it is 5:00 a.m. if you haven't looked outside, it doesn't look quite that black. i mean, it is rainy, but it isn't complete blackout. in any case, it is going to be wet drive for you this morning. we saw definitely in the north bay a lot of rain and it seems like it's eased up a little bit. >> a little bit. yeah, it's still out there steady in some areas, scattered in others so let's take a look at live doppler 7. and i'll show you exactly what we're talking about. hi, everybody. the heaviest of the rain did fall while we were sleeping and you could see that there's more developing offshore. we even had a thunderstorm around occidental about a half hour ago so that potential is still out there. here's a look at san rafael where we've had nearly 1.4 inches of rain in the last 24 hours. we're looking south on 101 there. so through 7:00, the potential

for showers and even some thunderstorms with some small hail. by noon, we get a little bit of a break and then showers redevelop even some thunderstorms possible from 4:00 to 7:00. temperatures going to hang out in the upper 50s to low to mid 60s around the bay and inland. so far, so good. or pretty good anyway for the tuesday morning drive. here's a look look at the bay bridge toll plaza. little stack up in the cash lanes here on the left-hand side and yes, that pavement is wet as you can see. not a total downpour in most areas. it is scattered and it is fairly light. one problem that we did have earlier this morning that has cleared up, southbound 17 in the los gatos area we had a tree down that was blocking the right lane, but about 15 minutes ago, crews were able to get that pushed off to the hold and that was a little bit ahead of when they thought they were able to do that. we'll take a look at drive times coming up. now we're going to take a look at a driver police want to find. this is out of the union city. they are looking for the driver behind this terrifying moment. you see her pulling back and nearly running down a mom and her 3-year-old daughter and police say this is the driver.

accused of going on a rampage in that walmart parking lot. >> reporter: the reaction to nearly running over children is universal. >> oh my gosh. oh my goodness. >> oh, my gosh. she almost hit them people's kids. >> reporter: union city police want to find the driver who narrowly missed a 3-year-old girl and her mother. >> she intentionally backed up twice to get out of that particle. so, we're calling it an assault with a deadly weapon. >> reporter: police say the rage was sparked when walmart denied this woman's attempt to return batteries. >> as she started pulling out, the family members are saying that she was yelling and screaming something in her car and was pounding her fists against the steering wheel. >> reporter: this walmart parking lot is covered in cameras. from where i'm standing, i can count up to a dozen. but what police don't have is a clear shot of the license plate.

>> so if people have video or they have a picture of the license plate or the suspect that we could use to help us out a little bit. >> you already have a lot o worry about and then someone's like trying to kill you and your kid, that's scary. >> reporter: a young woman accused of assault with a develop while wearing a super hero sweatshirt. 5:03 now. former trump campaign chairman paul manafort is denying a connection to dnc hacking. manafort's name came up several times during fbi director james comey's hearing for his odd connection to russia, quote. he served as campaign chairman for three months last year. in august, officials in ukraine said manafort's name was included on a accounts made by a former ukrainian president who is a supporter of russian president vladimir putin. manafort released a statement which reads, i had no role in involvement in the cyber attack

on the dnc. the suggestion that i ever worked in kert with anyone is false. reaction coming in after the fbi director james comey said he has no information supporting the president's claims that the obama administration wiretapped him. white house press secretary sean spicer says president trump will not apologize to president obama for the accusations against him. spicer also says questions remain about surveillance that may or may not have taken place during the campaign. former secretary of defense leon panetta is weighing in on the issue. >> it really does affect the credibility of the president of the united states to insist that something that is totally untrue is somehow true in his own mind. >> so add it up and more than a dozen top lawmakers and intelligence officials have now said there is no evidence to support the president's tweet alleging illegal wiretapping. happening today, a new effort to stop companies who want to help build president

trump's border wall from doing business in san francisco. supervisor hillary roanen is set to introduce the first city law in the country to ban border wall contractors from bidding on public contracts in san francisco. the noon press conference is being held outside ty lynn international. that's the leading design engineer on the bay bridge span project. the company added itself to the homeland security list of vendors interested in bidding on the design and construction of the border wall. another move to rally support behind the american health care act. president trump will try to persuade more house republicans during a private meeting in another move to sway conservative votes, gop leaders tweaked the legislation to offer more aid to the elderly. they made a change to medicaid that would require recipients to hold a job or perform community service. the legislation is heading to the house for a vote in two days. we have a new detail from the wild show on the bay bridge. dozens of people on atvs and

