[ gunshots ] making news in america this morning, breaking news from southern california. a deadly shooting rampage at a birthday party. several victims now fighting for their lives. were they targeted because of their race? police searching for a motive. also breaking now, severe weather on the move. a violent storm system moves towards the northeast after leaving behind widespread destruction and flooding all across the plains. some areas are even dealing with blizzard conditions. we have your forecast ahead. new overnight, agreement on a spending deal meant to keep the federal government operating for several months. president trump and congressional democrats both getting some of what they wanted. and caught on camera, a massive explosion on a highway causing so much damage to the road, it is still closed right now and could be for days.

a good monday morning. we begin with breaking news. several people rushed into surgery overnight after a man opened fire at a pool party in southern california. >> in fact, in all eight people were shot at that apartment complex in san diego's university city area in la jolla. at least one person pronounced dead overnight. a witness says the attacker was sitting calmly with a beer in one hand and a gun in the other. others describe the scenes of chaos, people running for their lives and trying to help each other. >> new video also shows police storming that pool area. you can hear the rapid gunfire come out of that video. police say the gunman actually pointed his gun at officers and was shot and killed. abc's alex stone has the latest. >> reporter: the call came in just after 6:00 sunday evening in san diego. >> he's shooting again. he has a gun in his hand. he's aiming to the north.

he is -- i don't know who he is shooting at at this point. >> reporter: 911 was inundated with callers saying there was a man sitting on a lounge chair at the la jolla crossroads apartment's pool shooting at random victims. a birthday party had been under way and one caller telling dispatchers he appeared to be targeting black victims. >> drop the gun. >> reporter: officers arriving on scene quickly made their way to the pool, and the gunman was killed. >> shots of fired. suspect down. >> reporter: quickly police and medics began treating the victims. eight were injured. most were african-american. one woman died at a hospital. police say the gunman was 49-year-old peter selis who was white and lived at the apartment complex. >> the suspect pointed the gun at our officers, and three of our officers fired on the suspect, and the suspect is deceased. >> reporter: police say right now they don't know if it was a hate crime. the gunman was armed with a large caliber handgun and several victims remain in

critical condition. alex stone, abc news, los angeles. >> and abc's matt gutman is in san diego and will have the very latest on "good morning america." but we want to turn now to the other top story. that severe weather outbreak across a wide swath of the eastern u.s. >> a powerful storm system bringing massive floods and deadly tornadoes has killed at least 14 people across 4 states and this morning those storms are on the move heading north and east triggering warnings from north carolina to new york. >> over the weekend a massive wedge tornado slammed through canton, texas, east of dallas. look at the size of that. it carved out a 35-mile-long path of destruction. that twister ripped homes right off their foundations, wrapped trucks around trees. amazing scene there and demolished the entire lot of new vehicles at one car dealership. but perhaps most amazing nearly two dozen teenagers attending their prom inside what used to be this rustic barn emerging

unscathed. the two bathrooms and one closet they were hiding in untouched in a direct hit by a tornado. and ten miles north of canton a dramatic rescue played out thanks to a group of good samaritans who just happened to pass by this truck that was flipped over and nearly inundated by rushing floodwaters. inside that truck a father, a toddler and an infant were all trapped. but then the man shooting the cell phone video actually got involved, jumped into action performing cpr on the unresponsive infant and a woman tapped that rescuer on the shoulder and started to pray. >> give me the baby. >> dear jesus, please let this baby breathe. dear jesus, please let this baby breathe. well, the first prayer she said, i felt a response in that child. >> the baby this morning is in the hospital, but the family says her condition is improving. more weather now and to the east a desperate search still under way for two children swept away by floodwaters over the weekend, and in western kansas and parts of oklahoma the problem was driving snow on this

may 1st. blizzard conditions across the area dumped at least 4 inches of snow in some spots. now time for a look at today's forecast. >> good morning, kendis, diane. prepare yourself for a round of severe storms marching its way through western portions of new york, central and western pennsylvania down close to the d.c. area with thunderstorms reaching to the ohio valley region and into the deep south. now, we're expecting by monday evening pittsburgh, buffalo over towards harrisburg and that area reaching into west virginia and virginia, hail, downpours and isolated tornadoes and damaging winds and we have a problem with flooding throughout the midwest and received over 12 inches of rain in some areas. >> paul, thanks. breaking news on capitol hill. congress reached a deal to avert a government shutdown. >> yeah, lawmakers are preparing for a vote after they managed to hammer out a compromise on the massive spending bill. kenneth moton is tracking all of

the developments from washington. he joins us now with more. kenneth, good morning. >> reporter: good morning, kendis and diane. that spending bill is expected to get bipartisan votes this week to pass. this weekend while negotiations were being hammered out and finalized, the house gop team, well, it was checking in with members about health care. overnight a capitol hill deal struck. negotiators reached an agreement on a $1 trillion plus spending bill. for the republicans, a $15 billion increase in defense including border security. for the democrats, increases in national institutes of health funding and year round pell grants for college students. not in the deal cuts to planned parenthood or sanctuary cities and no funding for president trump's wall on the u.s./mexico border. >> unless his approach changes, the next 100 days will be just like the first, a series of broken or unfulfilled promises. >> reporter: the attention turning back to health care this week. house republicans still don't have the votes for his new plan. >> as soon as possible we will bring that bill to the floor.

