>> reporter: this is a problem the east bay has been dealing with for more than a year. there have been about 80 highway shootings in the bay area in the last year and a half, most of those happening in the east bay. as far as this shooting goes, the victim did survive. he was taken to the hospital. they have not released his condition and they have not said whether this was a targeted or random shooting. reporting live in san jose, amy hollyfield, abc7 news. two napa high school students have been expelled after an investigation into hazing among football players. that means three football players have now been expelled and at least six others could face expulsion in the hazing scandal. abc7 news reporter leslie brinkley has the latest. >> i move for the expulsion of student b. >> reporter: napa board members voted to expel two more students in a closed door session and parents confirmed that was two more football players accused of hazing. >> the punishment does not fit the crime. and it was mishandled from the beginning. >> the district's most important

responsibility is to the students entrusted to our care. >> i know you're smirking at me but with all due respect, i'm really concerned about these kids. >> reporter: more coup expelled and in a parallel investigation, the napa d.a.'s office is weighing whether to charge 14 students and a coach with felonies after a hazing incident in church junior varsity players are accused of restraining a clothed freshman player as they touched him inappropriately. the hoet football coach and other coaches resigned wednesday. >> what's wrong about this is the destruction of students' lives based on facts that the district either trumped up or made up through a concerning investigation. >> reporter: the superintendent told abc7 news that not all the coaches received a revised athletic handbook and didn't know all the procedures. >> i think when all is said and done, we'll see that some good

kids made mistakes. >> reporter: angry parents, though, are circulating a petition to remove the superintendent and school board members. in napa, i'm leslie brinkley, abc7 news. it's 4:32 now. we have new details coming out overnight in a massive fire that engulfed an apartment complex in raleigh, north carolina. the flames consumed this entire complex which sat in downtown raleigh. started last night and has burned for hours now. 130 firefighters battled the blaze. >> i heard a bunch of sirens. i didn't have any alarms go off. i saw that everything was orange. >> that woman's building and many other adjacent were quickly evacuated. two people were hurt by falling glass but will survive. this morning, firefighters say they've brought the fire under control. they do expect it to smolder and they're watching for any hot spots now. no word yet on what caused it.

b.a.r.t. is hoping the morning commute will go smoothly after major delays caused by equipment problems. last night, a ceiling fixture fell on to a train. that happened just before 6:00 at the height of the evening rush at a station in oakland. the piece is resting on top of a fremont-bound train. b.a.r.t. employee noticed sparks and smoke above that train. all passengers had to get off while b.a.r.t. made sure there was no danger of anything else following. falling. happening today, state officials are expected to reopen the damaged spillway at the oroville dam. the plan is release water to reduce the amount of water in the reservoir behind the dam because work hasn't started to repair the dam, the water will be released down to channel created by the emergency release of water earlier this year. today's water is released is expected to cause the feather river to rise 10 to 15 feet by the afternoon. napa, san mateo, and santa cruz counties will be getting

federal funds to help repair damage suffered in the storms. this is just some of what napa county had to deal with just a few weeks ago. president trump declared yesterday that a major disaster exists in california and ordered federal help. officials say the money will go towards fixing bridges, roads and highways that sustained damage. california's high speed rail wa project will be the focus of an investigation. transdep, which is anti-rail, will be in superior court. a hearing will be held on their challenge to a plan by the air resources board that the organization claims will increase rather than decrease construction emissions. the man who kidnapped a woman from her vallejo home will spend up to 40 years in federal prison. denise huskins fought back tears as she described her ordeal in court yesterday. she said, quote, you treated me

like an object, a toy, an animal. i still have nightmares every night, unquote. mullen tied up and drugged huskins' boyfriend before breaking into the house in 2015. >> emotionally exhausting. that's -- and i had no idea how bad it was for denise. >> family hopes that there's some degree of closure by a sentence in what occurred today. >> huskins and quinn say they wanted muller to be sentenced to life in prison. vallejo police initially wrongly called that kidnapping a hoax. the department has since apologized. huskins is suing the city and two police officers for defamation and inflicting emotional distress. we have learned that a teenage girl shot and killed by police in hayward was pregnant. 16-year-old elena moernd dooied after a confrontation. police suspected a vehicle had been stolen. when that vehicle drove towards

them and injured them, they opened fire at the driver. they ended up just hitting mondragon and the car. hayward police captured a man after tracking him to san francisco. mondragon's family says he's her boyfriend. one of the worst commutes of the bay area has gotten a little better and relief is coming this summer. express lanes on 580 opened a year ago. a new report by caltrans calls them a success. congestion pricing is driving the system with transponder sensors and cameras tracking over 30,000 tracks a day along that corridor. the average driver pays $2 to $3 but many are getting a free ride. >> you have to have a fast track flex if you want to travel toll free as a car pool on the system. >> fast track flex allows drivers to tell the system how many people are in the car. drivers in those express lanes are averaging speeds about 10

miles an hour faster. caltrans says the next stretch of the express lanes should open sometime this summer on the 680 corridor between 580 and highway 24. happening today, professional soccer is returning to san francisco. the city's recreation and parks department will hold a free meet and greet event with players from the san francisco deltas. there will also be soccer clinics for kids hosted by players and team swag. the fun starts at 3:30 p.m. tomorrow, the deltas will host an exhibition match against the sacramento republic fc at 7:00 p.m. the team's regular season starts on march 25. let's take a look at your neighborhood and see how much cooler it is this morning from about 1 in antioch to half moon bay, 14 degrees cooler. so dress accordingly when you step outside. just know it's going to be significantly warmer this afternoon. we're going from our coolest morning moving forward to our warmest afternoon moving forward. temperatures are going to

throughout the accuweather 7 day forecast. let's jump ahead to tomorrow morning. you can see some of that moisture moving into the north bay in the form of some sprinkles, maybe even a little light shower activity. it's going to fall apart for the most part during the day but there's still a slight chance out there. you see the scattered nature of the green but it's mainly along the coast and our higher elevations of the north bay. throughout the overnight hours into sunday morning, mainly cloudy, temperatures in the 50s and then sunday afternoon, looks pretty quiet unless you're up around clear lake and then as we head into sunday evening, that's when the storm door really starts to open. so here's a look at our rain totals. hardly anything tomorrow by tomorrow morning. same thing by sunday morning and then boom that's it. let's talk about monday. it's a 1. tuesday's a 1. wednesday's a 1. strongest storm is going to be thursday, 2, moderate, look for heavy rain then. mike is already promising i can hide in the weather office
