will face off against the president over its stand not to help federal i.c.e. agents. >> the president is threatening to cut off billions for communities that declare sanctuary sat ttatus. david louie has more. >> reporter: santa clara county stands to lose up to $1.7 billion in federal funds if it loses this case. that's money that's used for senior meals, child care, and a wide range of health care services to name just a few. but the county is steadfast wanting residents to feel safe and confident that if they call 911 for help, that they won't have to fear being deported. santa clara county believes it's doing the right thing, not helping federal agents do sweeps or holding prisoners for deportation. only days after taking office, president trump signed an executive order that cut off

federal funds toy jurisdiction that refuses to crack down on undocumented immigrants. >> you should be concerned about the fact that we have a president that is trying to unilaterally use federal funds to essentially extort jur jurisdictions to make them do his bidding. >> reporter: the county filed this 26-page lawsuit against the president to challenge his order. at risk is $1.7 billion in federal money, much used to fund the medical center and the public health programs. >> it would be the equivalent of cutting somewhere between 25% to 30 35% of your employees. >> reporter: experts in law say congress controls spending, not the president. and the courts have upheld that. >> when the federal government chooses to use its spending power to give grants and impose conditions on those grants, then it's constrained by several factors that the supreme court has laid out and those factors have been a part of our

jurisprudence for two, three decades. >> reporter: a wide range of groups have filed suit. >> we applaud the county for leading the way in the nation in creating the full standard for other counties and the states to follow. >> reporter: if it loses, the county could find itself in a severe budget squeeze. david louie, "abc7 news." this is called the mother of all bombs. the united states dropped bun on afghanistan today in the fight against isis. the 22,000 pound bomb is so large, it has to be rolled out the back of a c-130 military airplane. it's the largest non-nuclear weapon ever used in combat. this video shows the bomb being tested in 2003. president trump said he gave the military total authorization to attack a cave complex in eastern afghanistan. the military started planning the attack months ago during the obama administration. but it comes just after a green beret from maryland was killed during operations against isis in the same area.

abc 7 asked house minority leader nancy pelosi what she thought of the action. she told us congress needs to be part of the decision. >> for these things to be happening without congress being part of the debate raises very serious questions as to the justification and the result as to what this is about. >> the pentagon says the strike was designed to minimize the risk to afghan and u.s. forces in the area. today, president trump signed a bill allows states to deny money from planned parenthood and other abortion providers. the legislation passed the senate last month after the vice president cast a tiebreaking vote. abortion rights advocates warn as many as 4 million americans will be denied family planning services. the california highway patrol has arrested a man accused of a highway shooting on 101 last month. authorities took luis blanco into custody this morning.

he's suspected of shooting a 17-year-old boy near story road on 101 on march 16. the teenager survived the shooting. blanco is expected to be charged with attempted murder. now, these two suspects were arrested within an hour of an amed robbery at the blossom hills station this morning. you can see why they were easy to spot. deputies found matthew sloan within minutes and chased down lawrence o'green. he was found hiding in a garage near a garbage can. well, it's going to take four years to build and cost $204 million, but today marked the beginning of construction on a long plan suicide barrier beneat the golden gate bridge. wayne freedman was there among the people to whom it matters

most you were speaking today. >> reporter: one of the great mysteries about the golden gate bridge is how many people have jumped and died since it was built in 1937. hard to believe, but they didn't keep records in the old days. last year, 39 people jumped. more than 100 others attempted to jump and were talked out of jumping. and hopefully in the future, that number will be greatly reduced. when you see the golden gate bridge, do you think of a date? these people do. >> september 25, 2000. >> september 20th, 2013. >> he died november 22, 2010. >> reporter: the dates go with pictures and names of people who jumped from this iconic spot. today, new hope as the bridge district kicked off construction of a long awaited suicide barrier. sthz is a beautiful thing and it's the right thing. >> reporter: kevin lines is one of the few to survive after voices in his head shouted at him to jump. >> at the second my hands left that rail, i had instant regret

