directions of highway 84 at ruby hill drive overnight, and tiffany wilson is live at eden medical center in castro valley. tiffany? >> reporter: natasha, that off duty san jose police officer is lucky to be alive. his suv slam spwaod tmed into a and then he was trapped inside with the flames. you can see the horrific aftermath of the accident. the officer's personal suv is mangled, but the big rig stopped for construction on highway 84 at ruby hill drive and the off duty officer slammed into the back of it shortly after mdnight. and the san jose police officer was pulled from the rescue and he was taken to the eden medical center for minor injuries. all lanes ere closed in both directions and took about an

hour and a half to be cleared up. remarkably that after was seen walking out of eden medical center a short time ago and a san jose police officer was waiting for him in the parking lot. live in castro valley, abc7 news. crews are mopping up after a two-alarm business fire in sonoma that broke out just after midnight on fifth street west and stud hrae. the fire started in the back of the building in the kitchen area and nobody was hurt. oscar munoz, united's ceo, is going on good phoerp"good americ america", and apologized for how that situation was handled. >> that's not who our family at unite is and you saw us at a bad moment and this will never -- can never happen again on a

united flight. that's my premise and promise. my words fell short of truly expressing what we were feeling. and that's something that i have learned from. >> munoz said he felt shame when he learned of the incident. a passenger is still in a chicago hospital being treated. he has hired an attorney. the passenger cannot be at fault in any way. one of the aviation officers involved has been placed on paid leave. a full review of the incident should be completed by the end of the month. >> and supervisor jeff sheehey is asking a policy to be drafted banning officers who work at the airport from forcefully pulling passengers off a flight because of over booking. >> when there are policies that have passengers forcefully removed from their seats, this bad business policy is not

something that we -- that our police department should participate in enforcing. >> you just heard the united ceo refer to his first words about the passenger, and he initially described him as disruptive and belligerent in a memo to employees, and now he is saying, quote, no one should ever be mistreated this way. a new report proves what everybody already thought, construction is to blame. and traffic is impacting construction projects are on the rise. for example when a construction site needs to close a street, alley or zone, they must apply for a special traffic permit and those permits have doubled since 27 to nearly 4,000. and first street, southbound between market and harrison street. and harrison street between

division street and the embarcadero. investigators are being accused of dragging their heels in the investigation of a man hit and killed by a bus. the family says they are being kept in the dark about the status of the investigation. the 60-year-old was found fatally injured on march 23rd. he recently retired from the bta. he worked there for 37 years, most recently as a light rail dispatcher. a man who posed as a doctor and sexually assaulted woman at a peninsula hospital will spend the night in khaeul. he was sentenced yesterday. chow posted an online ad looking for models and he told the two to go to saw assaulted them. he will be registering as a sex offender.

here at the live desk i am tracking a developing story out of florida. one person has died. we just got this video, and the person died was responding to the semitruck that was off an overpass in pwoebg it was not the driver of the actual truck who fell, it was a tow truck driver responding to the semitruck driver for help. the driver said he was trying to make a you turn on the ramp when he caused the truck to flip over. you can see what a huge nightmare they are dealing with on their morning commute. a huge backup right now. back to you. >> look at that traffic mess. thank you, jessica. the drought may be over but there are still water worries in the north bay. the north bay is so clogged up boats can't get through. and netflix is saying hello

happening right now, german police just announced they are investigating a possible islamic

extremist connection after three explosions near a german soccer team's bus yesterday. investigators say they found a letter overnight near the scene that makes reference to isis and one suspect has been taken into custody and they are releasing new details this morning about the pipe bombs saying one was full of metal pins that got wedged into the bus's headrests. they were leaving for a champion's league match. one player was hurt and had to be hospitalized. what would possess somebody to leave all that cash behind? maybe if you were a robber and police were hot on your trail. a suspected bank robber was caught on a security camera bicycling from the scene and dropped some of the loot and ran back and picked some of it up. this happened last week. the suspect still on the loose. no word on how man

off with or left. you can see a fire ripping through a boat. this happened in victoria, british columbia on monday. by the time the fire department got there the boat was completely destroyed but the owners escaped and paramedics did have to take one to the hospitala the cause of the fire under investigation. and then today san francisco's board of supervisors will talk about what can be done. those neighborhoods include west portal, mission terrace and an area near 17th and folsom streets. the board members are asking the commission its short and long-term plans to look at issues causing flooding. large storms this year brought more than rain and wind, they brought runoff, debris and lots of silt. there is so much, in fact, the

petaluma recover is now choked off and boats can't even use it. so little water in the river there are no yachts at the petaluma yacht club. boats have been stuck in the mud and trapped under the dock and last weekend people were actually holding hands across the river. a memorial day event had to be canceled the conditions were so bad. >> we are renowned for the party on memorial day, and i had to say we don't want you to come because i don't want you to damage your boats. officials are exploring the possibility of establishing a public bank. yesterday the supervisor asked the budget analyst to update the study on phaou tphemunicipal ba. it could provide a place for those in the cannabis industry to deposit their money.

