years because of this law. that's because the state was going to lose out to big events like the nba all-star game and the ncaa basketball championship. the vote on repealing this law will happen this morning. a civil rights agency a lawsuit against forever 21 for telling employees not to speak to customers or coworkers in any other language besides english during work hours. after three spanish-speaking employees complained about the rule the management reduced their hours, and so far forever 21 has not commented on the allegation. and placed on administrative leave for directing slurs at an asian/american player.

gallon, jessica. look at the prices here. that $2.99 would shoot up to $3.11. the governor decided to come to concord today to try and convince people this is a good idea. the tax would pay for $52 billion worth of road repairs, and the governor says this would cost drivers less than $10 a month and it's cheaper than paying for damage done to your car from bad roads, and electric car owners would pay a $100 annual fee because they use the roads. >> we are using the roads so i can understand why there would be some sort of tax associated with that, but at the same time it's not fair because we -- i got the car so that i don't have to pay for gas. >> yes, it cost money, and if the roof in your house is leaking you better fix it because it gets worse all the time. >> reporter: republicans are against the governor's plan saying californians already pay

police in san francisco are searching for whoever open fire killing a 65-year-old woman. two other men were hit and are expected to survive. this happened in the ocean view neighborhood at plymouth avenue and broad street. the 65-year-old was walking to a bus stop when she was shot. this is the fourth shooting in the neighborhood just since november. police admit that intersection is a concern. neighbors say somebody needs to step up and take control. >> something needs to be done. instead of the police harassing these children that live here, it's outside neighborhoods that come over here and commit these violences, and something really needs to be done because our children and these families, we don't deserve -- we don't deserve this at all. >> community members are calling on the city to install cameras along the dangerous block. an elderly man has died after a fire at a east bay seni senior complex. he was not breathing when he was

pulled from the building. the fire was contained to one apartment. a leaking propane tank sparked the fire. some of the first calls to 911 reported an explosion. >> the propane inside of the structure did, in fact, pressurize the structure to the point where the windows did blow out. >> fire investigators don't know yet what ignited that gas. developing news this morning, the south bay elections going under the microscope. >> there are mistakes that could call some elections into question. can you explain how big of a problem it is? >> reporter: it's a big enough problem that it caught the attention of a local state lawmaker, and he wants to make sure when you vote you don't question the validity of the election results. an assembly committee approved an audit for the registrar

livermore police are asking for your help in identifying a car theft suspect. this woman is a person of interest in a theft of an unlocked vehicle last week in the northeast area of livermore. this is a photo captured by a home's security camera. the thief entered the vehicle and removed more than $2,000 in property. and livermore police reminding us to always lock your doors. and then a police officer ended up with a bloody face and it's a hard photo to look at, but here is it. sergeant nelson with a broken nose. he was helping a man wednesday night that appeared to be drunk. nelson walked the man off the road and then suddenly police say the man punched the officer in the face. the two struggled and the man got arrested. let's talk more about the winds as a cold front rolls through, and in behind it a rush of cooler and drier air. look at the gusts to 36 at sfo,

and 30 in half moon bay, and 30 in oakland and 20 in hayward. they are going to ramp up this morning as the cold front goes through, and drop down a little bit and then increase again as we head into the afternoon hours, especially around noon to 8:00, right along the coast where you see yellow. once you get up in the hills, it's 12:00 until tomorrow, and there's a 12-hour window for downed trees and a whole lot of pollen. and temperatures for us, eight degrees warmer this morning. we're going to top out around 64 to 69 degrees, except for the low 60s at the coast. we have got a couple new issues in the hayward area so i want to zoom in on the traffic maps. first a hazard on the northbound side of 880, and that's just past 8th street. sounds like we have a large truck tire blocking lane number three. and as i was walking up here, sounds like we have a crash on

the southbound side of 880 just north of 92, so you can see red in that area as well. i believe that is blocking at least the left lane. i will have an update on that in ten minutes. and then over to the traffic cameras, it's breezy if you are just tuning in. emeryville, westbound 80 is stop and go as you approach the bay bridge toll plaza, and bay bridge, and san mateo and rafael bridge all windy. this is a 50-foot section of pavement that connects oakland with castro valley, and it collapsed and it could be months before it opens back up to traffic, and that is redwood road, and public works crews blame record rain this past winter. the road is closed in both directions. the county hopes to finish repairs in two to three months but warns it could take as long
