>> good morning. i'm kendis gibson. >> i'm diane macedo. some of the headlines on "world news now." british authorities conducted raids as they investigated the concert bombing in manchester. officials believe the suicide bomber had the help of a terror network. live in manchester with details. severe storms left behind heavy damage in southwestern ohio. and there are reports of at least three tornados touching down. the national weather service will be out today to survey damage from several suspected twisters. there are no reports of injuries. jury has been selected in a sexual assault case against bill cosby. two african-americans named to the panel after cosby's lawyers complained about the jury racial makeup. the trial set to begin next month near philadelphia. the justice department confirming to abc news attorney general jeff sessions did not

disclose his meetings with the russian diplomat on his security clearance form. but they say an fbi official had advised sessions not to do so. those are some of our top stories on this thursday. may 25th. >> announcer: from abc news, this is "world news now." >> good morning to you all. we begin this half-hour with the latest on the investigation into the manchester suicide bombing. >> all of 292 people who were killed in the 64 others that were wounded in the blast have now ben identified. they of course include sadly young children, tee agers, this couple here and some of whom were waiting to pick up their kids after the ariana grande concert. many of the injured are still in the hospital. in critical condition. >> moon while, investigators say they're making progress. abc's molly hunter is live in manchester with the latest on that. molly, good morning. >> reporter: good morning, diane. that's right. progress this morning.

more overnight raids, more raids last night all through this morning. and big discoveries that come with that. authorities now telling abc news that kind of a bomb making factory was found inside salman abedi's apartment. not just the equipment. chemicals for more bombs. now officials are worried who ever built that original bomb could have built more. and, they were describing the bomb as metal container with bolts and nails with remote cell phone detonator. they have said it is actually quite similar in sophistication to the bomb used in brussels. diane, kendis, the message this morning, a bomb maker is on the loose. now that hunt for what police are calling a network is intensifying. throughout manchester we visited many of the houses where there have been raids. eight men remain in custody this morning. but of this investigation is going all the way to libya. whereof course we know that salman's abedi's parents were born. his father is there. as well as the his brother. his father gave an interview yesterday saying his son had nothing to do with this attack.

his son is not isis. not a terrorist. yet libyan officials, put his father and brother. cash them up. his brother saying that both he and salman both consider themselves as part of isis. and started watching videos as of two years ago to learn how to make bombs. diane, kendis, this morning what is so exceptional, it wasn't just two years ago. classmates of abedi's warned authorities five years ago that they were worried about radicalization of this man. he slipped through the cracks. diane and kendis. >> unbelievable. he was so close to being on their radar, practically was on their radar. molly, the uk terror alert at critical. highest level. what's the environment like there? how are people behaving in all of this? >> exactly right. diane, so rare that the uk puts terror threat level at critical. last time they did that was july 2007. after the bombers. we will see more troops out on the streets. now i don't see any actually right in this vicinity.

what that also means is that that frees up police forces and swat teams to go do the raids. to actually patrol the city and to really ramp up the investigation in the coming days. unlikely the critical threat level will stay for too many days, it requires so many resources on the streets. next few days, week i would say. while this investigation is ramping up. that's what should expect to see in the streets. >> definitely unusual scene. a country rare to see the bobby, police officers there carrying weapons. now armed forces there in some parts of country. molly hunter, thank you. here at home, president trump is taking part in a series of meetings. he is in brussels. lot going on here at home with him as well. heave will be talking at nato summit. and in talks with european union officials as well. >> the president has had a busy trip there. met with the belgian king and prime minister. after arriving in a city, once called, a "hell hole." because of its immigration policies. thousands have gathered in brussels to welcome the

president, you might say. rallying against his policies. >> before heading to belgium, he held a meeting with pope francis. the president called the meeting with the pope, though an honor. and francis gave trump a copy of his writings about climate change which the president will be reading. back here at home and breaking overnight, a shakeup in the race for montana's lone seat in the house of representatives. the election ties day. one of the candidates accused of body slamming a reporter. the republican faces misdemeanor assault charge now. accused of attacking reporter ben jacobs. jacobs managed to record the incident which started as a question of the republican health care bill. >> the cbo score. >> we'll talk to you about that later. >> yeah, but -- >> speak with shane, please. >> sick and tired of you guys.

overall. sky rocket for older americans and those with pre-existing conditions. cbo found some people scud pay thousands more in out of pocket costs as well. since states will be allowed to opt out of guaranteeing coverage for maternity and mental health. >> the budget director tried to defend the plan for sweeping spending cuts. he is getting push back from members of both parties. abc's alley rogan with more. >> white house budget chief getting a warm welcome from former house colleagues prepared to make the case for president trump's budget proposal. the reception from one fellow republican turned frosty. mark sanford of south carolina saying the white house's projections for economic growth were unrealistic. >> it perpetuates a myth we can go out there and balance the budget without touching entitlement. not a myth. a lie. >> reporter: wasn't enough for that fiscal hawk. the budget would cut $1.7

trillion from the social safety net. slashing programs, medicaid, food stamps, anti-poverty programs. it doesn't touch the two biggest drivers of debt. medicare and social security. democrats have the opposite program with the budget. saying, the entitlement cuts are too steep. >> have to be honest, i have never seen a budget so devoid of compassion and empathy for families struggling to make ends meet. >> back in the hearing room. he defended the cuts. >> we no longer want to measure compassion by the number of programs that the we have or the number of people on the programs. we want to measure true compassion by the number of people we help to get off the programs. >> meanwhile in the that. lawmakers distance from the budget. making clear congress writes the bills that become law. not the president. >> he has a tough job. certainly look at whatever he sends up. but we will modify it.

that is an out of control semi truck speeding down a highway near mexico city. the truck's brakes failed. police were helpless as it hit speeds around 100 miles an hour. finally came to a stop after colliding with emergency braking ramp. the driver able to escape unharmed. the truck was carrying 15 tons of paper on rolls which wound up on the road there. and also caught on camera a dump truck rolling into an

intersection near seattle. and, slamming into a car. the truck's brakes also failing in this situation. the driver of that car, suffered only minor injuries. amazing. vermont's governor vetoed a bill that would have made it the ninth state to legalize marijuana. the measure would have made it okay to grow small amounts of pot. penalties for using the drug driving or around children weren't strong enough. he says he is willing to work with lawmakers on a compromise. and a jury has been selected in bill cosby's sexual assault case. his lawyers had accused prosecutors of trying to keep african-americans off the jury. and cosby said that race could be a factor in the dozens of allegations against him. both sides eventually agreed to include two black jurors on the panel of seven men, five women. cosby charged with drugging and molesting constant a woman who worked for temple university in 2004. he made brief comments after leaving court. >> i just want to be very specific about the wonderful people of allegheny county.
