a lawsuit against the city of san jose. the suit claims police allowed trump supporters to be attacked by directing them to walk through a group of protesters. the judge denied the city's request to dismiss the lawsuit yesterday. city leaders say police didn't do anything wrong and were trying to maintain crowd control in a chaotic situation. this morning, a man is in custody and under evaluation after leading police officers on a high speed chase through two

east bay cities. that chase ended in a long standoff just before 7:00 last night. investigators say the driver of a white pickup truck rammed an oakland police cruiser, injuring an officer at harrison and 14th streets. that led to a pursuit that stretched into berkeley and that's where the driver crashed into two cars. he then somehow got on the roof. you can see it there. of a business at college and ashby avenues. officers went on roof after a lengthy negotiation. >> he seems to be, like, this kind of like lanky white dude in a black t-shirt. she's just smoking cigarettes or i don't know what he's smeek smoeking but he's smoking something on the roof. >> police were able to persuade the man to come down after more than an hour. they arrested him as they did a woman who was in the truck with him. police found her inside one of the businesses on college avenue. the officer was treated for minor injuries and released. happening today, a kidnapper is scheduled to be sentenced for

a crime that vallejo police initially called a hoax. it has been two years since matthew muller broke into the mare island home. he abducked her and then held her hostage for two days before heting her go. vallejo police publicly accused that couple of making up the story. dublin police later arrested muller after a thwarted home invasion a few months later. muller pleaded guilty to a federal kidnapping charge. prosecutors are asking for 40 years. the judge could sentence muller up to life in prison. new details on the multimillion dollar settlement between the morgan hill unified school district and the parents of three girls molested by a former teacher. 55-year-old john arthur lloyd was convicted in 2015 of abusing the girls while they were students at paradise valley elementary. the parents say school leaders failed to see obvious signs of that abuse. the $8.25 million settlement also includes increased school

training to help staff and students better detect sexual abuse. the mandate was a major component of the civil suit file bid the victims' parents. administrators are investigating a possible anti-semitic hate crime. a student said a control of he brew verses that he had placed on his front door was burned on monday. the chancellor wrote a letter to campus condemning what he called a cowardly act of anti-semitism. students say the vandalism is a chilling reminder of the recent wave of bomb threats all around the country, including several here in the bay area. mountain view police are asking for your help in identifying two people suspected of stealing a pickup from a gas station. investigators release photos of a man and a woman who they say took a ford f-150 truck. the pair went inside the gas station before jumping into the truck and taking off. coming into the live desk

right now, tracking breaking news from the auto industry. a massive recall just announced by hyundai. it's recalling nearly 1 million of the cars in the u.s. because of seat belts that can come loose. the recall covers the popular sonata sedans years 2011 to 2014 and the sonata hybrid years 2011 to 2015. hyundai says it knows of one minor injury because of this problem and affected owners will get notified sometime early next month. reggie, natasha, back to you. a group of blue star moms in the east bay has started an ambitious project to honor those who have made the ultimate sacrifice. abc7 news was in concord for an emotional ceremony yesterday. it was the unveiling of a granite memorial in honor of benjamin. his mom was overwhelmed. >> it means so much because it

just means that his -- he will never be forgotten, that his -- there's a remembrance here and a reminder here for every child, every student that comes through here for the rest of their lives. he won't be forgotten. >> the blue star moms of concord plan to place memorials for 17 fallen warriors at 12 high schools attended by those fallen service members. happening today uc regents expected to consider the appointment of uc berkeley's first female chancellor. carol christ is currently kral's interim vice chancellor and provost. he's she's been the president of submit college in massachusetts. she will take over july 1. it's unclear how much christ is going to be paid. derkz erraarned $532,000 a year. he offered his resignation last

august. all right with the drizzle and the cloud cover comes warmer temperatures this morning. mid to upper 50s throughout the north bay with american canyon about 58, same thing everywhere from 54 daly city, san francisco, alameda and san carlos, san jose, 56 along can lafayette and san ramon and brentwood at 55. here's one of our weather spots this morning. the golden gate bridge had about 0.01 inch of drizzle. slick spots this morning and it's going to be a little bit of drizzle on the water but everybody's going to be dry this afternoon. could have some delays at sfo. you can see the cloud cover there. little bit of fog and some wetness on the tarmac and also on the runways. even with the wetness this morning, tree potentillen is goo rebound and be high and so will the uv index in the afternoon hours. 64 to 70 around the bay, 69 to 72 inland and for temperatures tonight, without that moistness in the air this morning in those low clouds, we'll be a little