dirt bikes popped wheellies and sped through traffic. officers tried to stop them but they kept going. the woman who shot this video says she's never seen anything like that it. >> they kept coming and at first i didn't think anything of it because, you know, bunch of kids, i guess. and then when they started doing the wheellies and no helmets and going on the shoulder side, they're causing danger. i mean, somebody can get hurt. >> officers did eventually catch up to a small group of riders, confiscated two dirt bikes and two atvs. oakland police posted this showing where they stopped the group in oakland. they say they chose to follow them by air instead of starting a pursuit. they said deretia tried to take off but didn't get far. she's accused of aiding and abetting a speed exhibition. several others who were detained could face charges. and new this morning, google responding to a huge advertiser

boycott on youtube. google announcing this morning they will introduce stricter ad policies and hire more people to review offensive content. the company says it has also expanded its definition of hate speech. this all comes after several huge companies, including big names like mcdonald's, toyota, heinz, have stopped spending ad money on youtube after their ads actually appeared next to extremist or very controversial videos. google are also soon roll out tool for advertisers to control where those ads actually appear on certain youtube clips. reggie, natasha, back to you. take a look at the woman in these photos. the san mateo county sheriff's office says she is known for stealing wallets from women who look like her while they're shopping and then she quickly uses those cards to buy thousands in merchandise and withdraw cash. authorities say she's committed similar crimes in multiple bay area.d now she's here in the

officials haven't said exactly where this is happening but they are warning female shoppers to be on the lookout. the wells fargo account scandal is hitting the bank where it really hurts. customers opened 40 fkt fewer checking account per day last month compared to a year earlier. credit card applications also fell sharply. the san francisco-based bank has been working to restore customer trust since admitting that employees opened millions of accounts without customer knowledge or authorization just to meet unrealistic sales goals. let's head up to where, oh, 4, 242, 680 all come together, all the way down to pleasant hill, walnut creek, better rain and also out towards pittsburg and antioch and heading towards the altamont pass, moving through vas co road is another batch of wet weather that's going to make it pretty slick. terchs in this area, 60 in concord and livermore to 57 to

we're back at 5:13. months of continuous rain could impact crops in california's salinas valley. almonds, celery, strawberries and leafy greens are some of crops that could be delayed. grocers have been told to expect delays. 5:14 now. look at this rescue in an icy pond in central park. the video is grainy but you can see that nypd officer using a ladder to pull that teenager out of the pond. he fell through the thin ice yesterday and fortunately was never fully submerged but that officer and three others risked their own safety. they managed to pull the teen out and he is listed as stable. happening today, a preliminary hearing to determine if a corruption case involving two former san francisco city officials and an ex-city staffer is going to go to trial. najli, and keith jackson are

charged with soliciting bribes in return for political favors to help mayor ed lee's 2011 reelection campaign. for the first time, aud audio recordings were played publicly in court. in the recordings, the operatives raising money allegedly promise add developer quality time with the mayor in exchange for large donations. a newly introduced bill would require california universities and community colleges to expand their nonsurgical abortion services on campus. the legislation would require university of california, california state university, and community colleges to provide abortion options in the form of a two-pill dosage. lawmakers say the legislation will help ensure students do not miss class instruction in order to manage an unplanned pregnancy. bank of america customers, be on the look youtd for this e-mail. it claims that the bank upgraded its services. the e-mail asks you to click a link to update your personal

busted yesterday. going to take a look at that weather. it is a 1 on our storm impact scale this morning. you can see the green highlighted on our live doppler 7 right there and there's a live look at the golden gate bridge. mike? yeah, what i wanted to show you is it's not only slick but look at the wind, southwest at about 21 to 32 miles an hour so that may push you around just a little bit this morning. not a steady rain except for in those areas along the coast where that southwest wind keeps you wetter than the rest of us. within these showers, you could have breezy conditions, lightning, thunder and even small hail is possible. only thursday this week is going to be totally dry. here's a look at the north bay. you can see some scattered showers just about anywhere you go. some heavier showers moving into the coast right now, south of half moon bay into the santa cruz mountains. these will lose a little bit of their oomph as they travel through the mountains but they're going to pop out around san mateo all the way to san jose.

