♪ live where you live, this is "abc7 news." ♪ the first thing i think is important to say is to apologize to dr. dow, his family, the passengers on that flight, our customers, our employees. >> united airline ceo gives an apology and makes promises during his first interview since a man was forcibly removed from a plane. thanks for joining us. i'm kristen sze. >> i'm matt keller. lawmaker here in the bay area and across the nation and in washington d.c. are looking for answers from united after video of the confrontation went viral. this morning the airline's ceo oscar munoz finally answered questions about the

confrontation and what comes next. we are getting a new look at what happened in the final moments leading to the incident. >> the message from united ceo oscar munoz was clear. >> it was a bad moment and this could never, will never happen again on a united airlines flight. >> he sat down for an exclusive interview on gma this morning, addressing the forced removal of the passenger, 69-year-old dr. david dow from a united flight on sunday night. munoz offered an apology to all involved and said he is looking at the airline's policies. >> not going to put a law enforcement official to take them off, to remove a booked, paid, seating passenger, we can't do that. >> this is new video of the passenger, dr. dow, moments before he was dragged off the plane. dow is a physician in kentucky. >> i am not going. >> munoz said he reached out to dow to apologize directly to him but has yet to get hold of him. munoz was asked if he thinks dow was at fault in any way?

>> no, he can't be. he was a paying passenger, sitting on our seat, in our aircraft, and no one should be treated that way, period. >> and we posted the full abc news exclusive interview with munoz on our website, abc7news.com. the city of san francisco is taking action in the wake of the united scandal to prevent something similar from happening at sfo. >> supervisor is asking the city attorney to draft a policy about sfpd officers who work at the airport. it would ban them from forcibly pulling passengers off a flight because of over booking. >> what i am disturbed by is when there's policies that have passengers forcefully removed from their seats. this bad business policy is not something that we -- that our police department should participate in enforcing. >> a travel industry expert we talked with says despite the bad business, he predicts united

look right now. pockets of light green. you have a moist flow out of the south so we could have pockets of light rain for the better part of the next three to four hours. the area of low pressure will come in with heavier and steadier showers this evening. because it won't cause any flooding and the breezes won't be fast enough to cause damage, i'm still putting it at one, light on our storm impact scale. i will give you an hour by look at this, the showers for tomorrow, and unfortunately looks like it may rain for some of us easter morning. i'll have more. here is kristen. thanks, mike. a san jose couple whose home was severely damage willed by the coyote creek flooding is getting a helping handled. tiffany wilson is live at the golden wheel mobile home park with the work going on right now. tiffany. >> reporter: hi, kristen. well, a lot of progress has already been made. you can see here they are building a brand new staircase. behind me they have started painting the siding. if you take a look over here, some brand-new, beautiful

landscaping is being put in. progress and the promise of a new beginning, one handful at a time. >> exciting and happy. >> reporter: lamb tran and her husband evacuated their mobile home in the february flood. water covered these stairs. today volunteers from bank of america are removing the rusty screws and replacing the submerged siding. >> we just want to do our part and help get them on the path back to economic mobility. >> reporter: along with the manpower, bank of america is donating $15,000 to help the flood repair efforts. the executive director of rebuilding together silicon valley says the money is critical because there's still many families in need of assistance. >> we're working -- this is almost 40 homeowners with their repairs, and that's heating repairs, duct work repairs, skirting repairs. >> reporter: those repairs will allow lamb and her family to stay in their home. today she is glowing with gratitude. >> thank you, americans.

people come to support me and helping fix the house. very, very thank you. >> reporter: here you can see they're installing some of the siding, truly a teamwork effort. and if you would like to help rebuilding together says they still need more volunteers. we are going to put a link on our website, abc7news.com where you can go and get in contact with them. live in san jose, tiffany wilson, "abc 7 news." good deal, tiffany. thank you. today san francisco's board of supervisors is also taking action to tackle flooding. they're set to discuss possible upgrades for flood prone neighborhoods including mission terrace and the area near 17 and full som streets. the public utilities commission is expected to present short and long-term plans to address infrastructure issues. right now the city is shelling out millions in settlements for damage claims filed by residents. >> new this morning, a san jose police officer is out of the hospital after a horrific crash in the east bay.

it happened overnight in pleasanton. the chp says the off-duty officer was driving his personal suv when he slammed into the back of a big rig on highway 84 near ruby hill drive. the struck was stopped for construction. the suv burst into flames with the officer trapped inside. emergency crews put out the fire and pulled the officer from the wreckage. he was taken to eden medical center with minor injuries before he was discharged this morning. new this midday, a trial date has been set for nool salman, the widow of the orlando nightclub shooter. she appeared briefly in federal court in florida after being extradited from the bay area. she was arrested at her family's home in rodeo back in january. this morning she pleaded to not guilty to charges related to the attack. her husband killed 49 people and wounded more than 50 others last summer in one of the deadliest mass shootings in u.s. history. salman's trial is now set for june 5th. president trump says russian president vladimir putin is backing an evil person in sirp

