saturday, march 25th. let's start with a quick look at the weather. here's meteorologist lisa argen. >> good morning to you. it's still a little drippy out there in parts of the south bay and also down towards gilroy. here's a look at live doppler 7. we have green representing the residual showers from san jose down through sleen that is and hollister. around east region, roadways are wet but more concentrated rain is further south along the big sur coast. we're dealing with fog from san jose to the delta but in petaluma a quarter mile visibility and ten degrees colder in santa rosa. 54 in san jose. 53 in mountain view. your forecast calls for the clouds, maybe a lingering shower in the south bay, peninsula. overwise we're looking at increasing sunshine, 50s to near 60 by noontime. mid 60s in the south bay and

livermore. we do have another rain maker heading our way. it's a one on the storm impact scale. i'll detail it in a few minutes. >> obamacare is the law of the land after the gop pulled the replacement bill. president trump says the blame lies squarely with the democrats despite the republicans controlling the house and congress. stephanie ramos has more from capitol hill. >> reporter: republicans and president trump lost a huge battle friday. >> i'm disappointed because we could have had it. >> we came really close today but we came up short. obamacare is the law of the land and will remain the law of the land until it's replaced. >> reporter: the speaker and president admitting they didn't have the votes to repeal and replace the affordable care act. conservatives blocked an effort by the white house to pass the bill. the president even agreed to demands that insurance companies would no longer be required to cover basic health services, like maternity care and drug and

mental health treatment and emergency room visits. moderate republicans did not like the cuts and democrats rallied against what they called trump care. >> health care is a right. it is not a privilege, reserved for a wealthy few. >> in the end, trump called off the vote. >> further consideration of hr1628 is postponed. >> that ended a signature campaign promise. >> you're going to have such great health care at a tiny fraction of the cost and it's going to be so easy. >> reporter: the man who wrote the art of the deal couldn't close this one. the president now has a dire prediction about what comes next. >> the best thing we can do politically speaking is let obamacare explode and it is exploding right now. >> reporter: after all of this president trump says he's learned a lot about the legislative process and promises to take up the health care bill again. at the capitol, stephanie ramos,

abc news. hillary clinton posted a dozen tweets on pt topic of health care. in the longest post she writes, the fight isn't over yet. we'll have to push back on future bad ideas and embrace good ones to make health care more affordable. clinton will be in the bay area next week. she's a featured speaker at the professional business women of california conference in san francisco on sunday. abc 7 is media sponsor of the event and cheryl jennings kristen zee will be there. several of the dell grags call this a victory and launching point to approve the affordable carect. melanie woodrow has details. >> it was victory for american bem. >> reporter: local reaction, paul ryan pulled the american health care act off the floor moments before a scheduled vote and congresswoman barbara lee

blasted the bill before the announcement. >> it steals from those who can least afford it, including seniors and veterans and people living with hiv and children and disableded. >> reporter: local representatives are crediting activi activist. >> it's not a victory for those in congress, it was for the activists and energy of the grat roots. that's what defeated this bill. >> reporter: as he boarded a plane to california, eric swalwell tweeted we heard you on trump care and fought for you to kill the bill and won for you. >> it was a win for our constituents who were loud and clear what they wanted. >> reporter: not everyone locally is celebrating. >> they've had so much time while obama was still president, trump, so they could have had and should have had a bill everybody could get behind ready to go. >> reporter: a plan possibly for the future. >> hopefully what will come from this next week is that republicans and democrats will look at the affordable care act

and figure out how we can fix it. >> melanie woodrow, abc 7 news. >> and there will be full analysis of the health care defeat on this week with george stephanopoulos only on abc 7. breaking news, chp investigating a crash in dublin that killed a man around 3:00 this morning on the northbound lanes of i-680 near stone ridge drive. the driver lost control, hit the center divide and was ejected from the car. a driver on the other side of the freeway stopped to help but another car hit that driver. that person we are told was not hurt. it's unclear if speed or alcohol were involved in the first crash. farm left lane is closed while officers investigate. chp also investigating how a person died on i 280 in san francisco overnight. officers say a body was found in the northbound lanes near the onramp before 11:00 last night. chp says a witness told them the

