we just got from a witness that shows moments that happened during the shooting. he said that he heard several gunshots, this witness, and then he ran over to the scene. he said officers were yelling at a man to get out of the truck. he was silent. he was not getting out of the truck. then suddenly he saw glass breaking and the officers pulled him out. now, from sky 7, you could definitely see the street is blocked off. we know that during the scene the man was taken to the hospital. we're unsure of his injuries as well as the officer's of t. we're not sure how much officers were involved in this or whether they were injured. this started in another part of town. during the pursuit of this pickup truck, the driver rammed into a patrol car. somehow that truck stopped and that's what -- that's when the man was pulled out. here's what a witness told us about that scene.

>> so i heard five bullet shots shot. i come running and i see cops swarming this car and this guy just fighting back. that's all i saw. then i saw when they opened the door and broke the glass and just pulled him right out. >> reporter: it is unknown if the suspect had a weapon. that's one of the questions we're hoping to get an answer. we're told a spokesperson from the san jose police department is on his way and is supposed to address the media. we're not sure what prompted this shooting, if it was because the suspect rammed into the patrol car or there were other reasons. we're also hearing that the whole reason that the officer started initially following this pickup truck was because he was driving eare trraticall. i'm told by a source that he is in his 50s. we're still waiting to hear on his condition and get the whole rundown on what happened.

we'll have the latest coming up next hour. >> thanks so much. stay up to date with the latest details on this breaking news sory by downloading the abc 7 be sure to enable push alerts to get breaking news sent directly to your phone. the chp has just revealed new details on a rash of recent freeway shootings all across the bay area. abc 7 news was in vallejo as the chief of the highway patrol's golden gate division told us there have been 74 shootings on the freeways over the last 15 months. that is 19 shootings so far this year, 55 from last year. that's an increase from years past. two people have been killed, including just last week on interstate 80 and three people hurt. investigators blame most of this on gangs. a special task force is working to solve these cases. >> the chp wants to reassure the public that they are safe as they drive the freeways and highways in our jurisdiction. >> all of us, everybody in contra costa county and throughout the bay area are appalled by freeway shootings as well as other shootings. >> 17 suspects have been

arrested since november of 2015, including one arrest just this morning in connection with a freeway shooting that happened in may of last year on 580 in richmond. a 17-year-old boy is recovering from being shot on highway 101 in east san jose last night. chp officers tell abc 7 news the shooting was gang related, but with around 80 shootings on bay area freeways since late 2015, a growing number of people are concerned. abc 7 news reporter amy hollyfield has the details. >> reporter: the 17-year-old victim of last night's shooting was shot in the back and the face. the news of his shooting drew strong reactions this morning from drivers. >> i'm a teacher so, yeah, it's scary. i love my kids, so -- it's really upsetting. >> reporter: there is also a bit of fear now among drivers as they think about another car pulling up next to them and shooting, which is what happened at 7:00 last night.

>> it does make me think twice about how i drive. i also -- i can't believe somebody would do that. it just doesn't seem right. >> reporter: chp officers say that's a good plan. >> if there is a road rage incident that is coming about, avoid it at all costs because you never know who you're dealing with. no life is worth any kind of altercation. >> reporter: they still don't know the motive behind the shooting, only saying that investigators are following up on leads. >> road rage is a major problem that we're dealing with. we also deal with gang violence, so it could be one or the other. >> reporter: they describe the suspect's car as a white dodge charger. no arrests have been made. in san jose, amy hollyfield, abc 7 news. a man faces charges of making a false bomb threat that delayed thousands of b.a.r.t. and muni metro commuters in san francisco. abc 7 news was at the civic center station after police

closed it around 9:30 this morning. a witness told police a man entered the station with an object and claimed that he planted two bombs in the station. explosives experts found nothing dangerous there. police later arrested a man suspected of making those threats. turning now to weather, it was another beautiful day. >> gorgeous. >> it still is, right? >> yes. >> how about a live look outside from our east bay hills camera. blue skies and the hills are still green. makes for a vibrant, gorgeous picture. but there are some changes ahead for the first week of spring. >> spencer christian with a first look at the forecast. >> here's a look at live doppler 7. we have mostly sunny skies, a few thin high clouds are around as you can see from this view from sutro to your. it's 68 in san francisco, 72 across the bay in oakland, 77 in mountain view and san jose. here's another view of those clouds. 77 at santa rosa and concord. low to mid-70s at napa, novato, fairfield and livermore. as we look at the golden gate,