state law prevents a county from giving loans to people. and then the water berankra broken the record yet? >> i have not heard. a chance of snow today and tomorrow, and so we will break it by the end of the week, no doubt about that. here we have our fill of wet weather. looking south on 101, about 0 2 0.02. look at the area of low pressure coming our way. and we have drizzle falling in the east bay hills. and that 680 towards 24, this afternoon into the evening hours, heavier but brief showers. showers are possible tomorrow but will be dry on saturday and sunday. sunday, monday and tuesday are trending wetter and earlier. as we get closer to sunday we will give you an hour by hour look at that. today's weather, storm impact scale is a one because the rain is not going to cause flooding

and the breezes are not going to cause damage. from 7:00 to noon, we will see a thinning out of the moisture and you can see the green becoming less prevalent on the map as we head towards lunch. still an isolated shower here or there. by 4:00 or 5:00, a rogue shower out ahead of the cold front where you can see the moderate rain and yellow here moving through. and then out of the south bay by midnight, and then waking up tomorrow morning with isolated showers that will hang around through about, say, 9:00, and you will start to see them push off to the east by noon, and then they are out of here by the afternoon hours and we will see the sunglasses then. leave about 0.1 of an inch in the south bay. temperatures are back where we should be on saturday and then starting on sunday morning, especially in the north bay, rain rolls in and we have a chance of scattered showers that will be light on the storm impact stale.

want to take you back to the san mateo bridge. i thought that disabled tractor trailer was in the clearing stages but i did just see chp trying to get through the backup on westbound 92. it's still partially blocking the right lane before you get to the high-rise. we have wet conditions there as well. not looking good for the westbound 92 commute. you are jammed well past that toll plaza. dumbarton bridge does look better if you want to look at the alternate. southbound 101 before avenue, it is beginning to thin. the only issue coming up in the last few minutes, westbound 80 into san francisco, a crash reported around fremont. i will look into that and have an update coming up around 6:30. we are getting close. the tax deadline less than a week away right now. and michael finney explains how can you get a credit for solar panels. another hit for uber.

6:23. welcome back. we have new details on the exodus of top management staff at uber. uber's head of communication and policy is leaving the company according to a business insider. she joined uber in 2015 after a long stint at google, and insiders said she struggled to get uber back on message after allegations of sexual harassment inside of the company. seven other executives have left the ride-hailing company in recent weeks. self driving cars could be the way to go in more than a decade. according to a new study, up to 25% of all in the u.s. could be done by self driving cars by 2030. the study finds the cars could double discretionary income for

>> reporter: yeah, he is promising this will never happen on a united flight again, but in talking to some passengers this morning it sounds like it might not be enough. the ceo sat down this morning for an exclusive interview with "good morning america." he apologized to the passenger who was dragged off that united flight, his family and the others onboard. the travelers tell us this morning they are ready to move on from united. this was the first time the ceo has spoken on camera since the incident. >> i felt -- the word of shame comes to mind. as i think about our business and our people, the first thing i think is important to say is to apologize to and his family and the passengers on flight. >> i am glad he apologized. i already have a ticket and i was not going to cash it in and

i will make the decisions in the future to possibly fly another carrier. >> munoz first came out and stood by his employees thanking them from going above and beyond failure and he says he it being does not plan to resign despite some calls for him to step down. amy hollyfields, abc7 news. a southern california man is claiming a similar experience on a united flight from hawaii to los angeles he paid $1,000 for a first class seat because he needed to get home in a hurry and before the flight left he said united told him he had to give up his seat for a higher priority passenger, and he ended up in the economy class sitting between an arguing married couple. united offered to pay the difference between the two tickets but they have not apologized. chris christie is calling for the secretary of

transportation to suspend regulations that allow airlines to over book. he called the practice of bumping passengers off flights uncon shkaupb shacon shawable. >> if they over book they should have to offer the passengers something that induces the passenger to voluntarily give it up, and the risk should be on the airline, not on some poor passenger who happens to draw the short straw. >> here in the bay area, san francisco's supervisor jeff sheehey is asking the city attorney to draft a new policy. it would ban sfpd officers from forcefully removing officers off the flight because of over booking. >> now where rex tillerson is in a tense face-to-face meeting with russian's foreign minister,

and he's showing a lot of remorse in the interview. i will keep listening in for you. our team is working on turning around the comments for you on tape and i will have that for you in just a few moments. matt, back to you. this morning the red cross is helping 60 people forced out of their apartments by a fire in san francisco. firefighters evacuated the building after the fire broke out around 9:00. it started in a basement in a storage area. there's a massage parlor on the bottom floor and residential units above. and support is pouring in for a child killed at a san bernardino school. a gofundme page has raised more than $9,000. both victims were honored at the school last night.

