day this week with the same thing. we have very big news to get to this morning out of washington. >> less than two weeks since health care. imagine all that happened since then. >> again, a stunner, special prosecutor overseeing the investigation into russia's possible election meddling. >> former fbi director, robert mueller that has sweeping powers to prosecute any crimes that he uncovers as he looks into the possibilities of ties between russia and the trump campaign. the firing of comey and allegations that president trump asked comey to drop the probe into national security adviser michael flynn. those are possible investigations as well. the white house apparently blindsided by the news. we're told attorney deputy rod rosenstein didn't notify the president until about 30 minutes before going public. maggie ruhli

quite a bit of it. >> washington is shocked. as you mentioned perhaps at this point we really shouldn't be any longer. this is the third bombshell to hit the white house in just as many days. and, now both lawmakers and the administration are scrambling to respond. in a week of breaking developments -- >> i mean, obviously, a step in the right direction. >> reporter: a major decision from the department of justice. >> very solid. significant step. >> reporter: the department of justice appointed a special counsel to take over the investigation into russia's interference with the 2016 election including possible collusion with the trump campaign. the man now leading the investigation, former fbi director, robert mueller. >> whatever investigation goes on. have the credibility of bob mueller, the former director of the, of the fbi and -- and renowned lawyer. >> reporter: now mueller will have all authorities of a u.s. attorney. including to take it before a grand jury and the ability to issue subpoenas.

chief legal affairs anchor says mueller will have the daunting tax of addressing all recent controversies surrounding the white house. >> take all of that together and most importantly with james comey's account and then you assess. is it obstruction or not? >> reporter: lawmakers on both sides of the aisle are showing signs of cautious optimism. >> i just don't think you could have a better special counsel. this takes the politics out of it. this has the gotten too political. >> mueller could even subpoena president trump's tax returns. diane, kendis, president trump responded to the new position saying this investigation will only prove that his campaign did nothing wrong. >> took them some 80 minutes to come up with that response. three-line response there. maggie, thank you. mueller served for 12 years as fbi director. steve gomes and former special agent worked under mummer stationed in st. louis and los angeles. you're uniquely qualified to

talk about this man. what is he like, what can we expect? >> he is tough as nails. this is, somebody who doesn't mess around. he goes right into a job. he asks hard questions. he is demanding. he is very impatient. he gets right done to business. expects agents and investigators that are working for him to provide him answers and results right away. what i expect from him in this investigation. the right person for the job at the right time. >> given mueller's past anything that gives you some insight into how he will conduct this investigation? do you think he will start from scratch. add more people. how does the process work. >> well, first of all he is going to set goals and objectives for the investigation based on the parameters provided to him by the deputy attorney general. and from there, he is, i think his overall objective is going

to be to, conduct the most comprehensive investigation and to conduct this investigation as fast as possible. he recognizes that all of america and the world is looking at the results of this investigation. they are going to expect answers one way or another what occurred with the russia issue and, of course, was there any kind of obstruction of justice or influencing by the president. so, he is going to want to be very thorough in what he's doing with this investigation. he is going to bring on investigators and analysts and any other analysts that are necessary to conduct this investigation. he will move forward as quickly as possible. i can expect daily briefings, maybe, maybe twice a day briefings that he is going to oversee to determine how the investigation is going. what are the results that they are seeing. >> and, steve, you know, a week ago we asked you the question, what was the mood inside of, all of the field offices as well as hoover building. you said it seemed fairly gutted. assume you have talked to, some of your former colleagues, what's the mood now?

>> well, they're still reeling from the firing of former director comey. right now they're of course waiting for selection of the new permanent director. they're in a transition period. which is always tough because you're trying to figure out who is going to be the leader. number of names kicked around and interviews are being done now. i think once the selection of the new director takes place. and, they're able to push forward with, with the new leadership. and now that you have -- former director, mueller in charge of this investigation. i think they're going to be able to continue on with the work that they do, combatting terrorism, counterintelligence issues cyber and all the criminal cases that they're working on on a daily basis. >> steve, this shifted a lot of public attention at least on to this investigation. any chance it is a distraction from the other investigations you mention? >> i don't think so. because, now that there is a special counsel who is going to

be handling the investigation, essentially, on its own. director mueller will have his own team. they're going to be operating separately from pretty much everybody on their own independent, objective, nonpartisan. i think everybody wants that. everybody in the fbi wants that kind of investigation. to be conducted. you can't help noticing the special counsel appointed and investigation that is going to be done. they are going to -- to continue on with their specific assignments. getting back to their casework. focusing on that. that's what they do on a daily base ills, what they love to do. protect america. >> all right. we're grateful for that. abc news contributor, steve gomes, thank you so much. we do expect to hear from the president during a joint press conference with the leader colombia. he did sort of address this week's controversies during the coast guard academies, commencement address. >> the president started off the

