problem for the 911 center. could leave you on hold during an emergency. and then fog creeping back into the bay area. here's what it looks like on the ground. the golden gate bridge socked in now, but all clear in san jose. good morning to you and thank you for joining us on this thursday, may 4th. seeing a dramatic in the temperatures today, mike. >> we are starting to feel it, and hopefully everybody slept better and if not tonight is your night to sleep better than you did this morning. let's take a look and show what is going on. half moon bay, we have had about half a mile. watch out if you are on one there. there is it from tamalpais. 7:00, look at that, 49 to 61. noon into 4:00 and 7:00, we are still in the 50s at the coast. mid-70s around the bay. just the low 80s inland. look how refreshing that evening

is going to be, mid-50s to upper 60s. we do have an issue with fog and a chance of rain coming up this weekend. here's alexis. how is the bay bridge this morning? >> congested through the maze here as usual, but nothing out of the ordinary. we don't have any fog for the bay bridge commute this morning, and you can see the clouds but nothing like it is on the golden gate. we have police activity that delayed train 21 between sacramento and davis. we will stay on top of that. and we are hearing we have the b.a.r.t. connecter to the oakland airport not working directly either and so the next traffic update coming up at 6:10. when you call 911, are there enough operators to take your call? >> i think you will be shocked when you hear how many people got hung up on. amy hollyfield is live for us in mission bay at the headquarters.

>> reporter: on a normal day the city needs 13 dispatchers, and that was not a normal day. according to the san francisco examiner, the city had 12 dispatchers on duty when the power went out last month and more than 200 callers were hung up on -- or they hung up in the first hour without their 911 call being answered. and city leaders are concerned and they said it was a wake up call and the supervisor called for a hearing on the issue. 80,000 customers lost power because of a fire at a pg&e substation, and pg&e has apologized for the outage. as for the dispatch issues, officials say we are still about a year away from hiring and training enough dispatchers to staff the 911 call center. reporting live in san francisco, amy hollyfield, abc7 news. developing news in san

jose's willow glen neighborhood this morning, here's a live picture from the scene of an officer-involved shooting near lincoln avenue. police killed and shot a suspect involved in a double fatal shooting inside. no relationship known between the suspect and the victims. matt keller will have a live report for us coming up. an investigation this morning after a golden gate transit bus hit and killed a pedestrian. it happened last night at broad moore. the bus was empty at the time and it's not clear if the pedestrian was in a crosswalk when the bus hit him. and then he's optimistic the gop health care bill will pass later this morning. the president was lobbying to sway those still undecided. the margin today is expected to be razor thin. california democrats predict

many republican counterparts will jeopardize voting for the bill. president trump is going to make his first trip back to new york since taking office. he's expected to meet with the australian prime minister, and their working relationship got off to a rocky start in january when president-elect called his refugee plan with then-president obama, a dumb deal and hung up on him. today they will discuss north korea, security. and then a formal announcement is from a moderate democrat. new this morning, the teacher accused of abducting a teen student is being indicted to tennessee.

not clear how long it will take to get him to tennessee, and detainees are usually routed through local jails before they get to their destination. the 50-year-old and his former student were found in a cabin northwest of redding last week after six weeks on the run. angry parents in san jose have a meeting with the superintendent after they boycotted their children's elementary school. about 29% of students at luther burbank elementary did not show up to school tuesday and parents are upset about the district's plans to layoff employees, and the school district says it's trying to reverse a budget deficit. and then pg&e has assured residents of san francisco's marina district that it's cleaning up toxics burie their neighborhood.

the toxins come from two gas plants that were destroyed in an earthquake, and pg&e has even bought out some homeowners. >> it's not because of the public safety concern or public health concern but it's cleaning up the environment. >> it's either far enough deep in the ground or there's nothing there. >> pg&e also is removing toxins found within ten feet of the surface and anything found deeper than that will be covered with a protective barrier. and then vowing to keep fighting a just-approved homeless shelter in the mission district. >> and then a link between years and environmental delays. how many minutes of screen time is too much? >> we are not seeing a lot of fog here but i bet a lot of you fog here but i bet a lot of you in the city

airport connector, and that is having issues so uses bus 73 if you are trying to get to the airport from the coliseum station. a face-off in san francisco over a temporary homeless shelter. the first meeting drew such a large crowd, more than 100 people had to be turned away. many fear the center will only bring more problems to an area already indated with tent encampments. apparently the city has not officially leased the building from its owner yet. tonight's meeting will start at 6:00. and park problems in palo alto. a bizarre confrontation between a police officer and a man only in his underwear. here's a live look at sfo, and there you see the threatening fog telling these

80s here. newark about 76. inland we are looking at temperatures at 81 to 87 degrees. look how far east the marine layer travels. if you want to, open up the windows and sleep in low to mid-50-degree weather. a chance of showers into the monterey bay on sunday. another chance of rain on wednesday. i want to take you back to the san mateo bridge. this is one of the only trouble spots we have had today and it's gone at this point. westbound 92 is moving along fine past the toll plaza. we had somebody that lost pallets all over the roadway there. traffic really has recovered. we will zoom in and show you what it looks like on the traffic maps as well. a little red as you make your way through the toll plaza area, and that improved and cleared early enough to bounce back. drive times for westbound 80, to

inland. you will noticeit this evening. get outside, 55 to 68. an hour by hour look at showers coming up next. we are looking a little foggy here at emeryville. the fog crept in around the damma as you make your way towards the maze. quite a bit of fog out there this morning and have the dense fog advisory for the golden gate bridge. no major issues with ace this morning, just the warning that we have a large student group today. with b.a.r.t., the oakland airport connector is out of service this morning, and 5 delayed due to police activity. developing news in the south bay. san jose police shot and killed a man after they found two people dead inside a home.

