face bloodied, performed mouth-to-mouth, trying to save that officer. police later ending the am rage. these images show one officer seeming to point his gun at the suspect. the suspect is loaded on to an ambulance by later died. the british parliament was on lockdown for several hours. >> this house is now suspended but please wait here. >> reporter: outside, the bridge brought to a standstill as bystanders and first responders rushed to help the victims. britain's prime minister speaking this morning in front of parliament. >> this was an attack on free people everywhere. i would like to thank our friends and allies around the world who have made it clear that they stand with us at this time. >> reporter: and the investigation continues this morning. the attacker was british-born, investigated years ago but the

prime minister did say he was not part of the current intelligence picture. in london, molly hunter, abc7 news. molly, i'll take it. i want to follow up a little bit more on what prime minister teresa may just said. she said, quote, we are not afraid and our resolve will never waiver in the face of terrorism. may also want on to say there's little information she could share but she is in close contact with everyone affected. she also reiterated that britain's threat level is at severe and they don't have any plans to change that any time soon. reggie, natasha, back to you. bay area passengers returning from london were relieved to get back home while others heading to the uk were a little concerned. abc7 news was at sfo last night. passengers we spoke with were already on their way to heath row when the attack happened. they couldn't help but wonder what if.

it's also interesting where they got the information from. they figured out who is using this bridge to cross into marin county from right here from your cell phone. according to an article in the marin "independent journal," officials gathered a new study by taking information from cell phones and gps units that communicate with mobile networks. the transportation authority of marin wanted the information. officials wanted to know people's travel patterns so they can plan and adjust for traffic flow. there were a few surprises, including the uptick of people using the richmond-san rafael bridge. traffic is up on that bridge 13% over the past five years. other surprises? where people are coming from. 36% of traffic coming into marin county during the morning commute is from the bay area. that's more than sonoma county, which is at 28%. 24% are coming in from san francisco. that surprised authorities to see so many people using the golden gate bridge going that way, saying that's a little more

than expected. now, what to do with the information. well, it's going to be presented to the transportation board tonight so those discussions can get started. live in richmond, amy hollyfield, abc7 news. the family of a woman killed by toxic tea is suing the shop where she bought 56-year-old yu ping xie got sick last month. her family is filing a wrongful death lawsuit against sun wing wo. city officials are trying to trace the source of the plant-based tea that contained the toxin. cal state students are vowing to take their battle against a tuition hike to sacramento. a vocal group of students protested outside the board of trustees meeting in long beach yesterday. inside, the board voted to hike tuition by $270 a year beginning in the fall. the increase will generate about

$77 million a year in revenue, which school leaders say they need because of a looming gap in state funding. students plan to ask the legislature to allocate more money to the cal state system. a one-day strike for at&t workers is over. 17,000 technicians walked out yesterday morning with many on the picket lines. abc7 news caught up with a group outside a company call center on bush street in san francisco. union members have been working without a contract for nearly a year. last night, at&t and the union reached a settlement on job duties for those technicians. ten hours with no power and counting. that's the stark reality for a san francisco neighborhood this morning, and here is the reason why. a large downed tree snapped power lines and caused considerable damage to a power pole yesterday. this on dillwood avenue just west of the mt. davidson cross. 19 pg&e customers with currently without power.

welcome back. we have breaking news overnight out of louisiana. after an officer involved shooting there, a k-9 police dog and two people have died. one police officer also hospitalized right now. i want to show you this new video i just got into our live desk. all of it happened late last night in crowley, louisiana, which is about 100 miles west of new orleans. initial reports say police got to the scene, found a man had shot and killed a woman, and they think that is when that man turned and fired on officers. that's when the police dog was killed and the officer hurt.

right now, still limited information and state police are investigating at this hour. this story just makes so many of us angry. a 73-year-old woman is recovering after getting beaten unconscious on a b.a.r.t. train early yesterday morning. it happened while the woman was riding the train between the coliseum station and the san leandro station. as abc7 news reporter katie utehs explains, it's one of two assault cases now under investigation. >> reporter: evening commuters would could hardly believe the details of a beaten that left an elderly b.a.r.t. rider unconscious. a man kicked a 73-year-old woman repeatedly and at random. >> it's a good thing they caught him right away. >> reporter: the attack happened between the san leandro and coliseum stations around 4:30. >> regardless of whether it's a b.a.r.t. station or just a woman walking down the street, that's -- that's just undignified behavior. i mean, uncivilized. >> reporter: the woman was treated at a local hospital and

is expected to be okay. officers arrested 23-year-old william winchester at the coliseum station. a criminal history search shows another similar case, battery of a transportation employee back in december. >> you can't just be specific with b.a.r.t. it's everywhere you go. i've been in piedmont and i've seen people get attacked. >> reporter: crimes against persons are up in b.a.r.t.'s latest quarterly report. however, overall remain relatively low at two incidents per million trips. b.a.r.t. confirms a second attack at the coliseum station, a man assaulted a woman, then the two left the view of station cameras. b.a.r.t. pd is still investigating the incident. in oakland, katie utehs, news. happening today, a state senate committee will discuss a bill that will make us pay more. the committee will be talking about what's called a service tax. barbershops, nail salons and even some

