since several other women have come forward. she says that man rubbed against her last thursday and she says weeks earlier she saw him doing it to another woman. if you see him, please call san francisco police. happening today, an arraignment for a man charged with kidnapping and raping a napa teenager. police say timothy marble picked up the 13-year-old at a gas station friday shortly after she ran away from home. she escaped by jumping out of marble's truck on highway 1 near bodega bay. detectives say during the 50 mile ride, marble smoked marijuana with the girl, raped her multiple times, injected her with meth and then used a razor blade to carve his name into her skin. marble, surprisingly, called 911 after the teen jumped from his pickup saying his passenger had left. once officers arrived she walked out from the bushes and police arrested marble. good morning, at least seven

people hurt during a huge chapel hill celebration overnight. the basketball team winning its sixth national championship victory and nearly 55,000 people hit the streets in the downtown area last night. i've been going through new video coming into our live desk this morning. i want to show you this one. you can see bonfires were set overnight. some kids even jumping through those flames. student ws were urged not to do. this they did not listen. the seven people hurt overnight are expected to recover. reggie, natasha, back to you. >> thank you, jess. firefighters are watching for flare-ups from a massive fire at a food processing plant near the l.a. coliseum. it took 110 firefighters to get under control. you can see the flames tearing through the roof. it was apparently fuelled by a broken natural gas line. arson investigators are expected to start combing through the rubble this morning. investigators trying to determine what caused a fast-moving fire in san

francisco's height ashbury. the fire tore through three condos and firefighters called for a second alarm to keep the flames from spreading. no one was hurt but a cat is missing. california is a step closer to declaring itself a sanctuary state. a bill made it through the state senate yesterday and it's headed to the assembly. it bars local and state law enforcement from cooperating with federal immigration agents to deport violent and serious felony offenders. some gop lawmakers aren't happy with the bill. that i will say it needs to include all felons. >> we will cooperate with our friends at the federal level with serious and violent felons but we won't lift a finger or spend a single cent when we talk abo about separating children from our mother. >> if you're a human trafficker spending time in prison, in bill shields you from deportation. >> the bill was

urgency measure but it was changed so republicans and democrats could do their due diligence. the first design contracts are due for president trump's border wall. the associated press says the administration will pick up to 10 bidders to build prototypes on federal land in san diego near the border. the prototypes will cost up to 500,000 each. border patrol will establish a buffer zone around the construction site in the event of protests. some bidders are concerned about the safety of their workers. the push to confirm president trump's pick to the supreme court is planning a showdown in the senate. democrats plan to filibuster, republicans plan to answer with the so-called nuclear option. >> reporter: the senate is in a tail spin and it doesn't look like either side is willing to blink. >> i cannot support this nomination. >> i will not, i cannot supported a vancing this nomination. >> i will not support judge gorsuch's nomination. >> neil gorsuch will be confirmed this week. >> reporter: republicans and democrats are headed for a

"get over it." >> if they will filibuster neil gorsuch they will filibuster any nominee from a republican president. >> reporter: abc news, washington. 4:35 now. drivers in california could be facing a big hike in the gas tax by the end of the week. democrats are rushing to put the bill up for a vote in the legislature by thursday. governor brown says the 12 cents a gallon hike will generate $52 billion over ten years. that money will go to road repairs. he made a pitch in a speech at the california museum last night and admits republicans will not vote for the measure so it's up to democrats. >> got help us if we don't get enough democrats because it's not going to come up again. i doubt it will be the first thing the next governor wants to talk about. >> the bill would raise the price of diesel by 20 cents a gallon. the bill needs two-thirds approval in the state senate and assembly to pass. the city council will

welcome back. news here at the live desk, russian authorities have identified the suspect in yesterday's deadly boxing at a russian subway. a senior intelligence official tells abc news he's a young man in his 20s named akbarzhon jalilov. he was born in kyrgyzstan, was a russian citizen and investigators found they believe to be his remains on the train involved in yesterday's attack in st. petersburg. i'm also starting to get some new information on those victims. i'll have much more on that coming up for you later in this newscast. reggie, natasha, back to you. happening today, san francisco supervisors take up the issues of safe injection sites. these places whe drug users can shoot up under supervision. there will be a task force to study the issue. officials estimate there are 22,000 people who inject drugs

