country right now. let's take a look at the storm impact scale. tonight's storm ranks 1 on the impact scale. we'll see light to moderate rainfall through the evening hours. it will be windy at the coast and some scattered downpours as well. for the evening commute, exercise caution because these scattered showers will produce wet roadways. here's our animation starting at 5:00. as we get to 7:00 p.m., we'll see pockets of heavy to moderate rainfall. those downpours will be more concentrated and widespread by 9:00 tonight. at that point it will be wet across the entire bay area and it will continue into the morning rush. i'm have a look further into the forecast future in just a few minutes. as more rain falls, most of hellier county park remains closed. do not enter signs still indicated some of the roads are blocked. a few areas are open but most is

closed since last week's coyote creek flooding. the park will remain closed until the water recedes. well, a martinez courtroom heard a shocking account of the murder of a 9-year-old boy. 20-year-old william schultz is accused of killing 9-year-old jordan almgren in >> they say he did it to see how it felt to take a human life. >> reporter: dozens of family and friends of the victim packed the courtroom for this emotional opening statement. there is no dispute between the attorneys that william shultz killed this young boy. the issue is whether it was a calculated, premeditated murder or the impulsive act of a delusional young man. just 18 at the time, william "billy" shultz killed his best friend's little brother because he thought the world was ending and needed to practice his survival skills. that's according to a contra costa prosecutor on the first day of shultz' trial.

after his arrest, the prosecutor told jurors shultz told detectives, quote, i needed to see what it felt like to kill somebody. >> jordy was enormously friendly, happy and welcoming boy. >> reporter: an avid baseball player, jordy as his family called him was stabbed five times as he slept in his bunk bed inside his boehome. shultz was a guest. they did not know that shultz had just fought from his mother and sheriffs were called or that he just returned from a mental health evaluation. in her opening statement, shultz attorney did not dispute that he killed the boy. quote, the evidence you will hear will not make sense of jordy's murder. the evidence you will hear is about billy's unraveling reality. jordy's parents, extended family and friends attended the trial, expected to last several weeks. in martinez, laura anthony, abc

7 news. police have identified the man who killed himself and his daughter outside a capitola mall. carlos garcia shot his 7-year-old daughter and himself. his wife called 911 to report he was making suicidal threats. they both died at the scene. the little girl was going to turn 8 next week. the woman accused of causing a standoff that shut down several blocks in the mission district earlier this month and in court for a pretrial hearing. samantha helstrom barricaded herself in a hotel armed with an air rifle. she told abc 7 news she blacked out and doesn't remember anything. the highway patrol will investigate a possible link between two incidents where bikers harassed motorists or local freeways. the latest ended in the arrest of a biker and the confiscation of two dirt bikes and two atvs, all-terrain vehicles. this is new viewer video last night westbound on the bay bridge. a chp aircraft spotted about 30

bikers harassing drivers and driving dangerously. it then followed part of that group to oakland. >> at that time we surrounded them with ground units. we detained everybody. one female did attempt to flee the scene. we caught her just a few blocks away. >> officers arrested the 27-year-old woman on charges of evading police and participating in a sideshow. several others were detained. investigators will now review video shot from the chp aircraft to see if they can link anyone detained to any sort of illegal activity. the arrest last night comes almost two weeks after a lyft driver was assaulted by a similar group on 101 in san francisco. remember these pictures? alex quintana was surrounded by the bikers march 9th. they broke his car's windows and then broke his nose and hi leg. so far no arrests have been made in that case. police in union city are searching for this woman. she intentionally hit several people in the parking lot of the walmart yesterday evening. police didn't say if any of those injuries are serious.

this is the car the woman was driving. it's a 1998 to 2000 silver two-door honda accord. anyone with information should call union city police. new details on the woman found seriously hurt lying on treat boulevard in concord last night. the 26-year-old from placerville who later died sadly was the victim of a hit and run. the driver, a 58-year-old woman from concord initially took off but later contacted police. the victim's name has not yet been released. the investigation shut down treat boulevard for more than five hours. take a look at this accident in oakland this morning. you can see a car hit a light pole so hard, that pole came crashing down in the middle of the intersection. it happened on west grand avenue. there's no word on any injuries. one of two san francisco residents who got critically ill after drinking poisonous tea has died. the 56-year-old fell ill after consuming a tea leaf blend

supplied by a company in chinatown. a man in his 30s has also been hospitalized but recovered. lab tests on the patient and tea leaves reveal the plant-based toxin called aconite. there's a warning to anyone heading onto bay area waters, travel in pairs. this after a kayaker was separated from his group yesterday in the marine headlands. the fire district provided this video of his rescue. it happened around 1:00 p.m. the man wasn't hurt. the man also advised to have a cell phone with you at all times. a stunning and sad announcement over the weekend. legendary 49er dwight clark is suffering from lou gehrig's disease. >> as fans grapple with the news, the wife of a respected bay area high school coach is talking about her husband's own struggle with the disease and gives a glimpse at what clark could be facing. >> abc 7 news reporter janine della vega has the story. >> reporter: it was a play that will always be remembered by