and car share programs by including lockers and showers for commuters. it will be near middle avenue, about half a mile from the menlo park caltrain station. well, the contra costa county board of supervisors is giving a landfill company one week to get rid of construction waste at its site. keller canyon is in pittsburg. it's off bailey road. sky7 was over the landfill yesterday showing the pieces of scrap lumber and broken concrete that litter the ground. a year and a half ago, supervisors modify the permits to toughen the rules for bringing construction materials to the landfill. the company's now required to recycle the waste. keller canyon asked the board for more time but the supervisors rejected that request. a gay rights icon is being honored by san francisco's popular street

about 9:00 this mornin. chance of light weekend showers. couple of strong storms looking likely next week. all right here's what's going to change the pattern. this area of low pressure, you can see the high cloudiness. that will are replace our low clouds later today. this storm's going to lose a lot of its start as it tries to break down the ridge of high pressure over top of us and it's going to deposit most of its moisture up across the extreme north bay saturday through saturday evening and then sunday we'll have just a chance of a random light shower here and there as that storm fades away. but it opens the door for a bigger storm coming in monday afternoon, monday evening and especially monday night into tuesday morning. we could wake up with a quarter of an inch in the south bay to possibly two-thirds of an inch in the north bay. so things are going to change. for today, temperatures about the same as yesterday, st. patrick's day's going to be the warmest day. mid 60s at the coast, and then likely just 60s for saturday and

this morning, wells fargo urging shareholders to vote against calls for a new broader investigation into the bank's accounts scandal. according to the "l.a. times," a san francisco banking advocacy group and several religious organizations are planning to ask all shareholders to vote for a comprehensive review.

the group wants to find out the root causes of the scandal. in september, wells fargo admitted as many as 2 million correcting, savings and credit card accounts were opened by employees without customer authorization. poor sleep in your child's preschool years could mean behavior problems later on. renchers in boston say 3 to 5-year-olds who don't get enough sleep will likely have trouble paying attention by age 7. the data comes from a long-term project that's been studying kids for more than a decade. sleep recommendations vary but in general, kids 3 to 4 years old need 11 hours of sleep every day. younger kids need more. older kids need a little bit less. renovations are nearly complete at stanford's ronald mcdonald house and when this is finished in june, the facility will give 123 families with critically ill children a place to stay. and that is doubling their current capacity. the total cost of this upgrade is $46.5 million. now to a graduation ceremony

unlike any you've probably ever seen. it took place yesterday inside this d.c. area mcdonald's. the only graduate was an employee. in fact, she's the first mcdonald's worker in the city to complete the company's program that allows full and part-time employees who have worked for nine months to earn a ged for free and get tuition assistance for college. she says yesterday's ceremony is a dream come true. >> i'm more comforable speaking english and i got my high school diploma. >> her boss hopes that she stays with the company but understands if she wants to move orientation which is great since the city's police chief already has offered her an internship and becoming a police officer is the next goal she says she wants to conquer. you have to see what will the alameda county sheriff's department tweeted out. that's a canine at discovery kingdom along with flippers the dolphin. the two are hanging out in vallejo during a training session with the dog. >> how funny. attention, all you dog lovers, national puppy day is next week and abc7 news is doing

monday, though, we'll have about 1/10 to 1/4 inch and then by tuesday, 1/4 to 1/2 inch with that stronger sform. our biggest problem this morning has been highway 24. we have a crash on westbound side of the road before you get to fish ranch road so they do have some tow trucks on the way to the scene here but four vehicles will need to get towed out of there. that backup starting to be significant there through the orinda area. you're down to just about 7 miles an hour. look at what has improved, though, eastbound 24, we had a disabled truck inside caldecott tunnel that cleared about 10, 15 minutes ago and that backup very quickly recovered. possibly have a new problem with the bay bridge commute. we'll talk about that coming up at 6:00. and coming in right now, we have more breaking news from france, this time in a small southern town. we have confirmed there was a shooting at a high school there, possibly a military school. i'm getting details for you right now. i'll have an update in just a few moments.