so our morning rush is going to be most affected today because that's the best chance of showers. everybody is slick from the rain overnight. in the wet and darkness, could be a few surprises. i know i hydroplaned a couple of times this morning. today and tomorrow, a 1 on our storm impact scale. this is the way it plays out. you can see some of those showers, possible thunderstorm at 7:00 in the yellow and rorore there. by 9:00, 10:00, they've moved through the bay area and by noon, we're seeing the clouds open so we'll go from umbrellas to sunglasses for the better part of the afternoon hours, it's going to be quiet and then from 4:00 on, especially at 7:00 in the north bay, showers develop and then more showers come in again while most of us are sleeping but look at the yellows and oranges so we'll wake up to some puddles tomorrow, the possibility of thunderstorms during the overnight hours and then wednesday afternoon, dryer and cooler air moves in and the chance of an isolated thunderstorm develops. here's a look at thursday's forecast. upper 50s to mid 60s with partly cloudy conditions and then our stronger storm, a 2, moderate,

rolls in friday with a chance of rain saturday, sunday, monday. i guess we better guess used to driving on this wet pavement, mike and we have a couple new issues to talk about. kind of a mystery here in the tri-valley. westbound 580 just before you get to hop yard, we've got reports of hazard in the two left lanes. i'm not sure if it's a piece of debris, if it's a piece of vehicle. but it's not causing any delays at the moment. also a collision on the northbound 80 off ramp to eastbound 237 in the mountain view area. that is a blocking situation although i'm not sure how many lanes. live look outside in the north bay. san rafael, 101, it is definitely looking soggy there so slow down and drive for conditions today and a quick check of mass transit, looking great so far. b.a.r.t. on time today, 40 trains in service and no issues ronted from muni. next traffic update coming up. if you've got any travel plans this spring, you're definitely not alone. so get ready for some crowded airports and long security

lines. u.s. airlines expected to carry 4% more passengers than last year. the trade group, airlines for america, forecasted a record 145 million people will be flying between now and april 30. the good news? the airlines are adding seats and flights, particularly additional nonstop flights. ticket prices are cheaper than average right now but it's not expected to last long. target stores are getting ar stores will be redesigned. they include two entrances, a wine and beer shop, self-checkout lanes, new grocery departments and curved secure center aisles to feature merchandise. the first redesigned stores will be opened later this fall outside of houston. sprouts farmers market grocery stores could be bought by albertson's. sprouts has more than a dozen stores in the bay area. their stock has been rising lately because of the rumors. albertson's already bought safeway two years ago for about

good morning, it is tuesday, march 21 and right out of the corner of your screen, you can see green on live doppler 7. >> that is right. it's going to be rainy as you're hut hitting the streets so please take note and you would have known that had you listened to this guy. >> yeah, we were kind of on to the, even last week in the 70s and near 80s, we were talkin about, wait until next week. it's going to feel like spring with the showers out here. rain at maple street, bay shore

freeway in redwood city, that's what you're seeing right now. this was just after midnight when some of the heavier showers rolled on through. let's take a look at live doppler 7 and it's the coast from the marin headlands down to pescadero. even some moderate showers in there in the form of yellow and orange. put it into motion, you can see that's climbing to the northeast so that's going to cover the entire bay over here in the next 15 to 20 minutes or so. watch out on all of our east-west bridges. here's a look at 280 and 17, rain pretty steady through the mornin morning hours and then break up in time for a dry lunch and then scattered showers developed this afternoon. here's a live look at the golden gate bridge this morning. little road spray kicking up. but enough to cause some issues. we've already some slideoffs, nothing major at the molt bment i will talk about some of those minor problems coming up in just a few.