mourners sang and burned candles in honor of martinez and smith who was killed by her husband. and smith was a special education teacher. the school's principal said the two worked well together. >> she cared deeply for her students and she was a very good teacher. jonathan, precious. precious. he was easy to love. >> a 9-year-old was also injured in the shooting and he is recovering, and police say he is in good spirits. and then the ac transit board of directors will vote on whether they are going to transport students from schools in the oakland hills. bu the district said it could no longer pay after losing funding from the state. the transit agency will try to determine if it's financially

possible to absorb the cost of transporting the students. the board will meet at 5:00. and santa clara county put a $1 million rebranding campaign on hold. the money would have gone towards creating a logo and advertisement to ratchet up the county's profile. the county needs to reassess what it needs. supervisors agree the county has a marketing problem and often people don't know what services the county provides for them. let's talk temperatures. san francisco at 52, and castro at 56. pretty mild there. a lot of us in the mid to upper 50s. 57 in santa clara. pleasanton at 55. richmond about 53. belmont, 56. today at 62 in half moon bay and santa rosa. san francisco at 62. the rest of us at 63 to 66 degrees. temperatures dropping tomorrow. 56 in san francisco to antioch

tiffany? >> reporter: remarkably that san jose police officer has been seen leaving the hospital. take one look at the video and you will realize he is lucky to be alive. california highway patrol says the off duty officer was driving his personal suv when he slammed into the bang of a big rig on highway 84 near ruby hill drive. the truck was stopped for construction. the suv bursts into flames with the officer trapped inside. chp officers already on scene put out the fire and pulled the officer from the wreckage. he was taken to eden medical center for minor injuries. the highway reopened this morning and when that officer walked out, there was a san jose police officer waiting for him in the parking lot. live in castro valley, tiffany wilson, abc7 news. a north bay women's cycling team is asking for the

hiring freeze today as one of his first acts in office, president trump froze federal government hiring except for some military public safety and national security positions. budget director says many jobs will remain unfilled as the white house looks to overhaul the federal government and workforce. the white house says it's part of a larger effort to save taxpayer money. san jose is investing in new technology to manipulate traffic signals so first responders can get to emergencies faster. firefighters are required to arrive to 95% of emergency calls within eight minutes. right now a third of traffic lights use technology to turn red lights green for first responders heading to an emergency. the city council voted to upgrade the system so all traffic signals will do that. >> your route is pre-identified for the fire truck to follow and signals that are in the way will be automatically pre-empted to green so the fire truck and

surrounding traffic can move through the intersection. >> the upgrade will cost $600,000. the fire department says it won'troblem entirely and says as the city grows they will need to build more fire stations. was step out the door this morning you may see wet roads out there. mike, what is the deal, right in the middle of our morning commute? >> yeah, mother nature doesn't care what time it , does she. having drizzle and light rain everywhere this morning. during the evening hours, we will have a chance of moderate showers rolling through, so we will have something to keep you dry at the game. i don't know if it's going to slow it down. it may suspend it for a little bit while it moves through, but won't cancel the game. dress warmly also. our best radar returns from san francisco across the bay bridge, 24 out towards 680, and then southward, but it is very light. enough to make it, you know, a little slick this morning, and some issues could develop. we will talk to alexis about

that. here's the area of low coming in tonight. and so we will look south on 680. showers tomorrow, but dry on friday and saturday. sunday, monday and tuesday, unfortunately trending with wet weather. and then the rain will not cause flooding and the breezes we have this afternoon and evening won't cause damage. from 7:00 to 9:00, all the way to noon, you can see a definite decrease in the coverage. a rogue shower possible, and then 6:00 the cold front rolls in, and then move into the heart of the bay between 8:00 and 9:00, and then moving out of the south bay by 1:00. and all the way up until 9:00 they will start moving off to the east at noon and then seeing sunshine tomorrow rainfall amounts, 0.1 of an
