live where you live, this is abc 7 news. two big stories right now at 11:00. a massive four-alarm fire in oakland leaving one dead and many more needing rescue. right now, nfl's deciding the fate of the raiders, their run in oakland could be coming to an end. thank you for joining us. >> we're going to start with the las vegas raiders, if you don't like the sound of that, you're not alone, but we don't have the vote, the nfl owners do. >> that's correct. they are deciding right now. we are watching this from the news room. >> reporter: raider nation, you tweeted at me all morning about this, and it's all led up to today. we're closely monitoring this in the news room because a vote

could come down any moment. ment nfl owners met in phoenix an hour ago, and we got new video in, 49ers ceo is there, mark davis behind him there, and nfl owners are in closed door session right now. we're just waiting for the word on an jut come. mark davis says it would be bittersweet, and, quote, hard to move out of the area to vegas. looks like that's exactly what's going to happen, though. davis commented off camera to our abc 7 news reporter at the airport yesterday, and as he headed for phoenix, and davis said he thinks players and coaches deserve to play in a new stadium proposed. they said it looks like the deal has enough votes. >> i think it's going to pass. i think it's going to pass. i think the nfl has the votes. it's going to pass. as jerry jones, owner of the cowboys said, it's a great day for vegas. >> fans not giving up yet,

marching to the site to show support for the team, but he thinks fans in okay and l.a. would travel to vegas to watch the team there. most owners refused to comment ahead of today's vote, however, the patriot's owner called the move, great, not what fans want to hear great. we'll keep you posted and push alerts will be available on the abc 7 news app when news breaks. back to you. >> we'll watch, thank you. not attending today's meeting infection, but has spoken time and time again about why the raiders should stay in oakland. >> last night, a last effort sending a passionate letter to nfl owners. abc 7 news ob stained a copy, "the decision will not just be the next chapter in the history of the one most storied franchises in the league, the oakland raiders, it will also impact the town where that tradition was forged, oakland, california." civ groups sent letters saying no,

there's another big story today, fire investigators trying to determine the cause of this massive fire in west oakland this morning. >> one person died, three others hurt, but firefighters heroic rescue efforts saved many more people. >> the charred building at san pab low and athens avenue is a drug rehabilitation center, and we are live near the scene, amy? >> reporter: firefighters are still here. they want to make sure there's not any fire hiding in the walls of this old building. this was a transitional housing center for homeless, veterans, those with mental health issues, 86 people displaced, and it appears they lost everything. people living in this apartment building in oakland banged on their neighbors' doors to wake them up to try to escape this enormous fire before 6:00 this morning. >> it's extremely scary. it's extremely scary, because you wonder, are you going to make it, like, is this it? >> reporter: one couped was

trapped. >> smoke everywhere. i got up, and i tried to walk, the smoke hit me, i fell down. i went for the door. i couldn't get out. black smoke. >> reporter: he ran to the window to flag down firefighters, the whole time thinking about the ghost ship fire in oakland that killed 36 people in december. >> thought about that other fire. just sad. >> reporter: he was rescued and his girlfriend and ran down the hallway to help others, saving seven in total. three were hurt. one person died in the fire. firefighters say they did all they could do until this huge fire forced them to retreat. >> heavy fire on second and third floors, spread throughout the building, so we couldn't make the progress like we wanted to, we had to pull out to go defensive. a defense attorney inside the building here says it was a mess inside. they suggest it could have been prevented. >> a river on the first floor,

exposed wire. we knew there were leaks coming from the third floor, and, you know, we called the inspector to try to get leverage to convince the owner to do something about this, and then, you know, this is the result. >> reporter: it was run by a community service who tell us they were trying to get the owner to fix the place up. we checked in with the inspections department to see the status of the building and whether it was up to code. firefighters have not identified the victim at this point. they also don't know the cause of the fire. the three people who were hurt, they did not suffer from burns, but they are suffering from smoke inhalation and taken to the hospital. live in oakland, abc 7 news. >> amy, thank you. here's more angles of the massive four-alarm fire. the top left, you see the video from sky7. to the right of that, a live feed from the firefighters twitter page, and below that, this camera caught the flames in the distance, and bottom left,

