argue, country. >> reporter: the regents plan to select an independent investigator with a report due in july. >> today, governor brown addressed that state audit report involving janet napolitano in his revised budget plan. the $124 billion spending plan puts more money into k through 12 schools but the universe is on hold now after they found out there was access to a secret slush fund and worst case scenario if they pass the new republican healthcare program. he said the governor is taking an approach too antagonist stick to washington. >> i haven't seen the governor put together a team to work together with the administration in washington, d.c., how do we deal with this in a humane manner. >> the legislature has until june 15th to approve this budget

he ae's renting. he did not give a reason but told investigators he was feeling harassed and now in jail on $10,000 bail. new details on a rash of car fires across contra costa county. saying they're arson and likely linked. the most recent were in brentwood this morning just a mile apart. other fires reported in martinez, walnut creek and lafayette. >> we have several fires that occurred this week. we do believe those fires to be related including the ones in brentwood this morning. >> fire investigators are appealing to the public for information to help tie the fires together. the city of san francisco is suing two women for defrauding the si's affordable housing program. each is accused of buying local condos at below market rates and renting them out to other people and pocketing the profit. eric thomas is live with the story tonight.

>> reporter: one of those condos is on this building on beal street right behind me. the city attorney's office accuses the women fraudulently obtaining the condos under the city's affordable housing program and renting them out and making a lot of money in the city's hot housing market. it's a well-known fact a condo in a building like this in san francisco is out of the financial reach of a lot of san franciscans. that's why there is an aaffordable housing program. >> this type of housing program is meant to help the neediest people. what these two individuals did was take housing away from those who need it the most. >> reporter: the city attorney has filed suit accusing a woman of buying it and renting it out and using proceeds to buy a home in a county where she lives and this woman using it on beal street and another street, and only supposed to have one and

races the question why didn't the double purchase raise red flags. >> they should. because they sign this under oath and make these representations, the city in good faith believe these people are of a particular income level and are needy and will take their statements at face value. >> reporter: the coast of housing in san francisco with median home prices at nearly a million dollars is a source of bewilderment and frustration to me. >> you have much money chasing so little housing in the units. >> we won't have below market housing because people abused it. >> reporter: the court will ask each woman to return a condo for resale to a deserving family. the d.a. will have to decide if the women face perjury charges. the women did not return our calls asking for comment. abc7 news. we are headed into the best time of year to buy a home according to real estate

nurses. they're concerned about the limited means and too many leave after training. >> patient safety if we don't do something and stop losing our nurses. we need to stop this revolving door. >> reporter: the issue is pay, something they hope to address as their bargaining unit negotiates a new contract. the registered nurses professional association did a new survey and found starting nurses get paid 16% less than average pay at seven other hospitals. laura who worked for five years here understand recent nursing graduates are under financial pressure and have student loans and the cost of living is high, serving humanity alone doesn't pay the bills. >> because you put this pressure for her to try to make ends meet with a paycheck that doesn't meet the social demands and precious she has, she has to

change it. >> reporter: the administration of this county owned facility appreciate what the nurses do. >> the leadership of the medical center is continuing to work with the union to address all of the concerns. we know nurses are valuable. the key to patient care. we appreciate their dedication. >> reporter: in san jose, abc7 news. a legal battle between uber and the city of san francisco may be coming to a head. city attorney dennis her are row was in court to demand the company give up the name and address of local drivers. this is so san franciscan inform those drivers of their need to pay a $91 annual fee for business licenses to operate in the city. uber has stopped providing driver's personal information citing privacy concerns. wayne ting said we asked the city to allow us to get the consent of drivers and to remove their personal information from the public website but they have

refused. if a person tried to take your job you'd probably notice it right away and start fighting back. what if it were a robot? some economists warn robots could soon be doing the kinds of jobs once considered safe. >> reporter: they're delivering pizzas in san francisco, parking cars in l.a. and serving up lattes in crowded coffee shops. in fact, robots are becoming so skilled, some experts believe nearly half of all human jobs could be at risk in the decades ahead. >> the most important thing we should understand this is potentially an enormous disruption. >> reporter: bay area futurist predicted as much in "rise of the robots." it's work fundamentally routine and repetitive and predictable. >> reporter: that ax has fallen heavily on blue collar industry. before you get too snug in your

dragon, i'll be his supper. >> reporter: carla johnson trammell is a natural in the classroom, former teacher in oakland she's been with the district for 18 years. >> part of my benefit is knowing the city. knowing the echo system and the assets within the city and schools and central department. >> school board members wanted someone that would remain in oakland for years to come. the last superintendent was hired from another district and left before finishing his three year contract. >> she is going to be the person to models to young people what it means to be from oakland and get an education. >> reporter: the soon to be superintendent must now deal with a budget deficit looming over the district left behind with the past superintendent. today it faces a budget deficit between 8 and $10 million. next year that deficit is expected to be higher. >> we need some exactitude with

the budget but we need to keep those cuts away from the schools and what we will fight for. >> this is a team effort. it will take both the leadership within the district and throughout the city for us to become the district we need for all the students we serve. >> reporter: for now, johnson-trammell says she will spend time listening and building relationships. abc7 news. tonight at 8:00, a prayer service at cal for a rugby player partially paralyzed during a national championship game. he collided with another player and fell on his head a few minutes into the match last saturday. after emergency surgery he remains paralyzed from the waist down and still in the icu. the captain called him a beloved teammate. >> always smiling, never shy of a smile. one of the loudest guys in the room, he'd have an appetite for and never shy of hard work.
