check of drive times as well. tracy to dublin on westbound 580, about 31 minutes, westbound 4, about 15, and in the yellow on 101. we'll take a closer look at the central valley next. new this morning, a proposal to arm campus police at city college of san francisco. >> the police chief is pushing for dozens of guns, tasers, and body cameras for his officers. matt keller live for us at city college. >> reporter: good morning. this is a simple question. should campus police have guns? of course the response to this proposal is complex and split, so what exactly is on the table here at city college of san francisco? according to the san francisco examiner, chief andre barnes wants to purchase two dozen guns, 40 tasers and body cameras. city college of san francisco is the only college in the bay area with sworn police officers who are not armed with guns. this issue popd up again after an incident in 2015.

at that time, campus police received a call regarding a man with a gun in the library. campus police had to wait another three to five minutes for san francisco police to arrive with their guns. here's what one campus officer told abc7 news about a month after that incident. >> we're supposed to contact sfpd and basically wait for them to arrive and take care of the situation. >> reporter: yeah, an independent consultant was hired after that incident and the examiner reports it recommended arming the officers. an adviser councillor to the chancellor voted in favor of that proposal. spokesperson for the chancellor said she hasn't taken a stance on the issue just yet. the advisory council is expected to hold another hearing in may. reporting live in san francisco, matt keller, abc7 news. happening today, the san francisco sheriff's department will ask a board of supervisors subcommittee for money to equip deputies who guard jails with body cameras. the request for $135,000 will

fund a six-month pilot program. it involves 30 deputies at jail number four he hall of justice. that jail was the cite of at least two alleged incidents where deputies forced inmates to fight one another. three deputies face criminal charges in connection with those fights. developing news, westminster police say eight people have been arrested in overnight raids following yesterday's deadly terror attack in london. four people were killed, including a police officer. 29 others hospitalized by an attacker who plowed a car through the crowds. you see it following there on the westminster bridge. you also see a splash. that was a woman who fell into the water and was seriously hurt. he was trying to attempt to storm the house of parliament. prime minister teresa may has just announced the attacker was british porn. at 11:00 a.m. our time, a vigil will be held. parliament is back in session. >> it's business as normal in

london, a bit of disruption around westminster as people will understand and more police officers on the streets assuring the public. >> a moment of silence was held this morning in the house of commons, flags are flying today at half staff at the plas of westminster. last night the belmont police department sent support to london's metro police department. happening today, a showdown on capitol hill on health care. the house expected to vote on the new republican health care bill seven years to the day that obamacare was signed into law. >> it passing, though, anything but certain. janae norman joinlz us live from the washington with the latest now. >> reporter: good morning. republicans have waited seven years for the opportunity they have today, to move forward a bill to repeal and replace obamacare, but it could be other republicans who stand in their way. it's do or die for the republicans' american health care act, the bill that could

california senator kamala harris is going to speak this morning in opposition to the american health care act. she will deliver her speech on the floor of the senate. she's going to talk about californians who have benefitted from the affordable care act and the devastating impact that republican plan would have, she says, on our state. breaking overnight, about 20,000 people evacuated near the ukraine/russian border and it's all because of this huge fire that started at a military arsenal. to give you an idea of what 20,000 people is, that's an entire city there, and the fire started early this morning. this is video from the russian news network on twitter. actually, one of the largest military arsenals in the ukraine. it's very unclear at this point how it started. some officials do think it may have been intentional, but again, that's still very unclear. the fire is still burning right now, and flights above the area have been

also, ukraine has tightened controls on their border with russia. police investigating an attempted kidnapping in san francisco's west portal neighborhood. police say a man in his 20s tried to take a girl who was walking on forest side avenue around 5:00 p.m. yesterday. now, sky7 was over the scene. police say the man got out of his car, grabbed the girl and then tried to drag her into the car. she started to chemistry and thank goodness people nearby heard and ran to help. police are searching for that man. repairs on seismically unsafe anderson dam in morgan hill will be delayed three years. residents not happy about that. 200 people gathered at the morgan hill community center yesterday to get an update on the plan to retrofit the dam. santa clara water district officials told the crowd new studies show more problems with the dam than they originally thought and that will push back the start of the retrofit to 2020. one woman got an e-mail from the city of morgan hill about the safety of anderson dam. >> in the event of a major

after game wardens raided her store last year and they say they seized 150 items endangered animals like jaguar, ocelot, and turtle. hanson says the items are all vintage, they were already bought and worn and she just presumed they were legal. >> totally unaware of that and so this is not intentional, believe me. not intentional. >> hanson's arraignment was postponed so she could get an attorney. there's an new warning about the damaged oroville dam. a team of experts say that there's a very significant risk if the main spillway is not operational again by the next rainy season. the warning is in a federal report obtained by the associated press. it says repair crews at the lake oroville dam have only a few months to make sure the spillway is in good enough shape for the next rainy system, which starts in november. however, the report does not specify what that risk is. to check in on the rain that perhaps may be still on the way, let's get in with mike nicco

