across golden gate. we're up to an hour westbound 580 tracy to dublin. we have a lane blocked at grant line road. westbound 4 antioch to concord, another crash around bailey road there, 23 minutes. and southbound 101 looking good. san rafael to san francisco still in the green at 17 minutes. alexis, thank you. we have breaking news out of washington, d.c. the house intelligence committee canceled all meetings this week because of bipartisan fighting that is threatening to derail the russia/trump campaign investigation. this according to cnn. this decision comes after a controversial move by the committee's chair, california republican devin nunes, he scrapped plans for a public hearing on the allegations and instead had a private one, tha upset democrats. they believe nunes should recuse himself from the investigation because he is too close to the white house to remain impartial. we are learning more this morning ant t ing about the fir already claimed three lives in oakland and still could claim at

least one more. one person remains missing this morning. crews were at the scene all night combing through the rubble from yesterday the morning's fire. the building was used by the nonprofit urojas ministries for transitional housing for those at risk of being homeless or battling mental illness. the abc 7 news i-team found landlord keith kim trying to evict urojas after the deadly ghost ship fire but they got a restraining order to block it. urojas says the building is dangerous and unsanitary. one of its leaders spoke with the i-team. >> reporter: how do you feel about what happened here? >> this is ridiculous. it's another episode of -- type of ghost ship, if you want my honest. . and we try to prevent it and no one is listening. >> city records detailed 20 complaints dating back 10 years. abc 7 didn't get a response from the building's owner but he told the bay area news group the

nonprofit was behind on rent. the oakland city council will be discussing a new housing project with the landlord, keith kim, listed as a developer. it will include more than 400 units on kirkham street, 31 units set as affordable housing. the city council meets tonight at 5:00. the red cross says it's set up a shelter for the 60 to 80 residents living inside the building. they are offering food and emotional support. that shelter is at the youth center on market. san francisco is standing firm against defiance of immigration laws. yesterday u.s. attorney general jeff sessions urged cities to comply with immigration detainers and doubled down on the trump administration's threat to pull funding from sanctuary cities like san francisco that ignore federal law. sessions specifically mentioned kate steinle as an example to support the mandate. she was shot in

an undocumented immigrant who had been supported several times. some legal experiments believe immigration enforcement is the federal government's job. >> there is no legal requirement that a school official turn over somebody to immigration or that other officers turn people over to immigration. >> legal experts say any withholdings of federal dollars must be approved by the u.s. congress. developing news in san francisco where police are trying to find the person who used pepper spray in a shopping mall. those are firefighters evacua evacuating the stonestown galleria. three victims had to go to the hospital, paramedics treated and released 13 other people. no word on any suspects. breaking news coming into our live desk, crews fighting a massive hay fire in perfresno a

>> we have a couple issues to get to. the first is an suv that flipped over on westbound state route 4 between pittsburgh and bay point. i need to update the icon on that map there. it looks further west than where i put it. we have the two right lanes blocked in. it sounds like there are injuries involved. emergency crews just arriving on the scene. also westbound 580 near grant line road. we have the left lane blocked you can see the backup stretches on to 205. the bay bridge toll plaza, metering lights on since 5:25. there is a dire prediction about some of california's most popular beaches. thekt be gone in a few decades. a new study by the u.s. geological survey shows nearly 70% of southern california beaches could disappear by the year 2100 because of rising sea levels eroding california's shoreline. the problem could be a huge economic hit to areas that rely on tourism. the study says human intervention is needed to stop

and activist rosario dawson, the conference founder congresswoman jackie speier and civil rights activist memory banda. abc 7 anchors will be here so stop by our booth to say hello. reporting live from san francisco, amy holyfield, abc 7 news. >> amy, thank you. police in spain arrested two men for allegedly trying to smuggle cocaine and it's something you have to see, they hid it inside some fake >> look at these bright green bananas. police found 57 of them stuffed with cocaine. there were more hidden in the flaps of the boxes as well. happening today, the 23-year-old woman accused of injuring several people in a case of parking lot rage will be back in court. a plea hearing is scheduled for jessi jessica malacote.

