issues. we've got a major problem in the north bay right now. this is petalum, southbound 101, all lanes are blocked right now. this is near san antonio road so sig alert has been issued. chp is saying they don't know when they're going to get these lanes back open but obviously that backup is growing into petaluma right now. it started as a solo vehicle crash, flew into some construction barrels, it caught fire so it sounds like a pretty serious situation here. also in tracy, a little bit out of the zone of our traffic flows but northbound i-5, a truck fire, that is a sig alert as well. that truck was hauling honey. we've got about 300 pounds of honey in the two left lanes there so that's going to take a while to clean up. whoo, sticky situation there. >> i wasn't going to say it but you did it. you went there. >> all morning i've been full of them whether they're st. patrick's day or that one. just buzz off, okay? >> oh, man. >> wow, that one got bad. sorry. crossed the line, didn't i?

hi, everybody. here's a look at santa rosa. that's where we've had fog visibility -- joey's like, can you ever just not do that. here's a look at our roof camera, shows pretty clear out there and let's throw up our day planner over the next 12 hours. we're starting off cool this morning up to 15 degrees cooler. 42 to 52 but look how good it feels at noon, 62 to 67, a nice warm day with 64 at the coast and 77 around the bay and inland and 57 to 66 this evening. wet weather, it begins tomorrow. and gets more and more through the seven day forecast. that's next. developing news, shots fired on a south bay freeway. the chp now investigating a highway shooting. >> abc7 news reporter amy hollyfield live on alum rock avenue where the driver of the car that was hit by bullets pulled over. >> reporter: natasha, they exited here at alum rock. the passenger had been shot twice. so was suffering from two

gunshot wounds. they were in a black acura. the driver was okay. the 17-year-old passenger survived and was taken to the hospital. this was on northbound highway 101 in san jose at 7:00 last night. the driver told investigators the two men were wearing black bandanas and were in a white dodge charger. they pulled up next to the acura and started shooting. investigators haven't said whether this was random or a targeted shooting. highway shootings have been a huge problem in the east bay with about 80 of them reported in the last year and a half. officers say most of the shootings are targeted. they say they are hard crimes to solve. other drives don't realize what is happening so they don't usually have witnesses. and the shooters obviously already have a quick get away in motion. no arrests in this case have been made. they did shut down the highway for almost five hours getting it reopened at 11:40 last night. live in san jose, amy hollyfield, abc7 news. amy, naung. happening today, chp holding a

news conference to talk about the recent bay area freeway shootings. eight days ago a 24-year-old man was shot and later died. tlsk 80 shootings on bay area freeways since 2015. most have happened in the east bay and are believed to be targeted shootings. today's news conference is at 2:00 p.m. at the chp's vallejo office. to a dental deception investigation on the peninsula. the san mateo county sheriff's office says this man, joseph hirsch, may hae been posing as a dentist and treating patients inside a san carlos office building. authorities served a search warrant at the business on old county road after a three-month investigation. inside they say they found drugs and equipment used to make drugs. investigators say in addition to selling drugs, they suspect hirsch was working as a dentist without a license. even fitting patients for dentures. people who work nearby say they're not surprised when sheriff's deputies showed up on thursday. >> thermo dental laboratory and you got people walking in and out with no white lab coats, no

type of anybody that looks like a dentist. >> the deputy of dentistry is conducting its own investigation. right now, we have getting our first look at the damage caused after a huge fire at an apartment complex under construction in raleigh, north carolina. take a look at these new images right now. the complex is simply gone. firefighters are still putting water on the damage right now. the fire started last night. it quickly spread through the entire complex. that stretched about two and a half blocks in downtown raleigh. two people were hurt by falling glass as the windows broke out of the building. firefighters say the fire is under control now. they're going to be watching for hot spots for the next few hours. still no word on what caused that fire. well, strong words this morning from secretary of state rex tillerson. he said it may be necessary to take preemptive military action against north korea if the threat from its weapons program reaches a level, quote, that we believe requires action.

