watch, again. the car airborne careening into a thick crowd of people. in this gruesome surveillance video you again see that maroon honda accord barreling into pedestrians and mowing them down. authorities say this is the man who brought times square, one of the most heavily watched, guarded and surveilled places in the world to a halt. the expression on his face snarling. jumping in the air. the car he turned into a weapon and the carnage behind him. police telling abc news the man, 26-year-old richard rojas a u.s. citizen and former navy vet from the bronx told him he had smoked something before plowing into a packed times square. rojas also told police he thought the world was coming to an end. in the immediate aftermath, pedestrians helped police apprehend rojas and forced him to the ground. squirming and struggling, police escort him into a waiting squad car while all around

this is new video of a high-speed mother's day police chase involving a mother with her kids in the car. police outside atlanta say they approached the woman getting her license plate and showing that her license was suspended. but she drove off hitting speeds of 100 miles per hour according to police. they did catch up with her and at that point they discovered a 4-year-old and a baby inside.

david curly has the latest. >> what do you want to say to the family? >> reporter: it was a family that pushed for criminal charges against the amtrak engineer. brandon boston was at the controls outside philadelphia when his amtrak train derailed. traveling at more than 100 miles an hour when it hit a 50-mile-per-hour corner. the engineer lost situational awareness. eight passengers were killed. prosecutors declined to charge bostian, but a complaint was ordered by a judge after pressure by that family. among the 200 injured aaron and barbara lavigne. his recovery pain staking and he awaited this day. >> they put handcuffs on him, that's appropriate. >> definitely. only took two years. >> prison cell is appropriate. >> reporter: bostian faces misdemeanor charges and one felony carrying a maximum of ten years in prison. his attorney calls the engineer a scapegoat who faces trial for this deadly derailment.