police say she backed into victims with her car at the walmart in union city. malacote was charged with leaving the scene of the accident. tips from the public led to her arrest. investigators say she was enraged after she was refused a refund by the store. in the north bay, a 24-year-old novato man is set to be in court after police say he used his cell phone to record a woman in a store fitting room. it happened at the san rafael target on shoreline parkway last week. damian maldonado is scheduled to enter a plea today. investigators told our media partner maldonado was arrested after a store security guard spotted him holding a cell phone under a fitting room door with the camera tilted upward. >> 6:17 now. cats get a bad perhaps sometimes, being standoffish, and if you think they don't like people, a new study shows they're, in fact, very fond of humans. researchers found cats prefer

storm track is moving up to portland, seattle and vancouver. you can see the first signs of sunshine and fewer clouds than we saw yesterday. grow eel need the sunglasses again, maybe i will sunny calmer and warmer, a week cold front, a stray shower thursday, it will drop our temperatures six to ten degrees, the coolest day moving forwa forward. i thought we'd jump into thursday. this is a medium-grid model so showers will look bigger than they really appear. we'll get into the finer mesh model tomorrow and these things will shrink considerably but it shows about three showers thursday at 7:00 in the morning, that's how random they're going to be and by nooning they're gone. moisture-starved cold front, couple hundredths if you get anything out of this particular system. here's my accuweather seven day forecast. a couple degrees warmer. then a six to ten degree drop, thursday putting us back in the

60s. mid-70s around the bay and mid-70s to near 80 inland. spring is definitely here, alexis. >> we'll take it, mike. i have a new issue to talk about on the peninsula. southbound 280. sounds like a nasty crash, a motorcycle hit a deer just north of state route 92. it started off in the far left lane, ended up in the far right lane and emergency crews are on the way to the scene so we have one lane blocked, possibly more and you can see the red as you approach the collision. hopefully they'll get that pushed off soon. northbound 85 before state route 87. we've had this crash becoming for at least 45 minutes and that's blocking one lane, your stop and go there as you approach that scene as well and here's 101 and 880 still looking o.k. we have trouble on westbound 4 and westbound 508. we'll check on that next. >> yes, this is a high fair that has been burning since midnight, so we are six and a half hours later still burning. there are structures nearby but we just got word from folks in that area that no one has been hurt so that's good news. obviously they are monitoring this closely to make sure it doesn't spread to nearby structures. we are in close contact with our sister station in fresno just to keep an eye on this situation but a massive fire that has a huge smoke plume and can be seen for miles in that area. time to ask finney. this morning we have mel have from fremont with a question about retirement. >> 7 on your side's michael finney has your answer. >> michael, my question is what's the best way to save for retirement? >> melva, that's a very important question, i'm glad you asked. if you haven't done it already, sign up for your 401(k) at work. many employers match your

on. we use the backdrop to talk about temperatures, cooler this morning, 40 to 53. almost total sunshine. 59 to 65. your lunchtime temperatures nice to be out 63 to 71. this afternoon 58 to 64. slight chance of rain thursday, more on that coming up, here's alexis. not doing so good on highway 4, we have an alert on this westbound side for this rollover crash at bailey road. this is in the bay point area. both of the occupants of that vehicle are out but they were transported with injuries, not sure how long it will take to get the lanes clear, so we'll check drive times plus we still have a blocking incident in the tracy area, text traffic update at 6:40. we watched the community come together as hundreds of people stepped up to help the victims of the coyote creek flooding in san jose.

today the city will consider taking action against the scammers who tried to take advantage of them. matt keller is live in san jose with the details. matt? >> reporter: good morning, natasha, a lot of money out there, $6.3 million available to the flood victims. check out the sign that's up in one of the flooded neighborhoods, the williams street neighborhood. the sign shows you the information people know to get services to them. this is just feet away from coyote creek. more help could be on the way. the mayor and several council members want to take on the scam artists. in a memo to the city council they wrote they want to direct the city attorney to bring lawsuits against people taking advantage of flood victims. they're hearing stories about price gouging contractors, unresponsive landlords and contractors charging four times their estimates for performing work like pumping water from basements. city leaders say since the flood victims lack the time, resources or access to attorneys, they

