>> you see the growth, the growth is going to pay for it. >> reporter: that single page, double spaced outline revealed wednesday is short on specifics. here's what we know. the plan would reduce the number of personal income tax brackets from seven to three. slash the corporate tax rate by half. eliminating all deductions except for home mortgage interest and charitable contributions. that means deductions for state and local income taxes will no longer exist. potential blow to many americans in high income high tax states including east coast blue states and california. even some republicans raising concern. >> when you talk losing a deduction like that, we want to make sure, a better way to, to achieve this tax policy. i'm open to that. that's the conversation we are going to have. >> reporter: the white house not making any guarantees but did insist the goal of this president's tax plan is to provide them and lower income

people with more money in their pocket and a tax cut. >> press secretary sean spicer conceding there is a long way to go before the blueprint becomes reality. brian clark, abc news, new york. we're learning new details this morning about what led up to that seemingly about face when it comes to nafta. a top mexican official says mexico only learned through media reports that the white house was considering an executive order to withdraw from the trade deal. president trump announce he would instead renegotiate nafta after speaking with the leaders of mexico and canada. the president said that he is prepared to walk away if the u.s. doesn't get a fair deal. mexico now says it would do the same. >> this was a surprise at the white house. caitlyn jenner. although she voted for president trump she has since expressed unhappiness for removing protections for transgender students. because of that jenner told diane sawyer this month she won't play golf with the president, but she would meet with him privately.

it's not known with whom she met at the white house. former first lady michelle obama is back in the public eye, but making clear she says anyway she has no interest in running for public office. during a q & a session in orlando. mrs. obama said she would not put her children through another campaign. running for office is all well and good then the knives come out. as for her future plans she will work on the let girls learn initiative she launched as first lady. two illinois correctional officers are recovering after a savage attack. surveillance cameras rolling when three inmates repeatedly beat and kicked the officers. both of them were hospitalized. one suffered a broken orbital bone, the sheriff is seeking attempted murder charges against inmates for that brutal attack. and new video of protests storming the macedonian parliament building in europe. dozens of people were injured including the leader of the opposition party. who was seen bleeding. the protesters threw chairs and

called the lawmakers traitors. macedonia once part of yugoslavia has been unable to form a government for several months. federal officials are issuing a warning about a deadly super bug. a fungus infecting people in hospitals across the country. adrienne bankert has the details. >> reporter: the cdc is calling this deadly super bug, a global health threat. officials reporting 61 cases in hospitals in six states since 2013. most patients in new york and new jersey. >> when you have an organism spread person to person, causes severe infections can develop resistance, now that is a real concerning type of infection. >> reporter: like antibiotic resistant bacteria this rare strain of yeast is resistant to all three major anti-fungal medications. 60% of people infected around the world have died. hospital patients, especially those in intensive care are most vulnerable. >> the primary risk is to the

hospitalized patient who has tubes. who has catheters, central lines, things that allow the fungus to get into the body. >> reporter: the fungus can survive for weeks on hospital beds and months on the skin. doctors say the bug is difficult to detect. you could be carrying it into a loved one's hospital room and not know it. so hand washing and avoiding skin to skin contact is key. adrrienne bankert, abc news. the mastermind behind an irs phone scam. the 24-year-old suspect. neck named shaggy, nabbed by authorities in india. his alleged scam has fake irs collectors threatening americans with jail. if they didn't pay taxes that they really don't owe. police say the suspect made millions and he recruited others to help. a maryland college student credits his apple watch for saving his life. casey bennett's jeep rolled over several times after it was hit by a vehicle. and it came to rest on its side.

the senate may vote ahead of the deadline. michael flynn is facing legal trouble. he is now the subject of yet another investigation. >> this one from the pentagon. the defense department is looking into payments that flynn received from foreign sources like russia and new documents show flynn had been warned. abc's mary bruce on the case. >> reporter: the investigations are piling up. the pentagon's top watch dog now examining whether the president's first national security adviser, michael flynn, broke the law. at issue. >> his ties to russia. his lack of honesty with the american people. >> reporter: the pentagon telling congress it has initiated an investigation to determine whether flynn failed to obtain required approval before accepting thousands of dollars in business from a foreign government. payments including the $45,000 he received to attend this moscow gala in 2015. even shaking hands with president putin.

