a good morning to you all. we begin with breaking news from north korea where the country tried to flex its military muscle overnight by firing another missile. >> but the test failed. with the rocket exploding seconds after launch, this comes just days after the country boasted about its new rocket engine and just weeks after it fired four missiles into the sea of japan. abc's joohee cho is in south korea. she says it's no coincidence that the test comes as the u.s. and south korea conduct their annual military exercises. >> reporter: you have to understand that for them, north korea, these missiles are crucial to survive. they truly do feel a grave threat and believe the u.s. and south korea will launch a preemptive strike. for kim jong-un, the north korean leader, it is a matter of pure survival and this is key weapon to ensure his reign of power. >> secretary of state rex tillerson just back from that area recently said the trump administration plans to be much tougher on north korea if it

doesn't curb its nuclear program but a north korean envoy says the north is pursuing the acceleration of both its nuclear and missile programs. with one day to go before the house is expected to vote on the republican health care bill, president trump is predicting a victory on capitol hill. >> yep. he spoke last night at a republican fund-raiser after spending much of the day urging republican lawmakers to back the american health care act as it's called. and he warned republicans and the critics of the bill saying, i'm going to come after you. >> abc's janai norman is in washington with us. good morning, janai. >> reporter: good morning, diane and kendis. you know, since house republicans unveiled this plan, they have faced an uphill battle. a surprising number of conservatives have maintained the bill is too similar to obamacare and at this point, some still feel that way. the billion dollar businessman turned president on capitol hill trying to make a deal, giving a thumb's up, optimistic about his ability to sway skeptics insisting they'd be fools not to support the republican health

care bill. >> can you get the vote, mr. president? >> i think so. >> reporter: thursday marks the seventh anniversary of the affordable care act and the day the house will vote to undo much of the law that provided coverage to nearly 20 million americans. the president warned republicans a no vote would cost them in the midterms. press secretary sean spicer explaining. >> we're going to make sure that we remember those who stood by us. >> reporter: but the governor of new york says voters would lose. >> we were told no american would lose their insurance. now the congressional budget office says 24 million americans will lose insurance and 2.7 million new yorkers will lose insurance. >> reporter: house republicans made concessions to try to secure more votes. to appease conservatives, provisions giving states more flexibility over medicaid spending including the option to require recipients to show proof they're working. and to win over moderates, a promise to boost aid for older americans to buy insurance.

under the original bill, a 64-year-old earning $26,000 a year would see their annual premium spike by nearly $13,000, but the chances of the bill passing are still uncertain. >> it was a good meeting but we're still a no. >> reporter: congressman, are you supporting the health care bill? >> i'm a no right now. >> reporter: even with the change, still a no. >> still a no. >> i'm undecided but thank you. >> reporter: all democrats in the house are expected to vote no, but 22 republican no votes would kill the bill in the house and, kendis and diane, by our last count, at least that many are not committed to supporting it. >> all right. sounds like it's going to be a nail-biter. janai norman for us live in washington, janai, thanks. one more note about the president. he will travel to brussels in may for his first nato meeting. he is expected to make his case for nato allies to pay more for their defense. he was tough on the organization, you'll recall, during the campaign and many hope this trip will help reassure allies about his commitment to european security. also, the nato secretary-general will visit the white house next

month. supreme court nominee neal gorsuch returns to capitol hill today for round three of his confirmation hearings. during more than 11 hours of testimony on tuesday, gorsuch pledged to be fair and independent and said he won't hesitate to disagree with president trump. senator patrick leahy questioned gorsuch about the president's travel ban but gorsuch was careful not to give his opinion about this ongoing legal battle. >> i will apply the law. i will apply the law faithfully and fearlessly and without regard to persons. >> how about with regard to religion? >> anyone, any law is going to get a fair and square deal with me. >> gorsuch also called attacks on federal judges disheartening and demoralizing after president trump called the judge who rejected his first travel ban a so-called judge. and we've learned the emergency order banning large electronic devices from some overseas flights was apparently

prompted by a security threat. u.s. intelligence sources say they discovered that isis was working to smuggle explosive laden electronics on to u.s. bound flights and that restriction bans all electronic devices bigger than a cell phone coming from ten airports in middle eastern countries as well as african countries. deadly storms are hitting parts of the south overnight. at least one person died in georgia after a tree fell on a house. now, that state also hit with drenching rains, gusty winds and large hail. thousands are without power there. tennessee also took a beating. quarter-size hail and some flooding was also reported. tens of thousands of customers were without power in the chattanooga area alone at the height of the storm, so take a look at the radar right now. those storms are now moving into parts of the south and north carolina where more damaging wind and flooding possible. well, hollywood is mourning the loss of one of its most creative talents. >> chuck barris, the goofball host of "the gong show." you might remember him from some

of these antics. barris was also the brains behind '60s smash tv shows "the dating game" and "the newlywed game." at one point was supplying the networks with 27 hours of entertainment a week. >> he was the shonda rhimes of his day sort of. many fans took to twitter overnight calling him one of a kind and which he definitely was. chuck barris was 87 years old. still ahead, some details on apple's new red iphone. and wyclef jean demanding an investigation after getting put in handcuffs. what deputies are saying about mistaking the grammy winner for a robbery suspect. plus a health alert this morning, the rare cancer now linked to breast implants.