49ers fans, the catch dwight clark made in 1982 that helped get the team to its first super bowl. the legendary football player has now grown weak. he started experiencing the symptoms of als in his left hand back in 2015. it's something lucy knows all too well. her husband, charlie, was a well-known football coach at los gatos high school. he later died of als. >> well, it seems to be a death sentence. he can fight it and he is a fighter. he's very kraj ourks as my husband was. my husband had been told he had a year to live. he lived 34 years. >> reporter: in an open letter clark wrote i can't run, pray golf or walk any distances. picking up anything over 30 pounds is a chore. the one piece of good news is that the disease seems to be progressing more slowerly than in some patients. als affects the nerves and muscles. as it progresses, people with the disease lose the ability to move, speak, swallow and breathe. while clark suspects football may have caused the disorder, it's unknown.

>> they're all considered degenerative diseases. something triggers the nerve to die and we don't know what that trigger is. if we did, we could obviously treat these diseases much better than we do. >> reporter: wedemayer works for the als association which is dedicated to discovering treatment and a cure. she hopes clark's diagnosis will help raise awareness about the disease. >> dwight will probably become the new famous face of this disease which for him i know is difficult, but he becomes a voice for those that have no voice. > reporter: 49ers president jed york released a statement saying that they are deeply saddened and they are offering their support to clark's family. reporting from santa clara, janine della vega, abc 7 news. and abc 7 news sports anchor mike shumann was right there with clark after that catch. >> shu, for fans, this is hard news but for people like you, it's personal. >> well, i think we've all known for a while now. dwight wanted to keep it private.

he told us all he soing to put this letter out and just let everybody know before the media started jumping on it. a very personal journey for he and his wife, kelly. it's almost a death sentence, but he's got a great spirit, he's going to fight it all the way. i'll say this that als is going to be in a fight for itself with dwight. he's just ready to deal with it. >> you know, shu, this comes as the nfl and sports community in general are becoming much more aware of the dangers of concussions. back when you played, it was almost considered a joke. you got your bell rung, get back in. nobody paid any attention to it. i know this is concerning for all veterans of this sport. >> well, i talked about it last night. in our 30s we talked about the glory days, our 40s all our injuries, the 50s, the fact we can't remember anything and now the 60s, this is what you're going to see. in june, the settlements will start for these nfl lawsuits, so you're going to see a plethora of players come out and it's going to change the way not only current players think about the game, because you're going to go

into it knowing this might be a result in your 60s. >> some have actually dropped out of it. >> exactly. and parents who are going to say i'm not going to let my child play football because this is what could happen. like the doctor said, they're not sure what triggers it so it's just cumulative pounding of your head. the helmet doesn't protect the brain, it only protects the skull. you can change how you hit with your shoulders -- >> the brain still gets rattled around. >> exactly. it's something everybody will have to deal with. but dwight is strong, he's got a hall of fame support group. his wife, kelly, is there with him and he knows he's in for the battle of his life i understand he just wanted to put it out there so he could deal with it personally and not have to deal with the media, have to deal with all this. but he's an icon as a former 49er. that catch led to the first of five super bowls. he doesn't make that catch, maybe we don't get it. >> one of the most famous plays in football. >> it is. just a great man, a great spirit. he even said to me, hey, if you need any help, i know all the

for nearly three weeks a draft of the investigative report on the ghost ship fire has been circulating through oakland city hall. >> but only this weekend was it turned over to the criminal prosecutors at the alameda county district attorney's office. sergio quintana has been following this story through the weekend and he is live with the latest. sergio? >> reporter: dan and ama, late last month the lead prosecutor on this case learned that a

draft report had been sent up to the sixth floor here at oakland city hall. that's where the city attorney's offices are. he immediately demanded a copy of that report and all of the materials that are associated with that report. this weekend it was finally e-mailed to the district attorney's office, but no one here today at oakland city hall wanted to answer any questions as to why that report was delayed for nearly three weeks. now, earlier today a spokesperson for the district attorney's office sent me a statement confirming that they did get that report. the spokesperson writes as you know, we are conducting the criminal investigation and the report is part of that investigation. as such, it will not be made public. 36 people died in the ghost ship fire. it was one of the worst tragedies in oakland's history. mayor libby schaaf and district attorney o'malley have promised an investigation of the events

