corridor around market. b.a.r.t. is considering proposals to close the 25 million to $35 million short fall. it's considering extending the youth discount through the age of 18. young riders between 13 and 18 years old pay full fare. the agency may add a surcharge to fares paid with a paper ticket to encourage more riders to use clipper cards and b.a.r.t. could push back the early morning service from 4:00 a.m. to 5:00 a.m. 6:03 now. public transportation taking students to school in the oakland hills could be becoming to an end because of money. for 20 years the state funding helps to pay for the buses. that funding has changed. the district can no longer afford the service. parents are at a loss. >> if you take away bus service to the school it will dramatically change who can go

taking a live look outside from the eastern span of the bay bridge from the emeryville camera. damp out there this morning. normal problems as you see a lot of red and brake lights heading from the oakland side to san francisco. it's 6:15 now. a state commission report is painting an alarming picture of how climate change will devastate the bay area. this is if nothing is done to reverse climate change. if there is tougher action on greenhouse actions now, levels will rise only 2.4 street and that's enough to damage the harbors.

pg&e customers still in the dark as a result of the chp chase that ended in a crash. >> the car launched into the air shearing off a power pole and fire hydrant. amy hollyfield is live in antioch. amy. >> reporter: this one car crash create add lot of problems. look at the utility pole waiting to be fixed. no pg&e crews here onsite here yet and still waiting for them, and so are the 29 customers that don't have the power right now. and this is not the only utility that was affected by this car crash. look at the water that was shooting into the air right after the crash. the car hit a hydrant unleashing a shower of water. the car also hit that utility pole. pg&e still working to get the customers satisfied and get their lights turned back on. this started at a chase at 1:15 this morning. the chp suspected that the driver had committed a crime and

have not said what they think that was. when they started chasing him they called it off when he started going the wrong way on highway 4. later they heard he crashed. this is at west second street and l street here in antioch. the driver was taken into custody. they were able to get that cascade of water shut off, now the focus is getting the power back on. we are hearing now the estimated time of getting that turned back on is noon today. reporting live in antioch, amy hollyfield, abc7 news. >> thank you. in east oakland, officers chasing a murder suspect crashed into another car hurt twog people. people at the scene told abc7 news the car was in pursuit. police have not said if any officers were among the injured. the suspect being chased was arrested a short time later. and then a crash last night left one man dead and the other injured near highway 85 off-ramp

around 9:30. police tell abc7 news both drivers were taken to the hospital. one died and the other in critical condition. officers say neither driver had any passengers in their car. activist in san francisco are promising some sort of demonstration following the d.a.'s decision to clear two police officers in a fatal 2015 shooting. >> basically every part of this investigation seems to have been geared toward clearing these officers, not toward doing an impartial investigation. >> two years ago perez-lopez was struck in the back by six shots in the mission, and police say he was holding a knife and struggling with officers. the d.a.'s office concluded the knife was still in his hand when the officers fired. >> we cannot show the officers lack a reasonable justification for their actions and we cannot charge the case. >> there had been legitimate questions over the recent use of

lethal force and critics say the investigation was flawed from the start. a passenger dragged off the united plane will discuss their case publicly this morning. they are holding a news conference in chicago at 8:00 a.m. our time. he was dragged off on overbooked flight on sunday after refusing to give up his seat and two more police officers involved in the incident have been placed on leave. the ceo of united said they will stop using police officers to remove paid passengers of overbooked flights. airlines for america, a group that represents most of the big airline carriers says the overbooking can continue as long as they offer compensation to passengers that give up their