in the city. seattle is going to open the country's first safe injection sites later this year. taxi drivers in san francisco could soon get a break from the city. they'll discuss getting rid of medallion renewal fees. taxi companies welcome the news amid competition with companies like uber and lyft. nearly 9ed in taxi industry reductions have been approved in the last three years. if approved, the drivers could save $1,100. friends and family of a san jose man say he died trying to save a dog. brian ho was on a boat that capsized off the coast of marin county. wayne freedman talked to the lone survivor. >> reporter: we found him sitting quietly in a store at law son's landing, so exhausted he could barely lift his head while wondering how he survived. >> i'm so tired. i'm -- i cannot -- sorry.

>> reporter: this is the surf that nearly took his life and claimed another. his friend, 46-year-old brian ho of san jose. they were crossing the sand bar, planning to pick up friends and go clamming when overwhelmed. >> they hit a big wave and the boat flipped up is so brian tried to save the dog and then he held on with the dog and fell down with the dog. >> reporter: locals who know these waters describe conditions these waters describe conditions like this as being treacherous doug baggaley told us the best way to deal with them is to stay away. what's it like dealing with those waves. >> right there there's an elevation and they constantly crash, pretty close together about every four seconds. even experienced boaters don't want to go out there. >> reporter: for several hours after the accident, the boat with gear askew sits on the beach. the lone survivor trying to make sense of how what should have been a good day turned

>> my boyfriend did his best trying to save brian's life. >> reporter: wayne freedman, abc 7 news. a former prostitute convicted in the death of a google executive is fighting to stay in the u.s. alex tichelman served nearly two years in the santa clara county jail. he was immediately taken into custody by yimgs agents. she pleaded guilty for involuntary manslaughter for the death of her client, forest hayes. police say she injected the married father of five with heroin and when he started to overdose on his yacht, she stepped over his body and left him. mountain view police have arrested a man aduesed of having an i appropriate relationship with a minor and now police say there could be more victims. officers arrested brandon yamagata on sunday. he's accused of exposing himself to a woman in a parking lot. police say yamagata admitted to an inappropriate relationship with a teenager.

by 2:00 some develop across the rest of our neighborhoods and those scattered showers are here for the evening commute and then that stronger storm starts to move in as we head into the overnight hours. a little light rain is possible by noon in the north bay, by 11:00 you can see a couple hundredths of an inch to a quarter inch across the north bay. our storm friday is a two, moderate on the storm impact scale with thunder possible. the storm tapers saturday but still thunderstorms then, too. hi, sue. good morning. and to the macarthur maze we go. we're getting reports from the chp of an accident involving two to three vehicles blocking the two left lanes and we just watched some sort of emergency crew -- vehicle go through there and i'm not seeing it on this particular live shot. so we'll keep our eye on it and wait for the chp to give us a little bit more detail on to the exact location. now they're saying it's westbound 80 at the 580 split would be smack dab there in the middle of the maize so we'll keep our eye on that one for you and let you know. meanwhile we'll look at some of your drive times starting to your drive times starting to bunch up out of the

we're back at 4:52. you have to see this cell phone video. it's like a scene from the movies. it shows a new york city man risking his own life to save another. this daring rescue took place at a subway station saturday night. jonathan kulig says he was on his way to work when a man fell into the tracks. the train was just seconds away. >> one thing i can completely say that i'm confident about is that if i didn't pick him up that train would have hit him. >> and that is almost certain because the cell phone video shows the train whizzing by about 60 seconds after he carried the man to the platform. kulig says he would do it again in a heart beat.

of the bay area that hasn't been available in decades. it closed to the public in 1980s, now it's reopening in september. a local ballot measure passed in 2014 provided the funding to complete a $15.8 million restoration project. that's for the former military radar site. it includes nearly five miles of new trails. these extends from the monterey peninsula to mount tamm on and a clear day you can see to the sierra nevada. the grand opening weekend is scheduled for september 16 and 17. google making it easier to restrict internet access in your home. the company added a scheduling feature to google wi-fi that allows you to schedule when to block certain devices at certain times, like when your kids are trying to do their home work or go to bed. you can schedule internet down time for yourself. >> we know dogs love human food and will eat pretty much anything that comes their way. look at fritz, an adorable golden retriever. watch as he gauges height and