leading up to the fire. but this delay in getting the report to the district attorney's office could pose problems if criminal charges are ever filed. >> why was that report given over to the city attorney? and secondly, why did the city attorney hold on to that report for at least three weeks? what was going on? why wasn't the report, if it was going to go to the city attorney, be turned over simultaneously to both the d.a. and the city attorney? >> retired superior court judge cordell says if someone is criminally charged, their attorneys can raise this in court. i spent the day at city hall and ask officials at the city attorney's office, i went to the mayor's office and the administrator's office. no one wanted to answer the basic question, why was this report held from the d.a.'s office for so long? as you heard in that statement, the district attorney's office is not going to be releasing it

to the public. in a phone conversation that i had with the mayor yesterday, she said one of the reasons why the report was delayed was so that they could release it to the public. i did try asking anyone here at the mayor's office today if that report is going to be released and when, and of course i haven't gotten an answer yet. reporting live at oakland city hall, i'm sergio quintana. uber is scaling back its expansion plans in oakland. they are opening a new office in the downtown sears building. uber will have a smaller employee presence than originally planned. a couple thousand people were expected to work there. uber now says only a few hundred employees will be based in oakland. meanwhile the san francisco business times reports uber has bought a stake in the office project at the warriors new arena. over the weekend, uber's president jeff jones announces

he was leaving. then the brian mcclendon also quit. a total of seven executives have left the ride-hailing company in recent weeks following a string of controversies. the latest one was " " " times" that said uber deceived authorities in cities that banned uberes operations. thousands of parents are on pins an needles waiting to see where their child will attend in the fall. >> they have not sent out the student assignment letters that were supposed to go out on friday. >> kristen sze is here with the reason. >> it's been sheer agony for 14,000 applicants who are expecting decision letters in the mail by saturday but instead found out the district did not send them on friday, as planned. i want to show you what san francisco unified put on its website today. it says we are on track to send assignment letters via first class mail on monday evening,

march 20th. that's tonight. families should receive letters starting on tuesday, march 21st. the district tells abc 7 applications were entered into the system correctly, but more double checking was needed to ensure letters didn't go out with mistakes. >> this delay is due to unforeseen staffing emergencies. sfusd's computer system is working as designed and there is a dead stated staff team working 24/7 to get assignments finalized as quickly as possible. >> you do have parents that are applying to private schools as well as public schools and there's deadlines. >> parents explained the delay in learning their public school assignment is a big deal because many private schools want an answer and a deposit by this thursday so they have lost valuable time deciding. we just checked again, san francisco unified said the letters will go out tonight and no further delays are expected and its registration deadline has been pushed back to april 21st. >> thank you, kristen. on to the weather changing

once again. starting to rain. >> spencer christian is here with the forecast. >> by later tonight we'll call it the wetter forecast. here's a look at live doppler 7. we have quite a widespread area of rainfall right now or areas, especially over in the east bay where we have the steadiest rain right now. no doubt a few scattered downpours up in the antioch area and southward down through discovery bay and the northern area of livermore. so here we go. here's the storm impact scale for this storm tonight and tomorrow. it ranks 1 on the storm impact scale with light to moderate showers generally but there will be periods of isolated downpours. it will be breezy at times especially near the coast and there's the possibility of isolated thunder occurring with this system going into tomorrow. so we'll see rain overnight with a wet morning commute. showers will taper off tomorrow afternoon with a few flashes of sunshine likely, but we'll have an unsettled and mainly wet pattern through the end of the week. we're looking at temperature readings generally in the upper

50s to low 60s. even during the overnight hours, low temperatures will not drop much. we'll see mid to upper 50s with rainy and wet conditions. here's the forecast animation starting at 5:00 this afternoon. notice later in the evening we'll see the rain become much more widespread. it will be steadier and there will be heavier rain around 9:00 or so. that pattern continues into the overnight hours. early tomorrow morning commuters can expect wet pavement in many locations across the bay area. not until late morning will we see the rain beginning to break up and push out, giving us a little bit of a break with some sunshine in the afternoon hours, but it may not last very long as more rain comes in tomorrow evening and late tomorrow night. rainfall totals by tomorrow evening we project will range from just under half an inch in san francisco and san carlos to well over an inch -- well, up to about an inch around fairfield, about 0.96 at santa rosa. down in san jose, nearly 0.7 of an inch of rain expected from

