goemod morning, everyone, we're sitting in reggie's seat. i hope he feels better. >> we're glad you're here. alexis smith, mike nicco here to get you through your tuesday. >> it will be great, especially if you like spring warmth. a little cooler but at least it's dry. doppler 7 is picking up the clear return this morning. a wide range of temperatures today, we are starting off cooler from the low 40s to around 50 but look at that, 59 to 65 is your spread at noon. 62 to 71 at 4:00 and a comfortable evening, 58 to 64. it's going to get warmer before a slight chance of rain rolls into the forecast. more on that next. here's alexis. we are starting off with a

couple issues in vacaville which seems pretty strange. usually 505 really quiet, but we have a serious crash here, southbound 505 at vaca valley parkway. a crash happened a little after 2:00. mostly impacted the frontage road and approaching that a new crash, southbound 505 before midway road, sounds like a semi and smaller vehicle got tangled up. not sure if they saw the lights up ahead and got distract bud fire and ambulance are on the way to the scene so we'll look at that and we'll check drive times next. >> alexis, thank you. and we are following breaking news right now out of washington, d.c. cnn reporting the house intelligence committee has canceled all meetings this week because of political infighting threatening to derail the investigation into the russia and the trump campaign. this decision comes after controversial move by the committee's chair, california republican devin nunes. he's scrapped plans for a public hearing on the allegations and

instead he held a private meeting with fbi director james comey and national security agency mike rogers which prompted an outcry from democrats who want the issue to remain public. democrats say nunes should recuse himself from the investigation because he's too close to the white house to remain impartial. 5:02 and we are learning more about the fire that has already claimed three lives in oakland. it could still claim at least one more. >> one person remains missing this morning. crews were at the scene all night combing through the rubble from yesterday morning's fire. the building was used by the nonprofit jurohas ministries for those at risk of homelessness. the landlord was found trying to evict them after december's deadly ghost ship fire but they got a restraining order to block it. they say the building was dangerous and unsanitary. one of its leaders spoke with

the i-team's dan noyse. >>. >> reporter: how do you feel about what happened here? >> this is ridiculous. it's another type of ghost ship if you want my honest opinion and we try to prevent it and no one is listening. >> city records detailed 20 complaints dating back 10 years. abc didn't get a response from the building's owner but he told the bay area news group that the nonprofit was behind on rent. the oakland city council will be discussing a new housing br project with that landlord keith kim. 31 units are set as affordable housing. the city council will meet at 5:00 tonight. the red cross said it's set up a shelter for 60 of 80 residents living inside the building. they're offering food and emotional support. the shelter is at the youth center on market. a showdown with san francisco, the city's standing firm in its defiance of any mandate to step up enforcement

of illegal immigrants laws. yesterday u.s. attorney general jeff sessions urged cities to comply with immigration detainers and he doubled down on the trump administration's threat to pull funding from sanctuary cities like san francisco that ignore the federal law. sessions specifically mentioned kate steinle as an example of supporting the mandate. she was shot in san francisco by an undocumented immigrant who had been deported several times. some believe that the enforcement is the federal government's job. >> there is no legal requirement that a school official turn over somebody to immigration or that the -- that other officers turn people over to immigration. legal experts say any withholdings of federal dollars must be approved by u.s. congress. a civil rights group is asking california's attorney general to investigate dozens of schools. the group says those schools are asking parents to provide their children's social security numbers.

families were nervous that providing that information would lead to concerns about their citizenship status. four bay area districts are among 79 across the state being called into question. they include dublin unified, antioch unified, orrin da unified and la honda-pescadero unified. dublin unified tells the cr chronicle it's reviewing its form. and developing news in san francisco where police are trying to find a person who discharged pepper spray in a shopping mall. firefighters evacuated the stonestown galleria just after 8:00 last night. three victims needed to go to the hospital. paramedics treated and released 13 other people at the scene. no word on any suspects. well, divorced but still living together, that's how some are describing the situation with the raiders who hope to stay at their current home in oakland for two more years before they move to las vegas. before they move to las vegas. as abc 7 news reporter

rickey's sports bar holds out hope as did oakland mayor libby schaaf. >> there was an absolutely viable shovel-ready fully financed proposal on the table. why the nfl made the choice that it did is a question that you will need to refer to them. >> reporter: ken web, known as aphrodisiac will pay alimony in the form of season tickets but he's emotionally divorced. >> i cannot attend any home games. i'll buy my season ticket, yes. but i will not go to any home games this year. >> reporter: others say it's a franchise worth following, either in oakland or las vegas. >> we'll see what happens. it's a dice roll for the raiders right now. >> reporter: in the east bay, katie utehs, abc 7 news. >> mark davis offered this response to season ticket holders saying he would be happy to refund fans who don't want to keep their tickets. he clarified he wouldn't actually be thrilled about it, though. meanwhile, the oakland a's who have been looking to build a new stadium of their own can