here's your evening planner for a st. patrick's evening on the town or maybe out of town. it's nice and mild away from the coast through 8:00 or 9:00. temperatures won't start to drop into a cooler zone until after 10:00 tonight. here's a little forecast animation because going into the weekend we'll see a sharp change in our weather pattern. by tomorrow morning clouds will be thickening and a little light rain or shower activity will be pushing through the north bay. that's an indication things are about to change pretty dramatically. we've got wet weather coming up next week. i'll show you a closer look at that a little bit later. water is once again flowing down the damaged flood control spillway at the oroville dam. today water officials began releasing 50 cubic feet of water per second to reduce lake levels. this comes after workers removed more than a million cubic feet of debris that clogged the river channel. officials say water releases

will be closely monitored. >> towards the end of this run, which will be five to six days, depending on the influence of the reservoir, we'll ramp down to 40. continuously evaluate the condition of the flood control spillw spillway. >> today's release caused the river to raise 10 to 15 feet. they are warning residents along the river to be ready to evacuate if problems arise. storm repairs still being made in orinda two months after a road there was badly damaged. a road is still closed after a bridge caved in during a january storm. a $1.6 million contract was awarded to replace it, but the city has found that the ground is still moving at that site. the council will get an update tuesday night and is expected to vote on asking sacramento and washington for millions of dollars to pay for storm losses. the chp is cautioning drivers not to risk driving on a los gatos road. a popular way to get around

highway 17 right now. they tweeted this video showing a worker using a shovel showing the damage to the road. the roadway is blocked off, but some drivers have gone through anyway, despite the risk. so cal san jose road remains closed between amaya ridge road and olson road. recent relations between the united states and russia have been rather icy to say the least. >> now with the latest revelation that two russian operatives were behind the yahoo! cyber attack, the level of distrust between the two countries has escalated. lyanne melendez spoke today with the consul general of the russian federation here in san francisco. >> reporter: yes. so we talked about the cyber attack against yahoo! and other accusations the u.s. has made against the russian government. now, the consul general told me his government is very concerned that both countries have been moving further apart, especially, he said, during the obama presidency. russia, he says, doesn't want to

go back to the days of the cold war. on wednesday, the fbi filed criminal charges against two russian intelligence agents and two hackers who were working for them. the fbi says they stole private information from millions of americans after hacking into half a billion yahoo! accounts. today the russian government is talking very little about its possible involvement. >> it would be pure speculations. again, these people are innocent people now. they're innocent now until they're proven guilty in the court of law. so let's not talk about them like criminals. >> reporter: the consul general in san francisco, sergei petrov, would go no further, not even to say whether russia would hand over the two intelligence agents if found guilty. when asked about accusations that russia was stealing information and posting it on wikileaks, he called the claims ridiculous fantasy. >> it seems like tomorrow you

will hear that russia changes climate on the planet or taking water from the ocean. i don't know what. >> reporter: he is cautiously optimistic that under president trump the relationship between the two countries will improve. he insists that under president obama, things deteriorated. towards the end of his administration, mr. obama ordered the expulsion of some russian diplomats in the united states, including a few from the san francisco office. >> i wouldn't use word "offended." i would use a word disapp >> reporter: i asked him why russia didn't retaliate. >> we wanted to show we wanted better relationships. >> reporter: there is a large community concerned with what's happening between the two countries. russians living here fear there will be some animosity towards them. in san francisco, lyanne

melendez, abc 7 news. san francisco's top three city attorneys are joining the call to stop using courthouses as bait for immigration enforcement. city attorney dennis he rara, district attorney george gas cone and the public defender say they fully support california's chief justice who wrote a letter asking i.c.e. agents to stop stalking california court houses. they say if witnesses are afraid to come to court and testify for any side in a case, justice is not served and everyone loses. notice to authorities. that's what these new signs say. they have been posted at the entrance of dozens of san francisco buildings put there by mission housing development corporation after immigration agents went looking for a person in one of their buildings last january. the notice tells officers with search warrants they must first get clearance from the corporate office before entering the property. mission housing runs 35 buildings in the city. the proposed budget cuts that have so many so angry. >> we can't do that anymore.

proposed federal budget cuts have left a lot of people in the bay area feeling on edge. funging for programs like meals on wheels might be greatly diminished. >> kate larson talked with some of the people behind the program about who it helps and why it's so important. she joins us live from san francisco. kate. >> reporter: well, the people who use meals on wheels are poor, elderly, disabled and sick and need help to simply eat. not only that, a lot of baby boomers are in their 70s. the demand for meals here in san francisco in the past decade has tripled. every day meals on wheels san francisco prepares packages and delivers food to more than 3,000

seniors. but president trump's budget proposal has everyone at meals on wheels, elderly clients included, anxious about where their next lunch or dinner will come from. >> right now i would say we actually have more questions than answers. >> reporter: the question is how much money does meals on wheels stand to lose? halfti halftime of the san francisco agency's budget comes from government funding. yesterday when asked about the proposed 18% cut to the department of health and human services, trump's budget director, mick mulvany, said this about programs like meals on wheels. >> we can't spend money on programs just because they sound good. >> reporter: he also said those programs have been identified as -- >> ones that were not just showing any results. >> sometimes it's the absence of the product. if you did not have meals on wheels, then what happens? 78% of the seniors in san francisco fall below the federal poverty line and 60% live by themselves. the options are so limited when we're talking about the most

