new information has been coming in from manchester all night long, talking about the deadly explosion at a ariana grande concert. uk place just arrested a 23-year-old man in connection to this attack. >> the death toll has climbed to 22 victims. this morning president trump is condemning what he called the evil losers behind the blast. elizabeth hur begins our coverage live in washington, d.c. elizabeth? >> reporter: natasha and reggie, good morning to you. britain remains on high alert and police are working around the clock with officials so far confirming children are among the dead. chaos and confusion sent concert goers scrambling for the the ariana grande concert had just ended, the pop star off stage when a loud explosion rocked the agree that. >> oh, my god. >> what's going on?

>> what just happened? >> reporter: in this dash cam video, you can see the flash then hear the blast. causing pandemonium inside and outside the venue. >> a lot of children was there without parents, there was no one to calm then down so everybody was just screaming and crying and pushing. >> when i got out, there were 30 people scattered everywhere. some of them looked dead. >> reporter: manchester arena is one of britain's main concert venue s with more than 20,000 seat. the arena was packed with children and teenagers. overnight family and friends with missing loved ones flooded social media with notes and pictures pleading for help. this morning are british prime minister theresa may is calling this an appalling terrorist attack and police say they believe this was the work of a suicide bomber. >> we believe the attacker was carrying an improvised explosive

device which he detonated causing this atrocity. >> reporter: and as you guys mentioned earlier, police told us that a 23-year-old man has been arrested in connection with this case but police are still trying to figure out if the attacker acted alone. reggie and natasha, back to you. >> elizabeth, obviously the security in the uk is going to be high and probably throughout europe. what about here at home? >> reporter: here at home we understand that the fbi and the department of homeland security are closely monitoring what's happening over there. they tell us there's no credible threat to the u.s. but officials say you will be seeing increased police presence, not only at train stations but at sporting and concert venues just as a precaution. reggie? >> elizabeth hur live in washington, d.c. thank you, elizabeth. our own abc 7 news reporter amy hollyfield covering more on that aspect of the story, she joins us live at sfo, amy?

>> reporter: you might see more officers at places like the airport this morning. officials say you might see increased security in transportation hub, concert venues and tourist attractions, likely we'll get more attention from law enforcement right now. the department of homeland security says there is no credible threat here at home so don't let it make you nervous, they will just be out as a precaution. at sfo we spoke to a british traveller who says the constant threat of terrorism has become part of life. >> the british are used to terrorism so we just kind of get on with it. we don't let it stop us living our lives. >> reporter: england has been on the second-highest terrorism alert level for the last three years, they call it severe, meaning a terrorist is likely. they say this was the deadliest terror attack in england in 12 years. reporting live from sfo, amy hollyfield, nbc 7 news. immediately after the

explosion, facebook activated its safety check feature. safety check lets people mark themselves as safe so family and friends all over the world know they're okay. >> you can join us in sending thoughts and prayers to the victims of the manchester attack, we built this badge so you can share it with the world. a standoff is in custody after keeping a swat team at bay in antioch for nine hours. officers surrounded a home on west tregallas road yesterday. the man suspected of shooting at people three blocks away. no one was hit. negotiators brought the standoff to an end just before 10:00. happening tonight, a plan a lot of dublin parents are not happy about. dublin unified school district is taking up a plan to build a new high school two blocks away from the santa rita jail. enrollment is expected to increase by 6,300 students in the next seven years. enrollment was just under 10,000 two years ago. dublin has just one high school but parents want a new school

welcome back, breaking news out of manchester, proof that tensions are high after yesterday's attack. a shopping center justry opened after being evacuated this morning. i want to show you this morning from a bbc reporter. we just got word employees are being led back into the shopping center. again, this is in manchester. this video tweeted by a bbc reporter when those folks were asked to leave. so far no update from police.

we know one person is arrested at the mall but police don't think it was connected at all to last night's concert attack. natasha? >> jessica, thanks for tracking that. this morning, new trouble for bart. it's being accused of violating riders' privacy. a lawsuit claims an app intended to let you report crimes on the system can track your cell phone even when you're not reporting anything. here's nbc 7's reporter katie utehs. >> reporter: the bart watch app is built as a way to report anonymous crimes but someone says it's a violation of consumer laws. they're accused of tracking rider locations and connecting data even when you're not using the app. >> i feel like any time you download something for free, which somebody's getting information out of it that uses their time. >> reporter: the suit accuses them of having cell phone spying

technology. >> the whole point of the app is to be anonymous but you're trying to do a good things and data is being collected. >> reporter: in a statement bart says an app's user location is only available if the apps select their location information adding for all users sharing their contact information an location information is optional. bart points to the user agreement but most admit they never read the fine print. >> i don't know anybody actually that reads the whole thing before they hit the -- accepts terms and conditions. >> reporter: bart has 60 days to respond to the complaint. in the east bay, can katie utehs, nbc 7 news. >> work to reopen a stretch of highway in big sur just suffered a set back. a massive rock slide is about a third of a mile long and 40 feet deep. the huge pile of rocks in the center of the screen gave way over the weekend. department of transportation officials say it's unlike anything they've ever seen that.

