new information has been coming in from manchester all night long, talking about the deadly explosion at a ariana grande concert. uk place just arrested a 23-year-old man in connection to this attack. >> the death toll has climbed to 22 victims. this morning president trump is condemning what he called the evil losers behind the blast. elizabeth hur begins our coverage live in washington, d.c. elizabeth? >> reporter: natasha and reggie, good morning to you. britain remains on high alert and police are working around the clock with officials so far confirming children are among the dead. chaos and confusion sent concert goers scrambling for the the ariana grande concert had just ended, the pop star off stage when a loud explosion rocked the agree that. >> oh, my god. >> what's going on?

>> what just happened? >> reporter: in this dash cam video, you can see the flash then hear the blast. causing pandemonium inside and outside the venue. >> a lot of children was there without parents, there was no one to calm then down so everybody was just screaming and crying and pushing. >> when i got out, there were 30 people scattered everywhere. some of them looked dead. >> reporter: manchester arena is one of britain's main concert venue s with more than 20,000 seat. the arena was packed with children and teenagers. overnight family and friends with missing loved ones flooded social media with notes and pictures pleading for help. this morning are british prime minister theresa may is calling this an appalling terrorist attack and police say they believe this was the work of a suicide bomber. >> we believe the attacker was carrying an improvised explosive

technology. >> the whole point of the app is to be anonymous but you're trying to do a good things and data is being collected. >> reporter: in a statement bart says an app's user location is only available if the apps select their location information adding for all users sharing their contact information an location information is optional. bart points to the user agreement but most admit they never read the fine print. >> i don't know anybody actually that reads the whole thing before they hit the -- accepts terms and conditions. >> reporter: bart has 60 days to respond to the complaint. in the east bay, can katie utehs, nbc 7 news. >> work to reopen a stretch of highway in big sur just suffered a set back. a massive rock slide is about a third of a mile long and 40 feet deep. the huge pile of rocks in the center of the screen gave way over the weekend. department of transportation officials say it's unlike anything they've ever seen that.
