now from abc 7, live breaking news. >> breaking news from sonoma county. this man, shawn gallon, is under arrest, for a cold case that captivated the nation. the 2004 murders of lindsey and her fiance, jason. thank you for joining us. >> the bodies were found in their sleeping bags on a beach, shot at the head in close range as they slept. dozens of leads came in at the time, but they did not pan out until now. >> the sheriff's office identified shaun gallon, a 38-year-old resident of

forestville as jason and lindsey's killer. gallon was arrested for the murder of his brother in their home. he's well known to sheriff office investigator, and early on in the genre murder, investigation, gallon was a person of interest and detectives never ruled him out as a possible suspect. >> they were murdered just two weeks before they were set to walk down the aisle. both were just in their 20s from the midwest and taught a youth adventure camp. we are continuing to track this breaking story, full report at 4:00, and for more details, go to abc7news.com. it's also on our app, enable push alerts to get breaking updates straight to your phone. developing news now, two elementary schools under a shelter in place order right now all because of this. flairing at the refinery. >> tracking this situation since 7:00 this morning on air and on our app beginning because of a power outage in the area.

this is a live look from sky 7. this situation is still going on. emergency responders still on scene trying to get the flairing under control. at one point, evacuations were underway down way and the city is in shelter in place. we are live with an update. laura? >> reporter: hi. this is one of the flairs that are still going. the one over my shoulder, there's another north of where we are standing. this is an emergency valve, if you will, to keep something more potentially dangerous from happening, like, an explosion. let's show you what it looks like now from sky 7 hovering above us. again, at this point, these are just the two flairs burning for the better part of four hours now. they have held a couple schools and shelter in place in the area. at this point, from our point, it appears the black smoke is subsiding. for the most part, due to the wind.

it's been going pretty much to the east of us, more towards communities like sasoon and fairfield. there was an evacuation order for several hundred people who work in the industrial area right next to the plants. let's show you -- let's hear from one of the workers who was e evacuated earlier today. okay. we heard from one of the workers, there are a couple industrial plants right next to the area, probably couple hundred workers who were evacuated. we also came across some of the plant workers who had been e evacuated, just sitting on the roadway just outside the plant. they had been there for a couple hours as well. they told us they were evacuating as caution. they said at this point, the flair as seep behind me is a stopgap measure and emergency

measure they used at refineries to make sure that something worse does not happen, for instance, an explosion. we understand this all set with pge losing power at 6:45 this morning. they are investigating the cause of that outage. it lasted 15 minutes. as we stand here now, power's back on, but as you can see, the flairing continues. we're expecting a press conference here any time now. anbc 7 news. >> thank you so much for the information. several viewers sent video into the news room showing their view of the flairing at the plant. the power of the flames shooting into the sky. another viewer shared video. take a look. how much smoke filled the area at the time it was captured. remember, we want to see video of the thursdnews happening whe

live. share them with us on social media using the #abc7now. abc 7 traffic reporter is tracking this all morning long. how is this impacting the roads? >> right now, not too bad, at least from the main highways there. going up on the traffic maps to the area. for a short time at 9:00 this morning, we had a full closure of southbound 680, and then they were diverting northbound 680 to westbound 80 so they did not get in the middle of the smoke. 680 is open now. there are ramps closed. southbound industrial and north bay shore ramp is closed as well. the main highway is okay. you could have delays with surface streets. there was a major issue this morning. this was a sink hole that opened up in san francisco. this is 7th street, and we still have that full closure between

them, and the -- granite, just that one block is clouded. we talked to san francisco public utilities saying it's likely a long term closure. no estimate for us. we'll look live at the scene now. you see crews are starting to clear some of that pavement there that was so damaged with that sink hole, but, again, we do not have an estimate on when it reopens. just avoid the area for now. back to you zblp thank you. impacting traffic, and as you saw, repair work is jumpbdway. >> talk about the truck driver. he's lucky to escape injury after the truck was swallowed this morning. jessica castro has those dramatic details. >> i just got back from the scene a short time ago, and witnesses told me the driver of the big rig was actually inside his truck as the ground gave way slowly. he was not injured, but shaken up with emergency crews got out

there. >> it is astonishing seeing a a truck that big turned over that much. >> wow, yeah, i mean, i walk by here every day, and it -- it looks stable. this is surprising. >> around 4:45 this morning, a sink hole opened up. officials estimate the whole is 20 by 10 feet big and eight feet deep. >> amazed. i thought the truck did something, but the street clapszed underneath the truck. >> they don't know what caused the sink hole or how much damage is underneath, but there's a suer main there. >> thinking the main has something to do with it? >> it is possible which is san fransisco is here now, it cough collapsed, but we're treating it like that until we know differently. >> reporter: there's other lines in the area, so crews from public works are out there too,