an abc 7 employee shot cell phone video on the way to work. send us your photos or videos as news happens. posts them to social media and use #abc7now. a traffic alert in the north bay on 101. >> more on that and updates on an earlier bart issue that made a mess of people getting to work. >> yeah. it was a quiet start, but then we had major troubles. starting with video here. this is in san rafael, northbound 101 before the north central exit, and this truck holding huge beams flipped over at 8:00 this morning. it's blocking three left lanes, but i talked to chp minutes ago, and they made major progress. the truck is uprighted and are really close to opening more lanes. right now northbound 101 and westbound 580 jammed beyond sir francis drake. this is a major delay. sir francis is jammed.

there were pourlines down near the west oakland bart station. the power bole is down with live wires, they take caution. all service was discontinued between west oakland and san francisco. that means no one could get from the east bay into san francisco and vice versa. things are moving once again. they got that restored by 9:30 this morning, but an hour and a half later, look how many people decided to drive instead. metering lights were turned off at 8:30, flipped on at 9:30. still a headache. it will take awhile to bounce back. back to you. >> thank you so much. speaking of people driving, this was the first monday morning commute for bart passengers at the warm springs station in south freemont, but another delay sent many would-be riders into their cars. abc 7 news reporter is live at the warm springs station with details, matt? >> reporter: this story was supposed to be about the new warm springs bart station, but, instead, it's about passengers

being frustrated, once again, about a major bart delay. you never get a second chance to make a first impression. >> right now, there's no service to san francisco. >> reporter: this morning, passengers would have been better off staying home rather than riding bart on the first monday morning commute from the brand new warm springs station. >> i went to hayward. >> they turned you around? >> the first day, we were excited about it, but now we don't know what to do. >> reporter: bart officials say power lines fell across the tracks at the west oakenland station keeping trains from going through the transbay tube into san francisco. are you going home? >> right now. i'm working from home, i guess. i can't get to san francisco. >> i'm going back home. no train anymore. >> reporter: getting in the car? >> yes. just a waste of time. >> reporter: today was supposed to be a big day for commuters. the warm springs station is the first step for bart to reach silicon valley expected to serve 7,000 passengers during the week. everything is new here, but when you consider the major delay this morning, for many

passengers, it is the same old bart. >> i was very excited about the first day commute, but, i guess we'll try again tomorrow. >> reporter: hope for better luck? >> yeah. >> reporter: yeah. the issue was resolved at 9:15 this morning with bart working on residual delays. hopefully tomorrow is smoother for the commuters here at the warm springs station. reporting live in freemont, abc 7 news. a wild morning for bart, but if you were on 680 near walnut creek today, you drove past horsepower. you won't believe this video. >> on the freeway! what the heck? >> no, no, no, no! >> i feel like this woman. i would have been losing my mind. they got loose on the freeway and ran for a while in the fast lane. the horses are fine. luckily, the drivers were being helpful today and slowing down. their owners were able to

wrangle the horses on to a trailer, and, again, they were not hurt. >> definitely unusual. new this morning, for the first time, a family of a utah man killed in last week's terrorist attack talk publicly about the loss of their loved one. the family held a news conference in london this morning, and they say curt and his wife, melissa, were on the last day of a european trip celebrating their 2 had 5th anniversary when he was killed on west minister bridge. melissa is in the hospital recovering from a broken leg and rib. >> she's recovering very well, and we're so pleased with the progress she's made. >> this has been a humbling and difficult experience, but we felt the love of so many people during these past several days. > authorities are digging into the suspect's past, he went on a rampage near parliament wednesday before being shot dead by police. president trump looking for a fresh start and new strategy after a crushing defeat of the

