4:01 am
good tuesday morning to you. we begin with breaking news in the deadly attack on a russian subway. >> moments ago we learned that the bomber has been identified. right now we're told at least 14 people were killed and dozens wounded in the blast in the major european city which occurred as the train passed between two downtown st. petersburg subway stations. no group claimed responsibility but two hours after the blast authorities found and deactivated another bomb at a nearby station. >> reporter: investigators announced moments ago that a suicide bomber is believed to have been behind the blast. overnight the bombing suspect was identified as a russian citizen born in a former soviet republic. earlier we spoke with abc's patrick reevell in st. petersburg.
4:02 am
>> in many ways we've all been waiting for something like this to happen because russia is so engaged at the moment in syria and in a war against radical islamic terrorism there while backing bashar assad's government. many of the fighters in syria do come from central asia. >> and st. petersburg, which is russia's second largest city, is starting three days of mourning for the attack victims. a live look right there, and you can see the growing memorial. this is near the entrance to one of the stations, and this has been a scene that we've seen all throughout the overnight hours with people coming there and paying their respects. now, president vladimir putin was in the city when it happened and added flowers as well to the memorial last night. he is a native of that european city, st. petersburg, and he also spoke with president trump who condemned the attack and offered condolences. we're going to continue to track these breaking developments from russia. back here at home, the bitter partisan fight over president trump's pick for the supreme court is poised to take a historic turn. >> yeah, as a vote on judge neal gorsuch heads to the full senate democrats picked up enough support to stage a filibuster but republicans are armed with

the so-called nuclear option ready to lower the confirmation threshold to a simple majority. abc's lana zak has the latest from washington. lana, good morning. >> reporter: good morning, kendis and diane. you know, neither side right now looks like they are willing to compromise. and some democrats have expressed particular concern about judge gorsuch's previous history in interpreting the law, but for many this is purely political. the senate is in a tailspin and it doesn't look like either side is willing to blink. >> i cannot support this nomination. >> i will not, i cannot support advancing this nomination. >> i will not support judge gorsuch's nomination. >> neal gorsuch will be confirmed this week. >> reporter: republicans and democrats are headed for a collision course that will likely end with republican majority leader mitch mcconnell employing the so-called nuclear option, changing the senate rules forever. >> we're headed to a world where you don't need one person from the other side to pick a judge. and what does that mean? that means the judges are going
4:04 am
to be more ideological, not less. >> reporter: a handful of democrats have said they will support president trump's pick, judge neal gorsuch, but the vast majority are supporting a filibuster. >> as senator cornyn previously remarked, there has never been a partisan filibuster of a supreme court nominee in history, and while technically correct, i question what a seven-month refusal to hold a hearing or vote is if not the longest partisan filibuster on this committee. >> reporter: senate democrats are still smarting over the previous actions of mcconnell blocking president obama's nominee, judge merrick garland, from consideration for nearly a year, but the message for many republicans now is as simple as get over it. >> if they will filibuster neal gorsuch, they will filibuster any nominee from a republican president. >> reporter: and the white house warned that the american people will be watching to see which senators try and stand in the way of president trump making progress. clearly, diane and kendis, that
