live where you live, this is abc 7 news. bart breaks ground to make a station cleaner and more convenient. it comes after a string of problems that had riders complaining about the system. thank you for joining us. >> i'm kristin zhe. the project begins on the same morning that saw some delays again due to the mechanical issues. this follows a challenging day last friday. amy hollyfield is live with thee latest. >> reporter: the mayor says this improve. project has been in the works for 20 years. think of this separately from

track issues. they are trying to figure out what caused the delays, what passengers want to talk about, and they say this projects is important too and separate from the capital improvement projects. when you talk to bart riders about improvements coming, you can tell they really have not start about the station. they rush through every day. >> sounds good. i mean, sounds like it helps out the area. >> reporter: but bart has big plans. look at the renders. there will be raised crosswalks, better lighting. want to walk from the plaza to bart? you'll have a new walkway. >> being able to create kind of, like, that red carpet setting to where bart riders can get off here at downtown bart and be able to travel that avenue all the way into downtown concord. >> reporter: riders question whether any of this is necessary. >> didn't need any improvement at all. just takes up parking and, you know, overcrowded as it is, so

makes it -- i don't know. doesn't need to be done, in my opinion, but oh, well. >> reporter: focus on concord's plaza comes as bart deals with delays from equipment problems. friday, commutes were snarled because of problems in concord. elected officials said money has been designated for this plaza project, but they also have money and plans for track improvements. >> we do a lot of things at bart. we can't just focus on one thing. we were successful in the three bay area counties in november casting measure rr. that will provide $3.5 billion in capital improvement for the district. we're in the process of identifying the highest priority projects. >> reporter: a bart spokesman told me they are still trying to figure out what caused the those delays friday. abc 7 news. amy, thank you. we are back on storm watch today with a storm moving through the bay area right now. a live look at a walnut creek camera shows fog and high clouds

there hanging above 680.80. mike, the system behind it? >> hi, everybody. yeah, dealing with leftover remnants of yesterday's storm. saturated below 5,000 feet. light breezes as well. the storm is light as it can get on the storm impact scale. live doppler 7, you see green radar returns out there. right now, not seeing any ground returns, but it will from time to time. it's a nuance. you can see a few more radar returns off the coast. as we move forward, say good-bye to this system, and this evening, the next system is on the way. there's a chance of rain tuesday and another system wednesday and thursday. once we get past that, 70s and 80s and sun in the weekend forecast. hour by hour at the storm and this next one coming pup zblp thank you. >> track the weather on our abc

7 news app. download for free. developing news from cleveland. police told residents to be on alert for a murder suspect who posted video of himself killing an elderly man on facebook. abc news reporter has the disturbing story. >> a plea from cleveland police this morning after a man posted this alarming video online. >> found somebody i'm going to kill. kill this guy right here. this old dude. >> reporter: the fbi and police on a hunt for steve stevens whom they believe is responsible for a random act of cold-blooded murder. killing more than a dozen others, but there's no evidence supporting that. five states on high alert. authorities say they received a ping from his cell phone near erie, pennsylvania. stevens is believed to be driving a white ford fusion. >> obviously, he's got the deep, deep issues, and we want him off

the streets as soon as possible. >> reporter: sunday afternoon, stevens allegedly approached 74-year-old with a gun. >> all right, can you do me a favor. cn you say joy lane? >> she's the reason this is about to happen to you. >> then the trigger pulled, killing him. the homicide too disturbing to show. tat woman, joy lane, the name mentioned,ed a statement said steve really is a nice guy. he's generous with everyone he knows. he was kind and loving to me and my children. this is a very difficult time for me and my family. godwin's family devastated. >> he's going. i don't know what i'm going to do. it's not real. >> feels like my heart is going to stop. >> reporter: police initially contacted stevens after the incident, but conneattempts to reconnect failed.

cleveland, ohio. new details in a shooting investigation in antioch. officers captured this man. 28-year-old christopher wilson, captured yesterday. wilson was now held at the jail in martinez. the shooting happened at cruiser saloon on 8th street april 27. they suspect he fired at the victim with a stolen gun. the 37-year-old victim is recovering. a young woman dead after falling from a balcony blocks from the uc berkley campus early yesterday morning shortly after midnight at dwight way and college avenue. police say the 21-year-old woman from elk grove fell from a third story balcony. she was breathing, but unconscious when first responders got there and she died at the hospital. she's a student, or was a student at cal. a witness said it appeared to have been an accident. police are investigating.

people in president trump's first three months in office compared to the same time last year under former president obama. nationally, immigration arrests jumped from nearly 16,000 last year to more than 21,000 between january and march of this year. that's up 33%. here in the bay area, arrests of undocumented imgrants fell by a fraction of 1005 to 949. 2014 actually tops the charts for most arrests in the first three months of any year. new this morning, the oakland mayor announced she'll run for re-election next year throwing the hat in the ring 19 months before voters head to the polls in november, 2018. so far, nobody revealed intention to challenge shaft's bid for a second term. crime has dropped in oakland since taking office in 2015. her administration faced strong criticism after the deadly ghost ship warehouse fire and failure to keep the raiders from moving to las vegas.

united faces more backlash. a week after a man wdragged off the flight, this time a couple claim they were mistreated, kicked off saturday from houston to costa rica. they were laying across the seats when they boarded, later cooperated and moved to the assigned seats, but a u.s. martial told them they could not fly. united disputes claims saying, quote, they repeatedly continued to try to sit in upgraded seating they did not purchase and would not follow instructions to return to assigned seats. others changing policies to avoid similar sichgtuations. tiffany wilson is here to explain the changes. tiffany? >> dell ta, united, and others made changes, but only one airline made a change that could

positively impact your wallet. delta knows money talks and hope $10,000 is enough to make passengers listen. >> would you be willing to give up your seat? >> yeah, absolutely, for $10,000? yeah. >> delta announced a change to passenger compensation. the airline is now willing to pay up to $9950 for your seat on an overbooked flight. i think, yeah, definitely helps delta's image. >> reporter: they capped payments before at 1350. while generous, no everyone thinks the new maximum is enough. >> add another zero. >> reporter: he's been bumped before saying it's not a big deal, but not always. >> there are points where there's no choice, and no matter how much money they give you, you can't, you know, you can't afford to miss the flight. >> reporter: american airlines is addressing the situation a different way. american now guarantees that if you board a flight, you cannot be removed for someon else to take your seat.

that breaking news, in the nationwide search for a murder suspect, happening in philadelphia. that's where nine schools are under lockdown right now near a city park. local media is reporting philadelphia police received several 911 calls that murder suspect steve stevens was in the park, although sightings unconfirmed at this point. stevens is the suspect in the shooting death of a 74-year-old man in cleveland, ohio.

cleveland police say he posted video of the killing on facebook, and detectives claim he boasted about killing 13 people. coming up on abc 7 news at 4:00, that story, of course, and town hall meeting with senator feinstein is just getting underway. at 4:00, where protesters from the left say the senator needs to be more to appeal to her base. one of president trump's fiercest critics in the area where a former president of mexico told us about the wall and immigration tonight at 5:00. arguably the most anticipated birth in recent history. >> no argument, right? we're talking, of course, about april, the giraffe's baby. the boy calf got a clean bill of health this morning. no small bundle of joy, though, already standing 5'9", and the big question, though, this morning is, kristin, what's the name going to be? >> well, this is where you weigh in. the animal park is holding a