car appeared to hit the victim. all lanes were closed for two hours during the investigation. no word yet on any suspects or other cars involved. and pleasant hill, eight displa fire at an pafrmt complex last night. contra costa said two of the units have major damage. the electricity and gas had to be shut off so families from all eight units of the complex were forced out. no one was hurt, the cause is still under investigation this morning. and forestville authorities are investigating after a man was shot and killed last night. sonoma county sheriff's deputies were called to a shooting at a home on river road after 7:00 p.m. the victim was found in the living room and pronounced dead at the scene. a suspect was arrested at the nearby gas station in gernville. two sheriff's deputies crashed on river road while responding to the accident -- to the arrest scene. they were not hurt. a motive for the shooting isn't known. >> an east bay man is being held on $14 million bail after police

say he molested three underage girls, deputies arrested 36-year-old gary burbank of discovery bay thursday night. they believe there could be other victims as well. now, abc 7 news reporter katie utis was looking into the story yesterday and does have the story from the east bay. again, gary burbank, child molestation suspect is in custody. >> reporter: contra costa sheriff's detectives say 36-year-old gary burbank targeted teens on social media. deputies arrested him in his discovery bay home. >> wow, it amazing how things can happen underneath your nose and you don't know about it, you know. >> reporter: neighbors say he kept to himself. deputies say they found evidence at his home of sexual contact with at least three girls. ages 14 to 16. >> we know at least one of the victims they met online and we're still investigating as to what method was used but it was

certainly over the internet. >> reporter: facing charges of child molestation and rape and aggravated sexual assault. >> it's shocking. it's really shocking. it's just -- it's such a coward thing and horrible thing to do. >> a victim came forward on tuesday. the investigation is preliminary. >> we got the information very quickly and we acted upon it and our detectives are actively working this case as we speak. >> reporter: burbank is being held on a $14.2 million bond. in contra costa county, abc 7 news. the man accused of grabbing a 13-year-old girl off a san francisco street is due in court on monday. lee eigl was charged with six counts, including kidnapping and lewd acts. he grabbed the girl on wednesday in the westportal neighbohood and tried to force her into the car. two bystanders herd the screams and stopped kidnapping. a case of meningitis is causing concern for athletes in

the east bay. the confirmed case is a swimmer, he took part in a meet last saturday at dougherty valley high school in san ramon. some members of the swim team have been give antibiotics, the infection is not transmitted through the water but long periods of physical contact. happening today, oakland leaders and raiders fans will rally to show support to keep the team right here where they are. libby shaaf wrote a letter to the nfl arguing the plan has more than $1 million in financing and less debt than the las vegas plan. nfl oerns are expected to vote as early as monday on relocation. >> this is where the raiders should stay. we will be reaching out and trying to plead our case until the last moment. >> today's rally starts at 11:00 this morning at the coliseum, abc 7 news reporter laura

anthony will be in phoenix for the owner's meeting and have live reports starting tomorrow. starting today you can take b.a.r.t. a little further south. the new warm springs station at south grimmer and warm springs boulevard opens to riders. abc 7 news was in south fremont for a community celebration at the stadium yesterday. up to 7,000 passengers are expected to use it on weekdays. the hope is it will ease congestion on interstates 880 and 680. good news for b.a.r.t. idaho ry >> i'm ready for sunshine, if we can hold out. >> you'll get a little today. more rain returns tomorrow but not a lot of rain. it's a little amount. from the roof camera, it's certainly dark out there. the flags are blowing and temperatures in the low to mid-50s from san francisco to oakland showers ending in the south bay. we'll talk about fog and more sun and a little bit more rain before we really kick it into a

georgia, the pilot of a small plane was on fire when he crashed in someone's yard north of atlanta. fire spread to the home and destroyed it. family who lives there was not