tillerson made that comments at a news conference in seoul, south korea, today after visiting the heavily militarized border with north korea. happening today, president donald trump will meet german chancellor angela merkel for the first time. two are expected to hold discusses on nato, the islamic state and the conflict in the ukraine. the meeting will be president trump's most important meeting with a foreign leader since he took office. merkel's visit to the white house was supposed to happen on tuesday but was delayed by the winter storm that slammed the northeast. the family of sierra lamar renewing their effort to find her. last night, family and friends turned tout in fremont to honor her memory. the money raised from the event will go toward the ongoing effort to find an of her remains. she vanished on her way to school on top of morgan hill at a bus stop. she was 15 years old at the time. garcia torres is currently on trial for her murder even though her body has never been found. new at 6:00, berkeley officials have launched a plan

to deal with what is called the city's number one problem, homelessness. it envisions moving the homeless off the streets and into so-called mini-villages and finally into permanent housing. the big question, how will the city pay for it. that will be part of a discussion when the plan goes before the city council. an estimated 1200 people in berkeley are homeless. new details now on a road problem you may have noticed if you drive in palo alto. caltrans estimates that it could cost up to $1 million to fix the highway 101 overpass at embarcadero road. it's according to the palo alto daily. you may remember this story from earlier in the month. a dump truck leaving the bed up and slamming into the overpass there, officials say a steel support beam needs to be reconstructed now. it's not known when the work will begin but it's expected to last about 20 days. all right, state democrats have found a way to raise billions for transportation projects, but it means you'll have to reach deeper into your prokts. and a foul smell in the air,

welcome back. i've got several issues to get to but the biggest problem, southbound 101 in petaluma, all lanes blocked for the last 20 minutes, southbound 101 near san antonio road due to a crash. we've got a backup all the way past petaluma at this point so that is a sig alert. they just updated that and said they were able to get one lane back open so that is not a full closure anymore. but boy, it is sure going to be slow getting there. westbound highway 37, ramp to sobron 101, sounds like we've got part of a forklift that several vehicles hit. one crashed, several other vehicles have flat tires so caltrans crews are on the way to the scene. we have a pretty big headache in the south bay. we'll look at that next. right now, let's check in with mike nicco. it's going to be gorgeous, alexis. thank you very much. hi, everybody. it's starting off kind of chilly this morning, temperatures up to about 12 degrees cooler than yesterday morning. hop 40 in woodside, and we've

after being run over by her own ambulance has been charged with murder and driving under the influence. 25-year-old jose gonzalez was escorted by police after he was taken into custody. he told the crowd he was innocent. now, police say he was high when he stole 44-year-old yadira arroyo's city ambulance in the bronx last night, backing over and then dragging the mother of five. good samaritans tackled the suspect after he crashed. arroyo was a 14-year veteran of the fire department. this man is in the santa clara jail. sheriff's deputies arrested quanzell butcher and a 19-year-old woman after connecting them to the trafficking of a 17-year-old girl in san jose. they say they promised to reunite the victim with family in southern california. after some issues with a wrecking ball, caltrans is announcing that they have successfully destroyed a third of the pfeiffer canyon bridge. you remember this video of the wrecking ball bouncing off the bridge earlier this week. sorry about that.

the 6,000 ball was not hitting the bridge with enough force. it's been a months since the bridge was closed after both the support pillars and the deck were damaged by the landslides. it could take as long as a year to rebuild it. state democrats have a plan to raise gas taxes and transportation fees. lawmakers on both sides of the aisle are pushing a measure to make sure those funds aren't used for anything else. the author of the measure says giving voters the opportunity may lessen the blow of tax and fee increases. >> i think voters are justifiably wary of new taxes unless they have that assurance that they know what they're paying for. >> the tax increase plan would raise taxes by 12 cents per gallon phased in over the next three years. it would also increase vehicle registration fees by $38. a big milestone at uc berkeley. the board of regents has

