live where you live, this is "abc 7 news." >> now at 11:00, smash but no grab. vandals break into nearly two dozen cars in the east bay and tonight fremont police say this case is a puzzle. i'm dan ashley. ama daetz has the night off. police say it is strange because nothing was stolen. is it destruction for destruction safe? the vandals targeted cars. live in fremont with a store new at 11:00. cornell. >> yeah, dan, it is a weird story. take a walk through this parking lot, you will see a lot of this, broken windows, a lot of them. most cars here were targeted and no one really knows why. >> to wake up to this is not -- is not right. >> reporter: maria gamboa is

putting a blanket over her new toyota where a window used to be. somebody smashed it and trashed it early monday. >> they just made a big mess. they took everything out. they trashed everything out, and they just made a big mess. >> reporter: maria's honda was also broken into at the villa as papillion condo where almost every resident was a victim. 23 cars were burglarized. >> i have to get it cleaned up. >> reporter: he shows us the broken glass he collected from his car where thieves got away with little. >> they took about $2 in cash. my fast track is still intact, just thrown into the back seat. >> reporter: fremont place say it is the strange part. hardly any car owner had anything stolen. did they take anything from your car? >> no, not even my winning lotto ticket on the seat. >> reporter: they left it? >> they left it. >> reporter: across town police say a similar crime, eight cars were broken into on sunday night on roberts avenue, but little was taken. no one knows why their cars were

a target. >> i have no idea. probably they just -- they just mad at something. >> reporter: police say the vandals got away. they have no suspect information. >> i work hard for what i have. >> reporter: residents want surveillance cameras installed and better security patrols at night and they don't want to deal with anymore broken glass. in fremont, cornell bernard, "abc 7 news." >> the number of people killed in monday's devastating fire in oakland has climbed to four tonight as survivors try to cope with their new reality. flames spilled from the building on san pablo and athens avenue early yesterday morning. one woman told us they knew those who died. >> two, possibly three, i did know them. we haven't had a chance to mourn yet. that's why we're it is hard. >> the building was home to a nonprofit transitional housing program. it is now unstable and soon will be demolished.

the cause of that fire has not yet been determined, but, of course, it is still early in the investigation. the fallout continues tonight in san jose weeks after that devastating flooding there. in a letter sent to mayor sam liccardo today, the water district demanded to know why the city didn't evacuate endangered neighborhoods before the flood water. "abc 7 news" reporter katie marzullo is live at the water district headquarters with new details on this. katie. >> reporter: dan, the city's answer to that question tonight is we've already admitted our mistakes, we would like to move forward. both sides will come together for a special meeting here tomorrow to hash things out. the santa clara water district says san jose leaders had all of the data and warning they needed ahead of the flood. in a letter to the mayor, the district asks why didn't the city act. >> we're not sure exactly what the trigger was. what was the city waiting for to decide whether or not to call for mandatory evacuation also. >> reporter: the city spokesman

says they've answered that question several times. he says the city made a flawed assumption based on bad data. >> we recognize going forward we have to have much lower trigger points for making decisions based on what we know that creek cannot handle. >> reporter: inside a gutted apartment in the rock sfrings neighborhood, this property owner is not interested in the blame game. >> we should not say who is at fault at this time. and now is the time to help the community. >> reporter: the city says to really help the community everyone needs to work together. >> this is a coordinated challenge for all of us, and we can't do it if we're just sitting here picking scabs. >> reporter: for its part, the water district acknowledges this. >> we're certainly looking at how we can communicate better with the city. we're developing an updated emergency action plan. >> reporter: at the height of the flood, 14,000 people were forced to evacuate their homes. now 11 households remain at the emergency shelter, which is scheduled to close april 10th. in san jose, katie marzullo, "abc 7 news." >> victims of ongoing mail theft

in martinez are focusing anger on the local post office. residents are upset at the pace of repairs to mailboxes targeted by thieves. it is a huge inconvenience because victims now need to pick up deliveries in person at the local post office. residents complain it can take 45 minutes to get their mail, and they are demanding that the postal service fix their mailboxes. >> there's nothing in there since like end of january, february. it is pretty sad. we're still waiting. the lines are actually getting longer. >> the postal service tells "abc 7 news" mail theft is a growing problem throughout the state. they could not say when the mailboxes in martinez would be fixed. a meeting between angry members of the sacramento community and federal immigration officials got very loud tonight. >> the community is under attack! what do we do? >> things got really heated on both sides, fuelled by president trump's hard-line stance on

undocumented immigrants. some protesters were escorted out. immigration officials invited to the event by the sacramento county sheriff said they're only enforcing the law when they make arrests. well, tonight sfral valley congressman devin newness is refusing to step aside from the house intelligence committee investigation into russia's election meddling. democrats called on him to recuse himself today after his office confirmed he was on white house grounds when a source showed him secret american intelligence reports. that was just one day before nunes claimed to have evidence that members of president trump's transition team were inadvertently monitored by intelligence agencies. >> and why not recuse yourself from this investigation? >> i still don't know why. if you guys give me a reason, i might consider it. >> your critics say you're too close to the trump administration to lead this investigation. >> yeah, i don't know they've actually said that. >> none nunes is denying a new

report he tried to block sally yates from testifying before the house intel committee. yates was the first official to inform the white house that tlum's then national security advisor, michael flynn, lied about his conversations with the russian ambassador. well, tonight a lot of people are worried about a controversial vote in congress. what lawmakers did today setting off alarm bells. is your internet browsing history and habits about to go on sale? for mental health evaluation. the future of woodside's pig scramble was at stake at a town council meeting tonight. this is what a pig scramble looking like, by the way. kids chase and capture pigs at the town's annual july 4th junior rodeo. sponsors say no one is hurt, especially not the pigs, adding it helps kids learn about animal also. well, animal activists insist the scramble is cruel to pigs and want it banned. the town council says the scramble stays. >> we're not doing anything illegal. if you don't like it, you don't have to come. don't come to the rodeo. if you don't like pig scrambles or rodeo events. >> they say the sponsors are not breaking any laws and that activists should take it up with state legislators. well, former secretary of state hillary clinton and presidential candidate, of course, gave her first big public speech since the presidential election. clinton chose the professional business women of california conference to deliver her much-anticipated message. >> i am thrilled to be out of