>> matt keller is there live. >> reporter: changes this morning, natasha, here, at the investigation scene. they moved the armour vehicle and parked it here, and so they are having issues with the lighting this morning. they have yellow lights out here and they were having to wait for daylight to take the photographs of the scene and now they are waiting for the corner to take away the bodies of the victims and suspect. police found two people dead at a home here, and the team was called in. no word on the relationship between the suspect and the victims. the officer has been placed on paid administrative leave. this is the second officer-involved shooting in 24 hours.

lincoln avenue is open so kids should have no trouble getting to school a quarter mile away from here, and we heard from a sergeant on the scene saying he is expecting this scene to be open he investigated for a couple more hours. the house will vote on the measure that could be the first step in replacing and repealing the affordable care act. there was a face-to-face meeting with president trump, and the amendment gives states $8 billion over five years to help cover pre-existing conditions. the gop health care bill needs 216 votes to pass and it's expected to be very close. >> this is deadly. this is deadly. trumpcare means heart-stopping premium increases for americans. >> opponents for the bill are attacking republicans for scheduling the vote before the nonpartisan congressional budget

office has analyzed the bill and if it passes it has to go to the senate and that's where it could face a tougher fight. members of moveon.org say they are telling representatives to leave existing health care in place, and the valley is at noon in front of dianne feinstein's office. and trump is expected to ease limits on the richest groups in politics. it will coincide with the national day of prayer. national day of prayer. trump leaders. the owner of the pulse nightclub in orlando just unveiled her plans to build a permanent memorial for the victims of the deadliest mass shooting in u.s. history.

everything that is valuable to her. >> the announcement was a source of intense speculation overnight, and there was tons of rumors. and then a jury to decide if a man is guilty of kidnapping and murdering hill five years ago. her body has never been found. a community meeting in san francisco in the coming days after police shot and killed a man, and the chief said two officers were walking around market street yesterday when they saw the suspect stabbing a subway sandwich shop employee. the two were arguing possibly over a sandwich. a witness snapped this photo of the victim being treated and he is expected to be okay. this is the first

officer-involved shooting since the chief took over, and some 2,000 officers are equipped with body cameras and police have not confirmed if there was footage of this incident. alameda authorities are investigating the death of a teenager hit by a train. the 16-year-old was riding his bike on a railroad bridge near his high school and his principal says students and staff are just devastated. >> he had a big heart. he was able to build close friendships and earn the support and loyalty of everyone around him. he will be incredibly missed. we are all incredibly heartbroken. >> police are looking into weather the student was wearing ear buds or anything that may have affected his hearing. and then all clear this morning after police investigated a suspicious package last night. san francisco officers shut down the area and issued a shelter in place.

officers gave the all-clear just before 11:00 last night. families of the san bernardino attack victims are suing the giants of social media. several families filed suit against facebook, google and twitter yesterday. they claim the companies helped isis by promoting attacks like the one in san bernardino. they have not responded and similar lawsuits have been thrown out by the courts which said the companies are not liable for what users post. and then a suit district is doing a poor job of teaching children with reading disorders. the goal of the suit is to insure there are policies and procedures in place so they have

this just in. former president barack obama getting involved in french politics. he is endorsing presidential candidate emanuel mccron. you can see the french subtitles. this is seen as a last-minute effort, obama's support is helpful. he is battling against far-right candidate, marine le pen. many people see le pen on the right as an extreme candidate, so there has been a lot of protests against marine le pen. they have been violent across france, so the concern there is that those will continue until sunday and we will see what happens in that election.

think the 911 center will have enough employees until they finish hiring more staff next year. reporting live in san francisco, amy hollyfield, abc7 news. >> amy, thank you. east palo alto police are looking for the driver of a hit-and-run that seriously hurt two teenage boys. it happened around 4:00 yesterday. the boys were walking across the street when they were hit. the driver appears to have run a stop sign and no word on the boys' condition this morning. facing political and public pressure, the mayor of oakland is backing away from plans to avert funds from a voter-approved soda tax measure. and residents threatened to campaign against her re-elect n re-election. she wanted to use that to help vote the deficit, and she had a change of heart after getting an earful from the public and council. former oakland mayor now

drinking the hot coffee again. >> hi, everybody. we were watching the fog yesterday afternoon and finally pushed through the golden gate bridge and now trying to take over all of the bay. 74 in san francisco at 10:00, and then we jumped up around 11:00 to a high of 82. and then held steady when it was supposed to be the hottest part of the afternoon. then we dropped down to 68 and then 59 by 5:00, and that's how quickly things turned around. today, clean and cooler air today. no spare the air, and up to 20 degrees cooler. a chance of scattered especially on saturday. all of the winds are blowing from the coast to our inland, and that's why only 65 degrees today. a big difference from the record high of 82. we flipped the switch and spring is back in oakland, 73 and low to upper 70s along the east bay

shore. down in the south bay, mild to warm from 77 in milpitas, and inland it's still going to be warm but not hot with temperatures in the low to mid-80s. look at the microclimates, 61 in half moon bay to palo alto at 78. across the north bay, 79 in santa rosa. patchy fog to sunshine for everybody. tonight, breezy and cooler tomorrow with 50s and 60s with scattered showers on saturday. pretty close to average on saturday with another chance of rain on wednesday. time for an update from alexis, looking at the south bay? >> yeah, southbound 101 off-ramp to state route 237, we confirm there are no serious injuries, and that person in the vehicle said they didn't need it, so that's good. a little delay on southbound 101, and that's a minor issue for a rollover being involved.