unanimously approved the first female chancellor. carol christ is the former president of smith college. the 72-year-old came out of retirement back in 2015 to return to cal as an administrator. she acknowledges the university faces tough times ahead but christ is optimistic about the future. >> never been in a place so deeply committed to widening the doors to educational opportunity. >> the regents are expected to approve a 20% cap on the number of higher paying out of state students that will allow more california students to enroll. christ will receive the same compensation as her predecessor, nearly $532,000, including housing. all right, i think mike said it best, actually, potentially sticky situation unfolding rights as we speak. >> that's northbound i-5, about 300 pounds of honey on the road but that's just the beginning of our problems. i want to take you to the north bay where we've got another sig alert on southbound 101 near stan road, all lanes blocked for

a short time. one lane is open now. the chp is recommending that you use lakeville road, which is highway 116 for an alternate and i want to zoom out a bit and show you this backup that has formed all the way through petaluma. that's about 6 to 7 miles so 15-mile-per-hour average, 6-mile-per-hour average and again just one lane is getting by. so that is definitely a big headache this morning if you are coming from the north bay. little bit of good news if you are traveling through the south bay. we had another pretty big problem for the last hour on northbound 280 and highway 17. a vehicle spun out, lost control, hit the center divide. that was then sideswiped by another vehicle so we have the two left lanes down and that backup is now unwinding. that's about two miles so things are improving there. but we have several other issues and i will talk about those in less than ten. let's check in with meteorologist mike nicco if you're celebrating st. patty's do it outside. find any excuse you can to get outside today. here's a look from our roof ram, looks pretty quiet on this mostly sunny and warm day.

a string of stronger storms comes in next week. notice how it's more south to north and that's because we're getting into the warm sectors, high pressure dominating our forecast and sending those storms to the north. 8:00 tomorrow morning, sprinkles possible, a few light showers across the north bay, pretty much fall apart but you could get a sprinkle or two and it's along the coast and the higher elevations of the north bay where we could have some scattered showers continue during the evening hours. but those are going the fall apart for the most part during the overnight hours and you can see most of sunday is full of clouds and it's up around lake and mendocino counties where we have our best chance of showers sunday. now sunday night into monday morning that's when that first storm starts to move on in. so let's take a look at your rainfall. wake up tomorrow morning, everybody eesz dry and then by 10:00 in the evening, you can see the showers lining up along mainly the coast and the north bay mountains and then by sunday morning a little bit of drizzle

is possible, things will be damp and then by sunday evening, pretty much not much of a change there. if you're heading to the sierra, look at this. we've got rain and snow saturday, a chance of showers sunday. pretty light chance of showers monday and then some moderate to light snow tuesday and wednesday so the snow pack is going to grow next week. a 1 on our storm impact scale for monday through wednesday and here's the reason why. because they're going to be very light storms but they are going to cool us off and make us a little breezy tuesday. our strongest storms probably friday. let's go back to the snow in the sierra and bring alexis in. very similar to yesterday's report. all the base totals down a couple inches because of all that sunshine and warmer than average temperatures. squaw alpine, northstar, still 98 to 180 inches and heavenly still a healthy base as well but that also means we have great traveling conditions so no chains, 89, 50, the only thing that could slow you down on 50 there is where we have the road down to one lane each direction right around bridal veil falls,

long, hefty backup and chp suggesting you use lakeville road for an alternate. just south of there, another sig alert, westbound highway 37, ramp to southbound 101, we actually had part of a forklift in the roadway, one vehicle hit that and crashed. a couple others got flat tires. they're saying the forklift is gone or the piece of it anyway and those vehicles are close to being towed out of the area. let's check in with mike nicco and his green socks now in the weather center. yeah, note to self, before st. patrick's day next day, don't run a couple miles the night before. stretch it out a little bit. everybody, here's a look at live doppler 7. notice the only thing green on it are the radar sweeps there. absolutely nothing showing up right now. in fact, look at this gorgeous start to the day. we'll start with san jose, 280 and 17, you can see the mountains off in the distance. we are cooler this morning. up to about 15 degrees cooler. we'll be in the low to upper 60 at the coast from noon to 4:00. low to upper 60s noon around inland and back in the 50s and

