this is the bryant street onramp. you see cars getting on right now, not a lot of traffic. the deal is is that between 3:30 and 7:00 p.m., this on ramp is only for carpoolers and folks driving clean air vehicles. transportation officials neil about 50% of the people who use it during the evening commute are cheaters. that they're not in carpools and definitely not in clean-air vehicles. the traffic backs up significantly. there'sing to that there may be some changes on the way to try and solve this problem. a couple of those changes could be actually moving the time where the carpool starts to an earlier midday hour, rather than 3:30 p.m., and adding high-tech cameras or other technology to help the chp catch people violating the laws on this on ramp. we'll have more throughout the morning. potentially, there may not be a good back door route for folks

trying to get back to the east bay at the end of the day. that's the latest, back to you. >> that should be interesting to see. it backs up. today bart is hosting a community celebration for the grand opening of the warm springs station in fremont. it opens for service after three years of delays. the station extends the line from the fremont station and features more than 2,000 new parking spaces and 42 electric vehicle charging stations. today the three new train cars will be parked at the station for the public to explore. the event begins at 10:00 a.m. at the warm springs station. happening today, president trump says negotiations are over, and it's time to vote. >> he delivered an ultimatum to house republicans, and. it goes like this. approve the -- republicans, and it goes like this -- approve the gop health care bill or live with obamacare because he is done. abc has more live from washington. good morning. >> reporter: good morning. word from the administration is that president trump is done negotiating and wants lawmakers here to cast their votes saying

either the health care bill will pass, or they'll move on. it's round two on capitol hill as republicans prepare for a high-stakes gamble on health care. the president, who promised to get deals done, has failed so far to make a deal. >> rookie, donald trump, may be a great negotiator. a rookie for bringing this up when clearly you're not ready. >> reporter: there are demands to scrap requirements like insurance premiums, maternity care, drug and mental health treatment, wellness checkups, and ambulance services. >> i don't know at this time. i'm trying to get to yes, and i think the president knows that. >> reporter: the changes are too drastic for moderate republicans who support the bill desperately needs. the outcome hangs in the balance, but the white house is confident saying the president will pull out the last-minute win like he did in november.

it's at the president's urging that lawmakers will take that risky bet today, voting on the bill but unsure whether it will pass or fail. it could be seen as a negotiation tactic. president trump gambling that the possibility of failing to repeal obamacare will force lawmakers to vote yes. live on capitol hill, abc7 news. back to you. >> thank you. developing news in london now. metro police have made two more significant arrests in connection with wednesday's terror attack. officials say the arrests were made overnight in the west midlands and northwest. nine people are now in custody with one person having been released on bail. scotland yard says the birth name of the attacker was adrian russell. yesterday he was identified as khalid masood, a british national. he killed three people on westminster bridge before stabbing a police officer to death at the house of parliament. he was then shot and killed by police. new details on a hate crime investigation in downtown san francisco. a muslim mother was playing with

her young son at a playground when she says a man threatened to shoot them. this happened at 4th and howard streets in the city south of market neighborhood. the woman wearing a said the man walked up and threatened to shoot her and her son. she grabbed her son, ran, and called 911. officers found the man a few blocks away. he was arrested on the spot for making threats with a hate crime enhancement. >> extremely disturbing. i can't imagine being on the receiving end of that. my heart goes out to her. that's awful. >> the council on american islamic relations says there's been an uptick in reported hate crimes since the presidential election. san francisco police trying to determine if a man accused of trying to kidnap a 13-year-old girl tried to abduct anyone else. police arrested lee igel yesterday after spotting his car. wednesday evening, eigl grabbed the girl near terrible and

forestside in west portal and pulled her into his car. fortunately she started to stream, and people nearby pulled her to safety. eigl intended to rape her. the suspect's mom says she is shocked. >> every single person i've talked to, his brother, his best friend, was like, what? >> that's gale eigl. she said her son man drinking and smoking pot. she said he was driving to the police station to speak with investigators when police stopped and arrested him. the woman accused in this case of parking lot rage outside a walmart in union city is in jail this morning. police say as you see in this video, the driver backed into a family on sunday after the store refused to give her a refund. investigators say tips from the public helped them track down 23-year-old jessica malicoat. she is facing charges for assault with a deadly weapon. the wind advisory will start in the north bay where it begins at 6:00. about an hour and 25 minutes from now.

rifles. three men were arrested after serving a search warrant on woodchuck court. they found body armor, several ounces of cocaine, and cash. a fourth man was arrested for an outstanding misdemeanor arrest warrant. police say a man accused of robbing a bank in san ramon last month robbed the same bank again. they tweeted out surveillance images of the map taken at the u.s. bank on crow canyon road on tuesday. they say he was holding a gun and got away with cash. here's a look at pictures from the february robbery, same guy. in that holdup, he took a hostage and made her walk outside with him before letting her go. no one was hurt in either robbery. burglars in san leandro picked the wrong storage pod. they stole $30,000 worth of laptops used by a nonprofit to teach underserved students. >> as we explain, this theft is now a lesson in a community coming together. everything from the front