she shot him because she thought he was reaching for a gun. his family burst into tears with the announcement of the verdict overnight. his father said officer shelby got away with murder. more severe storms pounding the upper midwest this morning and then moving to the northeast. eastern wisconsin and illinois getting the worst of it. it is expected to taper by day break. more than two dozen tornadoes through much of the central u.s., stretching from texas to the great lakes. two people have been killed. one in oklahoma. one in wisconsin. the twisters destroyed and damaged dozens of homes and businesses. a texas mom warning about a danger after rushing her daughter to the hospital because of a popular toy. she says she was driving when her 10-year-old started choking on a piece of a fidget spinner. at first, doctors were unable to locate where it was stuck. >> then, they saw this. the x-ray revealing a round metal bearing stuck in the girl's esophagus. she is doing okay, but after surgery. eeks. >> these are toys, my nephews

rosenstein on capitol hill today briefing the senate on the firing of fbi director james comby. abc's pierre thomas has the latest. >> reporter: a bombshell announcement. the department of justice appointing a special counsel to take over the investigation into russia's interference with the 2016 election. including possible collusion with the trump campaign. the man now leading the investigation, former fbi director, robert mueller. he will have all the authorities of a u.s. attorney including ability to take the matter before a grand jury and ability to issue subpoenas. the announcement of a special counsel comes after attorney general jeff sessions recused himself. >> therefore, i have recused myself in the matters that deal with the trump campaign. >> reporter: president trump has called the investigation into possible collusion with members of his campaign, a charade. former fbi director, james comey was in charge of the investigation, until he was

fired last week. this dramatic announcement after the other bombshell, the memo coming to light about president trump's meeting in the oval office in february raising concerns mr. trump allegedly wanted the fbi to go easy on former national security adviser, michael flynn. it was the president who warned the fbi director after firing him, that "james comey better hope there are no tapes of our conversations before he starts leaking to the press." the white house has refused to stay whether the tapes exist. but what we do know according to sources, is that there are memos. james comey had a documented history of keeping notes, especially when it came to controversial matters. and after it was revealed he wrote a memo saying the president pressured him to drop the flynn investigation, now we learn there could be more memos. more documentation of interaction with the president. just as he documented his meeting in the oval office in february, one day after general flynn resigned. president trump allegedly asking vice president pence and attorney general jeff sessions

to exit the room after a briefing. leaving the president alone with the fbi director. according to the now infamous memo described to abc news by a source close to comey who has read it. trump allegedly then said i hope you can see your way to letting this go. to letting flynn go. he is a good guy. the white house denying president trump pressured comey to stop the investigation. >> the president has been very clear that the account that was published is not an accurate description of how the event occurred. >> sources close to comey expect that comey will testify before congress, and the american people, and that his memos will be made available. totally at the discretion of mueller. he can replace all agents currently working the case if he chooses. he has 60 days to put together a team of lawyers to work with him on the case. just a reminder about mueller, after serving ten years as fbi director he was asked by president obama to re-up for two years, reconfirmed 100-0. pierre thomas, abc news, washington. >> pierre, thanks. the news has lawmakers on

both sides of the aisle praising mueller. >> pierre mentioned a sterling reputation in law enforcement. former federal prosecutor and decorated vietnam veteran. many numbers of congress say he is a great choice to lead an independent investigation. >> this takes the politics out of it hopefully. this has the gotten too political. people with any news that comes out, those on the left yelling impeach, some on the right say it is fake. >> a very solid and significant step towards reaffirming the rule of law. bob mueller is a real pro. >> while everyone, virtually everyone on capitol hill is, is pleased with mueller's credentials, some are questioning the decision to appoint a special prosecutor at all. >> where is the actual crime that they think they need a special prosecutor to, to prosecute? i just -- i haven't seen that. there has been a lot of flailing. but that flailing started before january 20th. >> i don't believe it was necessary. i don't generally believe in special counsels.

i think they can go off on their own. having said that, i have a lot of confidence in bob mueller. there has to be a special counsel, they made an excellent choice. >> house speaker paul ryan said mueller's appointment is in line with his goal to ensure a thorough, independent investigation is allowed to follow the facts where they may lead. >> those hoping to look for answers should know investigations by special prosecutors can take years to complete. >> yeah, patience is key. mueller will have 60 days as pierre mentioned to put together that team. he will have the, put together a budget for resources he will need. he will still have to answer to the attorney general. but, he will have greater autonomy to run the investigation than, say a u.s. attorney. abc's dan abrahams tells us what it means from a legal standpoint. >> so it now means that the fbi won't be investigating this. it now means that a new entity is going to be investigating the possible ties between russia, the trump administration, and

the 2016 campaign. >> and another new report is putting a top republican in the spotlight. "the washington post" reports that it has a recording of house majority leader kevin mccarthy telling fellow republicans he thought russian president vladamir putin was paying donald trump. according to the post that conversation took place last june. after candidate trump praised putin as a strong leader. last night, a mccarthy spokesperson slammed the report telling abc news that the nearly year-old remark was "a failed attempt at humor." and in a bombshell report by "the new york times," michael flynn warmed the trump transition team weeks before the inauguration that he was under federal investigation for secretly working as a paid lobbyist for turkey. despite that warning, the president elect named flynn as his national security adviser, position that gave flynn access to nearly every secret held by u.s. intelligence agencies. >> all the turmoil in washington taking heavy toll on the financial markets. this morning all overseas markets are down following wall street's worst day this year.