>> we have one issue if you are leaving the central valley. this is westbound 580, not a blocking situation yet but we have emergency crews on the way. grant line round, sounds like a vehicle went off the roadway and down an embankment, you can see the headlights still pointing up, so fire and ambulance are on the way to the scene but it sounds like the driver is out of the vehicle and okay. but that will probably slow you down if you are leaving the central valley. a quick check of drive times, westbound 80 highway 4 to the maze 19 minutes. we have a problem on the richmond parkway off ramp. westbound 80 across the bay bridge nine minutes and southbound 101 san francisco to sfo in the green at nine minutes. >> alexis, thank you. first tesla, then spacex, first tesla, then spacex, now elon mosque has

police in spain arrested two men for allegedly trying to smuggle cocaine hidden inside fake bananas. >> police found 57 of these fake bananas stuffed with more than 15 pounds of the drug and another 22 pounds were hidden inside of the flaps of the cardboard boxes themselves. the seizure was part of an operation with spain's tax authority which started in november. >> i think the lime green color gave it away. >> yeah, maybe. in today's gma first look, an 18-year-old student in maryland is under arrest, accused of plotting an attack against her own high school. >> and her own father turned her

you have to see this all caught on camera. a man who was supposed to be preventing shoplifting at home depot in kentucky tried to stop that from happening and risked his own life. it's unbelievable. look closely at your screen. that's a specialist hanging on to the top of the suspect's car yesterday. she fell off when he suddenly stopped and took off in another direction. the suspect was allegedly seen on surveillance video stealing a tool box. he is still on the loose but the specialist is recovering from a concussion and bruised hip. she's expected to be okay. happening today, the 23-year-old woman accused of injuring several people in a case of parking lot rage will be back in court. a plea hearing is scheduled for jessica malacot. she faces charge of battery and assault with a deadly weapon after police say she backed into the victims with her car last week at the walmart in union city. she was also charged with leaving the scene of an accident. tips from the public led to her arrest. investigators say malacot was

enraged after she was refused a refund by the store. in the north bay, a 24-year-old novato man is set to be in court after police say he used his cell phone to record a woman in a store fitting room at the san a fell target on shoreline parkway last week. damian maldonado is scheduled to enter a plea today. investigators tell our media partner maldonado was arrested after a store security guard spotted him holding a cell phone under a fitting room door with the camera tilted upward. over 500 california inmates may get a chance at early parole as the state enacts proposition 57. the new rules call for increasing parole and good-behavior students for felons convicted of non-violent crime s crimes. paroling non-violent inmates would ease the prison population. inmates on death row and serving a life sentence without parole are not eligible. look at this chain-reaction crash on the east bay that was

caused when a car crashed into a bull. that bull was on highway 4 near mcewen road near martinez. one car smashed into him, the other four crashed after one car even went air born, flipping over. a woman was taken to the hospital. the bull died. happening today, santa rosa will consider a measure to stop people from growing marijuana outside. the press democrat reports the city council will consider a 45-day moratorium on all outdoor cannabis grows within city limits. officials say the growing season starts in april but the city wants to take action before backyard growers get too invested in gardens that could become illegal later in the year. officials say outdoor marijuana growing in residential areas has been a major concern for neighbors. many want to ban it because of the smell. they say the odor during cultivation is just too much. you may find this next story either really creepy or really cool. according to the "wall street journal," tesla's ceo elon musk

launched a company dedicated to linking the human brain with computers and that company, called neurolink, is developing neural-laced technology that would allow people to communicate directly with machines without going through a physical interface like a keyboard. the process involves implanting electrodes in the brain so people can upload or download their thoughts to or from a computer. neural lace is expected to allow humans to achieve higher levels of cognitive function. >> interesting idea. a team of scientists transformed spinach leaves into beating heart tissue. >> researchers in massachusetts say they came up with the idea over lunch. the red is dye, not blood. first they used detergent to strip the spinach leaves of their cells then seeded the spinach veins with human heart tissue. after several days the muscle cells actually began to beat. si scientists hope their research could someday help treat heart