"abc7 news" reporter live in the south market area with new information. amy hollyfield. >> reporter: hi, kristen. you don't have to look far to see what the culprit is. these development projects -- i mean as soon as these cars get off the bay bridge here on fremont street, they are funneled down to fewer lanes to dodge this project. the number of projects have certainly gone up. ask anyone in san francisco about traffic and you will most certainly get a negative reaction. >> it is just bad, terrible. i would rather bike than drive or park anywhere. it is terrible. >> it is getting worse and worse every day. especially with all of the

construction that's going on. it is -- it is pretty ridiculous. >> reporter: he's right. construction projects are an issue. >> well, over the last decade we have seen more construction permits, which require some road work on the streets, and it has caused congestion. >> reporter: here's the proof. look at the numbers of construction permits issued. necessary have almost tripled in the last six years. transit officials say they do place restrictions on those projects. >> so what we're doing is trying to minimize disruption during rush hours and enforcing where we can where there's double parking or getting more signage out there to let people know this roadway will be disrupted. >> reporter: residents worry all of this development just means things are going to get worse. >> so much construction, and then if, you know, all of these new housing and stuff, where are these people going to park, especially if they can't, you know, take public transportation? so it is a tough situation. >> reporter: construction isn't the only thing to blame.

now to our morning money report. we all know who expensive it is to live in san francisco. now it seems those in even the most lucrative professions are getting priced out. new research from trujillo smoes only 41% of the homes are affordable to doctors. that includes everyone from anesthesiologists to surgeons which are among the highest paying jobs in america according to the bureau of labor statistics. well, shopping at wal-mart is about to get cheaper. starting next week the company will offer discounts to items sold online if you pick up at the store. the pickup discount will be offered on a million popular items by june. wal-mart also offers two-day free shipping on many items without a membership. a call to step up safety with pool season around the corner. this morning doctors are warning about a danger that's already claiming lives. what can happen in the blink of

tarps that covered the upper deck since 2006. >> wow, i remember those tarps for a while here. a's president announced yesterday the tarps would be removed for the team's next home, begins on friday. tickets cost $15 to sit up there. the best part, the a's will donate half of the money to charity. now your accuweather forecast with mike nicco. >> sounds like a win-win to me. let's look at temperatures and jump into the next storm as we are on storm watch today. in case you missed us at the top of the hour, it will be a one. life but it will mess with parts of the north bay during the evening commute. right now the north bay is about 53 at san rafael, 55 in napa, most of us in the mid to upper 50s. livermore at 60, palo alto 61, san jose 64 and antioch already about 66 degrees. here is our best radar return. shower moving through heading north on 84 towards pleasanton and livermore and cross 84 and move into dublin and possibly

even san ramon in the next 15 to 20 minutes. in fact, you can see the darker clouds in the distance. looks like a little bit of shower right here over oakland proper as we look from our fromr explore tore yum camera. showers tomorrow but by tomorrow afternoon looks pretty dry friday and saturday. sunday through tuesday strenlding weather. the north bay bay in the morning may wake up to rain sunday. we will be hour-by-hour closer to the weekend. 61 to 66 degrees for today. for some of us like antioch and san jose not much more warming, but you can see we had a few drops and a few rays of sunshine. dry down 280 in san jose. in fact, mainly dry from 2:00 to 4:00, and then 6:00 some showers in the north bay and by 8:00 showers in all of our neighborhoods and a little breezy with temperatures falling into the upper 50s to low 60s. going to the game tonight? definitely going to rain during the game, not heavy.

monday and tuesday another light storm one on the impact scale. we can't shake the wet weather and cooler than average temperatures. >> thanks so much, mike. a closer look at what could be deadly danger in pools. a teen life guard was election tro cuted last summer. the family of the 17-year-old is now suing two electrical companies in north carolina. sue claimed substandard repair work at a community pool caused her death. according to consumer products safety commission, 14 people died by electrokugs in swimming pools between 2003 and 2014. >> lots of things swimmers should look for. frayed wires. if it doesn't look right, if the lighting looks old or in disrepair, it could be dangerous. not a bad idea to look for an inspection notice to make sure that the municipality, the city, the state has looked at this pool, made sure it is safe. >> in the wake of her death, some north carolina lawmakers want a law requiring additional inspection of all public swimming pools in the state. all right. so indulge us here.
