new details are emerging about a bill making it happen. abc 7 news reporter, chris winn is in the newsroom with exactly how viable this plan really is. chris. >> dan, this proposal is making a lot of noise at the state capital. many people are talking about the possibility of health care coverage for everyone in california. but they're also wondering, does the state have enough money to make it happen. universal health care in california. a proposed senate bill making its way through the state legislature, could make it a reality. >> it will be guaranteed health care. no matter what income level you are in this state. >> the healthy california act would create a single payer health care system operated by the state. meaning, all medical care would be covered, eliminating co-pays and deductibles. but critics say passing such a proposal would lead to hypermedichyperme higher medical bills and dissatisfaction. >> when you create government controls on what doctors and hospitals are going to get paid it will result in less access to care, longer wait times. >> past proposals have failed.

he was discovered four months into his stint by clinic volunteers after they noticed he had no medical training or experience. san francisco police arrested a 24-year-old man for yesterday's ocean view neighborhood shooting of three innocent bystanders. one victim died. police say they made the arrest in the city's visitation neighborhood, 20 minutes after the shooting. the suspect is identified as 24-year-old, john than santos. >> one of the victims, leann xu w of was killed walking to catch muni when shot. >> abc 7 news was in oceanside where two people were hurt when they crashed into a muni bus. officials tell us the driver and passenger were going the wrong way down the street. they are expected to be okay. no one on the bus was hurt. a 20-year-old discovery bay man found gimty yguilty in the fire murder stabbing death of a 9-year-old boy. 18 when accused of killing the

9-year-old boy two years ago when the boy slept. he told detectives he needed to see what it felt like to kill some one. both sides agree that he was mentally ill. the jury believed he planned the murder. jurors will be asked to weigh the ex-tent of the mental illness in the sanity phase of the trial next month. >> policic oakland arrested the suspect in the shooting death of a teenage boy. the boy was shot after 10:00, macarthur/94th, not far from bishop odette high school and oakland zoo. police have not released identity of the victim or suspect. >> to video of an emotional protest in albany this afternoon. outside albany high school. frances lorenzo showed this video, students briefly preventing one student from leaving. sky 7 over the school. students protested racially charged incidents. told there was a meeting this afternoon with of students accused of posting hateful instagram posts targeting

abc 7 news. >> plans to fix potholes and roads in disrepair may have you grumbling at the gas pump. governor brown asking lawmakers to raise the excise tax on gasoline 12 cents a gallon. abc 7 news reporter, has details about the controversial proposal to fix our streets. no matter where you drive in the bay area. potholes and deteriorating roads are a problem. for years, cities have complained they don't have the money to fedex thix them. deferred maintenance carries price tag of $130 billion. poor road conditions were made worse by this winter's storms. the roads in poor condition cannot with stand it. so they're vulnerable to walter coming through the, through the roadway. and eroding the soil and the base underneath. >> the current state excise tax is 36 cents a gallon. it will go up to 48 cents. republican lawmakers in sacramento indicated they're against the higher tax. >> anything about a tax.
