is live in richmond. mel any. >> reporter: well, dan and alma, really tragic situation out here this morning. a bit of good news is that there are several surveillance cameras attached to several homes in this area. so police say there is surveillance video of not only the suspect, but also the vehicle that he left the scene in. the shooting in front of the victim's two small children. in the surveillance video you can see 29-year-old's jeep, a silver mercedes-benz just in front of it. moments later the suspect who richmond police have now identified as 43-year-old lawyer dushan mcbride from san bab low gets back into his car and drives off. investigators say mcbride shot franklin one time in her upper body. her two small children both under 10 years old were in the back seat. >> witnessing your own mother being killed, my heart breaks

for those kids. >> reporter: one neighbor says another neighbor took the children into a home before police arrived. >> she was very sad. >> reporter: another neighbor shared this cell phone video of mcbride driving away. police say in a 2007 silver four-door mercedes-benz s 550. >> we have had quite a few witnesses that have been brought to the station and they have been doing a fantastic job for us. >> reporter: richmond police say they received a call for a domestic dispute minutes before the shooting at 29th and ream. they say the shooting was definitely targeted. also that police had been called for past domestic violence situations involving the couple. >> it's unfortunate but i'm going to pray for the family because it's tragic. >> reporter: investigators say mcbride is not the father of the children who were in the car and witnessed the shooting. in richmond, mel any woodrow, abc 7 news. >> a woman charged with a high profile murder case is expected to make bail this week.

testify any lee's bail is among the highest in memory but she is posting twice that amount required by law. abc 7 news reporter is in the newsroom with today's developments in a story you'll see only on 7. vic? >> reporter: dan, the lawyer for defendant tiffany lee is the eighth highest ever made in the country in state court. for many making that kind of bail is, i guess you would call it, mind boggling. the d.a. said this is a perfect example of how the bail system gives advantages to the rich. >> somebody charged with murder in san mateo county is going to post a $35 million bail by posting over $60 million in property. that is not something we've encountered in san mateo county before. >> reporter: that somebody, tiffany lee, the hillsboro woman charged with killing keith green, her ex-boyfriend and father of her two young

children. she's making bail by posting property instead of cash, by law the equity in the property has to be 70 million, double the $35 million bail. lee's attorney jeff carr says the properties come from her supporters and that he says should tell you something about lee. >> friends, distant relatives, business associates who are willing to risk their houses for this woman. >> reporter: a source who knows the family tells abc 7 news lee's family is rich and powerful in china, that her mother has extensive real estate holdings in california, including this mansion in the fluent hills borough where lee lived. this is where investigators believe green was killed. lee, her current boyfriend and adella are all in custody charged with the murder. the d.a. had asked for no bail because he believes she's a high flight risk. >> oh, i think definitely. i think very much. she's facing the rest of her life in prison if convicted. >> very disappointing today to

hear about the bail. >> reporter: angela dunne, long-time family friend of keith green cannot belief tiffany lee will bail out. >> when you have many, many, many hundreds of millions of dollars, you wonder if that -- >> reporter: the hearing resumes thursday. now, the county counsel has been reviewing all of the $70 million equity in the properties lee submitted for bond and we've been told it all checks out. so, she's expected to walk out sometime after that hearing freon bail. vic lee, abc 7 news. >> vic, when she does make bail, what kind of precautions are there to make sure she doesn't escape to say china where she has family? >> right, dan. that's going to be at the very heart of thursday's hearing. now, both the d.a. and the defense have agreed on the terms of the electronic home monitoring and that's a condition of parole which the judge set. so, instead of the sheriff

providing that service, they decided to go to a private company that has gps monitoring 24/7 instead of the random system which the sheriff uses. so, on thursday the judge is expected to sign off on those agreements. lee posts bond and she awaits trial at home. >> vic, thanks a lot. >> a napa man accuse of kidnapping and sexually assaulting a 13-year-old girl faced a judge today. timothy marble was a rained at the sonoma county jail because of medical reasons. he faces eight counts. he lurd the girl in his vehicle at a gas station. she escaped by jumping the truck. marble called 911. that's when they found him and arrested him. >> it's a bit cooler from yesterday. >> lets a.m. look at the east bay hills camera -- let's get to spencer. >> there's the shot, a little

hazy, but nice. >> nonthreatening at the moment. we've got bright skies, even with the presence of some clouds. current temperature readings range widely from upper 50s at the coast to low and mid 70s inland. so, it is a milder on the bay than inland. check out this image of our next storm, big storm spinning around the gulf of alaska a large plume of clouds and moisture. that will be our rain and windstorm in a couple days. our chances of rain the next seven days, 90%. thursday night into friday, 2 on the storm impact scale. weaken to 1 when we have a 60% chance rain. let's look at the storm impact scale. thursday night into friday is a storm of moderate intensity. showers, heavy rain at times. wind gusting 30 to 50 miles per hour. and there is concern right now about the possibility of stream and creek flooding as the rain will be rather intense for that period of time from thursday night into friday.