because the thought of suicide is separate from the action. >> reporter: the barrier will extend 20 feet out and two stories down and will catch one gently. >> we expect they to be hurt. >> so you're discouraging a second effort. >> reporter: that's right. >> reporter: they've been discouraging first efforts all along, with people like sergeant todd roth what looks for potential jumpers. >> we don't like to keep a count, but i mean, it's many. >> reporter: and four years from now, with the barrier hopefully there will be fewer. as survivors planted flowers in honor of lost ones, todd kept walking today. he knows better than most that 223 feet is a long way down. >> when somebody jumps, it seems indefinite. it takes a while. >> reporter: that is

institutional knowledge he would rather forget. wayne freedman, "abc7 news." we're still on storm watch, and well, you can see where. a hailstorm hit chico this afternoon. the school tweeted this video. the national weather service tweeted this video of a funnel cloud east of sacramento. we have another storm on the way, and it may wash out parts of the weekend. spencer christian has the timing. >> here's another look at live doppler 7 hd. it's quite walk around the bay area right now and dry. but you mentioned the storms over in the sacramento valley, which are now still rumbling, moving into the sierra foothills, not quite so widespread where they produced hailstones and the full clonnel you mentioned. tomorrow we'll see a continuing pattern of clear skies, which will lead us into sunny skies

the san jose airport will look slightly different the next time you travel here. there's a new enclosed waiting area and baggage claim is bigger. >> it's great. i love it. >> reporter: the airport has experienced a surge in growth. the 8.2 million expansion project was needed to keep one the demand for travelers. two years ago, there were just three international carriers that flew out of san jose. >> we're now up to eight carriers serving international routes and we're adding a ninth carrier july 1st, which will be air mexico. >> it will just be a lot easier to just be closer to home. >> reporter: popular international flights go to london and beijing. but city officials say they're working on attracting more business. councilman johnny canvas just came back from china. while there, he was able to recruit. >> a bicycle business is meeting with me in a couple of days from china. they're planning to expand here.

and learn how you can get it for free. if you can't afford your medication, astrazeneca may be able to help. this afternoon, our security cameras captured a plirolice officer chasing a man. the officers were working to stop car burglaries in the man, when they saw a man take luggage. san francisco officials say there are about 25,000 auto burglaries in the city each year. that's roughly 70 each day. in one burglary this week, a family visiting from north carolina lost something valuable, the remains of their loved one. melanie woodrow is live with the story of stolen ashes. melanie? >> reporter: yeah, dan. this family tried to do everything right. they made sure there was nothing in plain view in their rental

vehicle, but ultimately it was the trunk that got broken into. san francisco police are trying to help them recover their loved ones remains. julia brought her mom mary to san francisco. she says instead of spreading her father's ashes, they are now looking for them. someone broke into their car, stealing a suitcase, and the ashes. >> i feel like i wasn't even responsible to keep him safe. just knowing that they took my dad, they don't even know what it is. he has no value to them. >> reporter: they called san francisco police. dispatchers directed them to fill out an online report. even after they explained what was stolen. >> the police should have said -- that's serious. that's something that is

priceless. >> reporter: car break-ins are nothing new. filling out an online report is standard protocol. but san francisco police say in special circumstances, like this one, they will investigate further. after we called police, officers met them at the garage today. they said anyone who feels they need more of a response from police after a car break-in can go to any police station and ask to speak with officers directly to explain. it's something they didn't know before today. meantime, san francisco supervisor norman yi has asked rental car companies to remove these bar codes from vehicles. >> it's almost like having a target on your back and saying break into my car. it's easy. >> reporter: they are hopeful someone will return joe's ashes before they return home. >> i would like to apologize for the city on behalf of the city. >> reporter: melanie woodrow,

"abc7 news." leaders washed the feet of immigrants as part of holy thursday in morgan hill. the mayor was among the local leaders who joined in. the head of the san jose diocese says the ritual honored immigrants who have served the community. he says it's especially significant, given the current political climate. >> it is in front of this i.c.e. building that symbolizes everything we are against. they are for deportation, incarceration, they are for detention, they are for taking away the rights of many people. >> catholics around the world engaged in foot washing ceremonies today, including the pope. this weekend, parishioners at an alameda church will look up and not see a familiar sight that's stood there for 90 years. the cross on top of the church was taken down before it fell down. eric thomas is live with what happens next. >> reporter: and they're understandably sorry that this is easter weekend, the cross that normally sits up there

