pounded. light to moderate winds. the winds will pick up in the next couple of hours and continue through 7:00 while the showers start to taper through 7:00. i'm surprised at how well the commute has gone so far. we'll see over the next hour how this fills in. very few crashes. this is one of them. we end 580, before park boulevard, a solo vehicle spinout collision that is facing the wrong way in the far left lane. so far that's not causing delays. of course, that is the counter commute for this time of day. also, eastbound state route 37, before 121 in the sears point area, a two-car crash. sounds like that's partially blocking. a little onlooker delay. we'll check the drive times coming up next. >> thanks. we're following developing news in san jose. pg&e crews are working to turn off gas to a mobile home park after a huge fire at a home

there. >> lonnie rivera is live along monterey circle. lonnie? >> reporter: you can see the crews are wrapping up. there are only two trucks left. they hosed it one last time to be on the safe side. and now they're leaving. here's a look at the flames when the fire broke out. firefighters responded to the blaze about 10:15 here at monterey circle. it was well involved when they arrived. three adults and two teens made it out of the house. at this time, they're crediting smoke detectors for saving those people's lives. >> there were other buildings threatened by the structure on fire. we had multiple occupants to evacuate and protect with hose lines. additionally, water supply is limited in here. that was another challenge. >> reporter: pg&e crew vs. shut

off gas to the entire mobile home park. the fire was caused by gas. it burned adjacent homes nearby, but they did not damage the sbrrts. no word on how long the gas will be out this morning. live in san jose, abc7 news. >> thank you. also in san jose, the case of a man found dead in the gutter is a "complete whodunnit." officers were called to 1st street and hawthorne way last night and found a man with extensive injuries pronounced dead at the scene. police believe he was hit by a vehicle. they hope surveillance footage recorded by nearby trains will provide a clue. today the house is expected to cast ballots on the gop health care plan after president trump demanded a vote saying he is done negotiating. the president gave the ultimatum after days of coaing and

compromise. he says he will move on in the case of a no vote and let explains why they kept obamacare. conservatives want to lower premiums and scrap coverage for maternity care. moderates feel the changes are too drastic. another ripple effect of the ghost ship fire is playing out in oakland. residents of the salt lick arts warehouse on 2nd and broadway near jack london square are being evicted. unsafe living conditions were found. one tenant said it was one of the last warehouses to have living spaces. >> spaces are the only opportunity artists, musicians, performers have to live affordably in the city and be able to do creative work. >> the city says the salt lick has not been red tagged and is willing to work with the landlord to make it safe to occupy. so far that hasn't happened. a quadruple murder with a

connection to the bay area was a random act. police found four people dead in a quiet sacramento neighborhood early yesterday morning. police quickly began following leads in san pablo and san francisco. sf police detained a man that they're calling a person of interest yesterday. a sacramento tv station reports that the man's wife, her two children, and niece were all found dead in the home. police have not identified the victims, but sacramento's mayor victims, but sacramento's mayor says at least two are children. the london mayor laying flowers outside of scotland yard. this is coming after the terror attacks. you seat mayor sadiq kahn and others laying flowers at the site. there is in remembrance of police officer keith palmer killed during the terrorist attacks near the parliament building and westminster bridge.

also new, we've learned british police arrested two more suspects connected to the attack. back to you. >> thank you. new this morning, 40 cancer patients in california are now suing chemical giant monsanto. the suit filed in alameda county superior court alleges exposure to the company's roundup weed killer caused them to develop cancer. the world health organization's research on cancer in 2015 determined that the chemical is a carcinogenic to humans. the herbicide has also been linked to other health issues, environmental impacts. monstorgs against the research. thanks to a missing line in a contract, a recycling company in oakland is legally allowed to charge more than $775 monthly per apartment resident for pickup. oakland is suing california waste solutions to make sure that never happens. the contract was meant to say the company could only charge less than $30 monthly to move the plastic bin to the curb and

back. oakland is asking for a jury trial to cap the recycling service at $27.85 a month. a huge flare near 680 in martinez has some drivers doing a double take. this is waterfront road. the burnoff is creating an orange glow in the sky. what is happening here? a spokesperson for the shell refinery tells abc 7 it's part of its maintenance process, the flaring system was activated overnight and burned off the excess gas. the refinery said the system worked as it should, and there was never any danger to the public. police in contra costa county hope someone recognize this man. he's robbed a bank and caught on cane of the largest credit bureaus accused of giving consumers wrong credit scores. the brooklyn bridge taupe backed up, wet roads, and rain on the lens. you know what -- it's friday. we have the team who's going to we have the team who's going to get you through