inside at the time. pilot was flying from delaware to the fulton county airport in georgia. witnesses saw the plane spiraling out of control just before it crashed. las vegas police are looking for suspects involved in a burglary that forced them to put the bellagio hotel on lockdown. armed suspects wearing pig masks busted the windows of a high end jewelry store and watch store in the hotel before 1:00 this morning. the store closed when it happened. the hotel was on lockdown for 30 minutes. police detained some people but it's unclear if they are suspects. happening today in l.a., thousands of people are expected to celebrate the lives of carry fisher and debbie reynolds. the ter actresses who died one day aparty in december. the event was open to the public but with limited seating. the fans can visit the final resting place. todd fisher organized the memorial to honor his sister and mother. the service starts at 1:00 this afternoon at forest lawn

cemetery in the hollywood hills. time is running out for dozens of flood victims living in an emergency shelter. the city announced plans to close the shelter on april 10th. >> reporter: the city tells us there are about 60 people, including families with children sleeping on cots at seven trees community center. the plan is not to kick them out but find better accommodations. cameras are not allowed inside the shelter to protect the privacy of victims. they were forced from their homes and another few weeks they have to monday on again. >> we all recognize this kind of emergency shelter is not ever intended to be a long-term solution for anybody. >> reporter: the city of san jose set a target date of april 10th to close the shelter. the goal is to get people in to more stabilizing. >> we're asking our community, particularly the community of property owners and landlords and other parts of our city, can you step up maybe you've got a

unit vacant? we're not talking hundreds of units but dozens and we should find ways to make that happen in a city of million people. >> judith and her family are still not allowed to go in their rock springs apartment. they were very close to going to the shelter themselves. >> we were going to stay and we got lucky and my uncle said we can stay at his house. >> reporter: lucky but not an-year-old living situation. >> it is kind of crowded. i miss my room. >> reporter: city leaders say while they hope to move everyone from the shelter into a vacant apartment or hotel, those are still short-term solutions and ultimately like to see flood victims back in their own restored homes in san jose, abc 7 news. the community has stepped up to help a local non-profit of a story we brought you here on thursday night. network for teaching entrepreneurship says 39 laptops have been donated to replace

and hollister, wet weather within the past hour picked up one or two hundredths but it's about over and we're looking at fog developing in the north bay as the temperatures cool here. half mile to quarter mile visibility, santa rosa and petaluma, nine miles by the belt at a and eight miles in san jose. a live look outside you'll notice the cloud cover is beginning to break up a bit in san francisco. 54 oakland 54 as well as san jose with low 50s, gilroy and half moon bay area another van teenage point here from our tower camera, you can see good visibility, low 40s, look how chilly it is from santa rosa and upper 40s in napa and novato and low 50s fairfield and concord. another look from emeryville, it's going to be a nice day today, feeling like spring. numbers in the 60s, but we still have a chance of an isolated shower mainly in the south bay towards the central coast. then it's sunny and showers

return late tomorrow. we'll see increasing clouds throughout the early morning hours. highs today ranging from the upper 50s, half moon bay, low 60s under sunny conditions san francisco, 64 in fremont, palo alto, let's look at livermore for the week ahead, 64 the average high is 66. we drop down a few degrees with the weak front that comes in tomorrow then it's all about spring time in the 70s for the rest of the week. it's a one. light scattered showers and breezy at times and roadways will be wet and we'll take you through the next three days here. 5:00 today, clear conditions and we're waking up to clouds tomorrow, here comes the rain from about 4:00 in the north bay, 7:00 it sweeps through the bay and then looking at drier conditions from 6:00 monday morning, maybe a few light showers offshore. add up the rainfall totals from tomorrow morning through sunday night into monday morning we've only got just better than a

pushing out of the south bay. we have a few through the overnight hours and now it quieted down in hollister and gilroy. we have fog from petaluma to santa rosa. but here in san francisco, the roof camera looks nice out there. 54 in the city as well as oakland and san jose. low 50s gilroy and half moon bay. and from our tower camera, a few clouds around and patchy fog and temperatures as much as 10 degrees colder from santa rosa but still low 50s in livermore. the cloud cover this morning, some areas of fog and increasing sunshine by noontime. 50s and 60s with mid-60s by the afternoon. our warmest locations upper 50s at the coast. and our sunset at 7:26. we're on our way to a weather sunday. i'll explain and bring in our storm impact scale in a few minutes. >> we'll see you then. there are new developments in