gop health care bill. the president blames democrats to conserve tifatives for faili repeal and replace. they are now moving on to another thorny issue, tax reform. the white house is looking to take a bigger leadership role this time instead of letting congress dictate specifics. it may have to alter the strategy and try to get some democratic support. well, we have breaking news. it's official. the nfl owners have voted, and the raiders are moving to las vegas. >> the update is right after this. not a surprising result,

breaking news, it is official, the oakland raiders will not be the oakland raiders any longer. they will be moving to vegas. >> the vote was overwhelming, and roger goodell is live right now. let's listen in. >> over a a decade to try to find a viable option in oakland. we needed to provide certainty and stability for the raiders as well as the league. as you know, the clubs also, i think, it was 215, put off decision for relocation in hopes to develop a solution in oakland. we also, the owners put an additional hundred million dollars unprecedented 300 million total to try to find that solution in oakland. i know the ownership feels they

went the extra mile to find the solution in oakland. i want to thank the mayor. i just spoke briefly to tell her i appreciated her efforts. i'm certain she's dpisappointed as we all are, but i thank her for the efforts in trying to find a viable solution. she worked tirelessly in the community to try to find a solution that we could all be proud of and all go forward in a way that was very positive for both the raiders and oakland community. unfortunately, as you know, we didn't get that done, and we're all disappointed. we're particularly disappointed for the fans of the oakland raiders in oakland, that this is something that i know will be seen with a great deal of disappointment by them. we understand that. we worked tirelessly and as hard as we could to find that solution, and we just couldn't get that done. we're going to have mark davis come up for an opportunity to speak, but before i do that, i

have the chairman, both the stadium and finance committee, i'll ask bob mcnear to come up, arm of the finance commission. >> thank you, commissioner. we worked two years, not just the last nine months, on trying to find a solution for the raiders, and, of course, our first choice was to find an answer in oakland. unfortunately, we were not able to do that, and the plan that the raiders now have to be in nevada in las vegas is a very sound plan and one that we looked at carefully, and it meets all our standards and financial conditions, and so we're delighted for the raiders. we think this leads to a more stable franchise, and that's the goal of all of us in the league is to have 32 clubs that are all strong, so we wish the raiders

and mark davis well. we regret that the oakland fans are going to be disappointed, and i wish we could do something about that, but we weren't able to successfully find a viable plan there. congratulations, mark. >> i just want to add, as has been said, these are difficult decisions. i think that anybody who has visit eed oakland understands t stadium situation there was difficult at best, so we needed a solution. i think that we did, you know, wait a considerable amount of time to see if a plan could be developed to keep the team in oakland. as the commissioner said, we appreciate the mayor's efforts to try to put something on the table. my own personal opinion is that,

you know, the presence of the baseball team on that site was a complication that they really couldn't find a way to work around, and so we're here today with the situation where i think the future of the raiders can be much more solid playing in a first class stadium, and so we are happy that the raiders are going to have a home for the long team and appreciate the efforts of las vegas and nevada for helping make that happen. so, mark, congratulations, and bring mark up. >> i'd like to thank commissioner goodell, the two committee chairman, mr. m and mr. rooney. >> that was not personal, they had to go. >> oh, see y'all.

the others in the football league for making this vote in our favor. i thank brian sandoval and congratulate him and the legislature of nevada who overwhelmingly supported this process and bringing the raiders to las vegas, and, finally, i'd like to thank sheldon edelson whose vision and directions made it possible and probably never would have happened without him. my father used to say that the greatness of the raiders is in its future. the opportunity to build a world class stadium in the entertainment capital of the world is one opportunity that will give us the ability to achieve that greatness. i have mixed feelings, obviously. i love oakland. i love the fans in oakland. i know there's going to be disappointment and maybe some anger. i just hope that as we play in oakland, we understand it's not the players, not the coaches that made this decision, but it was me that made it.