we've already had a couple of downpours roll through. you see the red moving through. bay point right now, that's going to continue heading to northeast. more yellow developing offshore. that means another round is on the way. let's look at temperatures. low to mid 50s just about everywhere on the peninsula. pacifica and daly city, 49. low to mid 50s everywhere except for los gatos at 47. san mateo bridge, heading east, it's wetter than the west because of the friction of the tires and the heat. it dries a little quicker. there are sprinkles to light rain falling. pour on the roadways all day today with ponding possible. windy and wet on the water. a chifling rain if you're going -- chilling rain if you're going to be out and about. temperatures will warm into the low 60s today. in the upper 50s to mid 60s tomorrow. more sunshine. a chilly, cooling shower will keep us in the mid to upper 50s for sunday. a quick look at tonight's temperatures, we clear out to partly cloudy skies. mid 40s to near 50 degrees. now the rain had brought a couple of downpours to the bay

6:15. a former u.c. berkeley student is suing a professor claiming he groped and harassed her. the suit names john searle, professor emeritus of philosophy. he abruptly stopped teaching at the university this semester after 60 years. the former student was searle's assistant last summer. she claimed the 84-year-old also watched porn at work and made sexist comments and that when she complained, her salary was cut, and she was eventually fired. a u.c. berkeley spokesperson told abc7 news the school has not seen the complaint and is not able to comment. a republican state senator says governor brown is playing a

shell game with taxpayer money which could cost us all a rebate. ted gaines of el dorado says government spending at the state and local level is at the doorstep of the 1979g it dictates any rebate over that amount should be returned to taxpayers. the governor has labeled $22 million as nowhere money to avoid triggering that limit, according to a legislative analyst's office report. the department of finance says the budget complies with the constitution. now a $3 million fine for allegedly deceiving consumer business how credit scores would be used. the consumer financial protection bureau says the penalty for experian is part of a settlement agreement. the bureau said experian developed its own scoring model which it used to generate a credit score. those scores, however, were not used by lenders for credit decisions. experian is one of three largest credit bureaus in the u.s.

highway 4. we have our best downpour right now. let's look down to the south. i want to show you the santa cruz mountains. dry in the south bay. over the last couple of hours, the rain has flirted with you. really just sprinkles. that's about it. in fact, here's 101 and 880. you see how dry it rain and gusty winds until evening when it transitions to showers. sunday and monday, looking wet also. spring warmth and sunshine returns next week. here's a look at the storm impact scale. a 2 for today. we'll get about one-third of an inch of rain in the south bay to one inch in other areas. one to two inches in the north bay and the coastal mountains. gusts, 25 to 35 possible. 45 above 1,500. 7:00, the steady, moderate rain in the north bay. pockets elsewhere. that's going to shift into the rest of the neighborhoods from 9:00 to noon. still up in the north bay then. by about 3:00 or 4:00, mainly in the south bay and inland east bay. you can see the transition during the evening commute over to scattered showers. we do have some heavy snow falling in the sierra.

health care act. abc reporting president trump is negotiating feverishly for support after saying last night he was done with twisting arms and demanding a vote for today. chief political analyst matthew dowd says the trump administration is playing a political game of generationa, and if one piece -- jenga, and if one piece falls, rest will follow. >> i think it makes tax reform almost impossible. it makes the budget very difficult. it makes infrastructure plan that he has tried to say he wants to do soon, endanger it. it basically is a domino effect. >> want to bring a live look at the house floor now. lawmakers have been speaking for about 20 minutes on the health care bill. the house rules committee is also meeting on the bill right now. the vote is expected to start within the next few hours. you mentioned the white house pulling out all the stops. that includes president trump's twitter account. he has been tweeting. within just the last hour, he said, after seven horrible years of obamacare, skyrocketing

