and got a little bit of the pollen off the car. here's a look at live doppler 7. a little bit of fog or low visibility along the coast and kind of spilling through the san bruno gap to sfo. when those flight arrival delays are announced, i'll put it on twitter, @mikeniccoabc7. mild this morning, temperatures in the low to mid 50s, but with it being dry by lunch, already in the low to mid 60s with mid to upper 60s this afternoon and back in the 70s at 7:00. taking a look at the bay bridge toll plaza, of course those metering lights on for just over half an hour. pretty minor issue just past the metering lights, just west of there. sounded like a minor fender bender there between a truck and a smaller vehicle and they have cleared that from the scene so we don't have any current blocking issue and that is looking better. southbound 680, highway 4 to walnut creek, just 7 minutes. 29 minutes westbound 24. i think it's probably a little

worse than that due to a crash in the orinda area and westbound 580, tracy to dublin, you're at 46 minutes. update on that crash coming up next. happening now, crews working to repair two water main breaks that popped up overnight in san francisco. they are miles apart. they do not seem connected. let's get right to amy hollyfield live in the mission district. >> reporter: hi, natasha. look at and listen to this work going on right behind me right in front of several homes. this is on mission street near college avenue. they are working to repair one of two mains that ruptured overnight. here's what it looked like when it broke. this is a 4-inch pipe from the 1930s. they have shut off the water but one side of this block. now take a look at the other water main break. they are not related. crews are working at santos and velasco and they have shut the water off there for a couple of blocks while they work on an 8-inch break.

that pipe is from the '40s. they're also dealing with water flow at bay shore and lois lane break. this is a water valve break. that repair is a lower priority. a very busy night, though. they think the weather could be to blame. >> over the past couple of days, we've seen some dramatic shifts in temperature, cold, warm, and as those older pipes expand and crack, they're brittle and then they just break. >> reporter: the work here is very loud. they've been at it here on mission street since 4:30 this morning. i asked why couldn't this be postponed. they even had to wake people up to move their cars. they said when the water is shut off, they can't wait. they have to work now to get it turned back on as soon as they can. they think they're going to be out here for another four hours is what they're estimating. so probably no showers or coffee for the people living here on mission. reporting live in san francisco,

amy hollyfield, abc7 news. rough morning. thank you, amy. we are tracking developing news out of washington and the president's trillion dollar budget proposa which was just released this morning. it includes a $54 billion boost to military spending and then deep cuts to other agencies. the epa, state department, department of agriculture, and department of labor all facing cuts of at least 20%. the budget completely eliminates the national endowment for the arts, legal aid for the poor, and the americorps national service program. the cuts are expected to be met with strong opposition but the white house is defending the president's proposal. >> this budget just discretionally spending. what it doesn't do is add to the budget so you're looking at adding $54 billion to defense, adding to border enforce mment, law enforcement generally. >> the white house budget director says the president

wrote this budget based on his campaign promises. the budget must pass the and get 60 votes in the senate. a second federal judge has blocked president trump's revised travel ban. he has executive order prohibits refugees and citizens of six predominantly muslim countries from entering the u.s. the decision claims the ban discriminates against muslims and is unconstitutional. >> we've seen now our two attempts at a muslim ban. it is so important that c.a.r.e., asian law caucus, the organizations that work on these things but also everyday people coming to the protests continue to do so. >> a federal judge in hawaii blocked the ban base on those same grounds t. revised version was supposed to go into effect at midnight. trump has vowed to take this fight all the way to the supreme court. so what is next? the trump administration can appeal it to the ninth circuit

court of appeals in san francisco. that's the same court that upheld the stay on the original ban. or now that it's been blocked in maryland, they can instead take the case to the fourth circuit court which is in richmond, virginia. if those courts don't give them the answer they want, they could take their appeal to the supreme court, something the president has said, as i just mentioned, that he is willing to do. well, we are hearing from the family member of a teenage girl who was shot and kill bid fremont police. the teen's cousin spoke at a vigil saying she was in the same car when police opened fire. 16-year-old elena mondragon was killed. mondragon was one of four people in the car during the confrontation on tuesday night next to cal state east bay in hayward. investigators say the car was stolen and two fremont officers opened fire after the driver rammed police cars. mondragon's cousin explains what she saw. >> i just heard gunshots and i didn't really think anybody, like, got hit in the carn, unti

he made that right and my cousin grabbed her left side and started screaming and she just started screaming and crying and she said she can't -- she said, i can't take it. i can't take it. and hen her head just falls. >> mondragon's family in antioch says the one suspect who ran and is still wanted by police is her boyfriend. they say officers were too reckless. mondragon's aunt says that the girl has not been home for weeks and they were trying to track her down. more now on that breaking news i'm following for you out of southern france. a shooting at a high school, possibly a military high school in the town of grasse. local media reporting the principal was the target and is injured. it's unclear how seriously. we are hearing two other people at the school were slightly injured and there were two gunmen, both students, one of them a 17-year-old student was reportedly armed with a pistol, a revolver and a rifle.