and since there's no telling exactly what got hit by that heavy truck and the concrete that crumbled apart. this is where i walk, so i have to go all the way around now. >> okay, that guy walked around, but the good news is for pedestrians at this hour, the sidewalk across the street from where all the work is going on is open. as we look out there, you see the crews doing all the work. they should be there for at least a few more hours. jessica castro, abc 7 news. >> thank you. zblnkts new this morning, victims of the balcony collapse reached a settlement with some of the companies involved. it was just a horrific scene two years ago. 13 college students, most of them from ireland, fell 50 feet to the pavement. six died, zemseven injure injur the lawsuit said segue used cheap materials to make the bilkny making it susceptible to

water damage and collapse. new developments in the napa valley high school hazing investigation. last night, the school board reversed the expulsion for johnny torres. he's the 15-year-old quarterback, straight a-student, and one of five students expelled for inappropriately touching a teammate last halloween. he denied wrong doing in an open hearing that lasted three days. new developments now in a shooting involving an officer this week. abc 7 news learned it's not the first time that officer fired his weapon on duty. officer kenneth shot and killed nicholas on wednesday after he stabbed an employee at a subway sandwich shop. well, back in january, the officer wounded another man in the ocean view neighborhood. this is a photo of the officer from the night, shooting a man named shaun moore after being punched and kicked. both of the incidents are under investigation. new this morning, exhaustion and emotion in south san

francisco after many parents camped out overnight to grab a coveted spot in a child care fr program. this highlights the challenges of living in the bay area. we are live in south san francisco, amy? >> reporter: the program director tells me they increased the size of the classes every year, but they just can't keep up with this demand. they say this is the third year parents have slept outside to stand in line for a spot. the craziness of camping out, exhaustion from doing it, can bring out some strong emotions. >> these are our kids. this is our future. this is what we have to do. >> reporter: parents spent a cold night on the sidewalk in south san francisco to try to grab one of 40 open spots before and after school care program for their kids. the camping out did not guarantee success. >> no. 7 on the wait list after camping out from almost 24

hours. >> reporter: one single mom could not camp out leaving her kids at home, so she paid a woman $250 to sleep on the sidewalk for her. >> it's well worth it because, like i said, i'm a single parent, so there's really no way for me to be able to pick up my son at 1:00 p.m. program directors speculate the need for child care goes up as parents head to the workplace to afford living here. those who got a spot say a huge burden has been lifted from their shoulders. >> still trying to figure out how we're going to manage to pick up the kids and who watches them after school because we're be at work. >> reporter: the direct r says they do not have enough space or qualified teachers to accommodate all the children who need after school care. live in south san francisco, amy holly field, abc 7 news. >> sign of the times, isn't it? thank you. developing news now, a south bay school is trashed, windows broken, furniture wrecked. investigation into who

vandalized the school is underway. today, that school is shut down. abc 7 news reporter matt keller is live in san jose. matt? >> reporter: 111 students are elsewhere right now. here at the school, they are replacing windows damaged thursday morning. this is just the beginning of the repairs and massive cleanup. may 4th was going to be a special day, tomorrow, the preschool and kindergarten, their annual starwars party. rather than a celebration, it was sadness. the school's owner arrived after 6:00 a.m. thursday. >> the amount of devastation and destruction that went down in this room is just -- it's so senseless. >> reporter: the school was vandalized, rooms ransacked. furniture destroyed. windows broken. >> like a hurricane hit. they have destroyed diapers and creams and i mean, they have

strewn hot sauce across the carpet. did my best to keep it from the students, and they showed up yesterday in their costumes ready for the party. broke my heart. >> reporter: cameras were down that morning because they were upgraded. she got a gliplook at a person, i heard the bell go off, and i knew someone was in the building. looked like a homeless woman, possibly by a nearby encampment. >> i'm here to help. >> reporter: while it's a dark moment for the the school, a force for good awakened, a community responds. robert has a child there. she started a go fund me page. >> we've had tons of participation and donations from families that had kids here 12 years ago. amazing response. that's the good in this sadness. >> reporter: the school is hoping to reopen by tuesday. if you'd like to help, we set up a link to the go fund me page on the website, abc7news.com.