lingering showers into saturday. i'll give you a closer look and track the storm for you in just a few minutes. alma? >> all right, spencer, thank you. there is still a good amount of snow in the sierra. and more on the way. this is a satellite image from the national oceanic administration. you can see how green the state still is. look at all that snow. you can get a good idea of how different it is from the past few years. the image on the left is from 2015, the middle 2016, and on the right just a few days ago. >> it's going to cost a lot of money to repair damage done by winter storms in california. the most extensive fix will be in santa clara county. 200-foot long section of highway 1 slid down a hill in february. cal trans estimates it will cost $29.5 million to repair. the bay area has more than $82 million in damage. total damage statewide is estimated at more than $866 million. today san jose launched a program to help replace vehicles ruined in the recent coyote creek flooding. the city showed off some of the

20 vehicles it is donating. more are being offered by individuals with the help of catholic charities and good will. this afternoon the mayor said it's about helping residents return to normalcy. >> it is so critically important as we help them get back on their feet, getting them housed and getting them vehicles. >> though grand dealer group and silicon valley auto dealers association are also offering significant discounts on used vehicles to flood victims, all the people pitching in to try to help. go to safe space to inject drugs help curb the problem in san francisco? that's what some city leaders want to know. board of supervisors president london breed today introduced legislation that would create a task force to research safe injection sites where people could inject drugs in a medically supervised setting. mayor ed lee rejected a similar proposal last year but says he's now open to the idea of harm reduction sites. >> i have health experts on-site

at these home sites. they are not about free injections, they are about reducing harm on the long-term basis. that's what i'm supportive of. >> supporters of safe injection sites say they are intended to help prevent overdose deaths, help people recover and keep needles off the streets. >> a police chase in san diego came to an interesting end when the suspect got stuck on a fence. the suspect was accused of hitting another man in the head with a rock. after police cornered him they told him to climb over the fence. right there, he got stuck on his way over. officers had to help get him off of the fence, but his pants ripped in the process. after officers got the suspect on the ground, well of course they arrested him. and if that looks familiar, you may have seen this picture from arizona. someone just driving by took this picture last week in tucson. the man was spotted upside down stuck on a fence outside an elementary school. he was arrested a few minutes

it was 50 years ago today that martin luther king, jr., delivered his beyond vietnam speech criticizing the u.s. government for its involvement in the conflict. some say his words sealed his fate. dr. king was assassinated exactly one year later. abc 7 reporter explains that across the country many are remembering the speech as the beginning of the end. >> reporter: april 4th, 1967, martin luther king, jr., declared his opposition to the war in vietnam. he did it by delivering a bold speech at riverside church in new york city called "beyond vietnam." >> the purpose of this speech 50 years ago was real toy summon and awake enthe conscience of the nation about the war in vietnam. >> reporter: dr. clarence jones was his attorney and his speech writer. today he told people attending a symposium at usf that he had come up with a more palatable

surprised -- my first reaction was they finally got him. >> reporter: next year will mark the 50th anniversary of dr. king's death. in san francisco, lyanne melendez, abc 7 news. >> the discount shoe chain announced today it has filed for chapter 11 protection. it will immediately close 400 stores in the u.s. and puerto rico. additional closures could come. payless has 4400 stores in 30 countries including more than 50 stores here in the bay area. right now there is no word on which stores will be shut down. cutbacks are coming to ralph lauren as well. today the upscale fashion retailer said it will cut jobs and close its polo store in new york city. it will shut down other stores in addition to the 50 store closures announced earlier this year. and ups is now planning to start saturday deliveries after a test period in just a few cities last year. the change is now going nationwide. it is also going to create jobs, 6,000 new ones by the end of next year.

