you really can be anything. sutter health. proudly caring for northern california, birthplace of pioneers. it is the largest community college in the bay area and it has made national headlines for free tuition and now attention for something it doesn't have. armed police. that could be changing. i'm natasha zouves. >> and i'm reggie aqui. new details on a plan to add guns to the campus police. matt keller is live in san francisco. matt? >> reporter: reggie, there are 113 community college campuses in california. on only two of those campuses, are they actually patrolled by unarmed police officers.

including here at city college of san francisco. city college of san francisco is one of the biggest community colleges in the country. but the police officers patrolling the campus are only armed with pepper spray and a baton. that could change. >> people have very strong feelings about it on both sides. there are legitimate facts and concerns on both sides and we need to have a robust and transparent conversation and arrive at the best decision for students and employees. >> an outside consultant was asked to look after safety after an incident in the library in october 2015. no one was hurt but campus police officers had to wait several minutes for san francisco police to arrive with their guns. one campus officer explained. >> we're supposed to contact sfpd and basically wait for them to arrive and take care of the situation. >> reporter: the outside consultant recommended arming campus police officers with guns, tasers and also body

cameras. police chief andre barns agreed with the report and is asking for the items to be approved. the governance council will meet in may and is expected to approve the recommendations to the intersim chancellor and it is then up to the chancellor to decide if it will go to the board of trustees for a vote. students are mixed. >> i think it is unnecessary. we have never had police force using arms. >> if something happens, how are police not going to have something to protect themselves and us. >> reporter: if this issue does make it to the board of trustees, it will likely not be addressed until at least this summer. live in san francisco, matt keller, abc 7 news. >> thank you. and now on to developing news out of london. a u.s. church is now confirming an american was killed in the terror attack near parliament. british police have identified

the man at khalid masood and they believe he acted alone. isis is now claiming responsibility for the attack. right now people are gathering to remember the lives lost. this is a live look at a vigil underway right now at the square. molly hunter is in london with what we're learning about the victims and the attacker. >> the threat level to the u.k. has been set at severe, meaning attack is highly likely for sometime. >> reporter: the attacker was known to intelligence services. british prime minister theresa may said he was british-born. >> he came to where all nationalities and cultures gather what it celebrates to be free and he took discriminally to men and women. >> but he was not in the intelligence picture. shortly after she talked to

parliament, isis claimed responsibility saying he was a soldier. and overnight raids carried out as the investigation continues. the u.k. top counter-terrorism official announcing this morning that eight people were arrested in the six raids overnight. police still believe he acted alone. but little else is known about his identity. >> if you believe this attacker acted alone and was inspired by international terrorism. >> it happened on the anniversary of last year's deadly bombing in brussels. a church in utah has identified kirk cochran as one of the three killed in the attack and survived by his wife melissa who was seriously injured. and they were celebrating their 25th wedding anniversary. >> in the isis statement they claim he was a soldier of the islamic state, language that indicates it was inspired by isis but not directed by isis. molly hunter, abc 7 news. sad story. we'll turn to the u.s. happening today, will it get

enough votes. congress deciding on a major campaign promise made by president trump for republican-backed bill to replace obamacare. right now the replacement bill may not have enough votes to pass in the house of representatives. president trump has urged americans to call their lawmakers and ask them to vote for it. at least 26 republicans oppose the bill and that is enough to narrowly defeat it. we are on storm watch this only completely dry day this week. at least during the daylight hours. check out the storm impact scale. it is going to be a two. it is a moderate storm. that is where we're ranking it for this evening and especially tomorrow's rainfall from a third of an inch in south bay to one to three inches up in the north bay and the santa cruz mountains. gusts hit over 30 miles per hour for most of us. 50 miles per hour above 1500 right now live doppler 7 quiet. you could see the increasing clouds as that long moisture plume and wind energy is headed our way. so let's talk about the rainfall. by the end of the commute

tonight, around 7:00, a little bit of rain in santa rosa. but it is during the overnight hours that most of us will be wet, by 9:00 tomorrow they end the commute and then look at the rain roll through during mid morning to mid-afternoon. you could see the green and yellow along the coast and up in the north bay and the rest in the blue means less than an inch. i'll give you an hour by hour in the forecast coming up. an early morning fire knocked out power in san jose. sky 7 was flying over the scene after the fire broke out in an underground electrical vault near region medical center. firefighters couldn't spay water because that could have made it worse so they let the flames burn out on its own. and pg&e working to regain power there. and a fire in los gatos before 6:00 a.m. this is on broadway and west main street. the santa clara county fire

department tweeted the picture showing flames and smoke. crews say it was tough to contain because of the age of that two-story home. flames spread through the walls an the attic before firefighters got it under control and again no one hurt in this situation. happening today, yes, the traffic in marin is bad, but a new report reveals exactly where the traffic is coming from. abc 7 news reporter amy hollyfield is live at the richmond bridge. amy? >> reporter: hi, natasha. well transportation officials figured it out from tracking drivers on their cell phones, tracking their significaals andd out that a lot of cell phones and drivers are passing through this toll plaza. you don't need a study to know traffic getting into marin county has gotten worse over the years. >> anybody who has been here like, oh, my god. it gets worse and worse. >> it took about 30 minutes to get to tiburon, about five years ago, and now it is closer to an