vehicle charging stations. today three new train cars will be parked at the station for the public to look at. the event begins at 10:00 a.m. at the warm springs station. bart has been staffing that station with six full-time employees since september even though trains aren't starting to run until tomorrow. according to "the chronicle," employees earn up to $89,000 a year and haven't done much except watch out for vandalism and theft. bart officials say they would rather be safe than sorry. developing news now. an end to an amber alert. two southern california toddlers have been found safe this morning inside a stolen car. police say carlos cortez and 1-year-old jaden cortez are back with their family, thank goodness. the two brothers were found in desert hot springs in riverside county after an intense search. the two boys were in the back seat of the car when it got stolen in cathedral city. the bittabysitter stepped out f an errand, and the suspect stole

the car. on to developing news in london. metro police have made two more significant arrests in connection with wednesday's terror attack. officials say the arrests were made overnight in two areas north of london. nine people are now in custody with one person released on bail. scotland yard says the birth name of the attacker was adrian russell. yesterday he was identified as khalid massoud, a british national. he killinged three people on westminster bridge before stabbing a police officer to death the house of parliament. he was shot and killed by police. the metropolitan police federation is raising money to help the family of fallen officer keith palmer. so far the crowdfundsing site has -- crowdfunding site radicalization reached more than $667,000. more than double the original goal. new details on the keystone x.l. oil pipeline. construction on it can now move forward. early this morning, the trump administration issued a presidential permit for transcanada to build the pipeline running between the

u.s. and canada. president trump says that it will provide 28,000 construction jobs. president obama rejected the pipeline after a wave of protests by environmentalists. developing news -- antioch police investigating a shooting now that left one person dead and another in the hospital. two people were shot in a car on contra loma boulevard in fitz fitzuren road last night. a 22-year-old man was pronounced dead at the scene. a 23-year-old man was taken to the hospital. police say both of the victims are from antioch. new details on a hate crime investigation in downtown san francisco. a muslim mother was playing with her young son at a playground when she says a man threatened to shoot them. this happened at the yerba buena park at 4th and howards in the south of market neighborhood. the woman wearing a hijab or head scarf said joshua ruana walked up and threatened to shoot her and her son. she grabbed her son and ran away and called 911. officers got there and found ruano a few blocks away.

they arrested him for making threats with a hate crime enhanceme enhancement. >> extremely disturbing. i can't imagine being on the receiving end of that. my heart goes out to her. it's awful. >> the council on american islamic relations says there's been an uptick in reported hate crimes since before the presidential election. san francisco police trying to determine if a man accused of trying to kidnap a 13-year-old girl tried to abduct anyone police arrested lee eigl early yesterday after spotting his car. investigators say that on wednesday evening, he grabbed the girl near terrible and forestside in the west portal area and tried to pull her into his car. when the girl started screaming, people nearby pulled her to safety. police say eigl intended to rain the teen. the suspect's mom says she is shocked. >> every single person i've talked to, his brother, his best friend, was like, what? >> that's gail eigl. she said her son was drinking and smoking pot. she said he was driving to the police station to speak with

investigators when police stopped and arrested him. the woman accused of this parking lot roads rage outside a walmart in uni-- road rage outside a walmart in union city is in jail. she backed into a family after the store refusedto give her a refund. investigators say tips from the public helped her track down this woman. 23-year-old jessica malacoat. she is facing charges for assault with a deadly weapon. we'll start with one of our bigger cells over the marin coast. it's about 30 minutes from hitting places like san rafael, larksburg, possibly even heading up farther north. a half hour to 45 minutes, 101 will be hit with another downpour. we've got one -- you saw it there just into the oakland hills. that's going to be heading across 24, possibly orinda and maraga soon. winds will be a big issue soon. up in the north bay. we've got the wind advisory. above 1,500 feet.

commute to reward carpoolers. that's not happening on a lot of bay area roads including right here. the bryant street on ramp. it dumps you right on to the bay bridge which is why it's such a popular back route to highway 80. so what's going to happen? the metropolitan transportation commission is talking about installing some cameras and other technology to try and bust people who are not carpooling or in clean air vehicles. then also they're talking about extending carpool hours. this is carpool lane only from 3:30 to 7:00 p.m. the backup starts well before that around 2:30. they're talking about extending those hours even earlier to the midday. there is chp officers, there are chp officers out here frequently. but not everyday. they're not able to bust all of these people who are on the carpool lanes when they shouldn't be. they're also talking about similar changes on highway 101 through marin and sonoma counties. live in san francisco, kate larsen, abc7 news.