planner for tomorrow shows bright skies tomorrow morning even with a few high clouds lingering it. temperatures will rise under dry conditions into the mid to upper 70s by afternoon. near the bay and inland we'll see mid 60s on the coast. and tomorrow night as the sun sets at 7:36 still pretty mild with temperatures over 70 in many locations. but lets archipelago get on to that storm coming in thursday night and friday. it ranks 2 in the impact scale of moderate intensity. showers and occasional heavy downpours. wind will gust 30 to 50 miles per hour during the duration of this storm and there are concerns about stream and creek flooding because of the amount of rainfall that will fall in such a short period of time. storm forecast animation thursday morning, even during the day on thursday we may see a passing shower or two. but the main event won't arrive until thursday night when a big powerful wave of storminess comes in with heavy downpours, widespread rain, yellows and oranges indicating steadier heavier rainfall and accompanied by gusty wind. that will continue through

wayne? >> reporter: good afternoon, dan. let's take a quick look all the way down linda vista avenue. you see the flashing lights, this is where we have a suspect dead, a car that crashed into a tree. until a short time ago we had students on lockdown at west park elementary school. let's go to some areas from sky 7 at this point. it began about 2:00 on gwen owe street in napa, not farah way. police and sheriff's deputies responded to a call of shots fired in a house. they established the perimeter around it, and then they say the suspect drove out of the garage, trying to escape in the honda, firing shots at them. police returned fire. by our account from looking at the sky 7 video, they put at least 20 bullets into that car, killing the suspects who crashed into a tree. witnesses say his horn continued to blare, his windshield wipers kept turning. the deceased suspect remains in the car to our knowledge. they took no chances at west

over the country to help better prepare local officials and organizations for when a big earthquake hits the bay area. abc 7 news reporter kate larson has a closer look. >> reporter: after the 2014 napa earthquake governor brown declared a state of emergency. the quake injured 200 people and caused hundreds of millions of dollars in damage. >> preparedness is absolutely essential. >> reporter: the salvation army's captain responded to napa hours after the quake. >> we were preparing meals actually in solano county transporting those across into napa. and so that preparedness meant that we were ready to go. we had the equipment in place, we had the volunteers in place. we were ready to support them as they needed it. >> reporter: this week he and other emergency response experts are meeting at fort mason for the epicenter conference so ensure they are ready to help bay area residents. the 1989 loma prieta

change and did may actually impact you. the agency will now hand over some of its debt collection work to four private firms which will most likely call you about the taxes you owe. >> yeah, the irs told michael finney about the change last week during 7 on your side tax hot line. today the irs made the official announcement. >> abc 7 stephanie ramos tells you what to look out for. >> this call is to inform you the irs is filing lawsuits against you. >> reporter: millions of americans have heard that threat from scammers. for years the irs has warned against callers demanding money saying the irs does not do that. if you're at all behind on your taxes, the irs will have a private company call you starting this spring. it's part of a new program where debt collectors have been hired by the irs to chase down long overdue taxes that the irs just can't get to. and they had no choice. a new law enacted by congress in

2015 requires the irs hire debt collectors to help pay for new roads. but these new contracts could cause a spike in scam calls. here's how to make sure you're not being scammed when this new program kicks in. the irs will contact you multiple times in writing before you're ever called by contractors. you won't hear from a private collector unless you have multiple years of overdue taxes and all payments will be made to the irs, not the contracted company. >> if you get a phone call from the irs and it's this really aggressive threatening sounding kind of thing, hang up. >> reporter: if you're not sure if you have unpaid accounts with the irs, visit irs.gov, plug in your information and it should tell you. if not, give them a call. stephanie ramos, abc news, new york. >> a major retailer is being called out by an environmental group accused of miss labeling its tuna as dolphin safe. >> michael joins us with the

story. >> this is a bay area connection, too. in 1990, a berkeley environmental group changed fishing practices across the globe. this is one right there. you're looking at one of the first cans of tuna with a dolphin-safe label. something most now take for granted. now earth island institute is calling out wal-mart claiming its costa rica stores are selling this tuna that is not dolphin safe even if the label claims otherwise. earth island says mexican fishermen are tracking dolphin pods, knowing those pods will lead them to tuna. mile-long nets surround the pods catching tuna but slaughtering dolphins in the process, and leaving their offspring to die. >> speed boats are going along and they're chasing the pod of dolphins. the babies can't keep up with the pod so they are left behind and they die of tar vegas, they die of preditor eating them. >> abc 7 news has reached tout to wal-mart but we have not heard back.

they'll be at golden gate park until may 20th. for trail rides after that, you'll head to yosemite for trail rides. >> meantime there is a new craze in scandinavia that is taking horsing around to a whole new level. >> yeah, this is called hobby horsing.