should act. how can they do that? san jose is one of only four cities in california with the ability to bring unfair business practices suits against private parties. they say having the city bring actions on their behalf can send a clear message to those looking to take advantage of vulnerable residents the. city council will look at this issue at their meeting later today. reporting live from san jose. matt keller, abc 7 news. >> matt, thank you. the coast guard and san francisco have called off the search for a man swept into the ocean at baker peach. crews responded to reports of a person screaming before 7:00 last night. they found a 22-year-old man trapped on a cliff, he had been trying to save another man below. crews spotted the unconscious man but weren't able to get to him. they pulled the man up from the side of the cliff and called off the water search for the other man around 10:00 last night. investigators will be back out at an oakland apartment building after a massive fire

that killed at least three people and one person is still missing in the charred rubble of the four-alarm fire. we brought in to you as breaking news on abc 7 mornings yesterday. more than 08 residents are displaced. >> i don't know what to do. i lost everything. i don't have nothing but the bags of free clothes. i have no underwear, i don't have nothing. >> part of the building was used as a transitional housing facility for homeless people, people getting out of prison and those with mental health. the red cross is helping out the victims. a temporary shelter is set up at the west oakland youth center on market street. >> now to the raiders moving to las vegas. the city of oakland considering suing the team and possibly the nfl. oakland city leaders feel raiders owner mark davis didn't negotiate in good faith with them. mayor libby schaaf says davis refused to meet with her because he wanted to put $750 million in public funds into a new stadium. from the start, schaaf said she would not spend public money on

a new stadium. the oakland city council president says he's looking for a way to evict the raiders from their lease immediately. >> i don't want them there. they can go down to santa clara and play, they didn't want us, we busted our tails, they didn't engage with the city of oakland in trying to come up with a comprehensive deal that would allow them to stay. >> there are some fans who have taken to social media calling the raiders the traitors. mark davis hopes oakland fans stick around and hopes to bring a championship back to the by a area. >> we heard from dejected local raiders fans earlier this hour but the move is very different in las vegas. >> i never thought we'd be in this position. i thought if anything we'd have an expansion team and i'm still in shock, i'm like a deer in the headlights. i've been a fan my whole life and i never thought this would ever, ever, ever happen. it means so much to the city, so much pride and respect, something of ours finally. >> it has happened, though.

raiders fans in las vegas gathered to watch the announcement, many in disbelief they will finally get a chance to watch a team in their city. life long vegas residents say the move feels like a dream come true. both fans and players disappointed. look at this tweet from raiders qb derek carr. he's saying "while i'm from california and would have loved playing in oakland my whole career, i understand the business side of the nfl. oakland, our team loves you and my family and i love you." many raiders fans are understandably still in shock or upset and we have you covered. you can use this "hella sad" badge, you can find it at facebook.com/abc 7 news. >> we are getting word about new security measures being put in place at windsor castle. i want to show you this, you can see security barriers have been put up outside the queen's country estates.

these are along the route of the changing of the guard ceremony. many of you who have traveled to london will be familiar with that. there are extra police on hand around the area. neighbors not happy. they say it's making their neighborhood look ugly. police saying these are necessary. >> jessica, thanks. operators at oroville dam say may may not be age to repair the main spillway by next rainy season. they shut off the water flowing down the spillway again yesterday. they announced they hope they have a long-term fix ready next week. according to the sacramento bee, they're not sure if it will be a permanent spill way or temporary chute. last week, a team of independent consultants cast doubt on the state's ability to repair the 3,000 foot long concrete spillway by the fall. a tesla employee is suing the company over alleged discrimination and harassment. he's worked on the assembly line since 2015 and is on paid leave. his lawyers say he endured months of physical and sexual

harassment and also racial taunts for more than a year. the lawsuit claims tesla did not do enough to stop the harassment. attorneys expect a trial date to be set for late next year, tesla says it has fired several employees involved. a few north bay neighborhoods, santa rosa, novato and antioch and fairfield that are warmer. the rest of us one to five degrees cooler so dress appropriately. look at that, 41 degrees. 44 in redwood city. 47 to 52. the rest of the temperatures on the peninsula. let's go to the upper side. upper 40s to mid-40s. san jose 47. san ramon that just changed to 43. same thing in napa and mill valley. san francisco the warm spot, 51, oakland 49. mass transit good, cool this morning, warm this afternoon, calmer on the water today. if you're going to be on the roads it will be dry all day.