60s at 7:00. get outside if you can today. it is going to be the warmest and brightest day moving forward. i have some rain in your forecast. mike, thank you. on to developing news in the south bay now. all lanes back open on highway 101 in san jose following last night's freeway >> a teenager was shot on northbound 101. abc7 news reporter amy hollyfield joins us live with more on the shooting investigation. >> reporter: hi, cornell. i'm waiting for a call back from the chp to find out how that victim is doing. a 17-year-old was shot twice. he was the passenger in a black acura. the driver of that car is okay. he was not shot. and he was able to safely exit at alum rock and get to a parking lot for help. this happened at 7:00 last night on northbound 101 in san jose. the driver told investigators that two men wearing black bandanas in a white dodge charger pulled up next to them and started shooting. when people in the area heard about it, they reacted with

surprise and some fear. >> it's kind of disheartening to see it hit so close to home because i've seen it in other parts of the bay area. >> reporter: freeway shootings have been a huge issue in the east bay. officers there have responded to about 80 of them in the last year and a half. investigators say they are usually targeted attacks, not random. they happen so fast and the shooters get away is already in motion so police say these crimes are tough to solve. they haven't said whether this shooting here in san jose was random or targeted. the gunman did get away. live in san jose, amy hollyfield, abc7 news. we have learned that a teenage girl shot and killed by police in hayward was pregnant. 16-year-old elena mondragon died after a confrontation with fremont police officers on tuesday. they went to hayward to investigate a string of robberies. officers thought they spotted a stolen vehicle and were trying to get the driver to stop when he rammed their cruisers.

mondragon was a passenger in that car and was shot and killed when officers opened fire. two people were arrested at that scene, then hayward police captured a third person who ran after tracking him to san francisco. mondragon's family says he's her boyfriend. the man who kidnapped a woman from her vallejo home and then held her captive will spend up to 40 years in federal prison for that crime. victim denise huskins fought back tears as she described her ordeal in court yesterday before a judge sentenced matthew muller. she said, quote, you treated me like an object, a toy, an animal. i still have nightmares every night, unquote. muller tied up and drugged huskins' boyfriend aaron quinn after breaking into the couples' home in 2015. quinn's mom spoke with abc7 news after the sentencing. >> emotionally exhausting. that's -- and i had no idea how bad it was for denise. >> family hopes that there's some degree of -- towards closure by the sentence and what occurred today. >> huskins and quinn say they wanted muller to be sentenced to life in prison.

the vallejo police initially wrongly called that kidnapping a hoax. the department has since apologized. huskins is suing the city and two police officers for defamation and inflicting emotional distress. two north bay high school students were handed down a harsh punishment after an investigation into hazing among football players at napa high school. napa board members voted to expel two more students last night and in a parallel investigation, the napa d.a.'s office is weighing whether to charge 14 students and a coach with felonies. it's in retaliation -- relation, rather, to the november 31 hazing incident in which junior varsity players are accused of restraining a clothed freshman player as they touched him inappropriately. the scandal has enraged parents. >> the punishment does not fit the crime and it was mishandled from the beginning. >> the district's most important responsibility is to the students entrusted to our care. >> i know you're smirking at me, but with all due respect, i'm

really concerned about these kids. >> now, more students could be expelled. angry parents are circulating a petition to remove the superintendent and school board members. on the peninsula, two men are under arrest accused of ramming their mercedes into a police car. the mountain view police department posted this photo on to its facebook page. it shows the scene at an in-in-out parking lot. police say their detectives were investigating an uptick in auto burglaries in the area when they spotted two men. one of them was looking into parked cars with a flashlight. when police tried to talk to them, they quickly tried to leave and crashed into the police car. there's growing bipartisan pressure on capitol hill this morning to call president trump's wiretapping claim against president obama false despite a white house assertion that mr. trump will be vindicated. president donald trump used the word wiretap in his tweet about president obama but the white house says that can mean any form of surveillance. that insistence comes as more

and more republicans distance themselves from the president's claim. >> but the point is the intelligence committees in their continuing, widening, ongoing investigation of all things russia got to the bottom, at least so far, with respect to our intelligence community that no such wiretap existed. >> now on monday, the issue may come to a head. that's when the justice department has to hand over any evidence of the president's wiretapping claims. happening today, state officials are expected to reopen the damaged spillway at the oroville dam. the plan is to release water to reduce the amount of water in the reservoir behind the dam. because work hasn't started to repair the dam, the water will be released down a channel created by the emergency release of water earlier this year. today's water release expected to cause the feather river to rise 10 to 15 feet by this afternoon. napa, san mateo, and santa cruz counties will be getting federal funds to help repair damage suffered in our storms.