hit. legislation could end up collecting more than $2 billion which would be used for infrastructure and health care. public school students in one north bay city are going to be taking a letter home to their parents about immigration. it's supposed to act as reassurance for undocumented families. abc7 news was novato where the novato unified school district joined with the police department to send out a memorandum that's a restatement of immigration policy. >> when students are here, we don't check their documented status, we don't give that information to anybody else, and so we want people to know that kids can come to school and be safe here. >> and novato police want families to know that the department believes immigration offenses are not the role of local departments. happening today, pg&e will begin airing ads apologizing for the deadly san bruno pipeline explosion and fire. you will see the 60-second ad as here on abc7 and on other television channel. the company explains its offenses and how it's changing.

the ards are part of the sentene pg&e received related to the deadly explosion in san bruno. the company was also fined $3 million, put on probation partner five years, required to complete 10,000 of community service and is under independent safety monitoring. a stanford economics professor is throwing on the las vegas stadium plan. he says the financial projections don't pencil out. he also questions how the raiders can afford to take on nearly $1 billion in debt. reports say there appears to be enough votes to approve that move at next week's owner's meeting. at this point, the raiders still have no lease agreement and questions remain as to who will pay $450 million in infrastructure costs around that stadium. abc7 news reporter laura anthony is heading to phoenix for the nfl owner's meeting.

laura's live reports begin sunday on abc7 news. she'll also break any raiders-related news first on twitter. just follow her @laura anthony 7. . a lot of people watching the weather. today is our dry day. >> yeah, dry all day today. good morning, everybody. let's start with some of our early commuters who are roaming through our inland east bay in walnut creek, we're looking south on a dry 680. clouds on the increase today. grab the sunglasses, you'll need them from time to time. moderate and gusty winds will roll over the rest of our neighborhoods today and lighter storm for sunday and monday. you can see the area of low pressure but look at the fetch of moisture. it is definitely juiced compared to the last couple of systems that we've had so this storm impact scale is a 2, moderate, rainfall from 1/4 inch in the south bay to 1 inch in other areas, even 1 to 2 inches in the north bay, possibly 3 inches in our mountains, miles per hour in our valleys to 50 miles per hour in the hills.

here we are at 5:00 this evening. first signs. by the time we get to midnight, we're seeing a steady diet of wet weather in the north bay, becomes moderate by 4:00 tomorrow morning to start the morning commute and it spreads across all of our neighborhoods during the morning commute tomorrow but still mainly moderate in the north bay and then you can see the yellows move into the rest of our neighborhoods around noon and then you can see it developing by 4:00 down in the south bay with some clearing starting up in the north bay and that will be the case as we head through the evening hours friday. here's a look at my accuweather 7 day forecast. cooler tomorrow, completely dry saturday, a slight storm sunday and monday and then tuesday and wednesday are looking dry. again. alexis. really quiet start for the thursday morning drive. here's a live look outside at golden gate and zipper trucks showing up. no delays if you are coming in from the north bay this morning. quick check of drive times here as well, not too bad out of the central valley, westbound 580,

for more than a year will be fixed soon. it happened last year. the town has finally gotten federal money to help fix the crater that grew to be 10 feet wide and 15 feet deep. repairs are expected to be finished in may. california's $64 billion high speed rail project is still on track for now. opponents tried to stall the project by suing to block a crucial funding source, the $10 billion bond voters approved in 2008. they contend the state's plan doesn't meet conditions included in that measure. a judge ruled their challenge was premature but promised to reconsider their argument before the state actually issues the bond, which should happen next month. every good story needs a good story teller and we think we found one. >> and every day, the boy would come. how many of you run like that? >> matt keller, so good. side note, cannot read the

too. b.a.r.t. we've got 29 trains in service, no delays there and no issues reported for san francisco bay ferry this morning either. let's check in with meteorologist mike nicco who is hanging out with the puppies this morning. good morning, mike. good morning, alexis. hi, everybody. let's take a look at the rainfall totals. what you're going to see is quite a discrepancy from the north bay to the south bay. this thing's going to unload a lot of moisture in the north bay but look at that, barely not even 1/4 inch in san jose and mountain view. now as we step outside, you can see it's a pretty clear mornin out there, bundle up, temperatures are out in the 40s as we look from sutro tower, the only place they're a little bit warmer is here in san francisco where we're in the 50s. all right. so, let's talk about national puppy day. should we? i'm the puppies. look at this. humane society silicon valley, aren't they absolutely gorgeous? and we're streaming. you can see the camera behind me so make sure you put that on your computer at work if you're the
