first bus to arrive, of course, people want to get to their destination. so they start piling on the bus. the person there gets all the business. both bus drivers make insane decisions crossing back and forth over these roads. you could see a lot of dust being kicked up. that's because the road is under construction. that's also what's slowing things down as well. >> as a passenger, if you know this behavior is going on, why would you get on the bus? >> if that's your only way of transportation, that's your only choice. >> i'll walk. >> authorities are trying to figure out how to make this not happen. they're looking at policy changes and they've already revoked some bus drivers' permits for this same exact behavior earlier in the week. we're looking to crack down, perhaps even seizing the buses to prevent this kind of thing from happening. >> that's the only thing that's going to stop it. i think we've all had those moments of insomnia where we can't sleep.