now. >> it still is on the way. we'll start with what happened yesterday and overnight. that storm well down, heading towards the four corners so we're going to start today, a pattern of dryness with early sunshine but you can see the next storm already, its influence been seen up north of us in the form of increasing clouds and some rain that's going to develop in the north bay during the evening hours. otherwise, look at that waning crescent moon this morning from our roof camera. we're between storms and dry through the afternoon hours, rain and breezy tonight through tomorrow and the last storm on my accuweather 7 day forecast, rains on sunday and monday. tomorrow's storm, or you could call it tonight's also because that's where it will be in the north bay, moderate because we're going to get healthy rain, up to 1 inch in our valleys, 2 to 3 inches until the mountains and gusts 30 to 50 miles per hour in the mountains so here we are, 5:00 in the evening, most of the evening meet's going to be oak okay, spotty showers in the north bay. we get to 9:00 tomorrow morning, the commute ends and the rain is

it is 5:23. here are the seven things you need to know today. number one, flags are half staff on buildings around london following yesterday's deadly terror attack. eight people were arrested and at least six overnight raids around the uk. police say they believe the attacker who was british born acted alone. four people, including the suspect were killed in the attack. and reggie, on that note, number two, from the live desk is this. the royal family has tweeted this morning and saying this, a message from the queen, my thoughts, players and deepest sympathy are with all these who have been affected by yesterday's awful violence. number three, a new report says a proposal to put guns in the hands of campus police is once again on the table. this at city college of san francisco. this time, the police chief is also adding tasers and body cameras to his wish list. number four, we'll be watching washington, d.c., carefully because a vote is scheduled today in the house on the republican's health care bill. party leaders are still several

>> scotland yard has made at least eight arrests in six raids as part of its ongoing counterterrorism operation. abc news reporter molly hunter is live for us in london with the latest. >> reporter: good morning, reggie. now, moments ago, isis has actually claimed responsibility for this attack, saying the attacker was a soldier of the islamic state. >> we shall now observe a minute's silence. >> reporte morning, parliament back in session, beginning the day with a moment of silence. flags flying at half-mast. yesterday, chaos as a knife-wielding terrorist went on a rampage using his car to mow down dozens of pedestrians on the city's famed westminster bridge, one woman falling into the water after being hit. she was later pulled from the river thames with severe injuries. >> there was bodies, literally, must have been like ten. >> at least. >> ten, 12 bodies. >> reporter: the driver then crashing his vehicle into the gates outside parliament.

>> i see that one car smash through the wall and just people started running all over. >> reporter: the attacker, armed with a knife, ran to parliament where he fatally stabbed police officer keith palmer. one minister, his face bloodied, performed mouth-to-mouth, trying to save that officer. police later ending the rampage. these images show one officer seeming to point his gun at the suspect with what appears to be a knife under the officer's foot. the suspect is loaded on to an ambulance but later died. the british parliament was on lockdown for several hours. >> this house is now suspended but please wait here. >> reporter: outside, the bridge brought to a standstill as bystanders and first responders rushed to help the victims. britain's prime minister teresa may speaking this morning in front of parliament. >> this was an attack on free people everywhere. i would like to thank our friends and allies around the world who have made it clear that they stand with us at this

time. >> reporter: now more on that isis statement that we just received. it says he heeded calls to attack western citizens, indicating that the attack was inspired, not directed, by the so-called islamic state. in london, molly hunter, abc7 news. molly, thank you. and the london mayor has actually just spoken out about the city's safety and what he said less than 24 hours after the attack may actually surprise you. take a listen. >> london is the safest global city in the world and one of the safest cities in the world. my thoughts are with the family of keith palmer, the police officer who tragically lost his life yesterday. keeping our city and keeping london as safe. >> the london mayor there saying london still the safest -- one of the safest cities in the world because of tens of thousands of personnel keeping people safe on a regular basis, although he did say there will be increased armed and unarmed officers on the streets in the

next few days. reggie, natasha, back to you. bay area passengers returning from london were relieved to get back home while others headed to the uk were a little concerned. abc7 news was at sfo last night. passengers we spoke with were already on their way to heathrow when the tam happened. >> it could have happened to anybody. if it happened two days earlier, i was at westminster abbey two days before that so it obviously could have happened to anybody at that point. >> it worries me because nowadays people just are out there like that. but i mean, you just have to have trust and rely on having a good time. >> the fbi's head of counterterrorism operations for the bay area told the i-team's dan noyes that yesterday's incident in london has not increased the alert level here. they are always vigilant, they arehough, for these types attacks. we have been sending out notifications about the terror attack in london. you can be the first to know by downloading our abc7 news app