and here are the stories making headlines at 4:30. one person has been arrested and several more could face charges after a dirt bike and atv sideshow on the bay bridge. several dozen of the vehicles sped across the bridge sunday evening. some did tricks moving through traffic. officers confiscated two bikes and two atvs. david louie tweeted that a man shot by police after a naked rampage friday is in critical condition. coming up at 5:00, find out why the city cleared the officers of wrongdoing in the shooting. melanie woodrow tweeted that investigators have connected a violent robbery to a string of east bay home invasions. several men have been charged. hear from the relieved couple who was attacked in orinda coming up at 5:00. for the first time today the head of the fbi confirmed an investigation into russia's meddling in the 2016 election and alleged contacts with the trump campaign. the director also refuted president trump's unsubstantiated wiretapping

claims against former president obama. kenneth moton is live on capitol hill. kenneth. >> reporter: ama, fbi director james comey would not give details or a timetable on when the investigation into russia will be over, but he made it clear that president trump's wiretapping claims are definitely wrong. unprecedented. fbi director james comey on the public record confirming his agency is investigating russia's alleged contact with the trump campaign. >> because it is an open, ongoing investigation and is classified, i cannot say more about what we are doing and whose conduct we are examining. >> reporter: comey on russian president vladimir putin's possible motive in meddling in the 2016 election. >> putin hated secretary clinton so much that the flip side of that coin was he had a clear preference for the person running against the person he hated so much. >> but on possible collusion with trump associates, no document from comey or mike rogers. >> investigating and having proof are two different things. you can continue to look for

something. but continuing to look for something that doesn't exist doesn't matter. >> reporter: like the president who tweeted about the hearing, house intelligence committee republicans mostly highlighted the leaks of classified information. the democrats focused on the russian investigation and this extraordinary moment. >> with respect to the president's tweets about alleged wiretapping directed at him by the prior administration, i have no information that supports those tweets. >> reporter: comey shut down trump's unsubstantiated claims that president obama wiretapped him. the president has said he meant surveillance when referring to wiretapping. >> i get that you guys want to know the enof the book right now, but we're on the first chapter of this process. >> reporter: and the president who is not backing down has a rally in louisville, kentucky, in about a half hour. the chiefs for the nsa and fbi also would not confirm whether or not there was surveillance of trump or his associates, ama. >> all right. kenneth, what kind of warning did the fbi director give lawmakers about russia meddling in u.s. affairs in the future?

>> reporter: ama, a dire one. he told lawmakers that when it comes to meddling in the future, they have to keep an eye on russia because this past time, he said that russian operatives were very confident and caused a lot of chaos and confusion as they meddle and cyber noise as they meddled in this election. he said when it comes to 2020 and 2018 elections, the russians will be back to try to interfere again. somewhat overshadowed today on capitol hill was the start of confirmation hearings for supreme court nominee neil gorsuch. the appeals court judge from colorado entered the hearing flanked by california senator dianne feinstein. gorsuch sat and listened as republicans praised him and democrats lamented last year's snub of merrick garland as well as gorsuch's legal commitment to all americans. >> our job is to assess how this nominee's decisions will impact

the american people and whether he will protect the legal and constitutional rights of all americans, not just the wealthy and the powerful. >> in his opening statement, gorsuch promised that if confirmed, he would strive for independence and integrity and would be a faithful servant of the constitution and laws of the united states. governor brown is in washington, d.c., today for the first time since president trump was elected. the governor will be there until thursday for a series of private meetings. one of those is with the nuclear threat initiative, a nonprofit group that works to prevent attacks with weapons of mass destruction. governor brown joined the board of that group in january. finally a super bowl mystery solved. san mateo native tom brady's stolen winning jersey has now been found. the all-out search went south of the border to mexico, where police are coming back with more than they actually expected. here's abc news reporter ryan burrow. >> moments after winning his fifth super bowl ring in

february, new england patriots quarterback tom brady's number 12 jersey went missing. speculation running wild on who could have swiped the mvp's jersey from the locker room in houston. monday morning a statement was released saying the jersey was found. >> our investigators developed information from an informant here in houston that led them to mexico. >> reporter: houston law enforcement treated the theft as a felony given the potential half million dollar value of the jersey. >> the suspect had access to the event and i'm not going to say any more specifics other than he had legitimate access to the event and it wasn't as a ticket holder. >> reporter: the owner of mexican tabloid la princea released a statement saying the suspect is the former director of the tabloid. this blurred image showing a man outside of the locker room they claim is the alleged suspect. meanwhile brady's teammate, malcolm mitchell, reacting to the news this morning. >> yeah, i'm glad they found it

