america's foundation, had backed out of the event saying the university failed to provide assurances of security. the university has asked coulter to postpone her speech to next week when they said they could provide a safe venue, but she said no because that is dead week when students are studying for finals. she says they wouldn't be around to hear the speech. we asked for students' reaction today's cancellation. >> i mean that's extremely unfortunate she does not feel safe, but i'm really glad that they're -- whatever protests might or melania truight not be will not happen. >> i'm not too upset by it. i mean if she's not coming, she is not coming. if she does, i think the university and students and ann coulter should be prepared with the reaction they would get. >> reporter: the chancellor sent out a message to students this morning explaining how we got here. he said the university has two non-negotiable commitments. one to free speech but the other

to safety of our campus community members, their guests and the public. in that context we cannot ignore or deny what is a new reality. i asked the university to respond to the cancellation. a spokesman says he has not heard from ann coulter and that they do not want to have communication with her through the media. the berkley college republicans will be holding a press conference later this afternoon. reporting live in berkley, amy hole feed, "abc 7 news." thanks for the update. in the south bay a woman is recovering from a brutal attack near the campus of san jose state university. this start as a jack in the box on east san carlos near south 4th street. police say a group of women attacked this victim. she was taken to the hospital with a pretty serious head wound. police say she is going to be okay. so far they haven't released any information on suspects or a possible motive. bart police are not taking chances after a flash mob take-over robbery on a train. this is video from that attack saturday night at the coliseum bart station in oakland. last night four teens were

spotted at the lake merritt station around 7:00, entering without paying and heading for the platform. according to our media partner, the east bay times, bart ordered to in-bound trains not to stop while bart police searched for the teens. they were not found. police were still going through surveillance video from saturday's attack, hoping to identify up to 60 teens who swarmed the train, robbing and beating several riders. the trump administration just revealed what it's calling the biggest tax cuts in u.s. history. mr. trump's plan calls for both individual citizens and businesses to pay less. >> there are a lot of people in this country that feel like they work hard and they just cannot get ahead. they are sick of turning their paychecks over to washington and having no idea of how those dollars are spent. >> president trump's plan doubles the deduction some taxpayers will be able to take. it also lowers the top individual tax rate from 39 to

35%. critics of the president's plan say this is going to drive up our national debt. now to international relations, tensions continue to simmer between the u.s. and north korea. today top trump administration officials are going to brief the full congress on the situation. that as the u.s. deployed part of a controversial missile defense system into place overnight. abc reporter gentlemen nay norman is tracking the moves from washington. >> reporter: a serie also of calculated moves in a time of escalating tensions between the u.s. and north korea. >> as you can see around you, iraq army and u.s. army and air forces have a variety of capabilities to fight tonight if necessary. >> reporter: the latest one a controversial one by the u.s., moving the terminal high-altitude area defense missile system into place 155 miles south of seoul. that move angered china as well as north korea and russia and prompted protests in south korea. it comes just a day after north

korea celebrated army day with live fire drills and has continued to accuse the u.s. of pushing the situation to the brink of war. north korean officials now criticizing the u.s. for asking the united nations security council to do more to help, saying both the u.s. and the security council will be responsible if a war breaks out on the korean peninsula regardless of who strikes first. today top trump administration officials including the secretaries of state and defense will brief all 100 senators at the white house and then head to the capitol to brief the entire house on north korea. >> the secretary of state and others will talk about our posture and the activities we're undergoing, and chairman dunford will layout some of the military actions and the way that they see the lay of the land. >> reporter: although the u.s. has moved key parts of the system, it will take months to get it fully into place and operational. china urged against the move, worrying with the sophisticated radars the u.s. might be spying

on the country. jenay norman, abc news, washington. this morning president trump tweeted about plans to appeal a federal judge's ruling on sanctuary cities. san francisco and santa clara lkts sued over the president's threat to withhold federal funding. the president tweeted, out of our very big country, with many choices, does everyone notice that both the ban case and now the sanctuary case is brought in the 9th circuit, which has a terrible record of being overturned, close to 80%. they used to call this judge shopping. messy system. yesterday a ninth circuit judge in san francisco ruled president trump cannot withhold federal money from sanctuary jurisdictions. santa clara county's attorney says they're prepared to defend the case if the president he appeals. cal tran is warning people who live near the tracks they may hear noises in the weeks ahead. a big rail grinding project starts today. station in redwood city. >> reporter: the work has to be done with no trains are on the track so riders won't be impacted by it at all. but for the people who live along the tracks, they may have trouble sleeping through it. the daily grind in the bay area will make way for a different kind of grind on the cal train tracks. >> at night there will be a large rail car going down the rails and just sort of scraping them down, keeping them smooth, making sure people have a smooth, safe ride. >> reporter: it happens every five to six years. the three-week project starts in san francisco and heads south ending up in san jose. work shouldn't take more than two nights at any location, but that may be the part that grinds the gears of residents who live along the tracks. this work takes place over night, from 10:00 p.m. until 4:00 a.m., and it could be loud. >> i think it will be worth it in the long run. i don't know how much of an impact it will have on the people who are like street side facing. might be kind of rough on them.

san pablo building that burned last month, killing four people. the building was being used as a transitional housing facility. at least one resident said she complained about the billing's condition many times to the owner. investigators say a burning candle is what started the fire. vacaville police are investigating a hate crime after a car was vandalized and set on fire. it happened monday night. police say a white mercedes parked downtown was tagged with kkk and then set on fire. police say they're not sure why this car was chosen. >> it is unheard of for vacaville. >> it is horrible. i mean, you know, we have a small town here, and to see something like that happening, a hate crime, it is really hideous. >> neighbors say similar tagging months ago on the side of this gas station appeared. it was right near where the mercedes was parked. police have not said if the dwo incidents are related. in your morning money report, president trump's favorite social network is finally winning again. twitter stock is surging after a surprise user growth. right now shares are up nearly

10%. the san francisco-based company added 9 million new users in the first three months of the year. twitter also, however, reported its first quarterly revenue loss. $548 million, down 8% over the same period last year. but still better than what analysts expected. some of netflix most bingee worthy shows will be available in china. the new licensing deal with ichee will include the latest of "black mirror" and even "mind hunter." it comes after they were blocked operating in china. they say licensing deals bring in less revenue but it is too big a market to pass up. if you eat at chipotle, your information may have been exposed. transactions from march 24 through april 18 are being reviewed by law enforcement and cyber experts.
