we will head out to the central valley next. happening today a new report being presented on the flooding in san jose. >> so many questions, and who dropped the ball here? matt keller live for us in the flood zone. >> reporter: good morning. five weeks ago this whole street was flooded. now, today, you can see there's a lot of stuff that was taken from these damaged homes and sitting in giant piles here in the street as they try to repair these homes and get these people back inside. but as the clean up continues, so does the finger-pointing. a flood report is being given to the board of directors at the santa clara water district, and this is after they sent a letter to the mayor demanding to know why the city didn't evacuate ahead of the flood water, and they said they had all the data and warnings they needed.

>> what was the city waiting for to decide whether or not to call for mandatory evacuations? >> we recognize going forward we have to have much lower trigger points for making decisions based on what we know that creek cannot handle. >> in the report being presented today, the water district said some of the lessons learned from the flooding was technical data was misunderstood or discounted by others, and the district san jose needs things improved. crews stopped the gas leak in alameda and the shelter in place there has been lifted. there's a live look at the scene where they are still cleaning this up. at 1:00 a.m. a car crashed through a fence there and hit a four-inch high pressurard natural gas line. police had the driver stay in the car until they could get

pg&e out there to make sure it was safe enough for him to leave. he was treated for minor injuries. take a look. took crews more than an hour to get this under control. the fire broke out overnight at a nursery on highway 92 on san mateo road. firefighters had no water supply there so they had to tap into water from a nearby street. at least five green houses went up in flames, and nobody hurt. it's not clear how the fire started. firefighters still investigating right now. new details on a pepper spraying incident at the stones town galleria in san francisco. police are looking for a teenage girl between 15 and 17 that could be the suspect. she walked into a store monday night and pulled out a canister and started spraying an orange substance into the air, and 16 people complained about breathing problems, and eye irritation after the incident. three had to go to the hospital. 6:03 now.

republicans and bridge cal invited colter to speak on april 27th about illegal immigration. violent protests broke out last month just before milo yiannopoulos was set to speak and that event had to be canceled. here at the live desk, another live look at the severe weather damage in the dallas ft. worth area. this is rockwell, texas. there are at least five homes destroyed in this neighborhood alone. you can see the extent of the damage now that the sun is up, and some of the homes may be a total loss. very strong winds hit the area. unclear if a tornado touched down in rockwell. also a natural gas leak that crews are concerned with at one of those damaged homes. in fact, throughout the morning we have seen fire crews on scene. this could have been the hardest

it's 6:15. firefighters putting out the apartment fire when an 82-year-old stumbled out on the third-floor balcony, and the crews quickly jumped into action and threw a ladder up and climbed up and rescued the man. and he along with another firefighter were sent to the hospital, and so great to see he is alive. meeting between angry members of the sacramento community and federal immigration officials got pretty loud. tempers flared on both sides last night fueled by president trump's hard-line stance on undocumented immigrants and i.c.e. officials said they are

low to mid-60s at 4:00 at the coast. the breezes will pick up this afternoon and evening where it will be 67 to 74. one issue we did have briefly, southbound 880 in the hayward area, south of 92 getting closer to fremont. we had a crash near industrial. as you can see, we are still in the red as you get through that 92 interchange. hard to tell how much of that is residual delay because of the collision and how much is the typical backup and then san rafael bridge right there. a shelter in place in alameda has been lifted. they had a natural gas scare. >> a car hit a high-pressure gas line and that now has been

capped. >> reporter: a robocall telling residents there's a gas leak. the crews are still hard at work on the situation, and they could be finished and out of here within the next hour. this happened at 1:00 this morning near alameda, and a driver crashed through a fence here and hit a four-inch high-pressured gas line. police called all nearby residents to know they should shelter in place because of the gas leak and turn off all gas appliances, and they were worried about the driver and wouldn't let him get out of his car. >> we waited for pg&e to clear the scene and allow my crews to go in. >> reporter: the crews had to dig to the underground pipes to

get the gas shut off. you can turn your aplayahra in this area. the driver was taken to the hospital and it looks like he is going to be okay. reporting live in alameda, amy hollyfield, abc7 news. 6:32 now. the death count for monday's devastating fire in oakland climbed to four. survivors are trying to cope with their new reality now. flames erupted on early monday morning. the building was home to a non-profit transitional housing program. one woman told us she knew several of the victims. >> two of them, and possibly three. i did know them. we have not had a chance to mourn yet. that's why we are stressed. you know, it's just hard. >> that building now unstable. it will soon be demolished. investigators are still trying to figure out what started the fire. the building was inspected several days before the fire and

that inspection turned up violation codes, including sprinklers and alarms that didn't work. two dozen cars left with broken windows, but the vandals didn't take much of everything else. the vandals targeted vehicles at fremont boulevard and auto mall parkway. every resident of the condo got victimized, 23 cars in all, and the strange part? hardly any car owner had anything stolen. >> they took everything out, cra trashed everything and made a big mess. >> take anything from your car? >> no, not even my winning lotto ticket on the seat. >> they left it? >> they left it. >> strange, and police say the vandals got away and have no suspect descriptions. and then government attorneys say if the judge