and enabling push alerts. happening today, marin finds out officially that our roads in and out of the county are getting pretty clogged. >> what is interesting about this new information, though, is where the traffic is coming from. abc7 news reporter amy hollyfield is live for us from the richmond bridge. >> reporter: natasha, most of the traffic is passing through these gates right here on to the richmond-san rafael bridge and officials know that because they're getting the information from commuters' cell phones. according to an article in the marin "independent journal," transportation study trakd people's patterns from their cell phone signals. the transportation authority of marin commissioned the study in order to plan around traffic patterns. they were surprised to find out where people are coming from. 36% of morning traffic into marin is coming from the east bay. traffic is up on the richmond-san rafael bridge. that's even more than from sonoma county, 28% of drivers come from that direction. 24% from san francisco.

that surprised authorities too. a heavy counter-commute that they need to accommodate. the study cost $30,000 and they will present all the results to the board tonight so they can start talking about what to do to handle today's flow. reporting live from richmond, amy hollyfield, abc7 news. the family of a woman killed by toxic tea is now suing the shop where she brought it. 56-year-old yu ping xie got sick last month after drinking a toxic tea leaf blend. her family says it is filing a wrongful death lawsuit sunwing wo trading company in chinatown. city officials are trying to trace the source of the tea leaves that contained the plant-based toxin aconite. the tea also made another person sick, although he is recovering. cal state students vowing to take their battle to sacramento. vocal group of students protested outside the board of

trustees meeting in long beach yesterday. inside, the board voted to hike tuition by $270 a year beginning in the fall. the increase will generate about $77 million a year in revenue, which school leaders say they need because of a looming gap in state funding. students now plan to ask the legislature and governor brown to allocate more money to the cal state system. a one-day streak for at&t workers is over. the company has reached a settlement with the union. 17,000 at&t technicians in california and nevada walked out yesterday morning with many of the picket lines. abc7 news caught up with a group outside a company call center in san francisco. union members have been working without a contract for nearly a year. last night, at&t and the union reached a settlement on job duties for those technicians. it agreed to return to the bargaining table. power has just been restored after nearly 11 hours in the dark and here is the reason why. this large downed tree snapped power lines and caused

officials are still fighting it. they say it's all because of, get this, book burning, which is definitely something unusual. they say a man was burning books and emergency and fire fighting crews from multiple agencies have worked throughout the night, florida, four service officials now saying the fire no longer spreading at this point but it is still burning and there are evacuations underway right now. this next story, just terrible. this morning, a 73-year-old woman is recovering after being beaten unconscious on a b.a.r.t. train. it happened while the woman was riding the train between the coliseum station and the san leandro station. police say a man kicked her repeatedly and at random about 4:30 yesterday morning. she was treated at a local hospital and is expected to be okay. officers arrested 23-year-old william winchester at the coliseum station. a criminal history search shows another similar case, battery of a transportation employee, in december. >> regardless of whether it's a b.a.r.t. station or just a woman walking down the street,

that's -- that's just undignified behavior, i mean, uncivilized. >> b.a.r.t. confirms a second attack at the coliseum station yesterday afternoon. a man assaulted a woman and then the two left the view of station cameras. b.a.r.t. pd still investigating that incident. a stanford economics professor is throwing cold water on the raiders las vegas stadium plan. roger knowles tells our media partner the san jose mercury news the financial projections in the stadium plan just don't pencil out. he also questions how raiders owner mark davis can afford to take on nearly $1 billion in debt. reports say there appears to be enough votes to approve the move at next week's owners' meeting. at this point, though, the raiders still have no lease agreement and questions remain as to who will pay $450 million in infrastructure costs around the stadium. abc7 news reporter laura anthony is heading to phoenix for the nfl owners meeting. that could determine whether the oakland raiders could move to las vegas.

5:00 in the evening, lake county, light rain developing, few showers will dip down into the north bay but it's during the overnight hours that it really establishes itself as a steady event of light green to moderate yellow and orange rain and during the morning commute it tries to dip all the way down to the south bay by 9:00. but notice where the yellows and oranges are. still in the north bay. and then that starts to move into the heart of the bay by noon and then down into the south bay and still some lingering effects from the heart of the bay by 4:00 but the evening commute, we definitely see a tapering of the intensity of the showers and by 11:00, they're just about over. here's a look at my accuweather 7 day forecast. that will open us up to sunshine for saturday, little bit warmer, cooler with the clouds and the rain sunday into monday and then spring warmth and sunshine tuesday and wednesday. looking forward though that, reggie and right now, we're pretty good for the start of our thursday morning commute. i do want to zoom in to a couple slowdowns on southbound 880, really around the hayward area.