if they have anybody to talk to about it, it should be me, and i will, in the coming days, try to explain to them what went into making this difficult decision. thank you. >> okay. the commissioner has time for two questions. we have microphones. identify yourself by name and outlet. >> l.a. times. what's the plan for the raiders the next couple seasons, if not three seasons, assume they play in oakland, and are there concerns the league has about that? the team that's going to leave? >> well, sam, they do have an option. as you know, they not have a confirmed

but, yes, we do. this is an important step for us. it's an important step in trying to get stability for the raiders long term. they, obviously, are going to need a few years to get the stadium built, but in the meantime, we intend to play in oakland. >> first of all, heart felt congratulations, mr. davis, heart felt. second, at what point did this turn? what could oakland have done to make the outcome different? >> as -- you know, the points that we always put back to oakland were we need certainty on a viability map that works for the community and the team long term. it had to be actionable. we understand that contingencies occur and put the entire process

into doubtunracquetball at this. we work hard over the last several years to address those issues, to come up with that kind of a plan that we could invest well over a billion dollars in to get a stadium built there. which, if all of the issues are well aware, we have all the facts on the table, and we can develop a plan. it can get done. it's gotten done. we did it effectively. we did it in los angeles effectively with private money. these are all efforts we try to get solutions to those. it was mentioned they have commitments to the as, a complicating factor in this because you don't have the certainty of when the as will leave the site, where they will build on site, what development occurs on site, and all those important decisions, when investing that kind of money. >> two more. >> question for mark --

term "lame duck," we're still the oakland raiders. we are the raiders. we represent the raider nation. as i said earlier, there's going to be disappointed fans and angry fans. it's going to be up to me to talk to them and let them know why, how, and what has happened, and hopefully, we'll work things out, and work together for the future. >> what are your options for 2019 or even' 18?18?18?18? >> we have two one-year leases for oakland right now. if the fans want us there, we'd love to be there for that and possibly talk about extending for '19 as well and bring a championship back to oakland. yes, sir? >> question here. alex, question behind. >> okay. go ahead. >> i'm sorry. right here. >> there we go. >> scout winner, i've been covering this for a while. you talked about your father's legacy.

>> yes, sir. >> your decision today, how's that make you feel? >> it's a tough decision. i think he'd be proud that two young kids, myself and mark, we started out as water boys in this organization, and our take in this organization now into the future in a world class stadium, and, like i said, the entertainment capital of the world. i think he'd be proud. >> a couple more. >> mark from the mercury news. >> how you doing? >> good. some fans put down season deposits for this year, and given this decision, maybe there's refunds if they request them? that's number one. number two, following what someone asked earlier. when did this turn for you that you started to say, this is going -- las vegas is where i'm going to go? >> first off, for the fans, the fans that have given deposits for season tickets, they wanted them refunded, we'll do that, not happy, but you know how that goes, but absolutely.

i believe it turned during the l.a. part where before the vote for los angeles, oakland had an opportunity to come in and make a presentation to the league. they came in with a five-page piece of paper that had nothing to do with anything, and they claimed that they would wait for us to lose the vote, and then come back, and they'd have all the leverage. we lost the vote, and came back to oakland. we negotiated a one-year lease with the two years of options, and talked about getting together and talking about a long term future together. a week later, i got a call from the one of the coupe board of supervisors telling me, mark, i'm sorry, but the lease we just negotiated, the three years of leases, are not going to be value laid, that we're going to raise the rent three times on you. at that point, we ended up signing that lease anyway, but then decided we had to start

looking elsewhere to find a long term solution. >> last question. >> mark, ed from the review journal. even as you went through the ups and downs of trying to regain financing there, did you think the 750 would stand the test of time when it came to the owners making the decision on this that with this kind of commitment from nevada that that could stand even as you had, obviously, to get new financing? >> the commitment made by nevada and legislature in nevada was strong to me, and my commitment to them was just as well strong. so, no, we never had a problem with that. >> okay. thank you, mark. >> eric will be up here for additional questions. >> thanks, mark. >> okay, you're watching mark davis, owner of the team, as the raiders are now moving to las vegas. it is official.
