of the airplane that crashed this morning, 5. and cagi an employee. it is largely in contact, least part of it. they're trying to figure out what happened to this plane and believe it was only airborne about 15 minutes before it crashed. the investigation is ongoing and it's used as a training ground for planes that can land both on land and water. it's used frequently at the late. i spoke to the sheriff's department when they got the call and found there were two people inside. >> we got the call there was a plane crash we send everybody

and chp sent their helicopter off and lowered someone to the scene and checked the boat out and declared them both dead at the scene. >> reporter: we just received a few minutes ago a statement from icon's ceo saying this was devastating for us and our thoughts and prayers of our entire organization are with families of both people onboard. they are truly amazing individuals. an investigation continues into why exactly this happened after just a short 20 minute flight. we have done stories three years ago when this plane launched, first made available to the public. it's a very special plane used for sporting and recreation. we'll keep you posted as soon as we learn anything more. that this is latest here. abc7 news. we'll send it back. >> just last month another single engine icon a5 crashedrad

and the passenger and pilot survived. they were out for a demo flight when the plane had an extremely hard damage and caused the aircraft to take on water. to the initial investigation suggested pilot error. icon calls this the first major mishap for an a5. the stabbing death of a castro woman and confessed and in jail on an related molestation charge. >> firefighters found the body on december 13th. they said dacany chose a "random house" to rob and killed st. john after she confronted him. and oakland man recovering after being shot outside a

hotel. he got into an argument just before the shooting at the famed fountainbleu hotel. young and the woman were rushed to the hospital with critical injuries and police looking for a suspect. the attorney for the top coroner say they are shocked over their friend's arrest or child molestation charges. 46-year-old darrell harris heard the charges formally facing four charges of child molestation and one of sexual battery what the d.a.'s office calls eight years of abuse. his lawyer says family and friends can't believe it. >> the unanimous reaction is shock and no one believes it to be true. his family does not believe it to be true, wife and son were here and colleagues in law enforcement do not believe it to be true and his neighbors do not believe it to be true. >> the d.a.'s office will not say how harris knows the victim.

students have dubbed a place scary path not far from where a woman was sexually assaulted. a live look at stanford and what's being done. >> reporter: the path is located on the south side of campus where many fraternity houses are located and no light or safety features. that is all changing. shovels were out today for a new sign known as the scary path. scary because it's an unmarked trail and at night there's no lights. stanford junior alexis says she used to walk it but stopped because it was too risky. >> i think my biggest fear in this path is sexual assault. we have seen over and over again it is a good place for people to sexually assault. >> reporter: she worked with university administrators to

make a path safe and they listened to concerns and decided a knew path was needed. the knoll path will have lighting and is paved. >> we are very concerned and want a saver space and there has been no sexual assault. >> reporter: it is where former stanford student turner sexually assaulted an unconscious woman in 2014. >> i don't feel super safe walking at night on campus. i think that's a general thing on stanford's campus and off campus so having lighting and a pathway is important getting from point a to point b. >> reporter: construction is being done over the summer and while she is pleased not stopping there and asking for surveillance cameras at student housing she thinks will help in sexual assault cases.

nearby. today, they cited valero for excessive smoke and public nuisance. months of investigation are ahead. the homeless crisis is perhaps the most challenging problem in san francisco. there may be a glimmer of hope as a local nonprofit called tipping point has pledge $100 million to help. their promise could cut that homeless population in and now it could in fact be a tipping point? >> reporter: it is. you talk about the entire homeless situation, there have been a few success stories, veterans off the streets and families. without a doubt the hardest group are those chronically homeless. the entire $100 million will go to that specific population and being raised by the private sect sector. the last time the city counted its homeless population was in a

2015. the number was more than 6600. of those just over 1700 were deemed chronically homeless meaning they've lived out here for more than a year, suffer from mental illnesses and have a drugs and alcohol problem. >> they're the ones ending up in emergency shelter systems and shelters at night. they can't even live on their own if we got them a room. in bad shape. >> reporter: the nonprofit tipping points focuses on eradicating poverty in the area few have succeeded. >> the chronic homeless population not only needs to be housed but has to have services attached to their placements. >> reporter: an example the city wanted to expand the respite and sobering center but lacked funds and tipping point donated $30,000 to add beds and now has 75. those with psychiatric needs will get specific treatment they would never get in a shelter.

the nonprofit is known for its accountability. >> all of known will be abryoufd by the tipping point board and we have full contro over the $100 million. >> reporter: currently the city spends $5 million a year on the homeless population. the homeless czar says spending that much money could be a game changer. >> when you have outside non-governmental money you can do things fast. >> reporter: tipping point wants to spend money on programs to keep the most vulnerable from falling into homelessness in the first place. abc7 news. a disabled woman's custom van has been tracked down after it was stolen. police asked for the public's health finding the van after someone stole it -- public's help finding the van after

president trump's revised travel ban faced its first test today before a federal appeals court in virginia. >> his ban restricts travel from six countries. >> we're talking about president trump's last attempt at travel ban across the country including sfo and it was quickly struck amid legal challenges. the second order in march makes no reference to religion and no longer includes iraq. two lower courts are where the

lawsuits are you see from the protests that the ban still draws critics, saying the presidential intent is the same to target muslims. the judge had tough questions for the government's attorney. >> he changed it from religion to nationalality and explained he would not call it religion anymore. he made it clear he was not talking about muslims all over the world and that's why this is not a muslim ban. >> the order will bar people from those six majority countries for 90 days and all refuges for 120 days. it exempts green card and visa holders. the court today did not give a timeline for issuing an opinion. the ninth circuit in san francisco are here on another appeal for blocking the travel ban. more battles to come. the international olympic committee will evaluate the

cities of los angeles and paris this week both who submitted bids to host the summer olympics. they will hold meetings this week. los angeles last had the olympics in 1984, paris hasn't had a game since 1924. the international olympic committee is considered one of the cities for 2028 hosting duties, and a vote set for september. warriors have made a franchise record of seven straight consecutive playoffs games and a win tonight would clench their place in the conference finals. mike shumann is in salt lake city, the place to be. >> reporter: no question. and trying to move in with cleveland who already has two sweeps of their own. you cannot take this utah jazz team for granted. this morning at the shoot around they're more relaxed but they need steph and klay to play well and both struggled in game