democrats released this letter from the military showing that the year before that russia trip, flynn was specifically warned that foreign compensation requires advance approval. >> lock her up, that's right. yep, that's right. lock her up. >> reporter: during the campaign, flynn was a steadfast trump supporter. insisting hillary clinton belonged in prison. now, democrats are accusing the white house of covering up for him. asking why the trump administration is refusing to turn over documents, surrounding his hiring. >> does not make any sense. and it makes the american people think the white house has -- has something to hide. obviously, a paper trail, ladies and gentlemen, there is a paper trail. that the white house does not want our committee to follow. >> i was frankly, taken back by his comments today. because they're frankly not true. >> reporter: white house press

secretary sean spicer seemed to blame the obama administration. saying, they're the ones who ran flynn's most recent security background check. >> why would you rerun a background check on some one who is the head of the department of the defense intelligence agency. that had and did maintain a high level security clearance. that's it. >> reporter: the obama administration also pushed flynn out over concerns about his performance. and it is unclear whether the trump team did any additional vetting. before appointing flynn to the powerful post of national security adviser. they were pointing back to the obama administration, saying, that michael flynn's last clearance was granted under the obama administration. seeming to suggest that, the vetting didn't fall on them for his clearance. >> it fell on them. here is a man that is going to be, privy to the top secrets of our country. and advising the president. >> reporter: even after he fired flynn, trump still defended him. >> michael flynn, general flynn is a wonderful man. i think he has been treated, very, very unfairly by the media.

>> reporter: but asked about the general, the president didn't bite. >> any regrets about michael flynn. >> thank you very much. >> now flynn's lawyer is still insisting that he did brief the pentagon before and after that 2015 trip to moscow. but the pentagon says they have looked through their records and they have found no evidence that flynn asked for approval, or disclosed that he received thousands of dollars. mary bruce, abc news, capitol hill. china has reportedly given north korea an ultimatum. in an interview with fox news, secretary of state rex tillerson says china told north korea to stop conducting nuclear tests or face chinese sanctions. tillerson said the u.s. is asking a lot of the chinese, but, says their help is critical to address the nuclear threat. he also stressed the u.s. is not seeking a regime change. and would be open to direct talks if north korea is willing to give up nuclear weapons. president trump says he, too, prefers diplomacy to resolve the north korean crisis, but warns what he calls a major, major conflict is possible.

the president adds his staff is working up a new list of potential economic sanctions but says he is not taking the military option off the table. the comments came in a new interview with reuters during that wide ranging interview the president reflected on his first 100 days saying it is more work than running his company. and he says he thought it would be easier. >> thought it would be easier. toughest job in the world. the president is expected to drum up support for his new tax plan at a rally in pennsylvania tomorrow which, of course, marks his 100th day in office. the plan would cut the number of personal tax brackets, slash the corporate tax rate and eliminate nearly all deductions. but the administration is offering few details on what it would mean for the federal deficit. now during that take your child to work day event at the white house, the president said it was all about economic growth. >> anything about paying for the tax plan? any more specifics. >> when you see the growth, the

growth is going to pay for it. >> how, how soon is that growth going to happen. >> it will happen quickly. >> when pressed how the tax plan will affect the average american family, the administration could not guarantee no one in the middle class would end up paying more taxes. the president is heading to atlanta today to speak at the annual nra convention marking, making him the first president to address the group since ronald reagan. the national rifle association, endorsed candidate trump a year ago after he promised to appoint judges who would support the expansion of gun rights. an accused cop killer in delaware is dead after a standoff with police that lasted nearly an entire day. authorities say, the man emerged from the house armed and engaged police. who then shot and killed him. earlier police used explosives to blow the doors and windows off his house. still the standoff continued for hours.

