rafael into san francisco and half moon bay. let me open the weather window or put this into motion, and can you see the heavier moved in through the last six hours or go. dress warmer and dress to stay dry mainly this morning, and one more chance of isolated showers, and grab the sunglasses for the afternoon hours, 55 to 59 then. how about that morning commute, alexis? >> doing okay so far today, mike. we did have a earlier problem on the bay bridge and that's long gone at this point. and then can you see a little road spray kicking up and we did have showers push through about an hour, hour and a half ago. and one blocking issue. we had flooding that caused a crash before airport parkway and a vehicle lost control and that was partially blocking the left lane and sounds like that is all clear now.

we will look at drive times coming up next. if you ride b.a.r.t. you may have noticed all the fare evaders. >> a possible proposal to crack down to the abc7 news jessica castro is at the b.a.r.t. station. >> reporter: sometimes you just have to spend money to make money, right? that's what b.a.r.t. is banking on. b.a.r.t. staff proposing to spend $800,000 this next fiscal year to combat fare evasion. money would come from the general fund and they will do that in part by assigning seven full-time staff to the issue and they will make special fare enforcement teams. riders think it's a good idea. >> some people jump the fares and i don't think it's fare at all. i think a lot of it is people from outside the city, and i have seen it happen several times and everybody has to pay

their fair share or the prices go up for all of us. >> reporter: to be clear, they are only going to talk about the proposal today but the actual budget will be finalized in june. part of the plan also includes education for riders and also possibly using electronic ticket readers so they can actually read your card or ticket from anywhere in the station, either inside after you pass the gates or upstairs on the platform and possibly even the trains so interesting proposals there. reporting from daly city, jessica castro, abc7 news. >> thank you, jessica. meantime today b.a.r.t.'s board is considering proposals to help the short fall. currently young riders between 13 and 18 years old pay full fare and they may add a surcharge to encourage more

riders to use clipper cards. they will make a final decisions on changes before finalizing the budget in june. the core anor is working to identify a person hit and killed while walking on the highway at san mateo. the highway patrol also trying to find out why that person was walking on the freeway. officers tell us the driver who hit the victim stayed at the scene and was cooperating with the investigation. a bus battle in the east bay could leave students and parents high and dry. oakland unified school district wants to stop paying ez transit to stop giving rides to students. here's katie you'dice. >> if you take bus rides away it will change who can go there.

>> and they made pleas. >> both his father and i are working parents and cannot pick him up. >> for 20 years state funding helped the oakland unified school district pay for extra buses. district spokesman says the state funding has changed. >> we changed our approach to this and believe we can't afford to pay them and don't have the funds anymore. >> 56 buses are used each school day -- >> it's unsustainable to continue those buses to the school without reimbursement from them. >> everybody agrees that k-12 education and public transit are underfunded in california, and it's sad that this is put the two of them against each other. >> bus services could be cut and route changes or school times adjusted. because of union rules transit

has to update the routes by june so drivers can be assigned routes for the next year. in oakland, abc7 news. elected leaders and immigration advocates in the south bay plan to release a new report to sanctuary counties today. they say it shows people that live in sanctuary counties have a higher quality of life than people who don't. sanctuary counties have lower crime and poverty rates and higher incomes compared to jurisdictions without a policy. this happens one day before a federal judge takes up the request to stop donald trump's executive order that could withhold funds to sanctuary counties. water officials say they will give new information about the use of the snow way as they prepare for the snow-melt from the sierra.

designs for a long-term solution are nearly done. the state hopes to award contracts for that part of the project my monday. prosecutors want to fine tune how they track crime in hopes of getting more criminals off the streets. part of the plan includes hiring four more analyst to probe gun crimes and the "mercury news" reports rosen will ask supervisors for the money to hire the new staff members. the d.a.'s office streamlined how those are tracked across the two cities. you might find the next image disturbing. 77 dead roosters were found near watsonville. and also found, two injured pit bulls involved in dog fights.