hour. >> reporter: the transportation authority of marin did conduct a study and now has the official numbers. the big shocker -- more people are coming in from the east bay than any other region. >> really? from the east bay. that is surprising. >> here are the numbers. 36% of commuters come in from the east bay. that is more than even sonoma county, 28% from that direction. and 24% are coming from san francisco, another surprise. the counter commute is in full effect. >> i wish there was better options. i wish there was more public transportation or a train running -- >> that is next on the list. to discuss what to do to adjust to these patterns. >> reporter: drivers just hope the fix doesn't create more problems. >> the construction doesn't make it worse -- but the goal is long-term. >> reporter: the next step starts tonight. the board will got to see the study and then start talking

we have breaking news, a southern california congressman is under investigation for possible campaign ethics violations. republican duncan hunter represents inland areas in san diego and riverside counties. they believe he improperly used campaign funds to pay for tens of thousands of dollars in personal expenses, including trips to hawaii and italy. his attorneys say he repaid the money and is cooperating with that investigation. new this morning, howard university is opening a campus at the google plex in mountainview. jessica has more on this big announcement. >> reporter: imagine the leg up these kids will have when it comes to landing their future jobs. this new idea is to give them a physical space where they will learn the innovative tools they need for future careers, all while soaking up the tech

culture in silicon valley. the sprawling google plex located in the heart of silicon valley is stuff of movies. >> welcome to google. this is not your average internship. >> reporter: the corporate headquarters in mountainview does seem like a university campus and now it really will be for 25 hand-picked students from one of the nation's top historically black universities. >> we're excited to partner with howard university to create a more immersive experience. >> reporter: google made the announcement today as a new commitment to diversity in tech. like a study abroad program, but instead of another country, students will come from washington, d.c. to silicon valley. the 12-week summer program will debut this year and is unlike any other with courses taught by howard faculty and google engineers. >> to expose us to what is possible, and so we are very

new details in an attempted kidnapping in the west pearl neighborhood. police have given us an update, they now have a suspect in custody. lee mason iegle tried to take a 13-year-old girl on forest side avenue around 5:00 yesterday. sky 7 was over the scene. the suspect got out of his car and grabbed the girl and tried to pull her into the car. she started screaming and thank goodness people nearby ran to help. police say they were able to track down the suspect overnight thanks to the witnesses who provided very detailed information about the suspect and the car that he was driving. well now to today's morning money report. ar making -- after making it easier than ever to make technology work for you. tech cron reports that apple will acquire work flow. it connects apps and functions with a simple string of commands. it will be available in the app

store and the best part it is free. payless may be filing for bankruptcy. bloomberg reports that the chain is considering closing as many as 500 stores nationwide. payless has been trying to boost profits with a plan to open larger stores with more brands and styles. no word on when an official bankruptcy filing could happen. let's talk about what is going on with emeryvillem you could see right there that our weather window is looking pretty nice. there is a few clouds out there every once in a while. but those aren't the clouds that will bring us the rain. they are still coming in later during the evening and overnight hours. that is when the moderate rain and gusty wifrnds will push been winds will push in and last tomorrow. and let's look at live doppler 7. right now the best radar is up to the northwest and that is where they're going to stay for the better part of the daylight hours. it is 61 in san ramon. antioch 60. 52 in los gatos and san jose 57

and san francisco 54 and that is what we're looking at from the east bay hills camera. walking the dog and exercising, yardwork, dry all day. comfortable conditions. just damp working in the yard because of the rain this week. 60 to about 65, is where we'll top out this afternoon. and as we look at our day planner. in the mid to upper 50s at 2:00. we'll see the 60s around 3:00 and then pull back into the mid-50s to low 60s by 4:00. 55 to 57 at 6:00. and then by 8:00, that is -- you see right there -- that is when we have a slight chance of a renegade shower in the north bay. overnight temperatures milder than this morning. upper 40s to mid-50s. let's talk about the storm. at 5:00. a few light showers possible, along mendocino and lake counties and into the evening scattered showers have become light steady to moderate rain by 4:00 tomorrow morning when we start the commute and that is where it stays. by 9:00 it is infringing upon san francisco and the peninsula and then the rest of the

neighborhoods by noon. from noon to 4:00, the moderate rain moves out of the north bay but stays in the heart of the bay and then from 4:00 to 7:00 it starts to exit the south bay and you could see a quick clearing tomorrow during the evening hours. so the fastest winds and most potential for damage, not when we wake up in the morning, still pretty tame. 15 to 25 miles per hour but 25 to 35 from about 9:00 until about 2:00 and then they'll start to taper once again. here is my accuweather seven-day forecast. and what you're going to see is sunshine. and clouds for saturday. dry and light rain on sunday, morning showers on monday. and then some is spring warmth for tuesday and wednesday. >> looking forward to the spring warmth you are promising. let's do that. >> keep saying those words. >> yes. >> thank you, mike. >> can't get enough of national puppy day. >> neither we can. and so we have giving you a chance to see adorable faces and snuggling and playing and having a great time tugging on thing

pg&e learned a tragic lesson we can never forget. this gas pipeline ruptured in san bruno. the explosion and fire killed eight people. pg&e was convicted of six felony charges including five violations of the u.s. pipeline safety act and obstructing an ntsb investigation. pg&e was fined, placed under an outside monitor, given five years of probation, and required to perform 10,000 hours of community service. we are deeply sorry.