no word on the status of the second gunman. we know they just have one in custody at this point. the situation is still unfolding, but right now, police say they don't believe this is a terror attack. reggie, natasha, back to you. a team of attorneys, police officers, and fbi agents has a way to fight a growing and deadly problem in the east bay. there is one big problem. no money. that huge issue, freeway shootings. the possible solution to stop them, a network of highway cameras and license plate readers. according to the san jose mercury news, contra costa county leaders believe the state should put up the money since the roads are state property but so far, the state hasn't been willing to commit resources. there have been 80 freeway shootings in the east bay since 2015. hazing scandal at napa high school takes a new turn. the entire coaching staff walks out just a day before the school board could vote to expel their top football player. plus the new warm string plus the new warm string b.a.r.t. station will

year. we have new details, texas's lieutenant governor is calling a north carolina style bathroom bill a priority now. yesterday, the state senate passed the legislation which says people must use the bathroom of the gender on their birth certificate. big business and the nfl are opposed to the controversial proposal. the legislation next heads to the texas house whose members have expressed far less interest in taking up that bill. ibuprofen and other common painkillers are now being linked to an increased risk of heart attacks, strokes, even heart failure. this according to a study from denmark. researchers say these drugs should be used with caution and that people with heart problems may want to avoid them altogether. "gma's" chief health and medical editor broke down the specifics this morning. >> they look at everyone who had had a cardiac arrest outside the hospital over a ten-year period and they compared them to people who hadn't had a cardiac arrest and they found that people who had cardiac arrest were 30% to 50% more likely to have recently taken a nonsteroidal

anti-inflammatory. >> several things you should do before you pop one of those pills. that starts at 7:00 right here on abc7. it can come as a shock when a pharmaceutical company suddenly raises drug prices. now a big in sacramento would force companies to warn all of us ahead of time. the bill would make it so that drug companies need to give notice before raising prices more than 10%. the alerts would go to wholesale buyers like insurance companies, pharmacies and public health agencies. a similar bill was dropped last year after sponsors said amendmen amendments made it too weak. according to the "l.a. times," the price for food and housing increased on average about 4% last year. that's about $1,000. uc berkeley saw the biggest jump at 7%. uc santa cruz overall the most expensive at nearly $35,000 a year. uc riverside, the cheapest, around $31,000.

stronger storms next week with potential for healthy rain. right now, live doppler 7 just a little bit of drizzle out there. mainly north of the south bay. here we are at saturday, you can see most of the rain up in lake counties, down into the north bay. by sunday, watch and see if you can see any green dots, sporadic, scattered showers here and there. monday, that stronger storm comes in, heads for the north bay first and then reaches the rest of us during the overnight hours into tuesday morning so the morning commute could be the most affected by that particular storm. rainfall amounts, look at this. hardly anything saturday and then couple hundredths of an inch for the rest of us. don't cancel plans to be outside. about 1/10 to 1/4 inch monday. this is going to be bringing some precipitation up to sierra, valley rain and mountain snow saturday and sunday. showers rolling monday st. patrick's day th-- and then som heavier rain.

this is one of the most stunning escapes i've ever seen, happened in alabama. that woman jumps out of the trunk of that car, running for her life. she is saving herself from a kidnapping. this is surveillance video from a gas station in birmingham. the woman runs into the convenience store and gets help from the clerk inside. she was walking to her apartment tuesday when an armed man grab her and threw her into the trunk. that man is still on the run this morning. >> certainly hope he's found. it is time to ask finney and rosa has a question about potholes. she spoke to us at our ask finney event in daly city. >> i hit a pothole and daly city, california, and my

more on that chance of rain this weekend coming up next. i want to take you back to our biggest issue this morning. westbound highway 24 in orinda. we've had a crash for at least an hour and a half at this point. it just cleared a couple moments ago. all lanes are back open but check out this backup, jammed all the way into lafayette. 12 miles an hour, 7 miles an hour, you get the idea. that is really crawling along. b.a.r.t. is your best alternate. we'll take a look at drive times next. developing news this morning, president trump is officially unveiling his first budget. >> yeah it's being called the skinny budget and it was made public this morning and includes big cuts to the epa and the state department but also a big boost to the military. matt keller is here in the studio now break it on down. >> reporter: this is a white house wish list. congress still gets its say. but president trump is sending a clear message with this budget proposal. the president is asking congress for dramatic cuts to many federal programs. we have the numbers and here are some of the agencies that could face deep cuts and by how much. president trump wants to cut the

environmental protection agency's budget by 31%. the state department, 28%. defense spending is getting the biggest boost with the proposed increase of 10% or $54 billion. >> president very clearly wants to send a message to our allies and our potential adversaries that this is a strong power administration. >> reporter: the president's budget also calls for $1.5 billion to get the call started on the u.s./mexico border but the cuts are expected to be met with strong opposition from both democrats and republicans on capitol hill. matt keller, abc7 news. house minority leader nancy pelosi issued this statement after the judge's action. she said the trump administration's repackaging did nothing to change the immoral, unconstitutional and dangerous goals of their muslim and refugee ban. it was the same ban driven by the same dangerous discrimination and it met the same defeat in court. this morning, a second federal judge blocked president trump's revised travel ban.