sealy fled to the home after killing steven ballard in the parking lot of a convenience store wednesday. ballard's colleagues called the officer a hero. >> the action of steven yesterday, exemplified the dedication -- that he brought to the citizens of delaware. >> investigators are looking into possible motives. not saying whether state trooper ballard was targeted individually or as a police officer. to the west coast now and hundreds of protesters in berkeley were met by a large police presence. ann coulter who sparked the outrage was a no show. university of california berkeley officials were prepared for rioting after the controversial conservative speech was canceled because of fears of violence. there were just a few arrests however. university of missouri, columbia

absolutely. >> is it a guarantee? >> i can't make any guarantees until this thing is done and on the president's desk. i can tell you, that is our number one objective in this. >> reporter: no firm promise there. we asked again at the white house. >> why is it that the secretary could not guarantee that no one in the middle class will pay more under this proposal? >> i think everyone in the middle class should know that this president's plan will know they will have more in their pocket. >> that is the position from the white house right now? >> the goal of this president's tax plan is to provide them and lower income people with more money in their pocket in a tax cut, yes. >> reporter: press secretary sean spicer conceding there is a long way to go before this blue print becomes reality. >> a lot of work to do with congress and it is moving in a very positive direction. >> reporter: the plan would reduce the number of personal income tax brackets from seven to just three and slash the corporate tax rate by half and eliminate all deductions except for home mortgage interest and charitable contributions. that means deductions for state and local income taxes will no longer exist.

a potential blow to many americans in high-income, high-tax states, including several east coast blue states and california. even some republicans raising concern. you feel like this could hit your district harder? >> oh, sure. when you talk about losing a deduction like that. if there is a better way to achieve this tax policy, i'm open to that. i think that's the conversation we're going to have. >> with that 100-day mark right around the corner, the president is expected to play up the big tax plan big in a rally. but right now it still remains in draft form on that single page document and you heard those members of congress tell us they are ready to hear some details. cecilia vega, the white house. >> busy day in washington ahead. because the clock is ticking towards a possible government shut down with the deadline to strike a deal just hours away. senate democrats blocked a vote on a short-term spending bill to keep the government open for at least another week.

well senate minority leader chuck schumer is insisting on a final bill without provisions on abortion and several other stipulations that are opposed by democrats and the senate may still vote before the deadline. a jordanian citizen is now in custody on charges that he wanted to join isis. arrested at cincinnati's airport. prosecutors say he was trying to fly to the middle east to team up with the terror group. he was under fbi surveillance since january when he told authorities, you are going to regret this after he was removed from the turkish embassy in washington. breaking overnight, the state of arkansas has executed its fourth inmate in eight days. kenneth williams pronounced dead late last night after given a lethal injection for the murder of cecil. in 1999 williams was serving a life sentence for another murder when he escaped and killed borin who lived near the prison. now his family says waiting all

these years for william's execution has been excruciating. >> we just live two miles from the prison, he's still right down there. every time i go down the highway, or back up the highway, i look over there and i know he's there. >> well, just before williams was put to death, he apologized to the families of his victims saying he senselessly wronged and deprived them of their loved ones. tensions are rising between syria and israel. the assad government blames syria for a missile strike on a military installation. rebel sources say it was an arms depot run by the hezbollah movement. which israel considers its biggest threat. israel, though, won't officially confirm or deny the strike. two u.s. army rangers were killed and a third wounded in afghanistan in a raid against isis. happened in the same region where the u.s. deployed its most conventional bomb two weeks ago.

the army announced it will send another 1,500 soldiers to afghanistan this summer. pope francis heads to egypt for a two-day tour. security will be tight in the mostly muslim country which has had a number of terrorist attacks against christians this year alone. the pope is expected to highlight the plight of christians in egypt when he talks with egypt's secular and religious leaders during that visit. back here at home the city's newest attraction has a very basic purpose and a pretty hefty price tag. >> the attraction is a public bathroom. right behind the new york public library in bryant park. it has imported tiles, fresh flowers. artwork and even classical music. >> sounds kind of awesome. >> sounds great. >> a private company picked up the tab. cost $280,000. >> is there gold in that? >> estimates say more than a million people every year will use the facilities there. there you go. they're investing in all of our enjoyment. >> it does look like one of those high-tech japanese