street studios. the 135-unit building will be dedicated toward housing chronically homeless individuals in san jose. it wasn't easy, though. the project began in 2006 but was slowed by the housing crisis and funding challenges. >> over that period of time, ten years now, in the development process this project has really weathered a storm and has now come to fruition. it's under construction and it's something that we're all very proud of. >> the project is expected to be completed by late 2018. all right, so what can you get for a buck? all right, $1. >> candy bar? >> maybe. how about one of these two houses right here? they are going for $1 each. spencer is eyeing them, trying to decide. if he likes their taste and decor. the catch is, you have to relocate the homes. you've got to pick them up and move them. the historic homes are on brook street in oakland. soon they'll be demolished if nobody buys them. a 127-unit apartment building is

going in there. the company building the apartments has to allow time for the homes to be relocated before they're demolished. if you're interested and have those skills, you have until april the 30th to buy and then move them. people around the world are celebrating st. patrick's day today. ♪ this parade in savannah, georgia, is one of the oldest. the fountain ran green in honor of the day, which was originally the feast day for st. patrick. americans will spend more than $5 billion celebrating. some of the best irish dancers in the world show their stuff at san francisco city hall. they are part of the academy of irish dance isn't san francisco

days next week for the first week of spring. overnight look for increasing clouds, especially in the north bay. temperatures generally in the upper 40s to low 50s. tomorrow clouds continue to increase. we may see a few light showers across the north bay generally and highs will range from low 60s at the coast to upper 60s at the bay. here's forecast animation starting at 7:00 tomorrow morning. notice throughout the day we'll see the chance of some isolated showers, again mainly in the north bay or down toward the golden gate. sunday pretty much the same thing. lots of clouds moving around. not much in the way of precipitation. might see a sliver or two of light rain pushing through the north bay, that's just about it. now let's take a look at the storm impact scale because monday and tuesday we start a rainier pattern that ranks 1 on a storm impact scale bringing light to moderate rainfall. starting 7:00 monday morning, areas of rain moving through throughout the day and into tuesday. then through the day tuesday into tuesday afternoon. rainfall totals by the end of

the day tuesday will generally range from 0.25 to just under 1 inch. then we get a stronger storm toward the end of next week. thursday and friday a storm ranking 2 on the storm impact scale. we may see 1 to 2 inches of additional rain from this system. let's take a look at now the accuweather seven-day forecast and put it all in perspective. isolated showers are possible tomorrow. just a slight, slight chance on sunday. then we get some steadier, more widespread rain on monday and tuesday, the storm ranking 1 on the impact scale. just a slight chance on wednesday. that might be a mainly dry day. thursday and friday the rainier pattern picks up again. rain intensifies on friday. we could be looking at by the end of the week cumulatively speaking, lots of rainfall. i want to thank the students and staff at gloer yetta elementary school. i was there to talk about weather and to learn about weather for really sharp kids. >> did they give you a pop quiz? >> they asked a lot of

welcomes angela merkel to the white house. >> how did your talks go, mr. president? >> very good. >> reporter: but the relationship hasn't always been so cordial. trump has been very critical of merkel in the past, bashing her on the trail, saying her refugee program was ruining germany. some of those differences may have shown through during this photo op. the body language and looks on their faces are stark. you can hear merkel ask do you want to have a handshake, to which trump either ignores her or doesn't hear her. >> it's much, much better to talk to one another and not about one another. >> reporter: but u.s.-german relations wasn't the only focus of their press conference. even german reporters were more interested in the president's unsubstantiated allegations that president obama had wiretapped trump tower. >> and things in the end cannot be proven. >> reporter: but trump ignored the wiretapping part of her question. >> wiretapping on you, on trump

tower. >> reporter: this german reporter getting a response. the president first referring to merkel's cell phone being wiretapped by the obama administration. >> at least we have something in common perhaps. >> reporter: trump then defended white house spokesman sean spicer who a day before read off an allegation from a media rport that british spies had been ordered to wiretap trump. >> we said nothing. all we did was quote a certain very talented legal mind who was the one responsible for saying that on television. i didn't make an opinion on it. >> reporter: soon after that joint conference, white house spokesman sean spicer was asked if he had any regrets about repeating those allegations. he says he doesn't have any regrets and he said, quote, we literally listed a litany of media reports that are in the public domain and left it at that. >> stephanie, before you go, we also know that the department of justice sent a letter to capitol hill today. what do we know about that?