that is in the yellow, westbound bay bridge commute not bad, 11 minutes and westbound 92, san mateo bridge you are in the green at just 14. developing right now, it is official. laptops, ipads, and other electronic devices are banned from some u.s.-bound flights. >> the order from homeland security applies to nonstop flights from ten international airports in the middle east. abc7 news reporter matt keller is live for us at sfo. >> reporter: good morning, reggie and natasha. this is happening now. homeland security is letting the airlines now they started doing that at midnight. so this is the reality for the people who will be flying to the u.s. on these 50 or so flights every day. you will not be allowed to bring on an electronic on to the plane that is bigger than your cell phone. you will have to check tohose electronics degate. airlines have 96 hours to roll it. this will impact nine airlines

from the middle east and africa. it will be a big increaonvenien for passengers. they will have to check even portable gaming units. this comes as u.s. leaders continue to be concerned about terrorists targeting airlines similar to the airline downing in egypt back in 2015 and the 2016 attempt at airline downing in somalia. >> what's likely happened is that the government, the u.s. government, has developed some intelligence that a group or individual has developed some type of device that they can get on to an airplane using a laptop or some other electronic appliance. >> reporter: the nine airlines impacted are royal jordanian, egypt air, turkey airlines, saudi arabian airlines, kuwait airways, qatar airways emirates and it affects about 50 flights into the u.s. each day. homeland security is expected to make the official announcement later today. reporting live at sfo, matt

keller, abc7 news. fbi director james comey set the record straight disputing president trump's claims that he was wiretapped by president obama. he also kwconfirmed the fbi is an ongoing investigation looking into any links between the trump campaign and the russian government and if there was any int interference in last year's election. comey also refuted the president's tweet about wiretapping. >> director comey, was the president's starmt that obama had his wires tapped tower a true statement. >> the department has no information that supports those tweets. >> comey believes the russians will be back to meddling in elections in 2020 and possibly even next year. the president's pick to be the next u.s. supreme court justice is in the hot seat this morning. this is is second day of his confirmation hearings. judge neil gorsuch promised yesterday to be independent and fair if confirmed. california senator diane fine feinstein says gorsuch faces tough questions on abortion,

voting rights, and gun control. the hearings conclude at the end of the week. a confirmation vote could be called in the next two weeks. san francisco police are investigating whether rain played a role in this crash between a squad car and another car. it happened at fifth and brannan streets last night. two police officers and two other people suffered minor injuries in the crash. the other car had a lyft logo in the front window. but that company's not said physical driver was working for them at the time of the crash. san jose police say the naked man shot by officers last week was holding a caulking gun. police say 53-year-old john bradley bowls was seen threatening children before he led officers on a chase on friday afternoon. officers th officers say they opened fire after bowls pointed what looked like a weapon at them. he was shot again because officers thought he was going to drive into a crowded parking lot. man who killed himself and his - daughter outside a capitola mall. 36-year-old carlos garcia shot

his 7-year-old daughter and himself sunday afternoon. his wife called 911 to report that he was making suicidal threats. both the father and the daughter died at the scene. the little girl was going to turn 8 next week. and money is pouring in to help pay for funeral arrangements for that fwirl. they have reached their goal in just 15 hours but you can still help if you want to donate. we have a link set up at abc7news.com. the southern marin fire district has a warning to anyone heading out into bay area waters. travel in pairs. this comes after a kayaker was separated from his group on sunday. the fire district came to the rescue and shared the video. the man was not hurt. officials also say you should have a cell phone with you at all times. happening today, the city of oakland expected to approve a controversial 24-story building right next to the macarthur b.a.r.t. station. the project is part of the macarthur transit village. the city council passed a reading this month. some residents nearby say this

is too tall, three times taller than any other structures in the area. they say that will block views and make traffic a lot worse. the city council's going to meet at 5 tln 30 tonight. happening today, san francisco supervisors are set to decide whether to move ahead with the plan to voters to approve a local income tax. the money would pay for transportations, health services and the trump administration cuts funding to sanctuary cities. california tax code actually bans local income taxes so legislature would have to pass a measure amending that law. governor brown it would have sign off on the measure. only then would the issue be put on the ballot for san francisco voters to decide. san jose is preparing for president trump to make good on threats that he would hold back money from local governments. the new budget plan and five-year forecast from san jose city manager assumes it will get no money from the federal government starting in a 2018/201 budget and the four years after that.