the terror attack in london. the royal embassy of saudi arabia says the attacker was in the country three times and even taught english there. authorities released a new picture of the alleged suspect, he is a 52-year-old british citizen who converted to islam. isis is calling him their soldier. police are now trying to determine if they missed any warning signs. here's abc's chief foreign correspondent tammy moran. >> reporter: the face of the a killer, re polileasing this pho khalid masood and asking the public for help. >> to come forward and speak to others. >> reporter: he was british born, convert to islam, investigated for ties to extremism a decade ago. police determined then he posed a low risk. heavily armed police surrounding a home in birmingham and suspect arrested there, 11 arrested so far. seven released and question now, did masood act alone? at the hotel south of london where masood spent his last

push may depend on a federal grant washington seems intent on slashing budgets. david lou shows shows shows shos ahead. >> reporter: an estimated 6,000 to 7,000 passengers are expected to use it weekdays. >> it's much faster living in the community close by to warm springs. it will be a lot faster getting to a b.a.r.t. station and traveling to where i need to go. >> reporter: the shiny new station brings b.a.r.t. closer and closer to san jose. next up will be the opening of the new station here in san jose. but there is growing concern that this could become the end of the line, that a much wished for extension into downtown san jose and to santa clara might be in doubt. >> reporter: the wild card is whether efforts to cut the budget in washington will impact the $1.5 billion in federal funds needed to do the six-mile project. the project is still in the environmental review stage. >> we are hopeful that we have

met all of the stringent criteria and we're hopeful that the federal government will continue with this process that we have been long engaged to. >> reporter: the san jose extension is expensive since it involves a five-mile tunnel near sap center. just over half of the cost is coming from local and state sourgss including two voter approved measures. former congressman mike honda thinks that could sway washington to say yes. >> look here, we're self-help. money came out of our pockets first before we put our hands out to get money from you guys. doe don't you think that's a good deal? >> abc 7 news. >> more than 100 silicon valley business leaders sent a letter to the white house to urge the trump administration to reverse a decision on the future of caltrain. this follows a decision to delay hundreds and millions to replace caltrain's existing diesel

trains with electric trains. cal trains believes electric trains would speed up the commute and make room for more passengers. several landmarks will go dark in the fight against climate change. the gold an gate bridge and war field will participate in earth hour. the movement urges people, stipulates a cities and businesses to turn off lights for one hour. the lights go out from 8:30 to 9:30 tonight. a center that will look at the good and bad of technology is open in san francisco. yesterday abc 7 news was in presidio for the launch of the fourth industrial revolution. it will be run by the world economic forum known for holding summits would world leaders in switzerland. it will gather experts to explore the impact of technology in our lives and being in san francisco was a key to getting that done. >> this is the heart of innovation in the world and we have the experts here and we can

bring them in really forecasting where this technology is going. >> but 75% will work at the center. its nushl focus will be the impact of medicine, artificial intelligence and self-driving cars and drones. >> fairyland received a bit of a make over thanks to 175 volunteers who didn't mind working in the rain yesterday. they were shovel ready. these volunteers are part of a tourism cares project and all of the visitors had links to the tourism industry. >> probably 30% of volunteers have never been to oakland before. some people come around the country, some around the region. we're here to help out and raise exposure and give back. oakland is a special place for locals and visitors. >> volunteers built cabinets and others worked on a downtown mural at lake merit gardens. 3.6 million visitors added $1.45 billion to oakland's economy in

breaking news out of the east bay, three lanes of i-680 in pleasant hill are closed as chp investigates a deadly hit-and-run crash. it happened just before 4:30 this morning near monument boulevard. they have not released any information about the suspect car or driver. no word yet on when lanes will reopen. tonight a new professional soccer team hits the pitch for the first time in san francisco. the deltas face the indy 11 in golden gate park at 7:00 p.m. the team is part of the north american soccer league, a level below the major league soccer division. deltas will play a total of 16 home matches and single game tickets start at 17 bucks. all home matches will be streamed on twitter. not many things you can do