this is just some of what napa county had to deal with a few weeks ago. president trump declared yesterday that a major disaster exists in california and ordered federal help. california officials say the money will widow toward fixing bridges, fire roads and highways that sustained damage. okay. let's take a look at our problem in the petaluma area. actually just got some good news. a couple moments ago, southbound 101 near san antonio road, this is a significant problem we've had for over an hour, all lanes just opened up so things are starting to thin out but it is going to take a while before we fully recover. i put our distance measuring tool on there. you can see that's about 7 miles as the crow flies and we've got some twists and turns here in the actual highway so that's going to take you a little bit longer. also seeing delays here on lakeville road, that's the main alternate. 116. so certainly expect some stop and go traffic. we do still have the sig alert westbound highway 37 ramp to southbound 101, the left lane is blocked but they are really close to getting that cleared. bay bridge toll plaza, metering lights on for over an hour now

and we have a disabled vehicle westbound 80 west of treasure island so that's why this drive time is up a bit. not bad, westbound 80, highway 4 to the maze be 22 across the bay bridge here in the yellow. no issues getting to the airport. let's check in with meteorologist mike nicco. we've got a little bit of everything coming this weekend. yeah, we definite leave do. a little more green on the radar than what we have this morning and the green that usually signifies temperatures in the 40s, you can see it in the south bay, most of us in the mid to upper 40s. 50 in los gatos up in the hills, milpitas about 52, alameda 53, san pablo 55, san francisco 51 and bodega bay. significantly cooler this morning. mass transit's going to be cool this morning but warm when you head back home this afternoon and evening. dry all day if you're going to be on the road and out on the water, one of our calmer days moving forward. today's forecast, how about upper 60s along the coast, 70 to 75 around the bay and about 72

defense mechanism against predators. >> i cannot believe that's real. i could look at that all day. >> gorgeous. very soothing. and we might need it this morning. i don't know if i'd be dipping my toes in there. is that a good idea? your whole foot going to come back out or not? i don't know. i finally have a little bit of more good news in the north bay. westbound 37, we had a long-term blocking situation for some reason, somehow, part of a forklift was left in the roadway. that caused one crash and then several flat tires as well so they just got that cleared. we definitely have a backup there on westbound 37 and then in the backup, right around sears point, we've got another crash at lakeville highway and a lot of folks were using lakeville as an alternate because we had that huge backup in the petaluma area as well. so southbound 101 still recovering. we did get all lanes back open about 15, 0 minutes ago at san antonio road but check this out. santa rosa to san francisco, we are still definitely in the red, 2 hours 3 minutes. that is about a seven-mile

complex under construction. this morning, it's still smoldering. the cause is under investigation. number three, secretary of state rex tillerson says all options are on the table if provoked by north korea. earlier today, tillerson toured the demilitarized zone between north korea and south korea, the world's most heavily armed border. number four, the weather's going to be kind of benign today but it's interesting the fact that it's our coolest morning moving forward and our warmest afternoon. we're starting in the low to upper 40s, going to end up around 70 to 78 degrees, nearly 11 degrees warmer than average. get the umbrellas out. you'll need them starting tomorrow. and number five, it ended up being a pretty busy day in the traffic department. our biggest issue was a sig alert on southbound 101, all lanes blocked due to a crash near san antonio road, all lanes are back open now but looking at a six-mile backup, 7 miles an hour, 11 miles an hour, that is very slow through petaluma. number six, b.a.r.t. hoping the morning commute will go smoothly after major delays caused by equipment problems.