it prohibits refugees and citizens of six predominantly muslim countries from entering the u.s. the decision handed down in green belt, maryland, and it claims the ban is discriminatory against muslims and therefore unconstitutional. and that's the same reasoning that a judge used in hawaii to block the ban there yesterday. the revised version was supposed to go into effect at midnight. president trump has vowed to take this fight all the way to the supreme court. a federal judge is giving donald trump supporters the green light to pursue a lawsuit against the city of san jose. the suit claims police allowe trump supporters to be attacked by directing them to walk through a group of protesters as they left a rally downtown. it happened last june. the judge denied the city's request to dismiss the lawsuit yesterday. city leaders say police dna do anything wrong and were trying to maintain crowd control in a chaotic situation. this morning, a man is evaluation after leading police officers through a high speed chase. it all ended in a long standoff.

investigators say the driver of a white pickup truck rammed an oakland police cruiser, injuring an officer. this happened at harrison and 14th street. that led to a pursuit that stretched into berkeley and you can see the man there. this is after he crashed into two cars. he's on the roof of a business at college and ashby avenues. officers went on the roof after a lengthy negotiation. >> he seems to be like this kind of lanky white dude in a black t-shirt. he's just smoking cigarettes or i don't know what he's smoking but he's smoking something on the roof. >> police were able to persuade that man to come down after more than an hour so he got arrested. they also arrested a woman who arrived in a truck with him. police found herred in one of the businesses on college avenue. the officer treated for minor injuries and released. more on that breaking news i've been following all morning out of southern france a shooting at a high school, possibly a military high school in the fountain of grasse. a live look here at local media

reporting from the scene now reporting at least eight people injured which does include the school's principal. this has triggered the country 's terror alert system in that area, implemented after the 2015 terror attacks in france -- paris, i should say, and nice. to be clear, police do not think this was a terror attack. in fact, they think the attackers are two students who were upset with the principal. also new right new, i've learned that they were carrying grenades along with rifles and guns. one of the gunmen, a 17-year-old, is in custody right now but the other one is still on the run. we'll keep tracking it. happening today, a kidnapper is scheduled to be sentenced for a crime that the vallejo place initially and wrongly called a hoax. it has been nearly two years since matthew muller broke into the mare island home of aaron quinn and denise huskins. he held her hostage for two days. vallejo police publicly accused

the couple of making up this story. then dublin police arrested muller after a thwarted home invasion a few months later. the fbi found evidence linking him to the vallejo case. muller pleaded guilty to a federal kidnapping charge. prosecutors are asking for 40 years, but the judge could sentence him to up to life in prison. new details on the nult million dollar settlement between the morgan hill unified school district and the parents of three girls molested by a former teacher. the teacher was convicted in 2015 of abusing the girls while they were students at paradise valley elementary. the parents say school leaders failed to see obvious signs of the abuse. our media partner "the mercury news" reports the $8.25 million settlement also includes increased school training to help staff and students better detect sexual abuse. the mandate was a major component of the civil suit field by the victims' parents. several months after oakland's deadly ghost ship fire, the community is keeping up a memorial to the victims. you can see there, abc7 news was

outside the warehouse yesterday where we saw fresh flowers lining the perimeter. 36 people died in the december fire. one of the victim's parents testified in sacramento yesterday. edwin bernbaum asked a state senate committee what it could do to spare other families from this same tragedy. bernbaum told lawmakers that artists were essentially forced to live in dangerous places like the ghost ship because of skyrocketing rent. >> two years before his older brother had been with one of these collectives and they had performed at the ghost ship and they realized it was a very, very dangerous place. and they decided never to come back. but with soaring rents and costs, there are fewer and fewer places where artists could live. >> bernbaum and his family have started a nonprofit called vital arts to help create safe work live space fzs for bay area artists. administrators in san francisco are now investigating a possible anti-semitic hate

crime. a student said a scroll of hebrew verses was burned on monday. the chancellor wrote a letter to campus, condemning what he called a cowardly act. students say the vandalism is a chilling reminder of the recent wave of bomb threats at jewish community centers across the nation. mountain view police are asking for your help in identifying two people suspected of stealing pickup truck from a gas station. investigators released photos of a man and woman who they say took a 2002 ford f-150 truck from san antonio road on tuesday. police say the pair went inside the gas station and then jumped into the truck and drove off. 6:38 now. a group of blue star moms in the east bay is started an ambitious project to honor those who have made the ultimate sacrifice. abc7 news was at berean christian high school in concord for an emotional ceremony. the ceremony was for the unveiling of a granite memorial

"the examiner" reporting that city leaders think taxing the wealthy may be the best answer to addressing sf's financial uncertainty and income inequality. according to the city controller's office, a 0.5% tax on incomes more than $1 million for example could generate more than $62 million every year. there is one big problem with this. state law currently prevents local cities like san francisco from taxing income so assembly member phil ting is now working on a bill that could change that. new this morning, this new satellite is in orbit right now. it's all thanks to spacex. they successfully launched their falcon 9 rocket this morning. here's video from that launch. let me hit play there.