won't be in place. in fact, it's inside the building right now. but they feel blessed it didn't fall in its weakened sriously h. >> i just want it to be back up there so it looks like a normal church. >> reporter: but return thing old cross atop the church may take a while. it had to be taken down when church leaders saw it begin to tilt, then sway in the wind. >> it gave me a heart attack to see so many children walking beneath, and many people going in and out of the basilica to pray. >> reporter: church officials were afraid it would fall and hurt or kill some of the students to attend school here. they decided to act before the end of march. >> i'm glad it happened when it happened. the next day the winds were 15, 20 miles per hour. >> reporter: trevor block was the construction guy who went up 100 feet to secure straps across the cross and bring it down.

he shot this cell phone video. >> there's no damage to the dome itself. it just looked like it was some dry rot that occurred on the cross itself. >> reporter: you can see some of that rot on the base of the cross which sits inside the main doors of the basilica. >> it's good to have the cross close by. we can touch it and embrace it. it's part of our lives. so i think it's prove den shall that it has come down for this week. >> reporter: providence may also have had a hand in this. at the very moment the cross was lifted from the roof, the church bells began to ring. >> it took it as a sign from god, that god is with us. god is protecting us. >> reporter: and what better message could there be as easter weekend arrives. eric thomas, "abc7 news." >> our skies are clearing here in the bay area. we can look forward to a two-daybreak, but only about two

days. sunny skies across the entire region right now. our rainfall has ended for a while. a few clouds are lingering behind. here's a view of the western sky and there are some clouds out there. 56 degrees in san francisco right now. temperatures in the mid to upper 50s. also in oakland, san jose, gilroy and half moon bay. and this is the lovely view from the east bay hills cameras with clouds at various levels, with lots of blue sky out there. 58 in santa rosa. temperatures in the mid to upper 50s at napa, fairfield, concord and livermore. and this is my view, at least from my office and from the roof top looking out. this is the forecast, chilly overnight and early tomorrow morning. but sunny and mild the next two days, so it will warm up by tomorrow afternoon and rain returning to the bay area easter. overnight, chilly with temperatures in the upper 30s.

cloverdale, napa, fairfield, livermore, only 40 degrees in morgan hill. mid 40s around the bay. so chilly to cool across the entire region. then tomorrow, under mainly sunny skies, highs from the upper 50s a t the coast to low and mid 60s around the bay. and on we go to the approaching storm, which comes in on sunday. it ranks one on the storm impact scale. it will produce light rain for most of the baby noon. that will continue through the afternoon. rainfall totals less than half an inch. wind gusting up to about 20 miles per hour by afternoon. so here's the day planner for easter sunday. if you're going to sun rise services easter morning, it will be -- sun rises at 6:34, cloudy in the morning. by noon, light rain developing in parts of the bay area. by 4:00, more widespread rain and steadier rain for much of the bay area. then the showers taper off by 7:00 in the evening.

forecast animation, starting 5:00 sunday morning, lots of clouds around at that point. rain pushes into the north bay about 9:00 or so. by noon, rain reaches most of the bay area, and it will be quite wet across the entire region by late afternoon. but the rain tapers off to light showers by early evening. it's been six weeks since the dow hit a record high above 21,100, and it continues to move further away. today it closed under 20,500.

the hnasdaq and s&p were also down. bank stocks were among the biggest losers. wells fargo went down. the bank said the unauthorized account scandal cost it $80 million this year. last september, it was revealed employees opened accounts about customer knowledge to meet sales goals. wells fargo is the third largest bank in the u.s. there's a new issue for uber tonight. it reportedly used a secret software program to track the competition. it was able to track drivers for lift and see what their prices were, according to the tech website, uber was able to see who was driving for both companies and offered incentives to get those drivers to work for

my father when we learned of the incident. >> the family of the passenger dragged off the united airlines flight is speaking out today for te first time. >> the lawyers are calling for an end to bullying by the airlines. >> reporter: attorneys held their news conference in chicago. the city where the now infamous incident heard. crystal says her family was horrified watch thing video of her father dragged off a plane when he refused to give up his seat to united employees. >> what happened to my dad should have never happened to any human being, regardless of the circumstance. >> he said that being dragged down the aisle was more horrifying and harrowing than what he experienced in leaving vietnam. >> the attorneys say they'll likely file a lawsuit and the bullying of passengers must end. they claim the doctor wanted to