along mendocino county then stray thundershowers thursday morning through noon then it clears out. in fact, look at the chance of getting wet. it's not very high and if you do get anything it's only a couple hundredths of an inch. here's my accuweather sech forecast. it's warmer tomorrow but then we develop six to ten degrees thursday. it looks like saturday and sunday will be pushing 80 inland, mid to upper 60s at the coast and mid-70s around the bay. alexis? >> we'll take that mike. looking at our traffic maps, we have two problems in the vacaville area, the first someone a fatal collision on southbound 505 at vaca valley parkway. it sounds like they are almost in the clearing stages here. mostly blocking monta vista and the frontage road. the vehicle went through a fence and landed on that frontage road. just before that, southbound 505 before mid-way road we have a crash involving a sum emi that

another car. not sure if they saw the lights and were distracted but they are asking for some type of absorbing agent. we had a problem on westbound 80, the off ramp to richmond parkway, a single vehicle collision was reported. i don't think that's blocking any longer but we have a backup so i'll keep my eye on that one as well. we'll head back to the central valley next. a large crowd of university of california students rallied against a recent tuition hike in sacramento. this is for the first time in six years that tuition and fees would be going up $334 this time. many students are ill equipped to afford any increase. >> if you're not eating and don't proper housing the last thing on your mind is your grades and i don't know how we're supposed to progress as academic institutions if students are struggling to meet their basic needs.

trying to help him. number three, two undercover miami police officers are recovering this morning after being shot in an ambush-style attack last night. they were rushed to the hospital in the back of a truck after being shot while on a stakeout for violent criminals. number four, oakland city leaders may not be okay with the raiders playing there for two more years. mayor libby schaaf says she feels double cross bid the nfl and the team. councilman larry reid says he wants to explore ways to evict the raiders from the coliseum right now. that cold weather we had yesterday, we've evicted it from the forecast. warming trend on the way as we spring back to above-average temperatures. four to seven degrees warmer than average with san francisco 69. that's the cool spot. number six, we've been quiet on the roads this morning, we have a vehicle that went off the roadway westbound 580 around grant line road. it's not a blocking situation but i do believe we have a little onlooker delay if you are leaving the tracy area, down to 17 miles an hour, 19 miles an hour once you get past that.

south bay coming up next. >> alexis, thank you. hundreds of people stepped up to help the victims of the coyote creek flooding in san jose. >> but a few scammers tried to take advantage of them and today the city will consider taking action against them. matt keller is live in san jose with new details. matt? >> reporter: good morning jessica and natasha, a lot of krur construction going on in the east williams street neighborhood and we are about 50 yards away from coyote creek. you can see construction going on at this home, this is taking place all across san jose in the flood-impacted area. but the city ofists are advantage of the flood victims. in a memo to the city council, the mayor and several council members wrote they want to direct the city attorney to bring unfire busineair business lawsuits against business owners taking advantage of flood victims. thigh e they're hearing stories and

landlords forcing residents to flee without relief from rent payment obligations. city leaders say since the flood victims lack the time, resources or access to attorneys they should act. how can they do that? san jose is one of only four cities in california with the ability to bring unfair business practices suits against private parties. they want to partner with local organizations like law foundation of silicon valley or santa clara university law school's alexander law clinic. they want the city attorney to work quickly to deter others from trying to rip off these flood victims. reporting live from san jose, matt keller, abc 7 news. >> matt, thank you. the coast guard and san francisco have both called off the search for a man swept into the ocean last night at baker beach. crews responded to reports of a person screaming just before 7:00 last night and they found a 22-year-old man trapped on a cliff. he had been trying to save another man floating below. crews spotted the unconscious man but they couldn't get to him because of the strong surf.

they pulled the man up from the side of the cliff but called off the water search for the other man around 10:00 last night. >> investigators will be back out in an oakland apartment building this morning after a massive fire killed at least three people and one person may still be missing in the charred rubble of the four-alarm fire. you remember we brought it to you as breaking news on abc 7 mornings yesterday. more than 80 residents are now homeless. >> i don't know what to do. i lost everything. i don't have nothing but the bags -- the free clothes, i have no underwear, i don't have nothing. >> heartbreaking. part of the building was used as transitional housing for homeless people, people getting out of prison and those with mental health issues. the red cross is trying to help those victims. a temporary shelter is set up at the west oakland youth center on market. we are keeping an eye on developing news in miami where two cops were injured in an ambush-style shooting the offic being rushed to a hospital by their colleagues. the officers who were shot were

