breaking news in london on high alert today after declaring an attack near parliament an act of terror. a man who went on a car rampage is dead along with an innocent woman. dozens of people are hurt. thank you for joining us, i'm natasha. >> and i'm kristen zse. police are securing them on the south side of the westminster bridge close to the house of parliament. we are in london with the latest. >> this is breaking right now. the situation is still unfolding. here is what we know at this hour. several reports coming in that a man has been shot outside of the houses of parliament. and according to the reports, the man appeared to be wielding a knife. some other eyewitness reports coming into us saying at least five people have been mowed down

makes. clear conditions across the bay right now. meteorologist mike nicco is here with a first look at your afternoon forecast. >> hi, hello, everybody. the worst of the storm hit overnight when most of us were sleeping as we thought it would. here is a look at the storm impact scale. scattered showers but some brief downpours are possible. and even a chance of lightning. we have a shower out of redwood city and morgan hit and sliding off to the east. the redevelopment is possible now that the sun is coming out. there is not a lot of energy out there but just enough for scattered showers and still some delays averaging 53 minutes trying to get into sfo. so scattered showers at 2:00 and becoming isolated at 4:00 and almost gone by 6:00 and once the sun sets, it is cooler than average with temperatures in the 50s. we have a bigger storm coming in friday. hour-by-hour forecast looking at that coming up. this morning's rain caused problems for commutes trying to get to work or school. a down tree made a mess of

things on alhambra road in martinez and in menlo park another tree proved challenging for parents and students. we are live near the high school with more. matt? >> reporter: i'm literally standing in the mess. look at all of these branches that were cut off this one single giant oak tree. the good news, it is all off of oak grove avenue right now but the bad news, it looks like this road will be closed for a while longer. this shouldn't have come as a surprise on oak grove avenue in menlo park. during heavy rain a giant oak tree at the center fell across oak grove avenue just before 6:15 this morning. it knocked down power lines and blocked traffic right before the morning commute really picked up. >> there is a high school down this way so in the mornings there is a lot of traffic here. we put out social media alerts to let people know the roadway is closed and hopefully they could take an alternate route. >> and this isn't the first time

federal disaster loans to all san jose renters and homeowners and business owners impacted. you could apply at the city hall office or online. new details on a fatal accident involving at least four vehicles on westbound 580 in oakland this morning. the chp confirms two people were hit. they have been involved in separate minor crashes and had gotten out of their cars when they were hit by oncoming traffic around 4:30 this morning near the harrison exit and one man died at the scene and another has life-threatening injuries. this horrible series of events is a reminder for all of us to pull off the freeway before getting out of your car if you are in a crash. new this midday, women in oakland are taking matter news their own hands. they are spray painting dangerous spots to let people know about bad potholes before they hit them. amy hollyfield is live in montclair district for us. >> hi. there are a lot of potholes

here. look behind me, you could see where they have spray painted an arrow to show drivers where there is a pothole so they will be warned. this is on thornhill road. they did this at all of the potholes here. so drivers could try to avoid these trouble spots. the city of oakland says, yes, a huge number of potholes have popped up all over the city because of all of the storms we've had. they aren't ignoring them, even though some residents say it feels that way. >> if they are going to fix the problems. we're looking for road improvement in this neighborhood. sometimes we're ignored, sometimes it takes a long time. i know there is a lot of backlog of work. >> who do you think of these ladies? >> i think they're being pro-active and hopefully they'll get some action. >> reporter: the city said it cannot repair the potholes while it is still raining. the fix won't stick. but they are working on pothole plan. for when the weather dries up and they are hearing from the community and they say that does make a difference. thornhill is now on their list.

california state universities board of trustees will vote on the first across the board tuition hike in years. it would go up by $270 this fall. officials say they need to cover a projected $168 million budget shortfall and they need money to hire for faculty and add more classes to accommodate growing enrollment. currently the roughly 460,000 students in the csu system. now to or money report. blue bottle coffee is expanding to the south bay. they will become the first tenant in a history building in downtown san jose currently undergoing a major renovation.

cell lymphoma. it is not a type of breast cancer but it could be found in the scar tissue surrounding the implant. the fda has tracked 359 cases of associated lymphoma and all kinds of implants were involved but they are were textured rather than smooth. this doctor outlined the warning signs. >> when you talk about the signs and symptoms of this implant associated lymphoma, we're talking about pain, swelling, a lump, asymmetry, but there is no need for women who have implants right now to alter their routine, follow up based on this report. but it is a reminder, if you have silicone, mris are recommended. >> so far most cases have been zbi described as slow-growing and treatable if detected earlier. and news on the terror attack. minutes ago a metropolitan official announced four people are dead, including the attacker. that is a jump from two dead. a police officer among the dead. police say at least 20 other people were injured when an suv

237, spotty light showers back to los altos hills. for the rest of today, the energy up here will slide south and scatter showers across us. the best chance is across the north bay and up in mendocino and lake counties. and the sun is adding buoyancy to the atmosphere. you could see the puffiness from the exploratorium camera. so our chance of showers will taper once the sun sets at 7:23 and a dry commute for today and tomorrow. and half moon bay about 59 degrees. 61 to 63 for the rest of us. and this is the way it looks from the east bay hills right now. if you are going to be walking the dog, stray showers possible so we'll put some caution in there. same thing for exercising, even though the conditions are quite comfortable temperature-wise. and if you try to do yardwork, it is damp from the rain this morning. tonight, significantly colder, you may have to turn the heat back on if you turned it off.

temperatures in the upper 30s to mid-40s and mid-40s for the bay and coastal community. here we are at noon through 4:00. could you see green out there. from 4:00 to 7:00, across the north bay and once the evening commute is finished, so is the chance of wet weather, other than a stray shower in the santa cruz mountains. looking ahead to friday. light to moderate rain and flooding possible across the north bay. it should be moderate to heavy rain will be more likely the scenario that will cause the flooding. and then gusty breezes also. damage is something we'll have to keep an eye on. 11:00 on thursday night, there you go. green giving way to yellow and so the light rain giving way to moderate rain. starting at 4:00 in the morning, the commute is quiet and then we see rain make it down to the dumbarton bridge and then the yellow starts to fill in in the afternoon and evening hours but looking at 12 to 18 hours of moderate rain in the north bay so i'm woy -- i'm worried aboute