temperatures today are going to top out about 70 to 75 degrees. 66 at half moon bay to 69 san francisco and tonight 46 to 52. not quite as cool as this morning. an hour by hour look at the possibility of rain thursday next. here's alexis. >> we have issues to get to including a traffic alert. we have a sig alert on westbound highway 4. if you're traveling in the pittsburg area, we have two right lanes due to a rollover suv crash. two people inside were transported with injuries to the hospital and they are working on uprighting that and getting that towed out of the way. that's about a four-mile backup. since 5:00, westbound 580 around grant line road, emergency crews have been blocking the left lane. a vehicle went down the embankment, they're still trying to recover that and the backup extends into the tracy area. a this crash in the south bay, southbound 85. we were seeing a backup on the northbound side but southbound 85 before blossom hill, a

motorcycle is down, four to five other vehicles involved in that and 580 westbound side at the richmond-san rafael toll plaza, a crash just west of there, we have a backup starting to build, working on seeing what lanes are blocked in that situation. next traffic update at 6:50. >> alexis, thank you. speaking of the roads, a chain-reaction crash that is a little bizarre happened in the east bay caused when a car crashed into a bull. the bull was on highway 4 near mcewen road and martinez. one car smashed into him, the other four crashed right after. one car was air born, flipping over and a woman was taken to the hospital, unfortunately. the bull died. two florida police officers ambushed by gunmen, the search for the shooter and how the officers are doing. and let's take a live look at the bay bridge. crews getting ready to lower the crews getting ready to lower the final truss of

welcome back, we are keeping an eye on developing news in miami this morning where two cops were injured in an ambush shooting. this is video of officers being rushed to the hospital by colleagues. the officers who were shot were sitting in an unmarked car and monitoring an apartment complex when two gunmen walked up and opened fire. very little information on the shooters, all investigators know

is that the gunmen are teenagers wearing dark hooded sweatshirts, the officers are part of the homicide task force gang unit. thankfully they're expected to survive. a santa county jail minute mate is recovering after being stabbed 40 times. both inmates and guards call the knives shivs. the sheriff's office says these were the weapons used sunday. investigators asking prosecutors to file attempted murder charges against the two men suspected in the attack. the victim needed staples to close a wound on his head and he remains in the jail on murder charges. state investigators plan to question jared kushner, president trump's son-in-law and close adviser as part of its investigation into russia's meddling in the 2016 election. the kremlin responding now to this latest development. it says a meeting last year between kushner and

representatives between a russia state-owned bank was routine. the trump administration is calling on russia to release the peaceful protesters it arrested during an anti-government demonstration. tens of thousands of people took to the street miss more than 80 cities and towns. police arrested more than 900 people in all. some are criticizing the administration for initially remaining silent on the protests. the state department issues a statement calling the detentions "an affront to essential democratic values. happening today, president trump will use an executive order to roll back climate change policies implemented by president obama. mr. trump is expected to sign the sweeping order at the environmental protection agency. according a white house official, the move will rescind at least six obama era executive orders aimed at curbing climate change. the controversial dakota access pipeline is one step closer to going into service. the developer says oil is in the pipeline, which means engineers

can begin testing soon. the move comes despite months of protests and the objections by two native american tribes. they say a rupture or leak could threaten their water supply and cultural sites. the developer, meanwhile, of the four state 1200 mile pipeline says it's safe. 6:46 now and a surprising new study on breast-feeding coming out. researchers say although it has many medicinal benefits for newborns, it may have little impact on long-term cognitive development. the study is published in the journal "pediatrics" and followed nearly 7500 irish children from the time they were nine months old and researchers compared those babies to those not breast-fed. they found at age three there was a slight improvement in those who were breast-fed. at five, though, there was no difference in terms of vocabulary, hyperactivity and overall reasoning. abc's dr. jennifer ashton says there are limitations to the study. >> they didn't measure maternal iq which can play into it so we need more research.