get back to louisville to see patients the next morning suffered a concussion, the loss of two teeth and a broken nose. today, chicago city council held a meeting, grilling officials from united, as well as the chicago aviation department, which employs the three officers involved. all three have been placed on leave. and a hearing has been set for monday to consider the petition for a court order that united preserve all the audio and video recordings. kristen sze, "abc7 news." oakland officials are pointing to an early morning fire at a homeless encampment as proof of the growing danger of tent cities. fire officials believe the fire started with someone cooking just outside a tent. oakland is experimenting with sanctioned camps where it provides garbage service and port-a-potties.

b.a.r.t.'s $34 million budget deficit has been nearly cut in half, as the agency will get $16 million from the governor's new gas tax. that spares riders from possible cuts to the service and seniors from paying more. but there's still an $18 million shortfall. directors met today. a fare increase may still be in store for some. and one revenue raising plan has riders still using paper tickets paying a 50 cent surcharge. >> the idea is to raise money through this surcharge, and also to encourage people to use clipper cards. it would be done in congress june shun with enabling our ticket machines to sell clipper cards, as well. >> 3 out of 10 riders still use paper, not plastic. a new development tonigh in the 7 on your side investigation. michael finney reported dozens of schools and nonprofits raised money by recycling electronic

waste. >> but the company failed to pay them as expected and michael is here to tell us how this turned out. >> all green electronics recycling settled with the state and has now given money to all the nonprofits that had been waiting for funds. however, officials have barred them from participating ever again in our state recycling program. >> let's go, eagles. >> reporter: the lacrosse team at washington high school is back on the field. >> our kids were made whole through channel 7's work. >> reporter: the basketball and lacrosse teams at the san francisco school can afford uniforms thanks to funds they thought they would never receive. >> so they worked quite hard, lifting heavy things. >> reporter: last year, i reported about schools raising money by holding e-waste collection events with all-green electronics recycling. schools collected e-waste, and the company would recycle it.

however, many groups like washington didn't get paid when they expected to. >> michael finney from channel 7. >> reporter: i went to southern california in november to talk to the owner. he said the state failed to pay him, so he couldn't pay all the schools. >> going into this, i didn't realize that the state of california was going to have a problem with the paperwork. >> reporter: the state rejected his claims for $329 from the fund last year, saying he didn't follow rules like certifying weights of e-waste he recycled. he filed an appeal. also, we've now learned a 2016 state audit shows he received almost $1 million from that state fund in fiscal year 2014. the audit found he should not have received that money. it says the entire amount reimbursed to all green is disallowed, because the entire

volume and weights he claimed were inaccurate. he disputed those findings, too, telling us, unfortunately, the amount didn't even come close to covering our cost for collection and recycling, since we could not submit a great deal of the material for payment. now state officials have settled, allowing him to keep that nearly $1 million, plus, $230,000 of later claims. but he is barred from ever participating again in the state recycling program. he responded, our company has lost a significant amount of money as a result of participating in this program. we have decided it does not make sense to participate in it any longer, because the red tape, paperwork and overall bureaucracy of the program makes it almost impossible to service consumers the way i intended to do it. for schools like washington, it's time to look ahead. >> they get to play, and that's what it's all about.

pg&e learned a tragic lesson we can never forget. this gas pipeline ruptured in san bruno. the explosion and fire killed eight people. pg&e was convicted of six felony charges including five violations of the u.s. pipeline safety act and obstructing an ntsb investigation. pg&e was fined, placed under an outside monitor, given five years of probation, and required to perform 10,000 hours of community service. we are deeply sorry. we failed our customers in san bruno. while an apology alone will never be enough, actions can make pg&e safer. and that's why we've replaced hundreds of miles of gas pipeline, adopted new leak detection technology that is one-thousand times more sensitive, and built a state-of-the-art gas operations center. we can never forget what happened in san bruno.

who is this? that's what chp officers were asking this morning when they discovered an owl on the freeway. it was on the center divide of 101 new railroad avenue. the chp's santa rosa office posted these pictures to facebook. officers took the owl to a wildlife rescue to be cared for. there are six nests of blue herons at stow lake.