sitting in an unmarked car and monitoring an apartment complex when two gunmen opened fire. little information on the shooters at this point. all investigators know is that the gunmen are teenagers and they wore dark hooded sweatshirts. the officers were part of the homicide task force gang unit. unfortunately -- i should say fortunately they are expected to survive. now to the raiders moving to las vegas. the city of oakland is considering suing the team and possibly the nfl. oakland city leaders feel the raiders owner mark davis did not negotiate in good faith with them. mayor libby schaaf says davis refused to meet with her over the last year because he wanted to put $750 million in public funds into a new stadium. from the start, schaaf said she would not spend public money on a new stadium. oakland city council president larry reid says he's looking for a way to evict the raiders from their lease immediately. >> i don't want them there. they can go down to santa clara

and play. they didn't want us, we busted our tails, they didn't engage with the city of oakland and trying to come up with a comprehensive deal that would allow them to stay. >> reporter: mark davis hopes oakland fans stick around and hopes to bring a championship back to the bay area. >> we heard from local dejected raiders fans earlier this hour. the mood, though, a little different in las vegas. >> i never thought in a million years we'd be in this position. i thought if anything we'd have an expansion team and i'm still in shock. i'm like a deer in the headlights. wow. i've been a fan my whole life and i never thought this would ever, ever, ever happen. and i just -- it means so much to the city, so much pride and respect, something of ours finally. >> raiders fans in las vegas gathered to watch the announcement. many are in disbelief that they will finally get a chance to watch the team in their city. life long vegas residents say the move feels like a dream come true. well, some players also disappointed by the decision.

say they may not be able to repair the next spill way by the rainy season. operators announced they hoped to have a long-term fix to reveal next week. they are not sure whether it will be a permanent spillway or temporary chute, last week, a team of independent consultants cast doubt on the state's ability to repair the 3,000 foot-long concrete spillway by the fall. a tesla employee suing the company over alleged discrimination and harassment. he's worked on the assembl line since 2015 and is currently on paid leave. his lawyers say he endured months of physical and sexual harassment and also racial taunts for more than a year. the lawsuit claims tesla did not do enough to stop the harassment. attorneys expect a trial date to be set next year. tesla says it's fired several employees involved. thousands of women will gather in san francisco for the annual professional

faces widespread criticism. he spoke with white house officials about possible u.s. spying on president trump's transition team without speaking to members of his committee. meanwhile, senate investigators plan to investigate jared kushner, president trump's son-in-law and close adviser, as part of its investigation into russia's meddling in the 2016 election. the kremlin is responding to this latest development. it says a meeting last year between kushner and representatives from a russian state-owned bank was a routine business encounter. the trump administration is calling on russia to release the peaceful protesters arrested at an anti-government demonstration. tens of thousands of people took to the streets in more than 80 cities and towns in russia on sunday. a human rights group says police arrested more than 900 people. some people are criticizing the trump administration for initially remaining silent on those protests. the state department issued a statement calling the detentions "an affront to essential democratic values."

this morning the controversial dakota access pipeline is one step closer to going into service. the developer says oil is in the pipeline and that means engineers can begin testing. the move comes despite months of protests and the objections by two native american tribes. that say a rupture or leak would threaten their water supply and cultural sites. the developer says the four state 1200 mile pipeline is safe. a santa clara county jail inmate is recovering after he was stabbed 40 times with homemade knives inside of the main jail in downtown san jose. both inmates and guards call these knives shivs. these are the weapons used sunday. investigators are asking prosecutors to file attempted murder charges against the two men suspected in the attack. the victim needed staples to close a wound on his head. he remains in jail on murder charges. happening today, crews will remove the final steel truss s.e.c. of the old easter span of the bay bridge. this video is a truss being

removed last year. the nearly 2 million pound 300 foot long section will be loaded on to barges and taken to the port of oakland and will be taken apart there. up next is the demolition of the bridge's remaining marine foundations. crews expected to finish that work by next year. 5:46 now. the state legislature will consider a measure that would guarantee a college savings account for every child born in california. the state already sponsors a college savings program but you have to sign up for it. an assembly bill would amend the program to automatically enroll every child born here. the state opens the account with a $529 contribution. the new measure would give more money to families with adjusted gross incomes of $75,000 or less and parents could add to the account with the state matching their contribution. happening today, the house is set to vote on reversing rules that limit what internet service providers can do with all the data they have on you.