that massive fire this weekend in a kansas city suburb has now been ruled an accident. investigators say it started when some building materials at a construction site were ignited by a welder. the flames quickly spread to 17 nearby homes. three firefighters also suffered minor injuries. it turns out the former mexican newspaper executive who is accused of stealing tom brady's super bowl jersey may not be prosecuted. a mexican official tells the associated press a search warrant for the man's home was granted on the condition that charges would not be filed. now, in addition to brady's super bowl li jersey, the one from the championship game two years earlier was recovered, as well as a helmet from super bowl 50. stocks overseas reacting to a big sell-off on wall street. this morning shares fell in asia posting their biggest loss in five months. this comes after the dow fell

over 230 points yesterday. experts say uncertainty over the president's health care bill is a main factor. that's the biggest drop since october before the election. and sears is warning that it may not be in business much longer. in a filing last night, the company said there is substantial doubt that it can continue. that includes both sears and kmart stores. sears has been closing stores and selling assets. sears roebuck and company was founded more than 130 years ago. on the other end apple is doing well, so well it's rolling out some new products. they include red iphones and a lower cost ipad. the red iphone is part of the tech giant's long-standing support of the red campaign which contributes to the global fund to fight aids. the new phone is available on friday. when we come back, we have some new details in the missing student and teacher accused of kidnapping her. what the fbi now says the teacher searched on the internet just days before they disappeared.

video also shows cummins apparently buying women's hair dye at a walmart a day before the two of them disappeared. >> okay, and get this, authorities say cummins researched teen marriage on his computer barely a week before the alleged abduction. the 15-year-old student also reportedly changed her instagram bio to wife and added a ring emoji before they disappeared. rapper wyclef jean claims he was a victim of racial injustice at the hands of the los angeles county sheriff's deputies. officials say deputies responding to an armed assault mistook wyclef handcuffing him when he and the driver. his car approached the trunk after repeated warnings not to do so. they were held for six minutes until the deputies realized they had the wrong couple. the real suspects were apprehended later four blocks away. we're going to hear more from wyclef jean when he appears live on "good morning america" this morning. now, to a health alert. the fda is now confirming that breast implants can cause a rare form of cancer. at least nine deaths have been

linked to a type of non-hodgkin's lymphoma. the fda's investigating more than 350 reports linking that cancer to both silicone and saline breast implants. overseas police in italy launched what they called "operation wine and cheese" nabbing nearly a dozen members of a crime ring that allegedly stole wine and cheese. police say the group made off with 16,000 bottles of wine and 168 wheels of parmesan cheese. all worth nearly $200,000. they were purposely targeting cheese factories and shops in the region famous for its high quality products. the question is, did they want to sell them or did they want to eat them? maybe they were having a party. >> that's a crime of passion if i've ever heard of one. back in this country, as you know some clogged drains can be cleared with a plunger. and then there's this. this is in tampa. a huge alligator stuck in a storm drain in the suburbs there.

roadways there, hydroplaning and standing water. right now our strongest storm is right over east appellapalo alt about to head over the dumbarton bridge. it's into the central valley but we're going to have a secondary push over the next couple of hours so we're not out of the woods yet. we'll turn to lighter showers and more scattered showers by noon and then this afternoon, you can see the clouds open a little bit of sunshine, temperatures in the upper 50s. yeah, as we mentioned, not going to be a fun commute if you are about to head out the door. here's a live look at the bay bridge toll plaza. it is soggy. i've been watching this for the last hour or so. several heavy downpours so a lot of water on the roadway. you could hydroplane this morning and live doppler 7 on top of the traffic map. central valley, if you're leaving tracy, totally soaked on 580, anything south of there as well and of course we've got a lot in the immediate bay area too. i have 16 solo vehicle spinout crashes at the moment. i'll show you some of those in less than ten.

more rain means more chances for flooding. >> amy hollyfield is looking at some of that street flooding in orinda this morning. >> reporter: hi, reggie. it rained a lot overnight. here's a look at what you missed while you were sleeping. in orinda, so much rain, a couple hours it was raining here in the east bay, and that caused some water that accumulated here near highway 24, camino pablo and santa maria way. like i says like maybe a clogged drain caused some flooding. we also have a downed tree to show you. this happened in martinez at alhambra valley road. all lanes are blocked. you can see some cars were not able to get to where they wanted to go. what you should be on the lookout for, beware, something you could stumble upon because a lot of effects from this storm

overnight. reporting live in orinda, amy hollyfield, abc7 news. happening today, the small business administration is opening a new disaster loan office to help victims of last month's devastating flooding in san jose. it opens this morning at 10:00 at city hall. the sba office is offering low cost federal disaster loans to all san jose renters, homeowners, and business owners impacted by the flooding. >> renters and homeowners can borrow up to $40,000 to replace lost personal property. homeowners can get loans of up to $200,000. business owners can borrow up to $2 million. flood victims can either apply at the city hall office on online. a month after the flooding, construction crews are working on repairs in the rock springs neighborhood. they're fixing floors, electrical service, and plumbing, so residents can move back in. at happy hollow zoo, conservationeams are ripping out dry wall to prevent mold. 3.5 acres of theoo