section of highway was already closed for repair work. crews are waiting for the area to stabilize before assessing the new damage. construction is ramping up at the oroville dam. you can see workers destroying part of the damaged spillway over the weekend. officials closed the spillway on friday. the deadline to complete repairs is november 1 before the rainy season begins. san francisco's iconic alamos square is set to open tomorrow after a year-long renovation. the city spent $5 million to replace the grass with a drought resistant variety. they added new benches and a water bottle filling station. they will feature an accessible restroom and extensive improvements to the sprinkler system. there's a ceremony planned for 11:30 tomorrow morning. a palo alto man will mark a major mile stone with the american red cross. when he donate this is afternoon, he will have given a total of 18 gallons of his blood. the 77-year-old began donating

>> reporter: you could say it was manchester united. in the wake of the manchester concert tragedy people turned to twitter. relatives and friends looking for the missing, tweeted their pictures and pleas for help. local residents and hotels used twitter as well to open their doors to those in the lockdown city. in other tech news, t-mobile and sprint are ready to join forces. they're the third and fourth-largest wireless carriers. >> speculation about a possible merger follows comments from both companies. it could mean higher prices. any merger would have to be approved by regulators. and apple is set to unveil a new generation of laptops next month. a report indicates it will launch a brand new version of 12i 12i 12-inch mack book featuring

if you get enrolled you get a wristband to get into the festival faster. an east bay animal shelter facing an uncertain future may be saved. the friends of the alameda animal shelter says it reached a proposed contract with the city of alameda. the shelter warned last september it may have to close because the $300,000 it gets annually isn't enough to cover expenses. the city is offering to provide $800,000 the shelter facility and animal control officers. the contract will go to the city council for approval on june 6. this morning more southern california beaches are closed because of dozens of shark sightings. this video shows a fisherman off the san clemen clemente pier ho 10-foot great white. some beaches farther north were also closed because of multiple shark sightings two weeks ago. according to marine whiologi bi there are more sightings and there's a good reason why. >> there do seem to be a few more sharks than usual.

it is their breeding and mating season so the ecosystem is really strong. this time of year is also spawning season for grunion which those juvenile great whites feed off of. >> life guards hoped to reopen the beach yesterday but kept it closed after a helicopter spotted 15 sharks just off the coast. >> that's a lot. let's talk about the a's. they're back at home taking on the miami marlins. it will be sunny and 64 at 7:05. dropping down to 58 at 10:00. sunset is at 8:19. you can see the low clouds hanging over the bay bridge as we look from our roof cam down towards the ferry building. temperature today still hot in our east bay valleys. livermore 90. san jose is 81, five degrees above average but if you look at san rafael, oakland, san francisco will be cooler than we should be at 62 instead of 66. we'll go from 59 at half moon

bay to 62 in san francisco. then as you punch through the ka caldicott you jump about 20 degrees. if you head out highway 4, that's where it's warmers, about 93 degrees today so a significant summer spread for probably the last day this week. hi alexis. good morning, we have a hot spot in the emeryville area. this is road work scheduled until 5:30. westbound 80 connector to eastbound 580 is not fully closed and just as we look these crews it looksed like they're picking up cones. that's good news. it was down to two lanes. starting to see a backup on the main line of westbound 08 so for folks coming through the emeryville area, whether you're heading eastbound on 580 we were seeing a backup. so i'll keep an eye on that. that's encouraging news. it looks like they are getting close to wrapping that. we have an issue with bart, a ten-minute delay at daly city station. they are wrapping up

good morning on this tuesday, may 23, thanks for being there. it's 5:00 a.m. have a lot to get to news wise, we're following what's happening in the uk but first what's happening with weather in the bay area. mike? >> kind of quiet outside even though it's a sneaky entrance of the marine layer clouds. you may have have a little drizzle if you're near the coast or driving up into the cloud deck and here's the way it looks from suto tower. it's a very shallow deck and just like yesterday the sun will start eating away. we're starting in the low 50s to low 60s this morning. as we morning you can see into the afternoon the bottom line there on the coast we'll be in the mid to upper 50s. that's the bay, 72 to 76. the top line 81 to 86 from noon to 4:00 if you live in our inland neighborhoods. in fact, the 90s will break today. we have