>> reporter: health care on the mind of president trump at his weekend rally in pennsylvania. >> we're going to get the premiums down. we're going to get the deductibles way down. >> reporter: the administration now trying to downplay another controversy. the president enlisting the help of the philippines to deal with the north korean threat. trump invited filipino president rodrigo duterte to the white house facing outrage over his violent anti-drug complain and abysmal human rights record. >> we need cooperation at some level with as many partners in the area as we can get to make sure we have our ducks in a row. >> reporter: on a sunday morning show president trump praised north korea's dictator calling him a, quote, pretty smart cookie. diane and kendis. >> that's kenneth moton for us. kenneth, thanks. meanwhile, white house chief of staff reince priebus continued to push back against the media after president trump slammed the press during a weekend rally. priebus complained about stories that he says have no basis in fact telling abc's "this week," quote, they've looked at changing the libel laws as the

president had threatened making easier to sue news outlets but he said how it gets executed or whether it goes anywhere is a different story. and joe biden is getting some attention for something he insists he will not do. >> yeah, he says he won't run for president again, at least not in 2020. during an appearance in new hampshire last night biden called for more dignity in politics. he also squashed rumors of a return to the campaign trail. >> so, when i got asked by ray to come up here, there wasn't a doubt in my mind, even though i know it caused a lot of speculation. guys, i'm not running, okay. i know it caused a lot of speculation. no, look -- >> biden was in new hampshire honoring the nation's first all female all democratic congressional delegation. well, coming up, fire crews battling brush fires overnight. we're going to show you where. and a woman attacked by a shark at a popular beach. we have some new details on people nearby that saved her life. and new video coming in.

an airliner hit by severe turbulence overnight. nearly two dozen people seriously hurt after they were hurled out of their seats.

this is video out of southern california. crews are battling multiple brush fires in parts of the inland empire. those fires are being fanned by strong winds. a fire in riverside county is now threatening dozens of homes and is now covering more than 1,200 acres. at one point crews had to ground aircraft because of reports of drones flying in the area. well, not far from that scene two people are being questioned after a deadly shooting spree in los angeles. one person was killed and three others injured in the rampage. it all started saturday afternoon after a carjacking. one victim was shot and wounded on the street by gunfire from a passing vehicle. two others were injured in their car. the suspects were arrested on

suspicion of automobile theft and illegal possession of a handgun. police say it does not appear to be gang related. hollywood is facing another major hacking, this time the leak of nearly an entire season of "orange is the new black." an anonymous hacker who uses the handle the dark overlord carried through on a threat to release the first ten episodes of season five after netflix allegedly did not respond to the shakedown demands. they claim to have unreleased shows from other networks including abc. it does look like bullying may be on the decline with researchers in one state reporting a 33% drop overall. >> a study by johns hopkins university looked at nearly 250,000 students in maryland over a ten-year period and they saw consistent improvement for nearly every indicator. even cyberbullying remained at a low 10%. and spacex is hitting the reset button today on its launch of a satellite in a classified

minneapolis, washington, d.c., charlotte and atlanta. and we're hearing some more now about horrific turbulence on a flight between russia and thailand that left nearly two dozen people with serious injuries including broken spines. >> yeah, the flight from moscow to bangkok was just an hour away from landing when the boeing 777 hit turbulence literally throwing passengers and crew around the cabin. at least 20 people suffered major injuries including three babies who were ripped from their mothers' arms by the force. a russian official says those who were injured were not wearing seat belts. and travelers to the bahamas also got an unexpected and unwanted surprise when they arrived at the high-priced fyre music festival to find no festival at all. but now no one seems to be taking the blame. >> yeah, now overnight a $100 million class action lawsuit already filed in connection with the star-studded event. the organizers accused of fraud and here's abc's gio benitez. >> reporter: what went wrong at fyre festival. >> the actual experience exceeds all expectations. >> reporter: it was billed as a

lavish one of a kind music festival for an elite millennial crowd, but this morning organizers are feeling the heat after failing to deliver. >> we had no electricity. there was no showers. there was no bathrooms. there was no like running water. there was nothing. >> it was basically the exact opposite of everything we were promised. >> reporter: with tickets costing thousands of dollars rapper ja rule and entrepreneur billy mcfarland, who co-founded the event, are now apologizing for the luxury island getaway that wasn't. >> we had two beautiful sites prepared and early thursday morning at 4:00 a.m., a big storm came through and busted the water system and affected half of the housing tents. >> reporter: gio benitez, abc news, miami. a southern california beach is set to re-open today after a woman was bitten by a shark over the weekend. it happened in northern san diego county. authorities say the victim was wading in the ocean when the shark bit her leg. she lost part of her upper thigh. witnesses used a rubber surfboard leash as a tourniquet to stop the bleeding. >> good thing they were there. >> yep. another amusement park is

a very damaged honda there. it was traveling northbound on 880 south of marina boulevard just before 12:45. the honda crashed into the center divider and was hit again by a buick on the driver's side, and then chp closed all five lanes and the driver of the honda died toe scene and is described as a man of about 60 years old, and the driver of the buick also had major injuries, and they do not suspect alcohol or drugs are a factor in this crash. developing news out of diego. the man shot several people,

killing a woman and injuring six others. witnesses say the man never got up from a pool side chair while he was shooting, and police eventually shot and killed him and it's not clear if the gunmen knew any of the victims. the police found a body in the car at a home depot. it's not clear how the person died. we have calls into oakland police for information about what happened. so far they have not said anything about the victim's identity or a possible motive. and then gearing up for what is expected to be the biggest may day ever. large gatherings are expected to oakland, san jose and san francisco. with trump in office, the day with trump in office, the day has taken they suggest these are family friendly