for him. i hate that it happened to him in the first place. >> right now the jerseys are in boston undergoing a series of tests to make sure they are real. in a statement today, tom brady said i am happy my jerseys from super bowl xlix and super bowl li have been recovered, and i want to thank all of the law enforcement agencies involved. i know they worked hard on this case and it is very much appreciated. the crackdown on undocumented immigrants is creating a problem for bay area farmers. wages are rising and workers are getting harder to find. what farmers are doing now. plus repairs under way to fix that crumbling tunnel on the bay bridge. it's raining on mt. tam as you can see from this camera view. it's raining in other parts of the bay area as well. i'll show you how long to expect the wet weather coming up. you can see that gloominess in this shot of traffic. this is 101 southbound, backed up as usual. northbound looking good. 880 is still moving both directions over the top. stay with us, we're back after a quick break.

you may remember back when a piece of concrete came down on a driver in the bay bridge tunnel. that was a year ago and now caltrans is working on a fix. abc 7 news reporter amy hollyfield has a look at the work that needs to be done. >> reporter: when you drive through this bay bridge tunnel toward oakland, you are covered by concrete that is 81 years old. >> 81, really?

wow. amazing. >> reporter: pieces of it started breaking off about a year ago. a car hit one chunk that had fallen, causing $3,000 worth of damage. now when you drive by here, you will see crews working to replace questionable patches of concrete. drivers say they are relieved. >> long overdue. >> i live in antioch and taking family over there to the airport. a little bit reluctant going that way. >> reporter: caltrans officials say they did an x-ray of the tunnel after it started breaking apart and found 200 spots that could potentially cause problems. >> only a fraction of those actually had unsound concrete, but we just decided since they're there, let's go ahead and be proactive and so we're taking care of all 200 of the areas. >> reporter: they'll be doing the work during noncommute daylight hours, so you will see a lane shut down during that time. drivers say this is good to say, but they'd feel better if they could see more proactive work

funding to the national endowment for the arts is hitting bay area arts organizations, especially the small groups that really stretch those federal dollars. >> kate larson is in san francisco with a look at how the little guys are affected. kate? >> reporter: well, we've got the war memorial opera house, the national endowment for the arts helps fund the op remarks the ballet, the jazz festival, all these major cultural institutions. but the federal dollars also go to help smaller, more community-based art programs which don't collect millions of dollars in private donations and really stand to lose a lot with the president's proposed budget. >> imagine yourself in a land foreign to you. you are cold, angry and feeling quite alone. >> reporter: this young woman from oakland is one of thousands of bay area teenagers who benefit from youth speaks, a san francisco-based nonprofit that

focused on educating students in poetry and spoken performance. president trump's proposed budget will eliminate $148 million to the national skbourment for the arts and another $148 million to the national endowment for the humanities. youth speaks receives important grants from both agencies, totaling $130,000 for 2016-2017. leadership says the loss of funds may eliminate one program and cut into their annual poetry slam festival. we also spoke to the chairman of the san francisco republican party, who believes the cuts are necessary and that nonprofits should look elsewhere for money. >> you have to make cuts in a lot of areas. sometimes, you know, a lot of these programs could actually benefit from private funding. they have access to all sorts of local funding initiatives as well. >> for organizations that are small to midsize we really have to scrap it out and try to receive our moneys through a combination of sources. government plays a really important role in that.

not so much in kind of the scale of funding that we receive but in terms of being a catalyst for our individual contributions and foundations. >> reporter: youth speaks explains that even though the nea and neah funding is only 3% of their annual budget, it gives their organization needed credibility to seek money from other government agencies and private foundations. in san francisco, kate larson, abc 7 news. the meals on wheels program got a major boost in donations after president trump's proposed budget showed major funding cuts to that organization. the program which delivers meals to the elderly and disabled received $50,000 in online donations thursday right after the budget announcement. the national organization normally gets $1,000 a day. bay area meals on wheels reported 140140 monetary donati that day, up from 2 to 5 online gifts on average. sesame street is introducing a new character next month. her name is julia. she has orange hair, a toy rabbit and autism.

no one has gotten sick, but the product is being pulled in 33 states, including california. listeria can cause fever, muscle aches, severe headaches and diarrhea as well as other gastrointestinal problems. a new report proves that new adage money doesn't buy happiness. norway vaulted to the top slot in the happy neiness report. the u.s. slipped from 13th to 14th even though incomes have gone up over the past decade. denmark ranked second, followed by iceland, switzerland and finland. economists calculate the rankings based on income, life expectancy along with people's feelings about social support, corruption and generosity. >> i'll take more money and see if it makes me happy or not. >> johnny carson's old line doesn't buy happiness but can lease it. increased scrutiny of undocumented immigrants is hurting some bay area farmers.