issues a longer-lasting hold he should narrow the ruling to the part of ban. a lawsuit challenging the president's executive order does not show how hawaii would be harmed by the other sections of it. judges in five other states are blocking the ban. devin nunez is refusing to step aside from the house intel committees' investigation into russia's meddling. he was on white house grounds when an unnamed source showed him secret intelligence reports and the next day nunez claimed to have evidence that members of trump's transition team were inadvertently monitored. >> i like chairman nunez and worked well with him in the past but for the independence and credibility of this investigation he should recuse himself and that's now a bipartisan call. a republican also is calling for

that. >> nunez is also denying a report he tried to block former acting attorney general, sally yates, from testifying before the committee. two northern california anti-abortion activist that made undercover videos of planned parenthood are facing more than a dozen felony charges. the video accused planned parenthood of selling tissues for profit. and yesterday california attorney general javier becer filed charges against the two. the videos were made without the consent of the people in them and that violates state law. similar charges against the pair in texas were dropped last year. a deal to settle corruption charges against pg&e could mean a small drop in your gas bill. state regulators accuse the

company of improper communications linked to the bruno pipeline disaster. sounds like a lot until you divide it all up. it only means about 22 cents off your bill per month. the state public utilities commission has to still sign off on it. hoping a high-powered lawyer will help them file a lawsuit against the millennium partners. the homeowners blame the developers and poor design for the issues. we are expecting to learn more details about the lawsuit at noon. and then ntsb blaming the lack of highway markings for a deadly greyhound bus crash. it slammed into a barrier on 101 in san jose. the investigators believed the bus driver thought he was in the

exit lane and he was traveling at a freeway speed in the breakdown lane. the ntsb found the impact barrels that are used to cushion a vehicle lacked reflective markings. two passengers died in the crash and federal investigators say of the 21 passengers onboard only two were wearing seat belts. the ceo of uber is apologizing for the first ever work diversity report, and the san francisco-based company is postally male and white. according to the report, nearly 64% of proemployees are men, an 36% are women and when it to ethnicity, 50% of the employees are white, and 30% are asian, and 8%, african-american, and 5% are latino. back now to a developing story we are following at the live desk this morning.

kind of like this look. i'm calling it the "name your price tool" phase. whatever. i'm calling it the "name your price tool" phase. pg&e learned a tragic lesson we can never forget. this gas pipeline ruptured in san bruno. the explosion and fire killed eight people. pg&e was convicted of six felony charges including five violations of the u.s. pipeline safety act and obstructing an ntsb investigation. pg&e was fined, placed under an outside monitor, given five years of probation, and required to perform 10,000 hours of community service. we are deeply sorry.

of the victims of last week's terror attacks in london. some of the people are reportedly from young muslim organizations and police officers in the crowd, and this is the same time the attack began exactly one week ago when a man killed three people as he drove his car into pedestrians on the bridge and also stabbed a police officer outside parliament, so four victims, and several similar events like this are going to be happening all across britain today, but quite an impressive sight. i would say about 1,000 people out there, and growing by the minute. >> good to see that show of support for the victims. happening today a new report being presented on the flooding in san jose. the question is what happened? what went wrong? who is responsible? here is matt keller. >> reporter: 14,000 people were forced to evacuate when the floodwaters hit just over five weeks ago and today you can see there are big piles of junk in the middle of nor dell avenue as

the repair works continues in the homes. today a big presentation, the santa clara water district is discussing the president's day weekend flood report during a special meeting this afternoon and they will discuss a summary of what happened and the lessons learned. before they get to that they already stirred up controversy, and they demanded to know why the city did not evacuate endangered neighborhoods ahead of the flood water, and the mayor says they repeatedly failed to adequately warn people before the floods. and they want to assure they never have to face the floods like the once on february 21st again without adequate preparation or protection. today's special meeting starts in san jose at 2:00. reporting live in san jose, matt keller, abc7 news. victims of mail left in martinez are upset at the pace of repairing mailboxes that have

been targeted by thieves. it's a huge inconvenience. if you live there you have to pick up all of your mail in person at the post office and the line can be long sometimes. it can take 45 minutes to get their mail and they are demanding the postal service fix the mailboxes. >> there has been nothing in there since the end of january, february. it's pretty sad. we are still waiting. the lines are actually getting longer. >> the postal service tells abc7 news mail theft is a growing problem throughout the state. as for when the mailboxes will be fixed in martinez, they could not say. hillary clinton says four words, resist, persist, insist, and enlist. she delivered this in her first big public speech since the election here in san francisco. >> i am thrilled to be out of the woods. muni. the t-third line, we had downed overhead wires, and six bus shuttles are on the way for service for sunny dale, and there are delays but hopefully that will be improving. breaking news from the live desk. this is a live look at washington, d.c. where there are reports of a shooting near the u.s. capitol. here's what we learned in the last two minutes. colleagues trying to get information. a shots fired call came in about 20 minutes ago to the 100 block of independence avenue. a driver hit a capital police cruiser, and then tried running over several other officers who were on foot. that person ran away and was caught just a few blocks away. and capitol police did fire shots but at this point we have reports that nobody was hit. that suspect is in custody, but as we look at the live pictures and the camera moving around, and the camera moving around, you see people
