pace. in san francisco, nbc7 news. police in san jose say they killed a 24-year-old man after he shot and killed the parents of his ex-girlfriend and then threatened officers. it happened in the laurel glen neighborhood and the gunmen escaped safely after the gunman held one of them hostage and refused to surrender and pointed a gun at them. >> he didn't give this family officer a choice. it's a tragic tragic incident perpetrated by evil. >> police say the suspect had a history of domestic violence and mental illness and had an active restraining order against him by his ex-girlfriend who was not home at the time of the shooting. the officer is on paid leave. it's been five years since this teenager disappeared. a jury is deliberating with torres kidnapped and killed her. we hear for the first time what

it needs dozens more for two reasons. >> we had an increase in attrition and at the same time increase in work load. that together have put a bit of a strain on us. >> reporter: call volume has increased 36% in the past few years. at the same time, they've had a spike in the number of dispatchers choosing to retire. that means the remaining dispatchers are getting burned out working lots of overtime. >> they get overwhelmed. we can't have a chronic shortage of staff in that department. >> reporter: there's no better example than what happened two weeks ago, 88,000 pg&e customers lost power on april 21st when fire knocked out a substation in the city. traffic lights went dark and people were stuck in elevators. a wave of 911 calls jammed the system to the point 200 callers hung up, waiting for someone to answer. the supervisor says the dispatchers work hard. they just need to hire 60 more. >> the city has a goal of