is it over the wiretapping claims? >> reporter: it is. the department of justice, you're absolutely right. the department of justice complied with the request from those committees investigating those wiretapping claims. they sent in a letter. it's unclear right now what is in that doj letter sent to capitol hill, but soon after we heard from the top democrat on one of those committees and he says fbi director james comey will be able to clear all of this up. he can put all of these wiretapping claims to rest once he testifies on monday before those committees. kristen. >> all right, thank you, stephanie. strong words overseas today directed at north korea from secretary of state rex tillerson. >> all the options are on the table. if north korea takes actions that threatens the forces or our own forces, that will be met with an appropriate rsponse. >> at a press conference tillerson ruled out any negotiation with north korea to freeze its nuclear missile

programs. this was the first time the trump administration acknowledged it might be forced to take some preemptive action against the island nation. north korea's leader said this year they would be able to launch an intercontinental missile that could reach the u.s. the u.s. secret service revealed today that security has been tightened at the white house after it took more than 15 minutes to catch a suspected fence jumper. milpitas resident jonathan tran faces charges. agents claim tran had two cans of mace last friday. abc news has learned agents possibly ignored alarms triggered by tran. tran never got inside the white house itself. the secret service continues to review what happened last week. tragic incident on the streets of new york city. an emt from the fire department was killed when an emotionally disturbed person stole her

ambulance. abc news reporter maggie rulle has the latest. >> reporter: a medic run over and killed by her own ambulance after the vehicle was carjacked in new york city. the victim, a 44-year-old mother of five and a 14-year veteran of the fdny. >> she was an amazing person. she was a single mother. she put herself through emt school. >> reporter: her family and her family on the force mourning the loss. the ordeal began last night. arroyo and her partner, monique williams, get out of their vehicle to confront a man who is riding on the back of their ambulance. that's when he jumps past them and into the driver's seat, speeding away. an eyewitness describes the scene as total chaos. >> and she tried to go back to the vehicl to drag him out and there is like seconds and he just reversed the car so

and slam her. >> reporter: williams is heard screaming nearby. onlookers jump on the driver and hold him down until police arive. >> a lot of heroism was on display today amidst a real tragedy. >> reporter: the alleged carjacker, 25-year-old jose gonzalez, has been arrested 31 times. he's now in police custody and has been charged with murder. arroyo's colleagues and family now remembering her as a hero. >> she died doing what she loved. she died protecting her partner. >> reporter: her colleagues at the fdny are honoring arroyo as well. marching today in the st. patrick's day parade carrying this banner in her honor. a moving farewell today for the pennsylvania firefighter who was killed in a traffic accident while on his way to a house fire apparently started by one of those exploding hoverboards. he died a week ago today when his vehicle was struck by an intoxicated driver. two children died in the house

7 on your side's michael finney answering questions. first question, i've been trying to appeal with the irs about my penalties. what's the best way for me to abate them? >> if you received a letter from the irs allowing you to appeal, then you can go directly to the office of appeals section of the irs website. now that's an independent organization within the irs. however, if there's no mention of an appeal and you only got a bill, then you should contact the irs employee you've been working with or you can call the irs taxpayer service. you might, however, want to call an attorney before you call the irs, depending on why and how much you owe. but follow their rules. you have to go through their process. >> thanks, michael. also carol from daly city asks what can you do when you have a problem with contractors? >> well, first of all, know that you're not alone. this is a very common complaint. there's a board that acts as an

enforcer of california state law. they'll also help broker a deal between you and your contractor. if necessity, that might mean they'll interview both of you, try to figure out what's going on and they really take sides. i posted a link to the license board's website. people love this agency. they do a great card. sophia from los angeles asks how do you know you're paying a fair price for rent in san francisco? what's a fair price these days? >> no, you're not. but what are you going to do? remember, we're talking about one of the most expensive cities in the nation, in the world. so i want you to start by asking your friends, maybe visit the website zillow and finally go to zuper.com. they show median prices for one-bedroom units all around the city. it's broken down neighborhood by neighborhood by neighborhood. right now north beach, rent there is over $3500 a month.

drive and ava court at 1:30 this afternoon near the campbell border. it came to an end at stevens creek boulevard about 30 minutes later. janine della vega is live at the scene. you're telling us this chase was pretty dramatic, right? >> reporter: dan, police say that the man that they shot at is in the hospital right now. he is suffering from life-threatening injuries. he was in a pickup truck that is behind all the patrol cars that you see that is here on stevens creek boulevard, which is shut down from cabot to lawrence expressway. now, here is some video taken just after the shooting took place in the safeway parking lot on stevens creek. a witness took this video of police surrounding that black pickup truck that the suspect was in. police tell us that around 1:30, someone called 911 to say a naked man was in the street acting erratically. when officers arrived, he jumped in the black