here you can see the rain on the eastern side of the richmond san eastern side of the richmond san rafael bridge, about 18 an inch. light to moderate showers, and no flooding there. rain gusts 20 to 30 miles per hour, no damage there. from 6:00 on you could see scattered showers there. and from noon until 3:00, hold on to barely a chance, but after 3:00, watch this, oops, there they go, and guess what? that means tomorrow morning is colder than this morning. and then we rebound nicely a. couple degrees warmer tomorrow afternoon and then it's unsettled again on the impact scale. taking a look at the roads here today i have live doppler 7 on top of the traffic maps, and

doppler 7. i am tracking showers from daley city, and this is creeping over the mountains there and is going to spill into the flatter lands of the peninsula, so get ready to get wet. let me show you there's more developing across the north bay, so it's going to be a tough go. a little cooler this morning, mid-40s to low 50s, and that chance will linger through noon and then the chance fades by 4:00, and by 7:00 the storm is a distant memory but dress for low to mid-50s when heading out this morning. it's going to be breezy. a little soggy on the bay bridge as well. wanted to show you the toll plaza, and we didn't have the official word the metering lights were flipped on yet but it looks like and you can see the showers pushing through, too. going to be a wet ride across into san francisco but no current blocking issues. tracy to dublin in the yellow at 30 minutes, so not too bad.

southbound dublin to mission boulevard, 17. and highway 101 to cupertino, just 15 minutes. we'll talk mass tranit coming up next. in the east bay pg&e customers out of power after a crash. >> a car launched into the air and sheared off a power pole and fire hydrant. amy hollyfield a live for us. >> reporter: this one car crash create add number of problems. can you see the utility pole waiting to get repaired over there. it was knocked over. just in the last few minutes we had one pg&e leave and they came here to do one small job and waiting for the big crew to come and do the big fix, so we think second and l street will be shut down for a while. look at this water shoot into the air. the car hit a hydrant when it crashed unleashing a shower of water, and then the car hit a utility pole. pg&e says the power is out for

29 customers. this started at a chase at 1:15 this morning. the chp suspected this driver committed a crime and they have not said what they think it was. when he started to drive the wrong way on highway 4 they called off the chase but later heard he crashed. they did take him into custody. they did get that cascade of water stopped. now the focus is getting the power turned back on for those customers. no word on when that is going to happen. live in antioch, amy hollyfield, abc7 news. >> thank you. in east oakland a murder suspect crashed into another car injuring two people. and the police suv was in pursuit when it hit a car at 88th avenue and fouling and it happened at 9:30 and sent that car into a fence. police have not said if any officers are among the hurt. a two-car crash near oak ridge mall in san jose left one man dead and another injured.

the collision happened near the 95 off-ramp around 9:30. both drivers were taken to the hospital and one died and the other in critical condition. officers say neither driver had any passengers in their car. activist in san francisco are promising some sort of demonstration following the tkafplt d.a.'s decision to clear two police officers in a fatal 2015 shooting. >> basically every part of the investigation seems to have been geared toward clearing these officers, not toward doing an impartial investigation. >> two years ago, lopez was struck in the back by six shots in the mission and police say he was holding a knife and struggling with officers. the d.a.'s office concluded the knife was still in his hands when the officers fired. >> we can now show beyond a reasonable doubt the officers lack a reasonable justification for their actions then we cannot charge the case. >> there have been legitimate

question over the recent use of deadly force and the critics say the investigation was designed to clear the officers and not find out what happened. attorneys for the united passenger dragged off a plane will publicly discuss their case for the first time. they are holding a news conference in chicago at 8:00 our time. he was dragged off an overbooked flight on sunday after refusing to give up his seat, and two more police officers involved in the incident have been placed on leave. united said they will stop using police to remove paid passengers. airlines for america, a group that represents most of the big u.s. carriers says the practice let airlines keep fares low while dealing with no shows, and federal laws allows compensation to passengers that give up seats voluntarily.
